Abstract

Purpose

The aim of this paper is twofold. First, to understand the degree to which the intended outcomes of Saudi’s Nitaqat labour market policy corresponds to the actual responses from private companies. Second, to investigate how these gaps between policy intentions and actual outcomes have informed recent changes to Nitaqat policy.

Design/methodology/approach

This paper uses a qualitative approach with a case study design and thematic analysis procedures. Data were obtained from the following three sources: semi-structured interviews completed during the early stage of Nitaqat in 2013–2014 with nine policymakers and 44 key stakeholders from six private Saudi companies; policy documents and gray literature on the aims and effects of the Nitaqat program; and available peer-reviewed literature on the subject.

Findings

This paper sets out and analyses the following four main goals of Nitaqat: First, to increase the Saudi national employment rate, second, increase company efficiency, third, improve human resource capabilities, and fourth, increase female labour participation. This paper reveals that although Nitaqat has certainly resulted in a positive change in some of these areas, in other areas, there remain gaps between the intentions and the actual effects of Nitaqat. This paper analyses recent changes to Nitaqat and argues that further changes may be needed to achieve the full goals of Nitaqat.

Originality/value

This paper’s originality lies in its analysis of the aims of labour market policies and organisational responses. It highlights the reasons for disconnections between the policy aims and organisational practices and explores how policymakers react and respond to these implementation gaps.

Abstract

Purpose

The paper investigates the implications for gendered power relations at work of Nitaqat, a workforce localization policy operating in Saudi Arabia which, by regulating the employment of Saudi nationals in private sector firms, has stimulated greater feminization of employment.

Design/methodology/approach

Based on an interpretivist, phenomenological research approach, rich qualitative data were collected in two case study organizations – a retail company and an architectural firm. The mixed-method design involved in-depth interviews with managers and women workers and extensive non-participant observation.

Findings

In exploring gendered power relations in Saudi private sector workplaces under the Nitaqat regime, the paper highlights the importance of patriarchal power. However, increased feminization of employment provides women workers with access to power resources of their own, producing complexity and variation in gendered workplace power relations.

Originality/value

Drawing on Bradley's (1999) relational conception of gendered power, the paper illuminates how a Nitaqat-inspired feminization of employment, by increasing firms' dependency on women workers, has influenced the dynamics of gendered power relations in Saudi workplaces.

Abstract

Purpose

The purpose of this paper is to explore the effectiveness of the Saudi employment programme “Nitaqat” in addressing institutional barriers to women’s employment in the Saudi private sector. The paper has a particular focus on the perspectives of unemployed women as the intended recipients of increased employment opportunities.

Design/methodology/approach

This paper adopts a qualitative approach, drawing on findings from face-to-face interviews conducted with two groups of stakeholders, government officials and unemployed Saudi women.

Findings

Four key findings are identified. First, the considerable cultural and regulatory barriers of a conservative society are resilient impediments to the success of Saudi employment policy. Second, discrimination against women is endemic in the Saudi society; however, it is largely unrecognised within the Saudi culture and often accepted by women themselves. Third, due to government regulations, cultural constraints and the gendered educational system, the private sector contributes to sustaining labour market segmentation through discriminatory practices. Finally, while a positive change is taking place in Saudi Arabia regarding women’s employment, it is incremental and uneven.

Originality/value

This paper provides new insights into the institutional barriers related to the labour force participation of Saudi women from the perspective of Saudi women themselves.

Abstract

Purpose

The purpose of this paper is to report empirical research conducted in Saudi Arabia on the impacts of organizational policies and practices on the diversity management of the Saudi private sector. To this end, the Saudization policy and views of key respondents have been tested and discussed.

Design/methodology/approach

Primary data were collected through questionnaire surveys from the largest 11 private sector organizations listed on the Saudi Stock Market in the financial/banking, oil and gas, petrochemical, private higher education and private health service sectors. Statistical tools such as means and standard deviations and one-sample t-tests were used for analysis.

Findings

The findings suggest that Saudization, retention, pay with benefits and health insurance policies significantly affect the diversity management in the Saudi private sector. Therefore, there is a need to develop organizational policies that support the existence of foreign employees for private businesses in Saudi Arabia. Considering differences as strengths that can be utilized to enhance performance, a diverse workforce might better be able to serve diverse markets.

Research limitations/implications

Collecting data from a closed environment such as Saudi Arabia is constrained by access difficulties, as well as inadequate literature on relevant diversity issues. However, the convenience sampling method and snowballing approach adopted in this study generated reliable data. As a result, this study has implications for both the multinational corporations operating in Saudi Arabia and Saudi owned companies operating in the West and intending to adopt and implement diversity management initiatives for branches in different countries. As such, further research on the gulf countries’ diversity management issues would be critical.

Originality/value

The current study is a first survey-based research endeavor on the topic of diversity management in the Saudi context. The findings contribute to the limited knowledge base on middle eastern countries, thus presenting new empirical evidence on the organizational policies and practices of Saudization, retention, pay and benefits and health insurance policies. The study of the Saudi case, thus adds value to the existing knowledge on diversity management.

Abstract

Purpose

The purpose of this study is to identify factors discouraging Kuwaiti nationals from participating in the private sector labour force (Kuwaitization).

Design/methodology/approach

A questionnaire was distributed to a sample of Kuwaiti nationals to identify the main reasons that prevent them from joining the private sector labour force.

Findings

The study revealed that low expectations of private sectors’ employers regarding Kuwaiti nationals discourage them from joining the sector. Kuwaiti nationals believe that the private sector employers look for high standards of communication and computing skills. They avoid working for the private sector because some jobs require working for two shifts and long working hours, and they cannot obtain frequent leave. Other factors that appeared to affect Kuwaiti nationals’ participation in the private sector labour force were lack of job security, fewer holidays, difficulty to obtain special pay leave or early retirement at lucrative terms, uncertainty about the prospect of promotion and job insecurity.

Research limitations/implications

The current study targets Kuwaiti national employees. To formulate a clear picture about the main factors that influence the success or otherwise of the Kuwaitization policy, it is of paramount importance to explore the opinion of the private sector employers.

Practical implications

The outcome of this study would be used by policymakers to promote Kuwaitization and increase Kuwaiti nationals’ participation in the private sector labour force. This will increase the country’s reliance on its national labour force and ensure sustainable economic and social development.

Originality/value

The outcome of this study is expected to assist the Kuwaiti authorities in reformulating the current Kuwaitization policies to achieve its objectives. The study is expected to draw some lessons applicable to other Gulf Cooperation Council countries.

Abstract

Purpose

The purpose of this study is to emphasize on women empowerment that leads to a new paradigm shift of Saudi woman into labor force. This study also outlines how Saudi Government has formulated several policies and reforms to empower women in the workplace, especially gender equality. Also, this study will discourse a clear idea on numerous measures initiated by Saudi Government on how to empower Saudi women in the labor force and what would be the impact of women empowerment and gender equality on Saudi economy.

Design/methodology/approach

The research methodology has undertaken the Saudi feminization approach that emphasizes solely on uplifting women empowerment within the context of social changes that are arising in Saudi Arabia. The data analyzed comes from the primary data statistics report that depicts 10 years of data from general authority for statistics (GaStat) for the period ranging from 2010–2016 (Q2) and 2016 –2020 along with global gender gap index (GGGI) for the period of 2006, 2017 and 2020. Additionally, data was considered from the latest articles, Saudi news, statistics revealed by “Pew Research Center,” international labor organization (ILO, 2020), which depicts the involvement of Saudi women at international level.

Findings

The data were analyzed from GaStat for the period ranging from 2010–2016 (Q2) and 2016–2020 along with GGGI for the period of 2006, 2017 and 2020 that has shown drastic changes in inspiring Saudi women empowerment pertaining to the labor market, the educational field, economic participation and gender equality. The most interesting point was that the total Saudi employed persons, especially males are double of females’ ratio. It depicts that until Q3 and Q4, 2018 females were still facing unemployment phase and their economic participation was less in comparison with male Saudis. However, there found to have a new paradigm shift; rising of Saudi women in various sectors in the year 2019 where unemployment decreased to 5.7%, labor force participation at 58.8%.

Social implications

Saudi Arabia is stringing very hard to develop its economy over the next decade and beyond and have strong-minded to strengthen the contribution of women to development of society and economy. Currently, Saudi women have found ample job opportunities welcoming them in various sectors. Furthermore, they can work in numerous professions and fields that were formerly limited to men. According to Leyal Khalife (2019, July 1) and the statistics released by “Pew Research Center,” Saudi Arabia has experienced the highest growth rate – among G20 countries –of women joining the workforce in the past 20 years. The data revealed that women accounted for 23% of Saudi’s workforce in 2018 – a rise of 7% increase since 2018. Finally, today Saudi Arabia has shown the highest growth rate among G20 states, including Australia, Germany, Brazil and others.

Originality/value

The latest reforms emphasizes on minimizing the gender gap and inspire young girls to build a career path. This procedure specifies that Saudi female should formulate their tactics and approaches to encounter gender disparity and attain social fairness and equality not specific to education only but consider all the matters of life pertaining to context of male-dominating societies.

Abstract

Purpose

This study analyses the socioeconomic impact of COVID-19 on government accountability regarding the employment of both national and migrant workforces by bringing evidence from an emerging market. In doing so, this study addresses if/how the government discharged its accountability to the public during this recent global health crisis, which started in late 2019, with its effects still being felt today.

Design/methodology/approach

This study is based on a close reading of the relevant news media (local and international), published research and official reports, as well as ten conversations with business managers to analyse the socioeconomic impact of COVID-19 on government accountability in the Kingdom of Saudi Arabia (KSA). This study draws on insights from public choice theory in trying to understand why some governments take an economic perspective while exercising accountability to their population during the pandemic.

Findings

It was found that COVID-19 led the government to pursue plans for the localization of the professions and increase employment rates among nationals vs. foreigners or migrant workers. The crisis was exploited by the government to achieve macro socio-political and economic goals, demonstrating its accountability to citizens, rather than foreign workers. This shift shows that difficult and exceptional circumstances can present opportunities for policymakers in emerging markets to achieve national policy and political aims.

Originality/value

This study enhances the author’s understanding of accountability during crises (i.e. crises-induced accountability) in emerging markets. The analyses presented enrich the crisis management literature by highlighting the implicit actions of national leaders that affect the lives and well-being of their constituents, especially vulnerable groups.

Abstract

Purpose

This study deviates from the predominantly feminist/critical school of thought associated with existing gender studies to apply an interpretivist approach to investigate gender-reporting practices in Saudi Arabia, an Islamic country in the Gulf region and one of the fast-moving emerging economies both in the Middle East and globally. The purpose of this study is to investigate the extent of reporting on gender and the drivers behind this practice using the content analysis method.

Design/methodology/approach

This study contributes to the literature by adopting a rarely used three-lens conceptual framework to expand our understanding of reporting on gender in Saudi Arabia. Eleven companies were chosen based on their voluntary corporate social responsibility (CSR) disclosures in Saudi Arabia. The CSR and annual reports of selected companies were analysed using NVIVO Pro 11.

Findings

The results indicate that gender disclosures in the Saudi context are driven by legislation, location and international reporting frameworks. Although the number of disclosures increased over time, they were not adopted consistently and systematically because of their voluntary nature.

Research limitations/implications

The first limitation is the disadvantage associated with interpretivism related to the subjective nature of the investigation and room for bias, and hence, the results cannot be generalised. The second limitation is the sample size; future investigations may increase the sample size by including other service and manufacturing sector firms to have more comprehensive insights.

Practical implications

This study contributes to the literature by providing evidence suggesting that in Saudi Arabia, state legislation is the driving force behind reporting on gender issues. Although workplace disclosures dominate, companies are opening dialogues with other stakeholders (especially the community) by disclosing performance data, and thus emphasising their commitment to this social change.

Social implications

This empirical contribution to the CSR literature will provide rich historical and interpretive data on the emergence of gender transformation in society, and how that is reflected in corporate reports, thus, contributing to the understanding of the purpose of voluntary disclosures.

Originality/value

Employee-related disclosures in corporate reports are very common. However, issues such as diversity and equal opportunities tend to be overlooked. This study explores gender equality and female empowerment disclosures and practices in the emerging market of Saudi Arabia while focusing on whether the social, political and legal changes in Saudi Arabian society have affected these disclosures in corporate reports. There is a lack of qualitative analysis of gender disclosers globally and in emerging economies particularly.
