Abstract

The realization that concurrent engineering can be adopted in construction has led to various efforts to develop appropriate tools and techniques for its implementation in the industry. This paper discusses the role of client requirements processing in implementing concurrent engineering in construction. Client requirements processing refers to the definition, analysis, and translation of client requirements into solution‐neutral specifications for design. It is essential in maintaining focus on the client, and provides for the effective consideration, resolution and prioritization of the various perspectives within the client body. It also facilitates collaborative teamwork, compliance checking at every stage of the design and construction process, and the traceability of design decisions to explicit and implicit client requirements. The paper concludes with a description of a model for processing clients' requirements in construction, and an example of its practical application.

Abstract

Describes a process model for processing client requirements, which was developed in response to the need for an appropriate framework for client requirements processing in construction. The model, which is represented using the IDEF‐0 modelling method, draws from requirements processing techniques in manufacturing and requirements engineering, and its development was based on an iterative process involving practitioners from the construction industry. Uses an example of a family house project to demonstrate how the model facilitates the precise definition, analysis and translation of client requirements into solution‐neutral design specifications. Concludes that the model is of potential benefit to the construction industry in providing a first step towards client satisfaction.

Abstract

There have been major efforts to develop the technology for integrated construction environments and the mechanisms needed to improve the collaboration between construction professionals. Evidently, the development and usage of such an environment is a complicated task. The two issues that can be among the main contributors to this are: the development of the technology and its effective implementation. These two issues are addressed separately in this paper. The paper first explains the approaches of sharing project information, followed by a review of a recent project in this area, the result of which is a distributed integrated construction environment based on the industry foundation class (IFC), capable of supporting a number of construction applications. This environment is capable of supporting a construction team to work collaboratively over the internet. It then discusses the difficulties facing the successful implementation of such environments in construction organisations. This is addressed within the context of two management models for effective implementation of IT: the resource‐based model and the Nolan model.

Abstract

The construction industry is plagued by fragmentation of the functions carried out by the various disciplines involved in a project, particularly between the design and construction teams. Concurrent engineering (CE) is seen as a possible means of overcoming this problem. However, for the use of CE to produce the desired benefits, various issues have to be addressed, one of which is the use of appropriate organisational structures. To this effect, this paper explores organisational structures for the implementation of CE in the construction industry. It does so by first reviewing the main principles of, and issues concerning, CE and organisational structures, and by examining the structures which have been proposed for CE by researchers and those which have been used by manufacturing companies in their implementation of CE. By taking into account the peculiarities of the construction industry, this information is used, in conjunction with the results of case studies of companies within the industry, to suggest suitable types of corporate and project level organisational structures to support CE.

Abstract

Adversarial contracting methods are used for most public infrastructure procurement and timely delivery on budget remains a problem. In the past 20 years, OECD countries have adopted a number of alternative procurement methods that are based on collaborative principles including public private partnerships, long-term outsourcing arrangements and relationship/alliance contracts. We review the theoretical principles that operate for both adversarial and collaborative contracting methods. We identify the characteristics of non-adversarial contracting methods such as the output specification, qualitative selection criteria, the alignment of incentives, discrete allocation of residual control rights, life cycle costing, and risk-weighted value for money measurement that are delivering better procurement outcomes for government.

Abstract

Purpose

This research subscribes to the on-going process school of construction project briefing. Stakeholders underrepresented in the literature are engaged with by focussing on Formula 1 motor racing circuits. Attention is given to the rationales through which stakeholders define construction projects at such venues. The aim of this paper is to understand the realities experienced by stakeholders and how these resonate with the rhetoric of briefing literatures.

Design/Methodology/Approach

A single case-based research approach, encouraged for studying informality and emergence, was used to study a heritage oriented construction project at Silverstone Formula 1 Circuit, UK. Data included field-notes, interviews and strategy documents. Stakeholder interests cannot be directly accessed; however, language used when defining projects can be. Analysis focussed on how project rationales drawn directly from data could be grouped into interpretative repertoires. These repertoires are linguistic resources, drawn upon by stakeholders, formed partly from sets of rationales oriented around a common interest.

Findings

The priorities given to competing rationales are found to fluctuate through time and depending on audience. Project advocates mobilise these conflicting rationales, from different repertoires, to different audiences simultaneously when strategically defining the heritage project. Discursive definitions emerged during analysis through studying both formal and informal briefing practices.

Research Limitations/Implications

Conflict among stakeholders with competing agendas during briefing is widely recognised however references to discursivity are currently scant.

Practical Implications

Coping with discursivity during briefing poses significant challenges for construction professionals.

Originality/Value

By interpreting strategic briefing as an on-going and discursive process of project definition, researchers and practitioners can better empathise with realities experienced by stakeholders.

Abstract

One way in which the manufacturing and construction industries are moving is to adopt the philosophy of concurrent engineering (CE), better utilising the expertise of other companies in the supply chain. This paper draws on the results of several previous studies to discuss from a conceptual rather than an empiric point of view some ergonomics issues involved in CE from the perspective of supply chains. It outlines some generic attributes, and discusses some concepts of federated control systems within supply chains. The implications of these for information flows and the management of distributed knowledge within supply chains are then discussed. A key issue that arises from this is the need for trust in individuals external to the company if the CE philosophy is to work effectively. The paper then discusses the implications of this for the design of roles within the CE workgroup, concluding that the principles of socio‐technical design for roles are appropriate for the design of these roles, ensuring that they have the right attributes for trustworthiness. This provides a link between these principles and business needs that is not often present in discussions of role design. Examples are drawn mainly from manufacturing and the implications for construction supply chains highlighted, as appropriate.

Abstract

The construction industry in the UK has been subject to frequent reports over recent years, all focusing on perceived inefficiencies within the industry and how processes can be improved to deliver construction projects on time, and within cost and quality targets. Most notable of these reports have been Latham (1994) and Egan (1998), which contend that construction should come closer to manufacturing in design, development and supply chain practices to achieve ambitious improvement targets. The most frequently mentioned industries for such “benchmarking” are the aerospace and automotive industries. Concurrent Engineering (CE) appears to offer significant potential to the construction industry as a means to achieve these targets. This paper identifies key aspects of CE practice in aerospace manufacturers and, in the spirit of the Egan report, possibilities for their adoption in UK construction projects.

Abstract

A major contributory factor to poor project performance in the construction industry is known to be the lack of integration and coordination between the different disciplines involved in various stages of the procurement process. Attempts by researchers to address this problem have met with limited success, as they have focused mainly on adapting integration techniques originally developed for use in the manufacturing industry. There is therefore a need to develop a detailed understanding of the fundamental sciences that underpin the problem of integrating the procurement process across the construction project life cycle. Presents and discusses a research model for addressing major methodological issues in the analysis of design/construction relationships.

Abstract

Ongoing research and development into the implementation of concurrent engineering(CE) within the construction industry have made researchers think how to make CE implementation better, more effective, and more efficient. This has led researchers to investigate CE implementation efforts within other industry sectors, which suggest to carryout a CE readiness assessment of a construction organisation before the adoption of some CE aspects within the industry that has facilitated the CE adoption in other industries. Now the problem is that there is no model or tool available, which will help in assessing the readiness of the organisation. Therefore, this paper discusses the development of a CE readiness assessment model for the construction industry. It also includes a comparative review of existing readiness assessment tools and models that have been specifically developed and successfully used in the manufacturing andIT sectors. It argues that readiness assessment of a construction organisation is a necessity for the implementation of CE in construction and assesses the applicability of existing tools and models to the construction industry. And finally the development of a new readiness assessment model for the construction industry called “BEACON” is presented.
