Abstract

Purpose

The purpose of this paper is to examine the practicality of an application called the mobile geographic information system (GIS). The authors' purpose was to focus specifically on the mobile GIS application in a prototype, mobile‐based model that is utilized for detecting flood warnings and issuing forecasts. At the end of this research project, a usability study was carried out in a test‐lab environment.

Design/methodology/approach

In this paper, research is presented regarding the architecture of a structure that has been built on practicality. Readers will learn about a system that is applicable within a vast array of turning‐point situations where rainfall data are communicated to the system in real time.

Findings

It has been revealed that traditional GIS and remote sensing software packages are not as cost‐effective as GIS services that are mobile. Mobile GIS systems have the capability to combine GIS, global positioning system, and remote sensing abilities for retrieving geospatial data sets at costs that are not as pricey as the traditional systems. As time moves on, the need for reliable real‐time data sets is increasing. Additionally, flood management examination provides a valid debate for the combining of mobile GISs within the realm of hydrology. Empirical evidence insinuates and illustrates reliability of GIS and the enhancement in the utilization and creation of devices that are offer mobile capabilities. The usability study revealed that the slope, aspect, watershed, and flow direction functions were not easy to comprehend. It was also discovered during the usability study that the word arrangement, radio button arrangement, and dropdown list caused confusion amongst users. The issue that was deemed as most severe, that was discovered during the usability study, was the blurred comprehension that users experienced regarding the digital elevation model.

Research limitations/implications

Before the wisest solution can be pinpointed, all of the associated constraints of mobile GIS mapping application need to be identified; however, enough constraints have already been identified to bring to a close that a basic mobile GIS mapping application could created and triumphantly used. There are many platforms to choose from in regards to providing a solution to a feasible incorporation of the mobile GISs into the playing field. It should be decided which browser‐based strategy would serve as the highest of benefit based on characteristics that are important to consumers, such as affordability, ease‐of‐use, user‐friendly coding, and acceptability by users.

Originality/value

This research is highly indicative that mobile GIS would be of great benefit for future studies within the realm of disaster monitoring management. The research presented in this paper can be deemed as original due to the fact that it is a study about the utilization of mobile technologically‐advanced gadgets that provide data analysis for flooding in real time. Moreover, these highly technologically‐advanced devices are cost‐effective compared to those in the past.

Global climate can be defined as the average of all the regional trends of weather over a long time period (National Science Foundation [NSF], 2009). The researchers all over the world have concluded that the Earth's climate is changing as a whole. There are basically two factors that have impacts on the climate, the natural (climatic and environmental variability) and the anthropogenic (infrastructure development and land use land cover change). The causes of past changes are believed to be related to changes in ocean currents, solar activity, volcanic eruptions, and other natural factors (ISDR, 2008). But in recent times, human activities have accelerated this rate of climate change (IPCC, 2007; Sperling & Szekely, 2005; ISDR, 2008). As the developmental activities increase, the amount of emission of greenhouse gasses and aerosols increases, which, in turn, leads to global warming and snow melting, thus increasing the sea level and the frequency and intensity of cyclones, floods, droughts, and many other disasters (IPCC, 2001).

Abstract

The rapidly emerging of Mobile Internet and the constantly increasing of wireless subscribers' number bring new opportunities and challenges to geographic information sharing and accessing. Current Web GISs, which are accessed by using connection based approaches, are very inefficient in fulfilling the requirements of GIS applications under open, dynamic, heterogeneous and distributed computing environments such as (Mobile) Internet. In this paper, we propose a new system for accessing and sharing distributed geographic information by using mobile agent and GML technologies, in which mobile agents are used to overcome the limitations of traditional distributed computing paradigms in (mobile) Internet context and GML is adopted as the common format for spatial information wrapping and mediation, while SVG is used as a web‐map publishing format that can be processed and displayed in Web browser. A prototype is implemented, which demonstrates the effectiveness and feasibility of the proposed method.

Abstract

Describes the the use of Geographical Information Systems (GIS) as decision support tools in public libraries in England. A GIS is a computer software system that represents data in a geographic dimension. GIS as a decision support tool in public libraries is in its infancy; only seven out of 40 libraries contacted in the survey have GIS projects, three of which are at an advanced stage. Libraries are using GIS for the display of users as postcode data over a layer of wards thematically shaded as demographic data. This provides information for library management. Users can be represented as having books on loan, or as answering a user satisfaction survey. Decisions made on these data are: mobile library routes, area management initiatives, service targeting and capital development programmes.

Abstract

Purpose

This paper aims to present disaster information and a monitoring system in order to utilize earth observation data in the operative process of early warning, mitigation and management of natural disasters. The system is aimed at integrating earth observation data analysis with modern ICTs including GIS, grid, mobile communication and web technology to support disaster monitoring and to share disaster information during a crisis.

Design/methodology/approach

The system development concerned outlining an operative disaster monitoring and management process. The process was derived from actual practices, suggestions and needs of different user groups involved in disaster management. After investigating state‐of‐the‐art ICTs and reviewing the existing tools and databases, a suitable system architecture was designed and a prototype system was implemented, adapting to a proven software development process.

Findings

The prototype system implementation demonstrated how satellite‐based data can be used to support disaster management processes. Disaster monitoring requires information system infrastructure that would enable communication and integrate various distributed information sources and services.

Originality/value

The result gives ideas for establishing an operative disaster management process involving local authorities, disaster analysts and the public. The process integrates earth observation data analysis with modern ICTs and improves the methods of early warning. The developed concept can be used as the basis for future development of automated real‐time disaster monitoring.

Abstract

Purpose

The purpose of this paper is to investigate the way technology affects the provision of prehospital emergency care, upgrading the quality of services offered and significantly reducing the risk of premature termination of the patients.

Design/methodology/approach

The paper presents the development of the eEKAB, a pilot emergency medical information system that simulates the main services offered by the Greek National Instant Aid Centre (EKAB). The eEKAB was developed on an agile system methodology. From a technical perspective, the features and the technology were mainly chosen to provide reliable and user-friendly interfaces that will attract many users. eEKAB is based on three important pillars for offering health care to the patients: the “On-time Incident Reporting”, the “On-time Arrival at the Incident” and “Transfer to the Health Center”. According to the literature review, the emergency medical services (EMS) systems that combine all the features are very few.

Findings

It reduces the total time of the EMS procedures and it allows for an easier management of EMS, by providing a better allocation of human resources and a better geographical distribution of ambulances. The evaluation displayed that it is a very helpful application for the ambulance drivers as it reduces the ambulance response time to arrive in the patient's location and contributes significantly to the general performance of the prehospital medical care system. Also, the survey verified the importance of implementing eEKAB on a larger scale beyond the pilot usage. It is worth mentioning that the younger ambulance drivers had a more positive view for the purpose of the application.

Research limitations/implications

The paper clearly identifies implications for further research. Regarding interoperability, the mobile app cooperates with the Operational Center of EKAB, while further collaboration could be achieved with other operational ambulance handling center, mainly, of the private sector. The system can evolve to include better communications among the EKAB departments. Particularly, the ambulance crew as well as the doctors should be informed with more incident features such as the emergency signal so that they know whether to open the siren, the patient's name, etc. The authors are currently working on implementing some features to provide effective medical health services to the patient in the ambulance.

Practical implications

eEKAB will have very significant implications in case of its enforcement, such as the reduction of the total time of EMS procedures with a corresponding reduction of the operating costs of an accident management system and an ambulance fleet handling system while in parallel informing in time the doctors/clinics. It will provide better distribution of ambulances as well as of total human resources. It will greatly assist ambulance drivers, while reducing ambulance response time to reach the patient's location. In other words, the authors will have a better performance of the whole prehospital care system.

Social implications

Providing emergency care before the hospital is of great importance for upgrading the quality of health services provided at the accident site, thus significantly reducing the risk of premature death of patients. This in itself has a significant social implication.

Originality/value

The paper demonstrates a solid understanding in the field of the EMS systems and the corresponding medical services offered. It proposes the development of an effective, feasible and innovative EMS information system that will improve the existing emergency health care system in Greece (EKAB). An in depth literature review and presentation of the adopted new technologies and the respective architecture take place. An evaluation and statistical validation were conducted for proving the high applicability of eEKAB in case of real-life running.

Abstract

Purpose

Each stage in disaster management faces different challenges concerning information gathering, sharing, interpretation and dissemination. However, a comprehensive understanding of different information and communication technology (ICT) systems utilised for humanitarian disaster management is limited. Therefore, the paper follows a systems thinking approach to examine ten major man-made and/or natural disasters to comprehend the influence of ICT systems on humanitarian relief operations.

Design/methodology/approach

A longitudinal, multi-case study captures the use of ICT tools, stakeholders involvement, disaster stages and zones of operations for relief operations over the past two decades. A systems thinking approach is utilised to draw several inferences and develop frameworks.

Findings

Multiple ICT tools such as geographic information systems, online webpages/search engines, social media, unmanned aerial vehicles/robots and artificial intelligence are used for rapid disaster response and mitigation. Speed and coordination of relief operations have significantly increased in recent years due to the increased use of ICT systems.

Research limitations/implications

Secondary data on the past ten disasters is utilised to draw inferences. The developed ICT-driven model must be validated during upcoming humanitarian relief operations.

Practical implications

A holistic understanding of a complex inter-relationship between influential variables (stakeholders, disaster stages, zones of operation, ICT systems) is beneficial for effectively managing humanitarian disasters.

Originality/value

Broadly classifying the ICT systems into surveillance, decision support and broadcasting systems, a novel ICT-enabled model for humanitarian relief operations is developed.

Abstract

Purpose

The purpose of this paper is to investigate applicability of geographical information system (GIS) tools in assessing performance of the transportation systems which integrate spatial and GIS parameters and indicators.

Design/methodology/approach

In this context, performance measures have been objectively related to the strategic goals and objectives identified by policy makers in particular areas.

Findings

Results suggest that as a result of on the characteristics of transportation system, further understanding and considerations have been achieved regarding the performance of the investigated transportation systems and the needed transport polices in the study areas.

Abstract

Purpose

The purpose of this paper is to focus on improving mobile computing support for professionals involved in a disaster response and recovery operation to facilitate better assessment of the damage caused to buildings and to make this assessment information available to personnel within the disaster response arena so as to expedite a safe, efficient and effective disaster response process.

Design/methodology/approach

The research method involved the use of scenario‐based user needs analysis for studying end‐user needs and requirements and use of Rational Unified Process for software design and implementation. An IT‐supported collaboration platform was developed to enable first responders to communicate using handheld devices and laptops and share critical building evaluation information using a mobile ad hoc network. The deployed system was trialled at Illinois Fire Services Institute (IFSI).

Findings

Radio Frequency Identification (RFID)‐enabled mobile devices and tags can be used for posting, gathering, storing and sharing building assessment information in a efficient manner with fewer errors, leading to improved efficiency and effectiveness in the emergency response process.

Originality/value

The key research contribution includes analysis of the information needs of first responders, development of a collaborative framework for supporting urban preparedness and emergency response, demonstration of developed concepts in realistic disaster scenarios, and implementation and validation of the prototype system to demonstrate the concepts.

Purpose

The purpose of this paper is to investigate the role of emerging technologies in the promotion of health and well-being at the urban, domestic and bodily scale, through the systematic examination of technologies such as physical sensing systems and physiological data monitoring, that are currently explored as drivers for achieving sustainable healthcare within a multi-scalar approach.

Design/methodology/approach

A comprehensive study of the various technologies associated with smart healthcare is provided, first investigating smart cities, physical sensing systems and geospatial data as potential enablers of public health. Then the discourse shifts towards exploring Smart Home technologies for healthcare, first reviewing strategies of enhancing the home environment with multisensory components, and then discussing the emergence of physiological monitoring devices and their interconnection with the domestic and urban environment.

Findings

While the implementation of Internet of Things, physical sensing systems and geospatial analytics in extracting and analyzing the multiple information layers of the urban, the domestic and the bodily environment, has been widely explored, there is little consideration on the transition from the domestic to the urban level, and while within each of the different scales, the need for a multi-componential approach is addressed, there is minimal effort towards its materialization.

Originality/value

The major contribution of this study therefore lies in laying the ground for further research towards a multi-scalar relational approach that views smart healthcare as a trajectory, binding the bodily, to the domestic and the urban fabric.
