Abstract

In the Netherlands, the majority of financial and compliance audits of local government are conducted by private audit firms, while courts of audit are in charge of conducting performance audits. External auditors are appointed by the municipal council based on a tendering procedure, creating a dual system of responsibilities between the council and the Board of Mayor and Aldermen. The recent trend that several large audit firms have withdrawn from the municipal audit market and the strong need for public sector expertise because of the complexity and uniqueness of local government call for rethinking current auditing practices in this sector.

With the rapid development of China’s urbanisation and market economy, municipal solid waste (MSW) generation is increasing dramatically. In response to the threat of environmental pollution and the potential value of converting waste into energy, both the government and the public are now paying more attention to MSW treatment and disposal methods. In 2014, 178.6 million tonnes of MSW was collected at a safe treatment rate of 84.8%. However, the treatment methods and the composition of MSW are influenced by the collection area, its gross domestic product, population, rainfall and living conditions. This chapter analysed the MSW composition properties of Lhasa, Tibet, compared with other cities, such as Beijing, Guangzhou and so forth. The research showed that the moisture content of MSW in Lhasa approaches 31%, which is much lower than the other cities mentioned previously. The proportion of paper and plastics (rubbers) collected was 25.67% and 19.1%, respectively. This was 1.00–3.17 times and 0.75–2.44 times more than those found in Beijing and Guangzhou, respectively. Non-combustibles can reach up to 22.5%, which was 4.03–9.11 times that of Beijing and Guangzhou, respectively. The net heating values could reach up to 6,616 kilojoule/kilogram. The food residue was only half the proportion found in other cities. Moreover, the disposal method applied in each city has also been studied and compared.

Abstract

Transport infrastructure in most countries is owned and maintained either by public authorities, private organisations, or individuals. However, in Sweden, about 50 per cent of the road network is owned and maintained by civic road associations. By using the analytic notion of commoning, this chapter seeks to explore how road maintenance is organised and in what ways civic participation is contributing to infrastructure maintenance. Through interviews with representatives of civic road associations in Vellinge municipality and municipal representatives, we conclude that property owners are being commoned, that is, they are obliged to be a member of the civic road association in the neighbourhood where they own property. This means that property owners are given the opportunity to collectively decide on matters of road infrastructure, including maintenance and investments. Each civic road association is also acting as an organisational collective, demanding or pressuring the municipality and its politicians to reform subsidies and the organisation of ownership of roads and responsibility for their maintenance. As a single property owner, this is difficult, but as an organisational collective, in a civic road association, they have a voice. As a citizen, local municipal election offers opportunities to push for change, but at these institutionalised moments of democracy, road infrastructure issues compete with other issues. Election campaigns rarely target road maintenance, although Vellinge seems to be an exception here. Nevertheless, as citizenship is built around the provision of universal and evenly distributed infrastructure, crumbling infrastructure in different parts of the municipality tends to raise concerns over equal access and opportunities – and also differentiated citizenships.

Abstract

This chapter evaluates the proliferation of supermarkets in developing countries using data collected between May 2005 and June 2006 in Citlalicalli, Mexico. Contrary to the experience of most developed countries, this study revealed that supermarkets and small retailers can coexist by catering to different income groups and product categories. Consumer choices are driven by the desire to reduce transaction costs in terms of time and money. In striking a balance between the two, consumers look for retail outlets that offer them the best value for their money with the least amount of time spent in shopping trips. Location of the store plays a critical role in buying choices that consumers make. In developing countries, generally, only high-income consumers can afford to own cars and choose to buy most products in supermarkets. Consumers without cars buy frequently purchased goods (foods) in small stores and infrequently purchased goods (consumer durables) in supermarkets.

In July 2008 the U.S. Securities and Exchange Commission (SEC) published three proposals relating to the use of credit ratings in its rules and forms. The proposals were designed to address concerns that the misuse of credit ratings may have contributed to the current crisis. The SEC sought market feedback regarding the effect the removal of credit rating references may produce on the markets.

This article examines the use of ratings by various market constituents, analyzes the details of the SEC proposals, and reviews the provided feedback. The main finding is that the majority of the market participants opposed the SEC proposals. Fiduciaries and regulated entities are looking to regulators to offer a common measure of risk, stable, accurate and free of conflict of interests.
