Abstract

In those frightening years between the two Wars and governments in France came and went with dismal frequency, it used to be said that any French Government which permitted food prices to rise had no chance whatever of surviving, and the result was that food was bountiful and incredibly cheap. Times have changed dramatically but not the attitude of people to the price and availibility of food and, in particular of political control; this is very much the same as always. Mostly, it revolves around the woman and what she sees as an abuse, greed and taking mean advantage of prevailing conditions and, make no mistake, this will be reflected in the political field; in the way she votes. It has happened in previous elections; it will happen in even greater degree in the next election and, although not decisive, it can have a not insignificant impact. None know better than the housewife how meaningless is the smug talk of the politicians when it comes to food prices. Their attitude may not have been the main factor in throwing out the last Conservative Government; this was undoubtedly the fear that their continuance in office would result in widespread strikes and the serious effect these upheavals have on food prices (and other household necessit ies), but the votes of woman were an unimportant contribution. As it was, it mattered little to the muscle men of the trade unions which party is in power. Women's talk around the shops and supermarket's, up and down the High Street to‐day is one long grumble and disillusionment with politicians generally.

A “ Practitioner of over Forty Years' Experience ” in a letter to the Pall Mall Gazette observes that few members of the medical profession “ regard ‘ calories ’ and such like as guides to treatment of patients, simply because they cannot implicitly rely upon laboratory experiments. Anyhow, they do not impress the profession generally, as their doubts are based upon everyday experiences.” The real point that seems to have been overlooked by the so‐called experts is that, “ although the same amount of nourishment may be present in two substances, according to laboratory experiments, it does not necessarily follow we can assimilate them equally well. Here is a case in point. We know that starch and dextrine are similar, and contain very nearly the same amount of nourishment, and, chemically, are almost indistinguishable; hence biscuits should be as supporting as bread. But it is a known fact that soldiers cannot march and thrive so well on the former as upon the latter (notwithstanding that in the point of nourishment as shown by laboratory experiments, 18 ounces of biscuit are said to equal 24 ounces of freshly made bread), hence it comes about that ovens are sent to the front rather than tons of biscuits. It is not meant that biscuits are not nourishing, but merely that they cannot be assimilated so well as bread, dextrine so well as starch.”

Abstract

Purpose

The purpose of this paper is to consider and evaluate judicial independence in China, through reviewing the value in its presence, assessing its current state in China and evaluating what the future holds for it.

Design/methodology/approach

The paper reviews the benefits of judicial independence in its support of the rule of law. Following this, an evaluation of the current independence of the judiciary in China is presented. The reforms of the judiciary in the Fourth Plenary Session and the outlook for judicial independence in China are assessed.

Findings

The paper finds that judicial independence in China cannot be said to exist, being vulnerable to influence from a variety of sources. There is, however, progress observed, and this is expected to continue.

Originality/value

This paper’s consideration of judicial independence in China and its outlook are framed with discussions of the relationships between judicial independence and the rule of law, and the Chinese state and the rule of law. The paper should thus contribute to discussion of the development trajectory of China in this important facet.

THIS number of THE LIBRARY WORLD closes one of the most distinguished years in the history of libraries. The opening of the National Central Library by the King on November 7th was undoubtedly the most important public happening in this country, not only of that particular day, but for a very long period. For the first time the highest personage in the land gave his countenance and approval to the work of the public library through the National Central Library which is its natural crown. In describing the Library as “a university which all may join and which none may ever leave,” His Majesty added a memorable phrase to library literature, and gave a new impulse to library activity.

The purpose of this article is to compare the effects of global competitive pressures on the UK and French B-schools' management systems through the lens of career ecosystems.

Abstract

Purpose

The purpose of this article is to compare the effects of global competitive pressures on the UK and French B-schools' management systems through the lens of career ecosystems.

Design/methodology/approach

This is a qualitative inquiry employing in-depth, semi-structured interviews with 44 business school academics in the two countries.

Findings

This paper demonstrates the importance of top-down and bottom-up ecosystem influences for creating contrasting performance management systems in competitive B-schools in the two countries, to different outcomes for institutions and faculty careers.

Research limitations/implications

The authors focus on faculty working in top business schools, which limits the generalizability of the findings. Future research could apply the ecosystem lens to other institutions and geographical areas to highlight best practices and evaluate their transferability across borders.

Practical implications

The study highlights alternative HR practices and potentially workable adjustments to current systems that could be envisaged in order to enhance performance of individuals and institutions without jeopardizing the chances of valuable human resources to bring their contributions to the success of B-schools.

Originality/value

This paper compares and contrasts different performance management systems, taking into account exogenous and endogenous influences on B-schools that operate in a highly competitive and rapidly changing global management education market.

Abstract

The final report of the Butter Regulations Committee has now been published and it is earnestly to be hoped that Regulations based on the Committee's Recommendations will at once be framed and issued by the Board of Agriculture. It will be remembered that in an Interim Report the Committee recommended the adoption of a limit of 16 per cent. for the proportion of water in butter, and that, acting on this recommendation, the Board of Agriculture drew up and issued the “Sale of Butter Regulations, 1902,” under the powers conferred on the Board by Section 4 of the Food Act of 1899. In the present Report the Committee deal with the other matters referred to them, namely, as to what Regulations, if any, might with advantage be made for determining what deficiency in any of the normal constituents of butter, or what addition of extraneous matter other than water, should raise a presumption until the contrary is proved that the butter is not “genuine.” The Committee are to be congratulated on the result of their labours—labours which have obviously been both arduous and lengthy. The questions which have had to be dealt with are intricate and difficult, and they are, moreover, of a highly technical nature. The Committee have evidently worked with the earnest desire to arrive at conclusions which, when applied, would afford as great a measure of protection—as it is possible to give by means of legislative enactments—to the consumer and to the honest producer. The thorough investigation which has been made could result only in the conclusions at which the Committee have arrived, namely, that, in regard to the administration of the Food Acts, (1) an analytical limit should be imposed which limit should determine what degree of deficiency in those constituents which specially characterise butter should raise a presumption that the butter is not “genuine”; (2) that the use of 10 per cent. of a chemically‐recognisable oil in the manufacture of margarine be made compulsory; (3) that steps should be taken to obtain international co‐operation; and finally, that the System of Control, as explained by various witnesses, commends itself to the Committee.

Abstract

EVERY librarian in his inmost heart dislikes newspapers. He regards them as bad literature; attractors of undesirable readers; a drain upon the limited resources of the library; and a target against which the detractors of public libraries are constantly battering. From the standpoint of the librarian, newspapers are the most expensive and least productive articles stocked by a library, and their lavish provision is, perhaps, the most costly method of purchasing waste‐paper ever devised. Pressure of circumstances and local conditions combine, however, to muzzle the average librarian, and the consequence is that a perfectly honest and outspoken discussion of the newspaper question is very rarely seen. In these circumstances, an attempt to marshal the arguments for and against the newspaper, together with some account of a successful practical experiment at limitation, may prove interesting to readers of this magazine.
