Abstract

Purpose

This paper sets out to compare different methodologies for measuring the value(s) of live popular music and to explore the different motivations amongst a range of organisations engaged in that work.

Design/methodology/approach

The authors analyse how the values of live music are measured, who does it and why. Based on this analysis the authors present a model that visualises the myriad of organisations, methods, aims and objectives involved.

Findings

The authors identify three approaches to measuring the impact of live music (economic impact studies, mapping and censuses and social sciences and humanities) and three types of actors (industry, policy and academia). The analysis of these demonstrates that measuring live music is not a neutral activity, but itself constructs a vision on how live music ecologies function

Practical implications

For cultural organisations, demonstrating the outcomes of their work is important in acquiring various forms of support. The model presented in this paper helps them to select adequate methodologies and to reflect on the consequences of particular approaches to measuring live music activities.

Originality/value

While the number of studies measuring live music's impact is growing, theoretical and methodological reflection on these activities is missing. The authors compare the different methodologies by discussing strengths and weaknesses. This results in a model that identifies gaps in existing studies and explores new directions for future live music research. It enhances understanding of how different ways of measuring live music affect policymaking and conceptions of what live music is and should be.

Abstract

This research has three objectives: one is to develop measuring criteria for ascertaining performance of customs clearance firms, another is to test reliability and validity of the factors, and the third is to analyze the relationship between customer service and firm performance. This research gathered the data from customs clearance firms. Reliability and validity concerned with the collected data are tested by exploratory factor analysis and confirmatory factor analysis and the relationship between variables is tested by analyzing structural equation modeling. The results are as follows. There are no problems in reliability and validity. According to the result of the analysis, customer service is divided into customer focus, customer needs, customer response and flexibility and performance is classified into customer performance and financial performance. The result of empirical tests is as follows. Customer focus has a positive effect on customer performance and financial performance. Flexibility has a positive effect on both types of performance. This means that firms which have discriminative services and a high level of flexibility through collaboration with customers can achieve high levels of customer performance and financial performance.

Abstract

Purpose

This paper aims to identify and empirically analyze useful and applicable metrics for measuring and managing the sustainability performance of small and medium-sized enterprises (SMEs).

Design/methodology/approach

To achieve the objective of the paper, potential metrics were adopted from previous research related to industrial sustainability and an empirical analysis was carried to assess the applicability of the metrics by collecting empirical data from Italian footwear SMEs using a structured questionnaire. The SMEs were selected using a convenience sampling method.

Findings

The results of the within-case analysis and the cross-case analysis indicate that the majority of the metrics were found to be useful and applicable to each of the SMEs and across the SMEs, respectively. These metrics emphasized measuring industrial sustainability performance related to financial benefits, costs and market competitiveness for the economic sustainability dimension; resources for the environmental sustainability dimension; and customers, employees and the community for the social sustainability dimension.

Research limitations/implications

Apart from the within-case analysis and cross-case analysis, it was not possible to conduct statistical analysis since a small number of SMEs were accessible to collect empirical data.

Originality/value

The findings of the paper have considerable academic, managerial and policy implications and will provide a theoretical basis for future research on measuring and managing industrial sustainability performance. By providing a set of empirically supported metrics based on the triple bottom line approach (i.e. economic, environmental and social metrics), this paper contributes to the existing knowledge in the field of industrial sustainability performance measurement.

Abstract

Purpose

This study aims to identify the gap between the requirements of the accreditation bodies and the widely used learning management systems (LMSs) in assessing the intended learning outcomes (ILOs). In addition, this study aims to introduce a framework, along with the evaluation of the functionality of the LMS, for measuring the ILO.

Design/methodology/approach

A qualitative method was deployed to examine the gap between the requirements of the accreditation standards and the LMS functionalities. The researchers collaborated to design a mechanism, develop a system architecture to measure the ILO in alignment with the accreditation standards and guide the development of the Moodle plugin. The appropriateness and effectiveness of the plugin were evaluated within the scope of assessment mapping and design. Focus group interviews were conducted to collect feedback from the instructors and program leaders regarding its implementation.

Findings

The results of this study indicate that there is no standardized mechanism to measure course and program ILO objectively, using the existing LMS. The implementation of the plugin shows the appropriateness and effectiveness of the system in generating ILO achievement reports, which was confirmed by the users.

Originality/value

This study proposed a framework and developed a system architecture for the objective measurement of the ILO through direct assessment. The plugin was tested to generate consistent reports during the measurement of course and program ILO. The plugin has been implemented across Gulf University’s program courses, ensuring appropriate reporting and continuous improvement.

Abstract

Purpose

The purpose of this study was to review existing healthcare service quality-measurement models.

Design/methodology/approach

A review of the literature was conducted utilizing keywords “healthcare’’, “service quality’’, “measurement models”, “SERVQUAL”, “SERVPERF”, “HEALTHQUAL”, “PubHosQual” and “HospitalQual”. These investigations were selected from the “Emerald’’, “ABI/Inform”, “ScienceDirect” and “EBSCOhost” databases. A range of studies used in the makeup of the healthcare quality-measurement model for a 36 years period (1979 to 2015) were examined in an exhaustive survey of the literature. Of 137 studies reviewed, 74 studies were selected for analysis.

Findings

As yet, no consensus has been reached among scholars on the definition and indicators and factors of the quality of the healthcare services. Moreover, most of the current models are of Western origin and incongruent with the cultural and economic contexts of developing countries. The previous studies create scales resembling the generic measures of service quality, which may not be completely appropriate for assessing the perceived quality of healthcare services. Furthermore, previous studies were too narrow, overemphasizing the quality of healthcare only as far as the functional aspect of the services were concerned and paying too little attention to the technical aspects, using the experience of healthcare providers. These results have much room for failures. This is therefore advising healthcare organizations that need to develop their own models for measuring the quality of their services.

Originality/value

Generic models no longer suffice in measuring the quality of healthcare services. Developing countries should try and develop their own models for measuring the quality of healthcare services.

Abstract

Purpose

The purpose of this paper is to develop and validate a scale for measuring perceived bureaucratic readiness for smart city initiatives.

Design/methodology/approach

The present study employs a mixed method approach to achieve its research objectives. An exploratory study, consisting of literature review and qualitative interviews with key informants, was conducted to develop an initial instrument for measuring bureaucratic readiness. An online survey of 40 civil servants involved in smart city programmes in the Yogyakarta City government was then administered to test the instrument’s validity and reliability.

Findings

Perceived bureaucratic readiness can be measured through four dimensions: commitment of the upper echelons, legal support, information technology resources and governance.

Research limitations/implications

The proposed scale provides an alternative instrument for measuring perceived bureaucratic readiness for smart city initiatives. However, as data were only derived from one city government, they are relatively small in scope. Future research can be conducted for generalisation by replicating this study in other cities, thereby measuring its effectiveness in other contexts and settings.

Practical implications

This study not only provides a better understanding of bureaucratic readiness for smart city initiatives, but also proposes an assessment tool as a practical means of assessing bureaucratic readiness. The quantification of readiness is beneficial to putting smart city programmes into practice, as it allows smart city managers to assess the internal bureaucracy’s level of readiness. It also allows managers to mitigate and further policy agendas and thereby improve the bureaucracy’s support for smart city programmes.

Originality/value

Literature sometimes underestimates the role of bureaucracy in smart city implementation while overly stressing stakeholders, vendors and technology. This paper attempts to contribute to smart city research by reaching beyond the technological perspective and focusing on local government bureaucracy. None of the extant literature provides a scale for measuring bureaucratic readiness. The study thus proposes a systematic way to develop a means of measuring perceived bureaucratic readiness for smart city programmes.

Abstract

Purpose

The main target of the study represented in developing a proposed Quantitative Model for the purpose of measuring the administrative performance of public governmental organizations, taking into account the validity of the model for many different contexts in practice through governmental sector.

Design/methodology/approach

Depending on statistical approach, both authors tried to handle this issue through assessing institutional performance in the state owned units on many levels starting from individual level (HR and leaders), sub-units, organization level, then deriving an aggregated formula for assessing general institutional performance of the whole public body in one state, depending on reviewing some of concerned literatures.

Findings

The authors could already formulate some proposed criteria for assessing and measuring institutional performance on three different levels.

Originality/value

Although the topic is considered one of the most complicated areas of institutional reform trends, the idea remains very vital as a step forward to improving public policy implementation in the governmental sector, besides that it is correlated to institutional capacity building process in practice.

Purpose

In this paper, the C80 special coal gondola car was taken as the subject, and the load test data of the car body at the center plate, side bearing and coupler measured on the dedicated line were broken down to generate the random load component spectrums of the car body under five working conditions, namely expansion, bouncing, rolling, torsion and pitching according to the typical motion attitude of the car body.

Design/methodology/approach

On the basis of processing the measured load data, the random load component spectrums were equivalently converted into sinusoidal load component spectrums for bench test based on the principle of pseudo-damage equivalence of load. Relying on the fatigue and vibration test bench of the whole railway wagon, by taking each sinusoidal load component spectrum as the simulation target, the time waveform replication (TWR) iteration technology was adopted to create the drive signal of each loading actuator required for the fatigue test of car body on the bench, and the drive signal was corrected based on the equivalence principle of measured stress fatigue damage to obtain the fatigue test loads of car body under various typical working conditions.

Findings

The fatigue test results on the test bench were substantially close to the measured test results on the line. According to the results, the relative error between the fatigue damage of the car body on the test bench and the measured damage on the line was within the range of −16.03%–27.14%.

Originality/value

The bench test results basically reproduced the fatigue damage of the key parts of the car body on the line.

Abstract

Purpose

The purpose of this study is to identify, characterize and assess supplier flexibility measurement practices in the order-to-delivery process.

Design/methodology/approach

The study involved a survey; participants were 224 purchasing managers at Swedish manufacturing companies that had more than 20 employees.

Findings

Scrutiny of the details of measurement practices revealed that most respondents actually do not specifically measure supplier flexibility. Instead they measure other measures like delivery reliability, conduct qualitative follow-ups, or cannot specify how supplier flexibility is measured. It was acknowledged that they measure different supplier flexibility aspects, and the applied measures were characterized, e.g. in terms of which flexibility dimension they represent.

Research limitations/implications

Conceptual clarifications and adaptations to measuring supplier flexibility in the order-to-delivery process are provided. The identified measures can be a contribution in further developing literature on flexibility performance measurement.

Practical implications

Purchasing, logistics and supply chain managers in search of supplier flexibility performance measurement can find ways to measure and an extended flexibility vocabulary. This has the potential to improve flexibility in the supply chain.

Originality/value

Even though flexibility is claimed as being an important competitive advantage, few empirical studies and operationalized measures exist, particularly in the order-to-delivery process.

Abstract

Purpose

Measuring research’s policy influence is challenging, given the complexity of the policy process, the gradual nature of policy influence, and the time lag between research investment and impact. This paper assesses measurement approaches and discusses their merits and applications to overcome various hurdles.

Design/methodology/approach

Relevant articles and studies were selected and analyzed. First, the research-policy interface was revisited to understand their link and how research influences policy making. Second, the most common approaches for measuring policy influence were reviewed based on their features, strengths, and limitations.

Findings

The three approaches reviewed — pyramid, influencing, and results chain — have their respective strengths. Thus, research organizations planning to design a program for monitoring and evaluation (M&E) of policy influence have to adopt the best possible features of each approach and develop a customized method depending on their objectives and overall M&E framework.

Originality/value

This paper fosters a deeper understanding of leveraging the three approaches.
