Abstract

Purpose

The purpose of this paper is to report and discuss the findings of a thematic analysis from a survey of 114 serious case review (SCR) executive summaries in adult safeguarding. The Care Act 2014 (Section 44) makes the establishment of Safeguarding Adults Boards a statutory requirement. One of their responsibilities/functions is to undertake Safeguarding Adults Reviews (SAR-previously known as SCRs). They must also publish an annual report which includes the recommendations and actions from these SAR’s. This paper draws attention to the potential of SCR as national learning materials, and offers recommendations for strengthening the scope for interpretation in practice.

Design/methodology/approach

This paper maps the findings and recommendations from 114 SCRs undertaken in England and Wales between 2000 and 2012. It then identifies the dominant themes and universal lessons to emerge, and makes suggestions for the improvement of learning.

Findings

The demographic profile of SCRs bore some correlation to UK prevalence reports on perpetrator characteristics, but there was variance in relation to victim characteristics, where people with mental illness were the subject of SCRs with a level of frequency that does not mirror the prevalence of mental illness in reported abuse in the UK. The thematic analysis of conclusions and recommendations identified that these could be categorised as either idiosyncratic or bureaucratic.

Research limitations/implications

The quality and quantity of information contained within the various SCR executive summary reports collated evidenced the lack of consistency/standardisation. Consequently, the analysis of demographic characteristics from these reports was compromised by incomplete data. In order to strengthen the scope of interpretation and understanding from future SARs to inform wider learning within the safeguarding community some national collation and standardisation is necessary.

Originality/value

This paper offers an analysis of the demographic profile and common themes emerging from an examination of the largest survey of SCR executive summaries reported on in the UK so far.

Abstract

Purpose

The purpose of this paper is to consider possible implications of recent policy initiatives in schools and local government for child safeguarding practice in education settings in the state sector in England.

Design/methodology/approach

Recent policy changes to promote devolution of decision-making to school and local government level are analysed in the light of the literature on multi-agency working for the protection of children.

Findings

The paper highlights the complexity of the current context in which local arrangements for the safeguarding of children are operating. This includes efforts at integration of funding and structures, coupled with rapid changes in policy in both education and children’s social care and greater decision-making powers at local level. Together this makes it difficult to evaluate the current strengths of safeguarding arrangements between schools and other local agencies to help ensure that arrangements for the safeguarding of children in “independent” state schools are robust and effective.

Research limitations/implications

Researchers and policy-makers need to consider the efficacy of safeguarding arrangements under new local government and integrated structures in England.

Practical implications

There is relatively little research addressing inter-organisational information exchange in relation to education professionals involved in safeguarding. This paper sets out some directions for inquiry, including specific priorities that may be useful to the research and practice communities in the context of integration.

Originality/value

The paper provides a summary of key policies and strategies that inform child protection in state school settings in England.

Abstract

Purpose

The backdrop to the Munro Review of Child Protection was a narrative propagated in the British national press, and perpetuated particularly by the then opposition Conservative Party, that the case of “Baby P” evidenced the English child protection system was “failing” and in need of reform. Subsequently, the review asserted that the system had become “over-bureaucratised” and “defensive” at the expense of social worker discretion in the interests of the individual child, highlighting the need for “radical reform”. This paper aims to report on the extent of, and continued barriers to, social worker discretion within the contemporary English child protection.

Design/methodology/approach

As an ethnographic case study of a single English child protection team, the study used a sequential and iterative mixed method design, encompassing observation, document analysis, focus groups, questionnaire, interviews and “Critical Realist Grounded Theory”.

Findings

The study found that social worker discretion was continuing to be undermined by the “Baby P effect”; not only in the sense of increasing numbers of children within the system but also by the perpetual fear of being “named”, “blamed” and “shamed”, akin to Peter Connelly’s social workers.

Originality/value

The paper considers how discretion is manifested in contemporary child protection, especially in the context of the “child-centred” system envisaged by the Munro Review. It concludes that the British media and politicians have a continued role to play in reducing the risk associated with the social worker’s discretionary space.

Abstract

Purpose

This paper investigates online evaluation processes on peer-to-peer platforms to highlight how online peer evaluation enacts neoliberal subjects and collectives.

Design/methodology/approach

The paper uses netnography (Kozinets, 2002) to study the online community of Airbnb. It is also based on 18 interviews, mostly with Airbnb users, and quantitative data about reviews.

Findings

Results indicate that peer-to-peer platforms constitute biopolitical infrastructures. They enact and consolidate narcissistic entrepreneurs of the self through evaluation processes and consolidating a for-show community. Specifically, three features make evaluation a powerful neoliberal agent. The object of evaluation shifts from the service to the user's own worth (1). The public nature of the evaluation (2) and symetrical accountability between the evaluator and the evaluatee (3) contribute to excessively positive reviews and this keeps the market fluid.

Social implications

This paper calls for problematization of the idea of sharing in the so-called “sharing economy”. What is shared on peer-to-peer platforms is the comfort of engaging with people like ourselves.

Originality/value

This paper contributes to the literature on online accounting by extending consideration of evaluation beyond the review process. It also stresses that trust in the evaluative infrastructure is fostered by narcissistic relationships between users, who come to use the platform as a mirror. The peer-to-peer context refreshes the our knowledge on evaluation in a corporate context by highlighting phenomena of standardized spontaneity and euphemized evaluation language. This allows evaluation processes to incorporate a market logic without having to fuel competition.

Abstract

Purpose

In England in recent years, concerns have been raised about the proportion of time social workers and other frontline children's social care practitioners spend carrying out desk‐based, administrative activities. This article aims to report time use activity data from front line workers on the amount of time spent on different activities to support children in need (as defined by the 1989 Children Act).

Design/methodology/approach

The data were collected from a range of sources including focus groups, event records (diaries completed by practitioners) and online surveys.

Findings

The proportion of time spent on direct and indirect activities varies according to the types of process. Those associated with ongoing support have the highest proportion of direct activity, whereas those associated with decision making, especially if a one‐off activity, have the highest proportion of administrative activities. The greater the needs of the child, the more direct and indirect support was given, but there was some variation across social work teams. But the activities of social workers are interconnected, making it difficult to provide conclusive evidence, but the concern about the imbalance between direct work and administrative tasks seems justified.

Research implications/limitations

The findings highlight the complexity of exploring how social workers spend their time and how the proportion of time spent on direct and indirect activities is determined by the needs and circumstances of children and their families.

Practical implications

Wider contextual practice issues are also explored including the recent increases in referrals to children's social care and the use of electronic recording systems.

Originality/value

The breakdown of the activities using the approach outlined in the article increases transparency in understanding how social workers spend their time.

Abstract

Purpose

The research reported here forms part of a study of children’s participation in children in care reviews and decision making in one local authority in England. The purpose of this paper is to outline the views of 11 social workers and 8 Independent Reviewing Officers (IROs) and explores their perceptions of children’s participation in reviews. The paper considers the barriers to young people participating meaningfully in decision making and how practice could be improved in this vital area so that children’s voices are more clearly heard and when possible acted upon by professionals.

Design/methodology/approach

The data reported here derive from a qualitative cross-sectional study in one English local authority. The entire study involved interviewing children in care, IROs, social workers and senior managers about young people’s participation in their reviews. Findings from the interviews with young people and senior managers have been reported elsewhere (Diaz and Aylward, 2018; Diaz et al., 2018); this paper focusses on the interviews with social workers and IROs. Specifically, the authors were interested in gaining insight into their views about the following research questions: To what degree do children and young people meaningfully participate in reviews? What are the barriers to participation? What can be done to improve children and young people’s participation in reviews?

Findings

During this process seven themes were identified, five of which concerned barriers to effective participation and two which concerned factors that appeared to support effective participation. These are summarised below and explained further in the following sections. Barriers to effective participation: social workers and IROs’ high caseloads and ensuing time pressures; high turnover of social workers and inexperienced staff; lack of understanding and training of professionals in participation; children and young people’s negative experiences of reviews and consequent reticence in taking part; and structure and process of the review not being child-centred. Factors which assist participation: quality of the relationship between the child and professionals; and the child or young person chairing their own review meeting.

Research limitations/implications

Although these findings reflect practice in one local authority, their consistency with other research in this area suggests that they are applicable more widely.

Practical implications

The practice of children chairing their own reviews was pioneered by The Children’s Society in North West England in the 1990s (Welsby, 1996), and has more recently been implemented with some success by IROs in Gloucestershire (see Thomas, 2015, p. 47). A key recommendation from this study would be for research to explore how this practice could be developed and embedded more widely. Previous research has noted the tension between the review being viewed as an administrative process and as a vehicle of participation (Pert et al., 2014). This study highlighted practitioner reservations about young people chairing their own reviews, but it also gave examples of how this had been done successfully and how it could improve children’s participation in decision making. At the very least, it is essential that young people play a role in deciding where the review is going to take place, when it will take place, who is going to be invited and what will be included on the agenda.

Social implications

The paper highlights that in this Local Authority caseloads for social workers were very high and this, combined with a high turnover of staff and an inexperienced workforce, meant that children in care struggled to have a consistent social worker. This often meant that young people were not able to build up a positive working relationship with their social worker, which negatively impacted on their ability to play a meaningful role in decision making.

Originality/value

There have been very few recent studies that have considered professionals’ perspectives of children’s participation in key meetings and decision making, so that this provides a timely and worthwhile contribution to this important area of work.

Abstract

This article explores the neglected issue of the overrepresentation in the child protection system of children from ethnic, cultural, religious, racial, and linguistic minorities. It focuses on the accommodation of children’s diverse backgrounds within the s 31(2) threshold and s1 “best interests” stages of intervention under the Children Act 1989. First, it introduces the ethnic child protection penalty as a new tool for capturing the complex nature of overrepresentation of these children. Second, it proposes a framework for understanding the judicial approach in higher court decisions on the current extent and nature of accommodation. Third, it employs the penalty concept to help explain why case law analysis reveals difficulties with the current factor-based approach, whereas empirical research suggests generally satisfactory accommodation in practice. It concludes by proposing a contextualized framework for decision-making in relation to child protection.
