Purpose
Police procedural justice is essential in shaping police legitimacy and public willingness to cooperate, yet factors that affect police fair treatment of citizens are not fully understood. Using the data of the National Police Research Platform (NPRP), Phase II, this study examines the effects of three key organizational factors (i.e. effective leadership, supervisory justice and department process fairness) on officers’ procedural justice in police stops.
Design/methodology/approach
Innovatively, this study links police data with citizens’ data and conducts multilevel analyses on the effects of a host of citizen, officer, incident, and, importantly, agency characteristics on officer behaviors during over 5,000 police stops nested within 48 police agencies.
Findings
The results showed that the fairness of the departmental process had a positive effect on officer procedural justice, while the fairness of the supervisor was inversely associated with procedural justice on the street.
Originality/value
The linked data demonstrated that organizational fairness affected street procedure justice.

Abstract
Purpose
One of the main roadblocks to increasing uptake of national police accreditation (i.e. accreditation from the Commission on Accreditation for Law Enforcement Agencies (CALEA)) is concern among some in law enforcement that promoting national standards for policing would undermine local control. The purpose of this study is to assess whether CALEA-accredited police departments are more (or less) likely than non-CALEA-accredited police departments to utilize information from resident surveys to inform agency operations.
Design/methodology/approach
This study utilizes data from the Law Enforcement Management and Administrative Statistics (LEMAS) survey and cardinality matching, a quasi-experimental approach, to estimate the relationship between CALEA accreditation status and utilization of information from resident surveys among municipal police departments.
Findings
We find that agencies that subscribe to national police accreditation are more likely to use resident surveys to prioritize crime/disorder problems, evaluate officer or agency performance, guide training and development and inform agency policies and procedures compared to matched agencies that do not subscribe to national police accreditation.
Originality/value
While there is research on the effects of national police accreditation on traditional policing outcomes, there is a paucity of research on whether national police accreditation undermines the ability of local residents to affect policing standards. The findings from this study suggest that national police accreditation may enhance the power of local residents to affect policing.

Abstract
Purpose
This study uses autoethnography to examine the impact of the Misuse of Drugs Act 1971 on policing and public health in the UK. Bridging the gap between scholarly discourse and practical law enforcement insights, this paper aims to highlight the cognitive dissonance experienced by frontline officers when using policing methods that conflict with evidence-based practices and personal values. It critiques routine police procedures, highlighting the ineffectiveness of criminal sanctions in reducing drug offences and the resultant damage to community trust and police legitimacy.
Design/methodology/approach
Using autoethnography and critical reflection that combines personal narrative and ethnographic observation, this paper presents a practitioner's perspective on the challenges of enforcing low-level drug offences. It integrates the author's experiences as a neighbourhood police officer in Camden Town, London, with theoretical analysis to highlight the practical realities of drug law enforcement at the intersection of law enforcement and public health.
Findings
This research reveals contradictions between current drug law enforcement strategies and public health objectives, and the consequences for law enforcement. It highlights the risks of limiting police discretion and preventing their ability to respond appropriately to complex needs. The paper emphasises the need for public health and trauma-informed policing strategies to mitigate the adverse effects on vulnerable and disadvantaged communities.
Practical implications
Improved public health outcomes: prioritising treatment and support over punishment. Adoption of trauma-informed practices: reducing marginalisation, stigma and improved experiences of police interaction. Improved trust and legitimacy: when the public perceive policing as fair and aligned with community values, it strengthens procedural justice and police legitimacy. Enhanced officer well-being: an improved working environment and experience, through more meaningful, impactful work and improved interactions and relationships with the public. Policy change: policymakers should recognise the discretionary role of police when developing drug policy and acknowledge the risks associated with enforcement approaches that conflict with community needs and broader policing objectives.
Originality/value
Offering a novel critique of prohibitionist drug policies within the British context, this paper advocates for a cultural shift towards public health and trauma-informed approaches in UK policing. It emphasises the importance of recognising police officers' discretionary role as “citizen-agents” and the integration law enforcement approaches with harm reduction initiatives for enhanced procedural justice and police legitimacy.

Abstract
Purpose
First-line leaders across the emergency services are instrumental in leading the development of a workforce fit to face current and future challenges. As such in addition to utilising their specific craft, leaders need to be equipped to understand and apply evidence-based practices. With a focus on first-line leadership in policing, this paper will have both national and international resonance for those organisations attempting to embed an evidence-based culture.
Design/methodology/approach
The paper utilises a review of literature to develop a viewpoint identifying challenges and benefits of the adoption of evidence-based policing (EBP) by first-line leaders.
Findings
First-line leaders, whether police officers, police staff or volunteers, require opportunities to develop their own knowledge, understanding and skills of applying EBP in the workplace. Acknowledging challenges exist in the widespread adoption of EBP, such learning, at the appropriate educational level, will enable leaders to effectively champion the adoption of EBP, informing both their own decision-making and professional practices as well as those across their teams.
Practical implications
The first-line leader role is highly influential, as such, it is essential that these leaders develop their knowledge, understanding and application of EBP in the workplace in order to lead the expected cultural change.
Originality/value
This paper provides a current framework for the understanding of the context and potential impact of educationally levelled formal leadership learning required to champion the broad adoption of EBP across policing.

Abstract
Purpose
We analyse the role of subject matter experts' experience in establishing performance benchmarks for ambiguous and unstructured police tasks.
Design/methodology/approach
Participants included 156 students in the final week of their training to become commissioned officers of a police force (78.8% male, aged 21 to 54); 55.8% had previous experience as police officers, with 5–39 years of service (expert group). Participants completed an online questionnaire providing demographic data and responded to three written vignettes presenting critical high-ambiguity, time-pressure, and life-threatening situations.
Findings
Having prior police experience or being familiar with the situations presented in the vignettes did not impact the decisions made in two of the three vignettes. In the vignette where differences appeared, there was no clearly preferred option among the experts. Experts provided shorter and less elaborate justifications for their decisions compared to novices.
Originality/value
Overall experience and personal familiarity with situations do not appear to be sufficient conditions for identifying someone as an expert in this type of tasks. Results are discussed in relation to the difference between knowing what one should do and what one does due to stress and the moral or “sacred” values prevalent in police forces.

Abstract
Purpose
This study aims to investigate the factors that influence asset misappropriation fraud among police officers in the Internal Security and Public Order (Malay: Keselamatan Dalam Negeri dan Ketenteraman Awam [KDNKA]) Department, Royal Malaysian Police (RMP).
Design/methodology/approach
Primary data were collected from a questionnaire-based survey and the data were analysed using descriptive analysis, correlation analysis and multiregression.
Findings
The element of pressure was found to have a negative relationship with asset misappropriation fraud. This result shows the uniqueness of the KDNKA Department in the RMP. The other three elements are found to have a significant positive relationship with asset misappropriation fraud.
Practical implications
This study’s findings can aid academicians in gaining a better understanding of the literature surrounding fraud diamond theory and aid the policymakers in recognizing the signs and possibilities of asset misappropriation fraud in public agencies.
Originality/value
To the best of the authors’ knowledge, this is the first study that uses the KDNKA Department which is the second largest department in RMP as a population in fraud study.

Abstract
Purpose
This paper aims to shed light on the spatial constraints of sex work in Greece. The objective is twofold: to illustrate the intertemporal stance of the Greek state to push sex work at the edge of both the city and the law produces sex workers as always already marginal subjects and to identify how a spatial-based understanding of sex work could help in acknowledging sex workers’ full community citizenship.
Design/methodology/approach
This article examines the legal geographies of sex work in modern and contemporary Greece. The author is a doctoral student in critical jurisprudence with a professional background in urban planning law, who also works voluntarily with Athens-based sex worker’s organizations. Law’s materialization within space (Bennet and Layard, 2015, p. 406), namely, the implication of law in the discursive and material production of place, is examined through archival research with primary and secondary sources, including legislations and LGBT publications such as Amfi and Kráximo from the 1980s and 1990s found in the Archives of Contemporary Social History (ASKI) in Athens. Additionally, as the author is currently conducting fieldwork with people who are working or have worked in the past in sex in Greece as a part of her PhD dissertation, the paper contains data provided by ten interlocutors to highlight their own personal experience. The researcher has used the critical oral history method, as it is committed to recording first-hand knowledge of experiences of marginalized community members who are often unheard or untold, with the additional goals of contextualizing these stories to reveal power differences and inequities (Lemley, 2017, Rickard, 2003).
Findings
The paper provides insight into how regulationism establishes the brothel – a metonymy of prostitution – as a heterotopia within the urban space. Contemporary approaches, such as LULUs and broken window policies, are used to indicate the historically marginal placement of sex work.
Research limitations/implications
The interviews presented here were conducted in the summer of 2022, in the context of the author’s PhD research. Despite her six years of activist-level involvement with sex workers’ rights organizations, due to ethical constraints, only the findings of interviews conducted up to the writing of this paper are presented here, while details of private discussions with members of these organizations are omitted.
Originality/value
The paper examines a significant and timely matter of place making and spatial justice. Unlike earlier research on prostitution in Greece that focused on the brothel either as a heterotopia or as an undesirable land use, the novelty of this paper is that it highlights the intersections between policing, planning, public hygiene, anti-immigration policies around the regulation of the sex market. By critically discussing the implications of the de facto illegality of sex work in Greece, the study highlights the importance of including the voices of sex workers in decision-making and contributes to the debate around the decriminalization of sex work in Greece.

Abstract
Racial stigma and racial criminalization have been centralizing pillars of the construction of Blackness in the United States. Taking such systemic injustice and racism as a given, then question then becomes how these macro-level arrangements are reflected in micro-level processes. This work uses radical interactionism and stigma theory to explore the potential implications for racialized identity construction and the development of “criminalized subjectivity” among Black undergraduate students at a predominately white university in the Midwest. I use semistructured interviews to explore the implications of racial stigma and criminalization on micro-level identity construction and how understandings of these issues can change across space and over the course of one's life. Findings demonstrate that Black university students are keenly aware of this particular stigma and its consequences in increasingly complex ways from the time they are school-aged children. They were aware of this stigma as a social fact but did not internalize it as a true reflection of themselves; said internalization was thwarted through strong self-concept and racial socialization. This increasingly complex awareness is also informed by an intersectional lens for some interviewees. I argue not only that the concept of stigma must be explicitly placed within these larger systems but also that understanding and identity-building are both rooted in ever-evolving processes of interaction and meaning-making. This research contributes to scholarship that applies a critical lens to Goffmanian stigma rooted in Black sociology and criminology and from the perspectives of the stigmatized themselves.

Abstract
Purpose
This article provides an overview of the literature characteristics of empirical research on topics related to police careers from 2000 to 2021. Methodology, distribution in time and space and types of publication are presented. Recommendations for new research avenues are given.
Design/methodology/approach
Eight scoping reviews on specific topics were carried out by criminology students under the close guidance and supervision of the first author, an academic researcher. The reviews followed the same procedure, enabling an overarching reflection.
Findings
The scoping reviews resulted in 179 unique publications for analysis. It appears that the topic of police professional competencies is studied more often in the field of police careers (n = 55), in contrast to informal learning in police training (n = 4) which was studied the least frequently. Since 2012, there has been a noticeable increase in the number of publications. Publications in scientific journals are by far the most common (n = 153), as is a quantitative research design (n = 123). All topics have been studied in Europe and North America.
Research limitations/implications
More qualitative research and international dissemination of empirical results are recommended to gain a deeper understanding of police careers. As for the limitations, specific topics were selected, which limits the scope of the findings. Working with students for data collection has its benefits in terms of workload, but comes with potential limitations in terms of quality. It is recommended to conduct a screening using the four-eyed principle, as was done here by the first and second authors. Additionally, the review protocol (e.g. keywords and databases) has an influence on the outcome. Different choices may lead to different results.
Originality/value
A comprehensive analysis of police career literature is made based on eight scoping reviews that followed the same procedure. It allows to study the literature in a broad sense rather than studying one topic in depth.

Purpose
This study investigates the relationship between companies with military directors and audit fees in Indonesia.
Design/methodology/approach
Using upper echelon and audit pricing theories, the authors examine military directors' roles in the demand for and supply of auditing services. The authors use Indonesia as their research setting as their military forces have a long history of involvement in business. The study sample includes 898 firm-year observations on the Indonesia Stock Exchange during 2014–2018.
Findings
The authors find a negative relationship between military connections and audit fees. This is consistent with auditors assessing lower audit risk and charging lower audit fees to companies that have leaders with military experience. The study findings are strongest where there is military experience on the board of directors and where the military experience is from the Army.
Originality/value
This study extends the literature on the benefits of military experience in company leadership, especially in the context of auditing research. The study findings also have implications for the selection of board candidates and auditor risk assessments.
