The Nuffield Foundation has recently produced a report on the provision of interdisciplinary courses throughout higher education. This report identifies the main forms which interdisciplinary courses take, and the organizational and institutional circumstances which encourage their provision. Its most interesting revelation, however, concerns not the form, but the purposes, of such courses.

Governments are no strangers to dealing with crises. On the contrary, a central role of any government is to absorb, navigate and mitigate them. However, crises themselves are unpredictable and represent a significant challenge to governments at both the national and local level. Despite such uncertainty, studying how governments in different countries respond to crises offers a great opportunity to learn from the past and to understand the nature of resilience in the face of significant shocks and disruption.

This book charts how local governments in 11 countries, covering Europe, the United States, South America and Australia, responded to the recent crises and austerity period by shedding new light on the role of contextual- and policy-related conditions as well as the internal capacities and conditions that may influence responses and, ultimately, performance.

This chapter sets the scene for the book, by highlighting the relevance of examining financial crises and austerity and the ways in which governments, and more specifically, local governments, are facing the related shocks. In doing so, it proposes a preliminary framework for exploring governmental financial resilience at the local level. In such a framework, financial resilience is seen as the dynamic combination of internal and external dimensions, including the external environment, financial shocks, vulnerability, anticipatory capacity and coping capacity.

The paper introduced the use of a hybrid system of neural networks support vector machines (NNSVMs) consisting of artificial neural networks (ANNs) and support vector machines (SVMs) to price single-family properties.

The mechanism of the hybrid system is such that its output is given by the SVMs which utilise the results of the ANNs as their input. The results are compared to other property pricing modelling techniques including the standalone ANNs, SVMs, geographically weighted regression (GWR), spatial error model (SEM), spatial lag model (SLM) and the ordinary least squares (OLS). The techniques were applied to a dataset of 3,225 properties sold during the period, January 2012 to May 2014 in Cape Town, South Africa.

The results demonstrate that the hybrid system performed better than ANNs, SVMs and the OLS. However, in comparison to the spatial models (GWR, SEM and SLM) the hybrid system performed abysmally under with SEM favoured as the best pricing technique.

The findings extend the debate in the body of knowledge that the results of the OLS can significantly be improved through the use of spatial models that correct bias estimates and vary prices across the different property locations. Additionally, utilising the result of the hybrid system is thus affected by the black-box nature of the ANNs and SVMs limiting its use to purposes of checks on estimates predicted by the regression-based models.

The purpose of this paper is to examine the role of tiers of governance and discuss the findings from research into a crime policy's implementation focusing on resourcing, community engagement, accountability and leadership. The paper examines the shift from partnership delivery to the Big Society.

18 in-depth semi-structured interviews with partnership managers from a range of organisations combined with non-participant semi-structured of ten partnership meetings and documentary analysis were undertaken, in tandem with the policy networks framework.

Despite the expectations placed on crime partnerships by New Labour, governance has continued to be driven by professionals and dominated by the large public sector organisations, rather than the community they serve or their service users, and with little involvement from the business sector in delivery. The focus upon voluntarism, enterprise and business in the Big Society vision will mean rapid adaptation in the sector if it is to fit the Big Society agenda successfully.

The paper serves to set out the relationships between key actors in governance in this policy area and the relevance of this to the Big Society idea. Its findings and lessons can be used to compare the policy sector across countries and for practical use by policy makers.

Over the last 20 years we have witnessed the emergence of a large‐scale, world‐wide academic movement concerned with the management of services. This paper charts the role and impact of operations management on this movement and proposes that the current key focus for service academics should be with the application of frameworks and techniques. Also suggests that as the service movement has grown, with increasing overlap between the subjects of operations, marketing and HRM for example, there is a need to “return to roots”. Contends that service academics, in their bid to develop cross‐functional service management material, may have lost, or inadvertently ignored, the strength of their core disciplines. Re‐focusing on the traditional strengths of operations management, such as performance quality, design, and operational improvement, might help provide a greater rigour to the developing subject of service management. Discusses nine areas for service operations research and suggests specific research questions. The topics include linking operational performance to business drivers, performance measurement and operations improvement, service design, service technology, the design of internal networks and managing service capacity.

The backdrop to the Munro Review of Child Protection was a narrative propagated in the British national press, and perpetuated particularly by the then opposition Conservative Party, that the case of “Baby P” evidenced the English child protection system was “failing” and in need of reform. Subsequently, the review asserted that the system had become “over-bureaucratised” and “defensive” at the expense of social worker discretion in the interests of the individual child, highlighting the need for “radical reform”. This paper aims to report on the extent of, and continued barriers to, social worker discretion within the contemporary English child protection.

As an ethnographic case study of a single English child protection team, the study used a sequential and iterative mixed method design, encompassing observation, document analysis, focus groups, questionnaire, interviews and “Critical Realist Grounded Theory”.

The study found that social worker discretion was continuing to be undermined by the “Baby P effect”; not only in the sense of increasing numbers of children within the system but also by the perpetual fear of being “named”, “blamed” and “shamed”, akin to Peter Connelly’s social workers.

The paper considers how discretion is manifested in contemporary child protection, especially in the context of the “child-centred” system envisaged by the Munro Review. It concludes that the British media and politicians have a continued role to play in reducing the risk associated with the social worker’s discretionary space.
