Abstract

Purpose

This paper aims to analyze how nearby property prices are affected by new construction projects in Stockholm. If there is an impact on property prices, the authors endeavor to investigate whether the effects vary among different areas within the municipality, for different groups of inhabitants and for different types of housing (i.e. public versus private housing).

Design/methodology/approach

The authors use a difference-in-difference specification in a hedonic model, and the sample consists of more than 90,000 observations over the period 2005-2013.

Findings

The results are robust and indicate that house prices in nearby areas increase following the completion of infill development. The results also indicate that infill development has a positive spillover effect on nearby dwelling prices only in areas with lower incomes, more public housing units and more inhabitants born abroad.

Originality/value

It provides an analysis on how nearby property prices are affected by new construction projects by creating a restricted control area, so as to make the treatment group and the control group more homogeneous. Thus, it mitigates any potential problems with spatial dependency, which can cause biased standard errors.

Abstract

Purpose

The purpose of this paper is to demonstrate significant problems in the US' development pattern of regional automobile‐dependent sprawl and local growth management and to make suggestions about adopting a regional growth management model that might better provide for more sustainable development of the built environment.

Design/methodology/approach

This paper reviews trends in the USA and elsewhere to determine the negative effects of the current system of sprawl and the potential benefits of developing higher‐density urban centers. The paper also looks to models in some US cities and Europe to further analyze potential legal and political issues related to this type of regional sustainable development.

Findings

Unsustainable, automobile‐dependent regional sprawl is a result of local zoning, growth management, and parking programs and has negative effects both now and for the future. The result has been more time, money, and resources wasted in automobile transit instead of new planning models that would lead to a more sustainable and less automobile‐dependent future.

Practical implications

A metropolitan sustainable development governing framework for growth management in the twenty‐first century is essential for a sustainable future. This includes higher‐density urban centers, transit‐oriented development centers, and a change in public attitude away from “not in my back yard” thinking.

Originality/value

This paper provides the potential benefits of creating a metropolitan governing framework to identify and regulate “growth areas” in a region. It further demonstrates how linking these areas to regional transit planning will help achieve the development of higher‐density, mixed use, and intensive urban core job/housing areas where people could live, work, shop, and play without the use of the automobile.

Abstract

Purpose

The paper aims to consider whether Neighbourhood Panning provides the appropriate output legitimacy for citizen engagement in the planning process. The Localism Act 2011 transformed the planning process by shifting decision-making powers away from the local institutions and transferring them to local people. Neighbourhood planning has created a new dynamic in planning by using “bottom up” governance processes which enables local people to shape the area where they live. Local referenda are used to inject output legitimacy in to neighbourhood planning, and this planning self-determination can be considered as “spatial sovereignty”, whereby the recipients of the planning decisions are also the primary stakeholders that have shaped planning policy.

Design/methodology/approach

This paper will examine how Localism, as an evolving concept of local governance, is enfranchising local communities to take control of planning and development in their area. The paper will draw upon the experience of the revised planning methodology introduced by the Localism Act 2011 and consider its impact on the delivery of broader public policy objectives contained within the National Planning Policy Framework.

Findings

Localism provides an alternative form of citizen engagement and democratic legitimation for planning decisions which transcends the traditional forms of participatory democracy, and recognises that other paths of democratic law-making are possible.

Originality/value

The paper argues that neighbourhood planning has created a paradigm whereby local planning preferences, as an expression of spatial sovereignty, do not necessarily align with the broader public policy objective to build homes in the right places.

Abstract

Purpose

This paper identifies and discusses the best possible solutions for regenerating cities, with the aim of creating inclusive, pleasant and sustainable cities and more developed and inclusive societies. The purpose of this paper is to stimulate debate about how to use tourism to regenerate cities.

Design/methodology/approach

Drawing on background experience in civil engineering and territory planning, this viewpoint discusses the role of tourism in regenerating cities.

Findings

The paper identifies possible ways to take advantage of the enormous potential of tourism in the transition towards more pleasant and sustainable cities and more developed and inclusive societies.

Practical implications

This paper advocates a role for tourism in the creation of environments conducive to the launch of high quality, global, urban operations.

Originality/value

The paper offers ten measures whose implementation could contribute to building more dynamic, pleasant, sustainable and inclusive cities. These measures constitute a “roadmap for change” in urban development.

Abstract

Purpose

The purpose of this paper is to describe, situate and justify the use of creative nonfiction as an overlooked but legitimate source of text for use in social inquiry, specifically within the ambit of narrative inquiry. What potential lies in using creative writing, creative nonfiction specifically, as a source of text in social research? How may it be subjected to modes of analysis such that it deepens understandings of substantive issues? Links are explored between creative nonfiction and the social context of such accounts in an attempt to trace how writers embed general social processes in their narrative.

Design/methodology/approach

Three exemplars from literary magazines are described in which whiteness is the substantive theme. The first author is a woman who writes about her relationship with her landscaper, the second story is written by a man who is overwhelmed by guilt after uttering a racial slur, and the third text is by a man who describes his attempts to help a homeless couple. The authors’ interpersonal experiences with people unlike themselves tell something significant about the relationship between selfhood and power relations.

Findings

No singular pattern emerges when analyzing these three narratives through the critical lens of whiteness. This is because whiteness is not a subject position or static identity but a practice, something that it is done in relation to others. It is a collective capacity whose value is realized only in dynamic relationship with others. As a rich source of narratives, creative nonfiction may generate insights about whiteness and middle classness and how their intersections give rise to complex and contradictory sets of social relations.

Originality/value

There is very little precedence for using creative nonfiction as text for analysis in any discipline in the social sciences despite its accessibility, its richness and its absence of risk. Inviting the sociological imagination in its project to link the personal to the political, it opens possibilities for the analysis of both in relationship to each other. As a common form of narrating everyday understandings, creative nonfiction offers something unique and under-valued to the social researcher. For these reasons, the paper is highly original.

Abstract

The administrative state is situated in a physical and ecological context that requires a conceptualisation of rationality broader than the instrumental rationality that characterizes most administrative theorising. Various scholars have contributed to clarifying some aspects of the needed broader conceptualisation, particularly with respect to focuses (system, substance, procedure) and form (social, legal, political, and ecological). But unlike the classical Aristotelian conception of rationality, the goal‐blindness of contemporary rationality still distinguishes it from reasonableness. Rawls and Habermas suggest the recoupling of reasonableness and rationality through political discourse and pursuit of social action that requires reasoning about ends as well as means. The opportunities for deliberative democracy and for furthering environmental justice provided by environmental impact assessment illustrate how rationality, justice, and ecological sustainability can be integrated by breaking down distinctions between decision‐making processes and the substance of decisions. Administration can thus move beyond proverbs to proceed on the realization that the only ecologically rational organization is a broadly reasonable one.

Abstract

Purpose

This study aims to explore the reasons behind the lengthy delays in completing a single public-private partnership (PPP) project in Indonesia and investigates how the transaction costs play a significant role in hindering the project’s success.

Design/methodology/approach

To broaden insight into the transaction cost theory, the authors used a single case study approach to provide a more in-depth analysis of a context whose complexity can be fully explored. As the primary data sources, 16 face-to-face semi-structured interviews were conducted with the stakeholders directly involved in the project’s initiation, design and execution.

Findings

This case study demonstrates that transaction cost issues, both political and economic, play a significant role. This study has identified four main problems associated with transaction costs hindering project success, namely, executing agencies’ lack of knowledge and experience, lack of coordination for such a complex governance structure that links too many stakeholders and the financial and political risk that increase the uncertainty and public distrust.

Research limitations/implications

This study contributes mainly to the PPP and transaction costs economics literature, providing empirical evidence on why major PPP projects may fail to be procured. The Greater Bandung waste to energy (WTE) Project case demonstrates that transaction costs, both political and economic, have played a significant role in the lengthy delay of the PPP project.

Practical implications

As the project involves many transaction cost issues, mapping the failure factors at the project sites can significantly contribute to the practitioners/stakeholders involved in the PPP WTE projects. Therefore, this study provides a lesson to the policymakers at all levels interested in PPPs to consider the issues of transaction costs related to the PPP projects. It can be used as guidance as well as a reference for future PPP WTE projects in Indonesia.

Social implications

Mapping the failure factors also signifying the response of the public in the PPP WTE projects undertaken. As the citizens become more rule-conscious and rights-conscious, they demand the opportunity to participate in creating rules and project plans. If the project failed to consult with affected communities and undermined democratic accountability, the angry citizens will confront the government to cancel the project. Therefore, political and economic influences for public attitude play significant roles in making the PPP WTE projects successful.

Originality/value

This study provides insight into the transaction cost issues that have hindered the completion of Indonesia’s PPP WTE project over the past 15 years. Additionally, the project feasibility analysis should include an understanding of transaction costs for partnering in PPP.
