Abstract

Scanning both the academic and popular business literature of the last 40 years puzzles the alert reader. The variety of prescriptions of how to be successful (effective, performing, etc.) 1 Organizational performance, organizational success and organizational effectiveness will be used interchangeably throughout this paper.1 in business is hardly comprehensible: “Being close to the customer,” Total Quality Management, corporate social responsibility, shareholder value maximization, efficient consumer response, management reward systems or employee involvement programs are but a few of the slogans introduced as means to increase organizational effectiveness. Management scholars have made little effort to integrate the various performance-enhancing strategies or to assess them in an orderly manner.

This study classifies organizational strategies by the importance each strategy attaches to different constituencies in the firm’s environment. A number of researchers divide an organization’s environment into various constituency groups and argue that these groups constitute – as providers and recipients of resources – the basis for organizational survival and well-being. Some theoretical schools argue for the foremost importance of responsiveness to certain constituencies while stakeholder theory calls for a – situation-contingent – balance in these responsiveness levels. Given that maximum responsiveness levels to different groups may be limited by an organization’s resource endowment or even counterbalanced, the need exists for a concurrent assessment of these competing claims by jointly evaluating the effect of the respective behaviors towards constituencies on performance. Thus, this study investigates the competing merits of implementing alternative business philosophies (e.g. balanced versus focused responsiveness to constituencies). Such a concurrent assessment provides a “critical test” of multiple, opposing theories rather than testing the merits of one theory (Carlsmith, Ellsworth & Aronson, 1976).

In the high tolerance level applied for this study (be among the top 80% of the industry) only a handful of organizations managed to sustain such a balanced strategy over the whole observation period. Continuously monitoring stakeholder demands and crafting suitable responsiveness strategies must therefore be a focus of successful business strategies. While such behavior may not be a sufficient explanation for organizational success, it certainly is a necessary one.

Abstract

The results from this qualitative study suggest that CEOs of Faith-Based Nonprofit Organizations (FBNPOs) define and measure their organization's effectiveness primarily based on the outcomes achieved in meeting the immediate needs of their clients and in resolving root causes to those needs. Other indicators of organizational effectiveness- including financial reports, amount of services provided, client satisfaction, stake holder support and perceptions -were also used by the CEOs of FBNPOs to measure organizational effectiveness. The findings indicate that faith is the source of “why” and “how” these FBNPOs conduct their activities. Measuring the impact faith has on those whom they serve varies among the FBNPOs in this study along a continuum of not being measured to being intentionally measured.

Abstract

Purpose

The purpose of this paper is to study the implementation of organizational information security measures and assess the effectiveness of such measures.

Design/methodology/approach

A survey was designed and data were collected from information security managers in a selection of Norwegian organizations.

Findings

Technical‐administrative security measures such as security policies, procedures and methods are the most commonly implemented organizational information security measures in a sample of Norwegian organizations. Awareness‐creating activities are applied by the organizations to a considerably lesser extent, but are at the same time these are assessed as being more effective organizational measures than technical‐administrative ones. Consequently, the study shows an inverse relationship between the implementation of organizational information security measures and assessed effectiveness of the organizational information security measures.

Originality/value

Provides insight into the non‐technological side of information security. While most other studies look at the effectiveness of single organizational security measures, the present study considers combinations of organizational security measures.

Abstract

This paper describes and explores an emerging integrated measure of effectiveness for human resource management functions. The emerging measure basically incorporates both the mission support and employee support goals as two criteria of effectiveness. The paper next analyzes the measures of effectiveness that an agency uses for its performance appraisal function. A questionnaire was sent to 298 members of the professional staff of a large state agency in the mid‐west. The objectives were to assess the need and feasibility for the application of this emerging measure of effectiveness. The study found that even though performance appraisal was widely practiced as a mission support function, there was strong support for the use of this integrated measure of effectiveness. The paper concludes with offering a design for a management development workshop session which focuses on developing a complementary relationship among different personnel functions.

Abstract

Purpose

The purpose of this study is to identify various issues and challenges associated with development and implementation of a maintenance performance measurement (MPM) system.

Design/methodology/approach

An analytical approach is adopted to identify the issues and challenges associated with MPM.

Findings

The study finds that for successful implementation of MPM all employees should be involved and all relevant issues need to be considered. Furthermore, the traditional overall equipment effectiveness (OEE) used by the companies is inadequate, as it only measures the internal effectiveness. For measuring the total maintenance effectiveness both internal and external effectiveness should be considered.

Practical implications

What cannot be measured cannot be managed effectively. To manage maintenance process operating managers and asset owners need to measure the contribution of maintenance towards their business goals. This paper discusses issues and challenges associated with MPM system, there by helping the managers to take care of the pitfalls of the MPM system and advocates that managers should focus on measuring the total effectiveness of maintenance process.

Originality/value

The paper presents a concept of total maintenance effectiveness with focus on both internal and external effectiveness, and integration of the hierarchical levels and multi‐criteria maintenance performance indicators of MPM system.

Abstract

Purpose

This study proposes a model of the effect of financial and non-financial performance measures on nonprofit organizations’ (NPOs’) effectiveness where internal stakeholders' trust play an intervening role in the aforementioned relationships.

Design/methodology/approach

Data were collected from 218 employees working at the largest Palestinian NPOs. The perceptions of these employees were used to measure the variables, and structural equation modeling was used to examine the hypotheses.

Findings

Results suggest that the use of financial and non-financial performance measures was positively related to NPOs' effectiveness. Internal stakeholders' trust showed a significant mediating effect between the use of performance measures and NPOs' effectiveness.

Practical implications

This study may be of value for NPOs' managers due to the positive effects performance measurement (PM) can have on NPO effectiveness. Managers and boards should seek to enhance their internal stakeholders' trust to achieve higher levels of effectiveness.

Originality/value

This study has three main contributions. First, it is one of the very few papers which empirically examines the links between PM and NPOs' effectiveness, rather than providing conceptual lens. Second, the paper investigates the role of stakeholders' trust as a mediating mechanism in the proposed model, a topic that has been neglected by NPOs governance researchers. Finally, the study uses data from the Palestinian context, contributing to the PM literature by providing evidence on the relationship between performance measures and NPOs' effectiveness from a non-Western context.

Abstract

Purpose

The purpose of this research is to investigate how senior communication executives measure the effectiveness of organizations’ internal communication efforts and link the efforts with organizations’ business performance.

Design/methodology/approach

An online international survey of 264 experienced business communicators was analyzed to identify those specific aspects of internal communication initiatives that have been measured by the organizations on a regular basis. In‐depth interviews with 13 senior communication executives were used as a supplementary approach to share their experiences and insights about measurement challenges in communication practices.

Findings

Results suggested that most business communicators and organizations recognized the importance of measuring organizations’ internal communication initiatives; however, limited metrics have been applied to the assessment process. Several specific aspects of internal communication initiatives (e.g., improved job performance, changed employee behaviors, concentrated employee engagement, etc.) have been given special attention in measurement.

Research limitations/implications

Future research would benefit from the discussion and findings in current measurement challenges and focus on testing the causal relationship between effective internal communication and improved business performance.

Practical implications

Business communicators should demonstrate a stronger request for a consultative leadership direction in the organization to be able to develop and test sets of reliable and consistent metrics and measurement approaches.

Originality/value

This research investigated the measurement challenges that senior communication executives have faced. It is important to recognize current trends and constraints in measurement to be able to leverage the value of communication practices in the organization.

Abstract

Purpose

This study examines the mediating role of the fairness of performance appraisal on the association between the extent of use of strategic performance measurement systems (SPMSs) with SPMS effectiveness.

Design/methodology/approach

Data were collected using an online survey distributed to 656 Australian middle and lower level managers.

Findings

The findings reveal that informational fairness mediates the association between SPMSs (link to value drivers and the use of multidimensional performance measures) with performance-related outcomes; procedural fairness mediates the association between SPMSs (link to strategy and the use of multidimensional performance measures) with staff-related outcomes and distributive fairness mediates the association between the use of SPMSs (all three types) with both performance and staff-related outcomes.

Originality/value

The study provides a unique insight into the importance of fairness (the distributive, informational and procedural fairness of the performance appraisal system) in mediating the associations between the extent of use of SPMSs and SPMS effectiveness. The findings contribute to the human resource management (HRM) “black box” literature by providing an insight into the behavioural mechanism through which a specific human resource management practice (i.e. the SPMS) influences organisational performance.

Abstract

A major part of maintaining a well-managed performance measurement system in local government is providing the infrastructure for performance management. The problem is that local officials often struggle with moving from adopting performance measures to actually using them for improving services and for making resource allocation decisions. This article responds to this struggle by presenting information on the relationships between efficiency and effectiveness measures across six local government service areas, with the goal of providing guidance on using performance measures to support strategic resource management. Our research suggests that stronger correlations exist between efficiency and effectiveness measures associated with local services that possess private good characteristics, concluding that performance measures associated with market-oriented services lend themselves more readily to making resource allocation decisions.

Abstract

The primacy of teacher effects on student achievement has been well documented from a variety of methodological approaches within the field of education research. Governments across the globe have or will address educational equity, especially the education of the poor, by designing programs to attract, train, develop, retain, and study more effective teachers. In their Concept Note, the World Bank also raises “fundamental questions” that balance upon an understanding of the development and measurement of teacher effectiveness. These include question 1: “What are the most important challenges in the next decade for building knowledge and skills for life and work in different country contexts?” and question 3: “What educational results should the Bank be accountable for in the next ten years, and how would we measure these achievements?” In this chapter, we build upon the extensive research that suggests teacher effectiveness ought to be the primary goal of educational reform efforts across the globe. We highlight the complexity of measuring effectiveness, especially across countries and varied contexts for education. We argue that the ways in which effectiveness is measured will have a direct impact on the potential of any reform policy to positively influence the overall effectiveness of a teaching force and the achievement of its students.
