Abstract

Purpose – This chapter reviews planning and design approaches for cycle traffic in order to direct future thinking towards the critical aspects of network design that will have a beneficial impact on the utility and nature of the environment for cycling.

Approach – This chapter provides a critique of the approach of adopting a so-called hierarchy of solutions frequently adopted in western countries with low levels of cycling use.

Findings – The guiding principle for designing routes for cycle traffic is that the bicycle is a vehicle capable of speed and, as a consequence, links and junctions need to be designed according to appropriate geometric design standards. In addition, owing to the nature of the cycle and rider combination, the oft repeated Dutch characteristics for good design for cycle traffic of coherence, directness, attractiveness, safety and comfort remain firm.

Practical implications – The practical implications of the outcomes from the chapter are a method of approach for planning infrastructure for cycle traffic which starts with an analysis of demand and works through to the creation of suitable networks for cycle traffic which are grounded in, and extended from, suitably regulated existing highway networks.

Social implications – An extensive transport system suitable in nature for cycle traffic will attract a wide base of users and consequently allow for the benefits of cycling to be captured.

Value of chapter – The value of the chapter rests in its emphasis on the need to treat cycling as a distinct transport mode and, consequentially, planning and engineering needs to be undertaken in a way conducive to providing the basic necessary infrastructure for such a distinct mode.

Abstract

This case study chapter reviews the evidence related to TransMilenio (TM) and its ability to promote walking among Bogotá’s citizens. A historical perspective of the Bus Rapid Transit system in Latin America and Bogotá is provided as well as some of the social, environmental and cultural implications. Through a literature review, studies that specifically assessed the role of TM in the promotion of walking and active transportation were identified. In addition, experts in the field were contacted to receive additional papers or reports from the grey literature that could have been missed through the peer-reviewed literature search. In December 2000, Bogotá implemented TM. The system has been successful in reducing traffic congestion, environmental pollution and travel times, as well as improving mobility in the city. Although not initially a goal of TM, some evidence suggests that the system has also served to promote walkability in the city. TM users are more likely to meet recommendations for daily moderate-to-vigorous physical activity and for walking for transportation, reaching an average of 22 minutes per day. Despite its many benefits, TM has some shortcomings that need to be recognised and addressed. In 2014, the daily number of TM users (2.2 million) surpassed the number of users of the traditional public transportation system, but there has still been a migration of users to private means of transportation such as motorcycles and automobiles.

Abstract

This study develops a method for categorizing airports based on the amount of cargo each airport handles in relation to its passenger traffic. Such a categorization allows for systematic comparisons of airports largely specializing in cargo with those that have more balanced freight/passenger roles. The results show that cargo-focused hub airports (i.e., major cargo-handling airports that handle little or no passenger traffic) in the continental United States shoulder a growing burden in freight movement. One of the most successful of these, Chicago Rockford International Airport, has risen to become the 15th largest airport with respect to domestic cargo shipments on the US mainland, while Texas's Fort Worth Alliance Airport and Seattle's Boeing Field also rank among the top 50. A considerable amount of volatility, however, has accompanied the evolution of this specialized grouping of airports over the past 20 years. Presently, among the 100 airports on the U.S. mainland handling the most domestic freight, cargo-focused hub airports serve only a secondary role, handling less than 5% of domestic air freight shipments as measured by weight. Most major hubs operated by air-freight integrators, such as those developed by FedEx and UPS at Memphis, TN, and Louisville, KY, respectively, are at mixed-purpose airports that have a greater balance of passenger and freight activity. The findings point to some of the unique challenges facing airports that specialize in the movement of freight.

Choosing the right pricing strategy is a complex decision, even though it is fundamental for transport companies whose activities are very diverse and subject to strong stochastic fluctuations. However, in spite of its complexity, adequate pricing can be a very relevant instrument to ensure the competitive position of the company.

European airlines are competing for the same passengers, often with different strategies and, as a consequence, with different financial results at the end of the fiscal year. The use of different pricing strategies is one of the potential explanations. This brings us to the research question of this chapter: How can air pricing strategies be used to support strategic aims, and what are the consequences?

This chapter first deals with the state of the art in air pricing strategies, followed by an analysis of the relationship between airline pricing, yields and profit. The focus then moves to a case study at Brussels Airport over the period 2012–2017. Following the entry of Vueling and Ryanair at Brussels Airport, the incumbent Brussels Airlines launched a very aggressive pricing war against the two newcomers. The result was a partial withdrawal by Vueling and Easyjet and an end to Ryanair’s expansion at Brussels Airport. Even without access to confidential detailed data, one can learn a lot from the reconstruction of the consecutive management decisions by the airlines involved.

Abstract

Purpose – Urban and suburban arterials carry a large share of urban traffic and contend with a relatively large proportion of transport network crashes. Road crashes and their consequent societal costs diminish the sustainability of transportation systems, highlighting the need to identify road safety problems and their corresponding solutions. This chapter briefly outlines problems and solutions associated with crash risk on urban and suburban arterials. In addition, this chapter studies and discusses several safety countermeasures – ranging from local treatments to integral frameworks – and their effectiveness on improving traffic safety of urban and suburban arterials.

Approach – Crash occurrence on urban and suburban arterials is affected by numerous contributing factors. This chapter pays attention primarily to the effects of traffic characteristics and road design features. In this regard, several pertinent variables which have been extensively examined in the literature are reviewed and their contributions to the safety of urban and suburban arterials are discussed.

Findings – A review of the literature identifies a number of variables as influential factors of crashes on urban and suburban arterials. Although the associations of some variables (e.g., traffic volume) are consistent with expectations, others (e.g., lane width and speed) show mixed and sometimes counterintuitive results. These findings signify that additional research is needed to reveal the correct functional form and magnitude of these relationships.

Practical implications – The results show that while the general direction and magnitude of effects of some engineering and management-related treatments are known, additional research is needed to consolidate the impact and effectiveness of integrated approaches.

Purpose – Intersections are hazardous locations and to improve their safety we need to understand the factors contributing to crashes at these locations and provide evidence-based recommendations to reduce them. This chapter provides a summary of the findings on infrastructure-related factors contributing to crashes at urban and rural intersections and some discussions on the implications and potential countermeasures.

Approach – A review of the literature on intersection crashes was performed to identify the infrastructure-related crash-contributing factors. Some discussions on the implications and potential countermeasures are then provided.

Findings – The factors contributing to road crashes are diverse and complex. While the safety effects of a few factors (e.g., exposure and speed) are relatively consistent, many factors have different impacts on crash frequency and severity (e.g., types of intersection) and different impacts on urban and rural intersections (e.g., bus stops).

Research Implications – More studies are needed on developing a stronger theoretical or conceptual foundation on the effects of roadway designs and traffic controls on different dimensions of safety (e.g., exposure, frequency, severity, etc.), types of crashes (e.g., head-on, rear-end, etc.) or road users involved (e.g., drivers, pedestrians, cyclists, etc.).

Practical Implications – Transport engineers need to be aware that some treatments may have different effects on different crash types and road users involved. Even though the overall safety may be improved by the treatments designed, they need to consider and mitigate any unintended consequences to satisfy the Pareto improvement principle and the social equity criterion.
