Abstract

At different points in time, energy harnessed from nuclear technology for commercial purposes has been qualified as atoms for peace, too cheap to meter, unsafe, sustainable, and emission free. We explore how these associations – between nuclear technology (a category used in a descriptive way) and qualities such as emission free (a category used in an evaluative way) – are materially anchored, institutionally performed, socially relevant, and entrepreneurially negotiated. By considering all these factors, our analysis shows that it is possible to understand how and why categories and their meanings continue to change over time. We flesh out the implications of these observations and suggest avenues for future research.

Depending on the adopted principles of their domestic energy policy, individual countries responded in different ways to the information coming in from Japan. The majority of European countries having atomic power stations recommended inspection of the installations, particularly of those of older types. Discussion concerning the safety of nuclear installations also flared up. Opponents of the atomic power industry and environmentalists, asexpected, pointed to a need to lean energy production toward so-called renewable energy sources. The 2016 announcement of plans for a large new UK nuclear plant at Hinkley Point, just 250 miles from Ireland’s coast, was met with concern by many Irish people. Paradoxically, nuclear power was rejected in Ireland in 1979 with the development of the coal burning plant at Moneypoint in County Clare, and outlawed as an energy option in 1999, yet the country still utilises electricity from the UK’s power grid, which includes energy derived from nuclear power. Ireland’s interconnected energy grid includes Northern Ireland and the Republic. This chapter will examine the issues surrounding Ireland’s energy policy. In particular, it will focus on the debates that have occurred in Ireland in relation to the use of nuclear energy.

Abstract

Purpose

This chapter argues that the concept of metagovernance offers an alternative to multi-level governance (MLG) for understanding how policy is delivered through complex networks. Whereas MLG portrays the state as a diminished entity, metagovernance argues for a strong, capable state that can govern through the deployment of policy tools. The chapter identifies and evaluates how policy tools are selected to realise the strategic objectives of government.

Methodology/approach

A critical case methodology is employed. Nuclear power is held to be a most difficult test for the British government’s ability to metagovern. The empirical data was collected from in-depth qualitative interviews conducted between August 2008 and July 2013.

Findings

The chapter shows that the British government’s metagovernance efforts are informed by the risks that would-be developer face. The British government is shown to have some ability to practice metagovernance but the complexities of nuclear power and the existence of a MLG structure create risks that government cannot overcome. It is also observed that in nuclear power programmes, the risks of construction cost overruns and electricity price fluctuations have the greatest impact on the calculations of would-be developers.

Research implications

The findings offer insight into the limits of government capacity in the face of networks and claims of continued state power. The chapter links together the literature on risk and the emergent literature on metagovernance. It is shown that institutional risks in the form of political opportunism are ever present and cannot be easily overcome.

Practical implications

Government are often called upon oversee difficult projects that are delivered by commercial actors. The findings indicate how governments might approach the task and point to a need for greater sensitivity to the nature of the project itself.

Social implications

The empirical results show that to moderate risk, government has tended to adopt very technocratic policies that limit wider democratic consultation in favour of working directly with commercial actors.

Originality/value

The chapter presents a detailed analysis of government decision-making in a highly controversial area of public policy – nuclear power.

Myth is a story of archetypical personas who behave in ways and with motives that we recognize in ourselves. We use myth as a way of reminding ourselves of the relationship between motives, actions, and consequences. Myths can serve either as inspirational or cautionary tales, and sometimes as both. But “myth” can also mean a fabricated story intended to create a false impression, and to achieve storytellers’ ends when they have decided the truth will not suffice. We apply the myth of Cassandra to the millennium-long recorded history of giant tsunamis in Japan. After each of these catastrophes, survivors sought to warn future generations of their recurrences. But, each time, their progeny eventually lost the memory of these lessons, and lost their lives when the next monster wave overwhelmed them. Only when they kept the lessons as living knowledge in everyday life, could they manage to escape from monster tsunamis. In this chapter, we use the myth of Cassandra in conjunction with the myth of Prometheus, the bringer of fire to humankind, as a metaphor for Japan’s growing reliance on nuclear power. Government and utility companies built powerful but inherently dangerous cauldrons in the nation’s disaster-prone landscapes, assuring the public they could control the fire’s fury and defend it against nature’s. As images of atomic bomb victims were still vivid and widely shared in Japan, they had to overcome the public fear of radioactivity by fabricating a “myth of safety.” The nuclear disaster made the public distrust the government and utility companies, which lingers in the process of reconstruction from the disaster. Myths can either reveal hidden truths or mask hidden lies. The Japanese people must now learn to distinguish one from the other.

Abstract

Nuclear energy is of vital importance for the energy independence of countries. Therefore, some of the countries have given priority to nuclear energy investments. However, there are some risks in nuclear reactors. For this reason, some countries are uneasy about nuclear energy investments. Thorium-based nuclear power plants are also recommended to minimize these risks. It is possible to talk about many advantages of these power plants. However, there are some negative aspects to these investments. In this study, both positive and negative aspects of thorium-based nuclear power plants are discussed simultaneously. In this context, first, the literature was comprehensively examined, and seven different factors were determined. An analysis is then carried out using the DEMATEL method. It is concluded that the cost and uncertainties have the greatest weight. In addition, suitability and physical and chemical reasons are other significant items. The results obtained show that thorium-based nuclear power plants are not very efficient now. In this context, the costs of thorium-based nuclear reactors should be reduced by new research and development activities. Otherwise, the high-cost problem reduces the efficiency of these reactors. With the developing technology, it is necessary to reduce the high costs. If the costs cannot be reduced, financial sustainability of thorium-based nuclear reactors will not be possible, although there are many benefits.

Abstract

India became a NWS (Nuclear Weapons State) most reluctantly in May 1998 despite her demonstration of nuclear weapons capability 24 years earlier in May 1974. Having assumed the new status as the sixth overt nuclear weapons state, India also declared her principled policy governing use of nuclear weapons in the event of a national security threat. The Indian Nuclear Doctrine was called “minimum deterrence” by the BJP-led NDA government, but the Congress-led UPA government in 2004 renamed it as “credible deterrence.”

But the heart of the vibrant Indian nuclear doctrine is its commitment to No First Use (NFU) of nuclear weapons. Nuclear weapons were invented by the United States (U.S.). First-ever use of atom bomb is also made by the Americans and a philosophic foundation for the discussion on NFU was also laid in the U.S. However, having put the NFU in the philosophic parlance, the U.S. in the Cold War International environment professed the doctrine for First Use (FU) of nuclear weapons. It is China that made a first public commitment to the NFU after it became the fifth nuclear weapons state.

This chapter proposes to discuss Indian commitment to NFU as a first step on the long path toward global nuclear disarmament—or No Use (NU) of nuclear weapons. India saw Partial Test Ban treaty of 1963 as a step toward NU and also saw the discussions on NPT as another step toward nuclear disarmament as much as it wanted the big powers to see the CTBT too as a device aimed at putting world into NU bind. West, led by the U.S., was however only interested in using the CTBT to deny nuclear weapons status to threshold states, particularly India.

As a self-declared nuclear weapons state, India has, in nuclear doctrine, committed itself to nuclear disarmament. Can there be an international treaty between the declared nuclear weapons states? Can India and Russia come together on the issue? Can they convince China to join? With three Asian nuclear weapons states committing themselves to NFU, U.S. can see economic sense in an international treaty on NFU. Is it possible to create a global public opinion in favor of NU of nuclear weapons? The questions will be answered based on research conduct on the subject.

Abstract

Is the nuclear sky falling? It appears so. With the quantitative and qualificative improvements in nuclear stockpile, a proliferation-pessimism finds expression in metaphors about nuclear dominoes, chains etc. With a number of threshold states, the catch-phrase is ‘credible deterrence’. However, much of the zero-sum cold war thinking on strategic defence has now become anachronistic. A phased adaptive approach, leading to universal disarmament is necessary, especially in India’s strategic interest. A nuclear weapon-free world could ensure a safer regional security environment for India. It’s all the more imperative in view of China’s interest to emerge as the strategic leader in Asia, even well beyond Asia.

New START initiatives are positive developments in this regard. However, it is necessary to bring into this fold other nuclear powers. (China has rejected the US and Russian levels of nuclear ‘transparency’ as part of its defence calculus; it has already crossed the multiple warhead Rubicon. It may also install a National Missile Defence System by 2020.)

Though a Nuclear Weapon-Free World (NWFW) cannot emerge instantaneously, an NWFW can evolve, if the following measures are evolved:

  • (i)

    Change the mind-set devaluing nuclear weapons by strategically displacing ‘disbelief’ with ‘faith’ in the efficacy of nuclear abolition.

  • (ii)

    Change the perception of  the utility and prestige associated with nuclear weapons.

  • (iii)

    Redraft nuclear doctrines to restrict their role and break the ‘feed-back paradigm of the need for nuclear deterrence’.

  • (iv)

    Take measures to build confidence in multilateral initiation on NWFW.

  • (v)

    Ensure universal acceptance of ‘no first use’ (NFU) through a legally binding, universally accepted agreement.

  • (vi)

    Have agreement prohibiting the use or threat of use of nuclear weapons.

  • (vii)

    Devise agreements for controlling the continuous qualitative upgradation.

  • (viii)

    Establishment of a Safeguard Regime with thorough organizational and institutional mechanism.

  • (ix)

    Use advanced surveillance and monitoring technology to ensure compliance.

  • (x)

    Implement effective enforcement strategy to penalize delinquent.

As the first Asian country to build a nuclear reactor, and as one among the handful of countries with full nuclear fuel cycle capabilities, India should strive to bring about universal disarmament of nuclear weapons so that world can meet spiralling demand for power through nuclear reactors, which pose no threat to the world peace.

Abstract

As national governments and international organizations strive to combat climate change and limit greenhouse gas emissions, the energy transition is at the center of the global agenda. Sustainable Development Goal (SDG) 7 of the UN 2030 Agenda calls for affordable, reliable, sustainable, and modern energy for all, but there is ample ambiguity on what is to be considered “sustainable” as opposed to “renewable.” This chapter discusses the role of nuclear power in this context, and more specifically the thorny issue of nuclear waste: unless a sustainable strategy for the disposal of nuclear waste is found, the inclusion of nuclear power as a legitimate recipient of Green Deal and other aid will be contested. The cases of Italy, Germany, and France are discussed, showing how these countries have struggled over decades to solve the “wicked problem” of nuclear waste and have dealt with conflict through different mixes of stakeholder engagement, procrastination, or use of scientific expertise for legitimation.

Through the comparative analysis of the three cases, conclusions are drawn on relevant factors that contribute to the policy capacity needed to tackle complex, integrated, super-wicked problems of sustainability policy: issues of problem definition, multilevel coordination, time management, and the engagement of community and science are described and identified as critical.
