Abstract

Purpose

Purpose of this research is to shed light on the changes caused by shipping sulphur regulation, which will globally take off during years 2015 and 2020. It has significant effects on diesel markets globally, but especially in regions, where demanding 0.1 per cent level is required. One of these regions is the Baltic Sea. It is relatively undealt issue, how this forthcoming change will affect these specific sub-regions of stiff 0.1 per cent sulphur level demand and their transportation modes with different tax obligations.

Design/methodology/approach

The authors use second-hand data from various different sources, earlier research as well as simulation to estimate the effects on the diesel markets and transportation prices in the Baltic Sea region. Different transportation modes have diverging taxation treatment on diesel oil use, which complicates analysis further.

Findings

Based on research findings, it is rather probable that diesel markets for sulphur-free diesel oil shall face price spike in the beginning of 2015 in the Baltic Sea region. This is mostly explained with needed large-scale scrubber investment and short-time span to complete these (there are both technical and financial challenges). Therefore, numerous ships shall enter sulphur-free diesel oil market. Based on the simulation study, freight transportation will mostly be hurt in shipping, whereas road and rail shall face smaller price increases. Results are mostly explained with taxation treatment, where shipping is still using tax-free diesel oil, and no fixed taxes are hedging this transportation mode from sudden price changes.

Research limitations/implications

Analysis concerns only Baltic Sea region, and effects and changes in the entire Europe from sulphur regulation change in 2015 are unknown. This would mean to extent study to North Sea. In addition, taxation system harmonization is not yet complete in Europe, and differences exist between member states. Research work was completed with diesel oil tax treatment regarding different transportation modes in Finland.

Practical implications

Based on this study, short sea shipping will be hurt by regulation change in 2015. However, in the future, this transportation mode shall face additional cost increases, as most probably, tax harmonization in diesel markets shall lead to fixed taxes added on shipping diesel. So, transportation mode shall face difficult and challenging times ahead.

Originality/value

Research is seminal study from possible sulphur regulation change implications in transportation mode level. It takes into account taxation treatment, cost share of diesel in transportation mode level and possible diesel price change. Until today, no other study exists in this detailed level.

Abstract

Purpose

The purpose of this study is to evaluate the profitability of the Northern Sea Route (NSR) as a shipping lane from the financial perspective of shipping companies under post 2020 sulphur regulations.

Design/methodology/approach

This study develops profit estimation model, and the profitability of the NSR is assessed for a Handymax Medium Range (MR) tanker vessel using scenarios in combination with spot market earning levels, the regulation compliance method and destination ports. The required freight rates are calculated to justify the decision of shipowners to transit a tanker from the Baltic spot market to the NSR navigation.

Findings

Results suggest that the required freight rates from the Arctic trade to justify the transit to the NSR are higher than the actual agreed rates in the past, which implies low viability of the NSR as a regular shipping lane. It was also found that the required freight rates are affected by the spot market earning levels, compliance method and duration of the voyage.

Research limitations/implications

This study takes a new approach on assessing the NSR viability by comprehensively assessing the annual profitability and including the spot market trade as an opportunity cost for the NSR shipping. Despite various scenarios used in this study, a sensitivity analysis would be useful for future research.

Practical implications

This study suggests how much freight rates a shipping company would need to charge if it were to offer tanker shipping services to four major Asian ports while simultaneously operating at the Baltic Sea during the remainder of the year.

Originality/value

This study adopts a market-oriented approach by incorporating both earnings and costs (including opportunity costs) in the profitability model rather than merely analyzing the total cost of shipping via the NSR. This study also analyzes impact of IMO 2020 Sulphur regulation on the NSR profitability.

Abstract

To examine the EU ‘Short Sea Shipping’ (SSS), its ‘motorways of the sea (MoS)’ and green ports, within short sea maritime logistics.

To present past research and report recent developments speculating on future trends.

The dominance of SSS over road is questioned; as road transport has expanded, hubs are expected to become larger and fewer with feeders. Road transport is not certain to follow SSS and its four motorways. This result was responsible for the relocation of industry from West to East and North–East inter-port competition.

The SSS ship size and port are undefined; specific data on these concepts are unavailable.

‘Door-to-door’ services are highly sought after in this sector, but difficult to establish.

The green element introduced here, mainly for ports, will dominate future discussions because of the high importance given to climate change.

This chapter outlines for the first time the development of the policy on EU Eco-ports, the relocation of industry, the West–East port competition, the MoS and the long-term deterioration of SSS logistics which is likely to persist in the future.

Abstract

Purpose

The purpose of this paper is to explore how change is brought about in quality governance of Baltic maritime oil transportation.

Design/methodology/approach

This qualitative case-study sought to understand the underlying mechanisms of quality governance. The paper analyzed versatile empirical material (including expert interviews) to uncover how a particular constellation of public and private, binding and voluntary, internal and external quality standards impacted the process of institution building for quality management in Baltic oil shipping.

Findings

The paper shows that emergence of quality practices in oil shipping is associated not only with the development of shipping industry as a whole, but also with the dynamics within the energy value chain. The findings suggest that alignment between rules and incentives is specific to a combination of given natural, political and economic contexts as well as physical infrastructure which set applied limitations upon the governance process and, eventually, impact the set of quality governance mechanisms available for use.

Research limitations/implications

The paper shows that collective action is contextually-bound, thus the mechanisms of quality shipping governance can essentially differ from one locality to another. This implies that local solutions can be found to problems conventionally identified as global.

Practical implications

Paper’s findings question the applicability of “one-size-fits-all” approaches to policy-making and calls for more targeted regulation. The research also stresses the role of technical modernization in prompting actual change in regards to quality practices.

Originality/value

This research claims that transition to sustainable transportation systems requires institutions that are capable of linking actors and contexts in a way that balances supply and demand for quality.

Abstract

The Incheon Region has numerous assets that fall within a Pentaport model.' These include the Incheon International Airport, the Port of Incheon, a coastal industrial park, free economic zones, a leisure port, and Songdo new town designed to be the future Silicon Valley of Korea. This paper looks at how Northeast Asia trade flows between China and Korea might be enhanced by application of the Pentaport model in making the Incheon region a North East Asian Hub. It looks also at their trade and logistics systems as well as their water borne commerce. It proposes an integrated transportation system for the Yellow Sea Region being beneficial to the economies of the Northeast Asia. It also stresses that innovative technologies for ships, terminals and cargo handling systems should be introduced to develop a competitive short sea shipping system in the region and cooperation among the regional countries will be essential to achieve the final goal. The potential of methods of container shipping is discussed as it might apply to short sea shipping in the Yellow Sea Region that could greatly facilitate Incheon's situation with respect to the broader region in application of the Pentaport model.

Abstract

This paper is an empirical attempt to verify the interplay between political change, fleet nationality, and the evolution of shipping networks. North Korea offers a good example of a socialist maritime country that has experienced much contrasting geopolitical contexts since 1990. A database of vessel movements between North Korean ports and other ports is analyzed. Main results show differences between North Korean and foreign fleets in terms of traffic (vessel size, age, berthing time) and geographical coverage. South Korean ports tend to play a new role in the reorganization of North Korean-related flows in Northeast Asia.

Abstract

It should be noted that the (inland waterway transport) IWT in Ukraine currently is in its infancy in comparison with other land based transport means (rail and road) and with other countries that possess navigable rivers. This paper is an extension of the research initiated by Grushevska and Notteboom (2015) where the concepts of intermediacy and centrality were introduced in order to assess the role of Ukraine in the global and regional transport networks. The list of key obstacles for Ukraine’s intermediacy function included IWT related barriers such as: (i) deficient inland waterway infrastructure, (ii) high IWT costs (fees for bridges, locks etc.) and (iii) pilotage charges. To date the transportation to/from ports is mainly fulfilled by road or by rail based multimodal transport solutions. We present the unutilized potential of Ukrainian IWT that needs to be efficiently exploited for the benefit of the national economy and national transport system. This study intends to enrich the limited academic research on IWT systems in a transition stage, as exemplified by the case of Ukraine.

Abstract

Purpose

Increased political measures to protect the marine environment addresses a shipping industry characterised by strained financial resources, excess supply of capacity and consolidation. In addition, 5-15 per cent of industry participants are believed by shipping experts to neglect rules on vessel-source pollution to stay competitive within their industry and vis-à-vis other transport modes. This study aims to identify and quantify cost effects of maritime environmental legislation, to relate these with company characteristics and to investigate the impact of regulatory compliance.

Design/methodology/approach

A mixed-methods design was used to develop both a theoretical model of compliance costs effects and to quantify effect sizes. In total, 12 in-depth exploratory expert interviews were conducted and analysed. A theoretical framework emerged, which was evaluated, strengthened and fed with quantitative data from questionnaire data by 120 shipping companies. Partial least squares analysis was conducted to determine compliance cost effects.

Findings

It was found that organisational capacities played a significant role in determining compliance behaviour. Exterior determinants showed no significant correlation with legal compliance. This is a striking result, as it does not support achieving legal compliance with measures of strong enforcement.

Social implications

European transport policy-making depends on scientifically sound studies on the impact of policy. An in-depth impact assessment on environmental legislation for the maritime industry highlights mechanisms applicable to environmental policy-making in transport and helps in building policy that considers compliance concerns, company characteristics and the interconnectedness of different transport modes for a sound response to the tragedy of the commons.

Originality/value

Originality lies in the inductive development of a comprehensive theory on shipping companies’ legal compliance behaviour and the empirical testing of this theory. Further value is derived from applying a sequential mixed-methods approach to the research problem, showing both the worth and challenge in combining different methodologies to achieve sound research results.
