Abstract

Purpose

The purpose of this paper is to provide recommendations for making a conceptual shift from current document‐centric to data‐centric metadata. The importance of adjusting current library models such as Resource Description and Access (RDA) and Functional Requirements for Bibliographic Records (FRBR) to models based on Linked Data principles is discussed. In relation to technical formats, the paper suggests the need to leapfrog from machine readable cataloguing (MARC) to Resource Description Framework (RDF), without disrupting current library metadata operations.

Design/methodology/approach

This paper identified and reviewed relevant works on overarching topics that include standards‐based metadata, Web 2.0 and Linked Data. The review of these works is contextualised to inform the recommendations identified in this paper. Articles were retrieved from databases such as Emerald and D‐Lib Magazine. Books, electronic articles and relevant blog posts were also used to support the arguments put forward in this paper.

Findings

Contemporary library standards and models carried forward some of the constraints from the traditional card catalogue system. The resultant metadata are mainly attuned to human consumption rather than machine processing. In view of current user needs and technological development such as the interest in Linked Data, it is found important that current metadata models such as FRBR and RDA are re‐conceptualised.

Practical implications

This paper discusses the implications of re‐conceptualising current metadata models in light of Linked Data principles, with emphasis on metadata sharing, facilitation of serendipity, identification of Zeitgeist and emergent metadata, provision of faceted navigation, and enriching metadata with links.

Originality/value

Most of the literature on Linked Data for libraries focus on answering the “how to” questions of using RDF/XML and SPARQL technologies, however, this paper focuses mainly on answering “why” Linked Data questions, thus providing an underlying rationale for using Linked Data. The discussion on mixed‐metadata approaches, serendipity, Zeitgeist and emergent metadata is considered to provide an important rationale to the role of Linked Data for libraries.

Abstract

Purpose

The purpose of this study was to investigate metadata creation practices in a functional academic institution repository in Malawi, with a specific focus on the Lilongwe University of Agriculture and Natural Resources (LUANAR) library.

Design/methodology/approach

The study used a qualitative approach with a case study design. The study adopted a case study strategy that focuses on the in-depth, holistic and in-context examination of one or more cases. The researcher used non-probability purposive sampling to include all three LUANAR Digital Repository (LDR) staff at LUANAR library because they were thought to be knowledgeable about the LDR metadata work. The three library staff members directly involved in repository metadata were investigated for the study. Data collection techniques used in a case study approach included semi-structuring face-to-face interviews and documentary analysis. Data from interviews and documentary reviews were manually analyzed and presented in thematic categories based on the study’s objectives.

Findings

Qualified Dublin Core (DC) was chosen by all participants as the only metadata structure scheme that they will use to create and implement metadata in the repository. DC application profile was the only scheme used to enforce uniform naming and capitalization conventions in the application of Qualified DC element definitions. The scheme, however, was discovered to be the Qualified DC default format in the DSpace system. All participants indicated that the Agricultural Organization of the United Nations Vocabulary is used. Participants highlighted that institutional repository system compatibility, the subject matter of the resources, resource types and staff expertise influenced the selection criteria for the metadata schemes. The repository policy had been developed but had yet to be adopted by the LUANAR management.

Research limitations/implications

The current study was limited to LUANAR library. A wider study across public and private universities in Malawi is needed to ascertain the role of metadata policy, technical knowledge and metadata specialist institutional repositories.

Practical implications

Metadata policy is to aid in the understanding of the data, ensuring that appropriate security measures are used to protect the data and for metadata harvesting purposes.

Social implications

Academic libraries should lobby for management support towards metadata policy for institutional repositories.

Originality/value

Very little is known about challenges affecting the growth of institutional repositories and standards adopted, including metadata harvesting. This paper bridges the gap in metadata standards for institutional repositories in developing countries.

Access to educational material has become an important issue for many stakeholders and the focus of much research worldwide. Resource discovery in educational gateways is usually based on metadata and this is an area of important developments. Resource metadata has a central role in the management of educational material and as a result there are several important metadata standards in use in the educational domain. One of the most widely used general metadata standards for learning material is the Dublin Core Metadata Element Set. The application of this general purpose, metadata standard for complex and heterogeneous educational material is not straightforward. This paper will give an overview of some practical issues and necessary steps in deploying Dublin Core based on the LITC experience in the EASEL (Educators Access to Services in the Electronic Landscape) project.

Abstract

Purpose

The purpose of this paper is to propose a Resource Description Framework (RDF)-based approach to transform metadata crosswalking from equivalent lexical element mapping into semantic mapping with various contextual relationships. RDF is used as a crosswalk model to represent the contextual relationships implicitly embedded between described objects and their elements, including semantic, hierarchical, granular, syntactic and multiple object relationships to achieve semantic metadata interoperability at the data element level.

Design/methodology/approach

This paper uses RDF to translate metadata elements and their relationships into semantic expressions, and also as a data model to define the syntax for element mapping. The feasibility of the proposed approach for semantic metadata crosswalking is examined based on two use cases – the Archives of Navy Ships Project and the Digital Artifacts Project of National Palace Museum in Taipei – both from the Taiwan e-Learning and Digital Archives Program.

Findings

As the model developed is based on RDF-based expressions, unsolved issues related to crosswalking, such as sets of shared terms, and contextual relationships embedded between described objects and their metadata elements could be manifested into a semantic representation. Corresponding element mapping and mapping rules can be specified without ambiguity to achieve semantic metadata interoperability.

Research limitations/implications

Five steps were developed to clarify the details of the RDF-based crosswalk. The RDF-based expressions can also serve as a basis from which to develop linked data and Semantic Web applications. More use cases including biodiversity artifacts of natural history museums and literary works of libraries, and conditions, constraints and cardinality of metadata data elements will be required to make revisions to fine tune the proposed RDF-based metadata crosswalk.

Originality/value

In addition to reviving contextual relationships embedded between described objects and their metadata elements, nine types of mapping rules were developed to achieve a semantic metadata crosswalk which will facilitate the design of related mapping software. Furthermore, the proposed approach complements existing crosswalking documents provided by authoritative organizations, and enriches mapping language developed by the CIDOC community.

Abstract

Purpose

This paper aims to address the need to ensure the quality of metadata records describing learning resources. We propose improvements to a metadata-quality model, specifically for the compliance sub-feature of the functionality feature. Compliance is defined as adherence level of the learning object metadata content to the metadata standard used for its specification. The paper proposes metrics to assess the compliance, which are applied to a set of learning objects, showing their applicability and usefulness in activities related to resources management.

Design/methodology/approach

The methodology considers a first stage of metrics refinement to obtain the indicator of the sub-feature compliance. The next stage is the proposal evaluation, where it is determined if metrics can be used as a conformity indicator of learning object metadata with a standard (metadata compliance). The usefulness of this indicator in the information retrieval area is approached through an assessment of learning objects where the quality level of its metadata and the ranking in which they are retrieved by a repository are correlated.

Findings

This study confirmed that the best results for metrics of standardization, completeness, congruence, coherence, correctness and understandability, which determine the compliance indicator, were obtained for learning objects whose metadata were better labelled. Moreover, it was found that the learning objects with the highest level of compliance indicator have better positions in the ranking when a repository retrieves them through an exact search based on metadata.

Research limitations/implications

In this study, only a sub-feature of the quality model is detailed, specifically the compliance of learning object standard. Another limitation was the size of the learning objects set used in the experiment.

Practical implications

This proposal is independent from any metadata standard and can be applied to improve processes associated with the management of learning objects in a repository-like retrieval and recommendation.

Originality/value

The originality and value of this proposal are related to quality of learning object metadata considered from a holistic point of view through six metrics. These metrics quantify both technical and pedagogical aspects through automatic evaluation and supported by experts. In addition, the applicability of the indicator in recovery systems is shown, by example to be incorporated as an additional criterion in the learning object ranking.

Purpose

Despite ongoing research into archival metadata standards, digital archives are unable to effectively represent records in their appropriate contexts. This study aims to propose a knowledge graph that depicts the diverse relationships between heterogeneous digital archive entities.

Design/methodology/approach

This study introduces and describes a method for applying knowledge graphs to digital archives in a step-by-step manner. It examines archival metadata standards, such as Records in Context Ontology (RiC-O), for characterising digital records; explains the process of data refinement, enrichment and reconciliation with examples; and demonstrates the use of knowledge graphs constructed using semantic queries.

Findings

This study introduced the 97imf.kr archive as a knowledge graph, enabling meaningful exploration of relationships within the archive’s records. This approach facilitated comprehensive record descriptions about different record entities. Applying archival ontologies with general-purpose vocabularies to digital records was advised to enhance metadata coherence and semantic search.

Originality/value

Most digital archives serviced in Korea are limited in the proper use of archival metadata standards. The contribution of this study is to propose a practical application of knowledge graph technology for linking and exploring digital records. This study details the process of collecting raw data on archives, data preprocessing and data enrichment, and demonstrates how to build a knowledge graph connected to external data. In particular, the knowledge graph of RiC-O vocabulary, Wikidata and Schema.org vocabulary and the semantic query using it can be applied to supplement keyword search in conventional digital archives.

Abstract

Part 1 of this article presents a provisional set of metadata elements for the implementation of ISO 15489‐1:2001 Information and Documentation – Records Management. In Part 2 the elements are mapped to the General International Standard Archival Description (2nd edition, 2000) (ISAD(G)) to establish the extent to which the two standards are compatible and the degree to which ISO 15489‐1 metadata can be transferred directly from a current records management system to an archival description system. Metadata systematically captured during the current life of the record and transferred to an archive with the record should simplify the process of archival description and prevent the loss of context. The mapping reveals a large degree of correlation between the metadata that should be captured as part of a records management system to satisfy ISO 15489‐1, and the information required to compile an ISAD(G) compliant archival description. Most of the compatible information comes from the Description Area of ISO 15489‐1 metadata elements rather than the management area. Five out of the six mandatory elements for ISAD(G) interoperability, i.e. reference code, title, dates, extent and creator, are present in the ISO 15489‐1 metadata element set, albeit often in an abbreviated form. This is encouraging and perhaps not very surprising, since senior records and archives professionals were involved in the drafting of both standards.

Abstract

Purpose

The purpose of this paper is to introduce a process for developing a metadata element set that will describe e‐government resources in digital collections. The outcome of the process is a metadata schema that reuses as many elements as possible from existing specifications and standards (termed as an e‐government metadata application profile). The use of e‐government metadata is to facilitate the electronic categorization and storage of governmental resources, as well as to enhance users' electronic interactions with the public sector.

Design/methodology/approach

The paper extends an initial process presented in the context of the European Standardization Committee CEN/ISSS, proposing four steps for developing the application profile: determine the resources to be described by the metadata, identify the stakeholder groups who will use the metadata, determine the use of metadata for each stakeholder group, and specify the metadata elements corresponding to each use.

Findings

The steps of the proposed process are followed in order to develop an e‐government metadata application profile for a particular digital collection: a one‐stop governmental Web portal that enables discovery and access to e‐government services and documents residing at the Web sites of geographically dispersed public authorities.

Originality/value

The combination of existing metadata schemas, in order to create an e‐government application profile, requires a well‐defined process for identifying the context requirements. This paper presents such a process and reports its engagement in a real case study. It may serve as a roadmap for other interested researchers, managers or implementers of digital collections of e‐government resources.

A three year Esprit project – ProCure – is ultimately aiming to take a significant but achievable step forward in the application of available information and communication technology (ICT) to the large scale engineering (LSE) construction industry. The ProCure consortium consists of five industrial partners supported by four associated research and expert partners. The project combines leading expertise from three member states to support ICT deployment by three industrial collaborative groups, i.e. UK, Germany and Finland. The basis of the project is in the partners’ belief that sufficient ICT is now available to achieve deployment, with care, in real projects, with an acceptable risk of failure. This paper presents work undertaken within the project to investigate the various metadata standards that exist in order to define a minimum metadata set based on these standards for the implementation of two demonstrators for XML based automated document exchange between a simulation of a corporate document management system and a simulation of a collaborative construction project Web site.

Abstract

Purpose

The purpose of this paper is to boost multidisciplinary research by the building of an integrated catalogue or research assets metadata. Such an integrated catalogue should enable researchers to solve problems or analyse phenomena that require a view across several scientific domains.

Design/methodology/approach

There are two main approaches for integrating metadata catalogues provided by different e-science research infrastructures (e-RIs): centralised and distributed. The authors decided to implement a central metadata catalogue that describes, provides access to and records actions on the assets of a number of e-RIs participating in the system. The authors chose the CERIF data model for description of assets available via the integrated catalogue. Analysis of popular metadata formats used in e-RIs has been conducted, and mappings between popular formats and the CERIF data model have been defined using an XML-based tool for description and automatic execution of mappings.

Findings

An integrated catalogue of research assets metadata has been created. Metadata from e-RIs supporting Dublin Core, ISO 19139, DCAT-AP, EPOS-DCAT-AP, OIL-E and CKAN formats can be integrated into the catalogue. Metadata are stored in CERIF RDF in the integrated catalogue. A web portal for searching this catalogue has been implemented.

Research limitations/implications

Only five formats are supported at this moment. However, description of mappings between other source formats and the target CERIF format can be defined in the future using the 3M tool, an XML-based tool for describing X3ML mappings that can then be automatically executed on XML metadata records. The approach and best practices described in this paper can thus be applied in future mappings between other metadata formats.

Practical implications

The integrated catalogue is a part of the eVRE prototype, which is a result of the VRE4EIC H2020 project.

Social implications

The integrated catalogue should boost the performance of multi-disciplinary research; thus it has the potential to enhance the practice of data science and so contribute to an increasingly knowledge-based society.

Originality/value

A novel approach for creation of the integrated catalogue has been defined and implemented. The approach includes definition of mappings between various formats. Defined mappings are effective and shareable.
