Abstract

Purpose

The purpose of this paper is to enhance understanding of the conceptualisation and operationalisation of public value in practice by applying Moore's (1995) strategic triangle as an analytical framework to study strategic management and management control practices in relation to public value.

Design/methodology/approach

The paper uses an interpretative longitudinal case study approach including qualitative methods of document studies and interviews between 2017 and 2019.

Findings

In the strategic triangle, the three nodes of authorising environment, public value creation and operational capacity are interdependent, and alignment is a necessity for a strategy to be successful. But this alignment is vulnerable. The findings suggest three propositions: (1) strategic alignment is vulnerable to management control practices having a strong focus on performance measurements, (2) strategic alignment is vulnerable to standardised management control practices and (3) strategic alignment is vulnerable to politically driven management control practices.

Originality/value

With the strategic triangle as a base, this paper tries to understand what kind of management control practices enable and/or constrain public value, as there has been a call for this kind of research. In this way it adds to earlier research on public value, to the growing interest in the strategic triangle as an analytical framework in analysing empirical material and to the request for more empirical studies on the subject. The strategic triangle also embraces political factors, government agendas and political leadership for which there has also been a call for more research.

Abstract

Purpose

The purpose of this article was to evaluate the causal influence of Lean management practices on knowledge waste within the context of higher education institutions (HEIs). The peculiarities of knowledge impress upon organizations the need to think about reducing knowledge waste as a crucial practice. The Lean philosophy and practices therefore stand out as an appropriate management perspective, particularly given Lean's focus on waste elimination. However, little is known about the influence of Lean practices on reducing knowledge waste.

Design/methodology/approach

A quantitative research instrument was distributed to professors and technical and administrative staff across three types of HEI in the State of Rio Grande do Sul, Brazil. The validated and pretested survey was circulated to the target population via an online method to explore eight constructs and 38 items concerning Lean and knowledge and waste.

Findings

The results of the survey indicated that all hypotheses were supported. The sum total of 837 responses showed that the Lean relationships (internal organizational paths) were more obvious where leadership support proved to have a positive effect on continuous improvement, training, and customer involvement. Moreover, the significant and negative effects of the Lean practices studied on knowledge waste was also supported, including for example, the interaction between HEIs and its client base.

Originality/value

HEIs are knowledge generators. Therefore, the necessity of avoiding and reducing knowledge waste is even greater. This study also differentiates itself from the “traditional” knowledge loss studies by investigating knowledge while the employees are still part of an organization and not after they have left taking the knowledge away with them.

Abstract

Purpose

Scholars have repeatedly concluded that heritage is a significant value driver for luxury brands (Riley et al., 2004; Fionda and Moore, 2009; Wuestefeld et al., 2012; DeFanti et al., 2014; Ardelet et al., 2015; Dion and Borraz, 2015; Dion and Mazzalovo, 2016). However, little is known on how consumers of different age group make sense of heritage luxury. The purpose of this paper is to investigate how consumers of different age groups make sense of heritage luxury brands (HLBs).

Design/methodology/approach

To achieve this, semi-structured, one-on-one, face-to-face interviews were conducted with 21 consumers of HLBs who fell into one of three age groups: Emerging adults (18 to 25 years), middle-aged adults (33 to 40 years) and older adults (67 to 74 years old).

Findings

The findings of this paper explored the different perceptions of the dimension of heritage in relation to luxury among consumers of different age groups. This paper focuses on the pioneering contributions of Urde, Greyser and Balmer (2007) in defining the dimensions of heritage brands. Although the dimensions of heritage brands defined by Urde et al. (2007) were useful as a starting point, differing perceptions among consumers of different age groups emerged which need to be considered. Findings of this study showed that consumers of all three age groups revealed three characteristics of HLBs. These are timelessness, quality craftsmanship and prestige. The durability and lasting appeal of HLBs was attributed to their high-quality craftsmanship. Quality craftsmanship, recognizability and price contributed to the perceived prestige value of HLBs. It was apparent throughout this study that HLB items helped participants feel connected to others, including their mothers or more remote forebears, their contemporaries and their descendants.

Originality/value

The author aims to understand the interplay between heritage and luxury, to understand how luxury brand consumers of different age groups are influenced by the heritage dimension. The relation between luxury and heritage becomes particularly intriguing when we consider how it affects the perceptions of consumers of different age groups.

Abstract

Purpose

The purpose of this paper is to assess the role that elapsed time and culture may play in affecting intergenerational influence (IGI) on brand preference. The results of an empirical study conducted in Mexico reveal that coincidence in family life‐cycle stage emerges as an important factor in determining IGI strength.

Design/methodology/approach

A total of 600 questionnaires were collected from 300 dyads of mothers/daughters. This research extends Moore et al.'s basic methodology and findings to the Mexican context by including daughters at different stages of their family life cycle covering a time frame of up to 15 years out of the parents' household.

Findings

The findings support results from previous research conducted in the USA, signaling IGI as influencing brand preferences. However, the results diverge by demonstrating that in certain cultural contexts (e.g. Mexico), coincidence in family life‐cycle may have a stronger influence on IGI than the amount of elapsed time not living with parents.

Research limitations/implications

Understanding how IGI evolves in different cultural contexts may be applicable in the design of product and communication strategies leading to brand preference.

Originality/value

This study contributes to the literature by providing knowledge about the factors affecting consumers' brand preferences in Mexico, a country sharing cultural values with an important number of nations (including Latin America) where research conducted on these issues is scarce and where effective brand strategies need to be developed.

Abstract

Purpose

This paper aims at understanding how clinical guidelines' use in the labour process relates to clinical autonomy, that is, the self-control medical professionals exercise over medical practice.

Design/methodology/approach

Drawing on a qualitative case study research strategy, this paper explores how medical professionals use clinical guidelines in the labour process in one public general hospital of the Greek National Health System. Supplemented by an extensive study of documents, semi-structured interviews were conducted with 33 doctors of several specialties.

Findings

The analysis shows (1) how clinical autonomy, as a self-control structure, mediates the use of clinical guidelines as a knowledge tool in the labour process, and (2) how employing clinical guidelines as a means towards coordinating medical work, but also towards regulating and standardising medical practice, is exercising pressure on the individualistic character of clinical autonomy.

Originality/value

Advancing the analytic value of workplace control structures, this paper contributes novel theoretical understanding of emerging tendencies characterising medical work organisation and clinical autonomy, and explains how medical professionals' non-adherence to clinical practice guidelines (CPGs) relates to CPGs' role as a resource to medical practice. Finally, this research proposes a more critical approach to health policy towards addressing the challenges associated with centrally introducing clinical guidelines in healthcare organisations.

Abstract

Purpose

Higher education institutions are widely known both for their promotion to education for sustainable development (ESD) and for their contribution as living labs to urban management strategies. As for strategies, smart and learning campuses have recently gained significant attention. This paper aims to report an air quality monitoring experience with focus on the smart and learning campus and discuss its implications for the university context with regard to ESD and sustainable development goal (SDG) integration.

Design/methodology/approach

The air quality monitoring was held at the main campus of University of Passo Fundo and focused on three pollutants directly related to vehicle emissions. The air quality index (AQI) was presented on a website, along with information regarding health problems caused by air pollution, main sources of emissions and strategies to reduce it.

Findings

The results showed how the decrease in air quality is related to the traffic emissions and the fact that exposing students to a smart and learning environment could teach them about sustainability education.

Practical implications

This case study demonstrated how monitoring air quality in a smart environment could highlight and communicate the impact of urban mobility on air quality and alerted to the need for more sustainable choices, including transports.

Originality/value

This paper contributes to the literature by showing the potential of a smart-learning campus integration and its contribution towards the ESD and the UN SDGs.

Abstract

Purpose

The professional experiences of teachers of languages and cultures, along with the learning experiences of their students, are embedded in educational contexts, which themselves are informed, and constrained, by national language policies. This study aims to explore 51 English-as-a-foreign-language (EFL) secondary teachers’ perceptions of Web-based technology use to enhance students’ cultural awareness in Chile. Specifically, the study investigated teachers’ use of Web-based resources for cultural awareness, culture content and technology-based tasks, as well as perceived challenges in implementing technology-enhanced language and culture learning.

Design/methodology/approach

The study adopted a mixed-method research design combining online questionnaires and interviews as data collection tools. Results were analyzed through the use of descriptive statistics and content analysis.

Findings

The teachers in this study emphasized reflection in their classrooms but did not take a critical approach. Their approach to culture was limited to a “country-specific” view, and technology-enhanced activities accentuated differences rather than promoting meaningful intercultural exchange. Challenges to the successful implementation of technology-enhanced language and culture learning included a somewhat out-of-date theoretical approach to intercultural learning in the national curriculum, a nationwide approach to professional development that lacks a focus on critical reflection and inadequate support for effective use of technologies in schools.

Practical implications

The study highlights the importance of periodically revising a country’s EFL language policies, communication methods, support mechanisms and implementation factors to ensure classroom integration of language, culture and technology education.

Originality/value

This paper explores the tension between macro-level national policy and teachers’ perspectives on their classroom practice, including the contextualized limitations of implementing national policy at the micro level.

Purpose

This conceptual paper aims to explore biases in reading textbooks that have been used to teach generations of Americans, including children in urban communities. While these texts are no longer used, the images they present and the ideas embedded in these texts unfortunately contribute to who we are as a nation.

Design/methodology/approach

These texts were identified by Catherine Compton-Lilly as she trolled the historical archives of a major university.

Findings

In addition to an analysis of historic texts, more recent attempts to create culturally responsive texts often designed to serve children in urban communities are examined, and the learnings from these attempts are being explored.

Practical implications

This conceptual paper points to the need for systematic analyses of biases operating in textbooks that are currently used in schools.

Originality/value

This work reveals and explores one way in which historical bias has historically infected the early learning experiences of young children in the USA.

This paper introduces a conceptual model of consumer innovation adoption based on knowledge and compatibility. More specifically, innovation adoption is proposed to be determined by four adopter groups: technovators, supplemental experts, novices, and core experts, and the interaction between their knowledge and compatibility with the technological innovation. Compatibility occurs when a potential adopter perceives the innovation as being consistent with his/her existing values, past experiences, and needs. The model presented is intended to help researchers and practitioners successfully identify potential adopters of a technological innovation.

Abstract

Purpose

This study aims to propose the roles for business, broadly defined, in government-led programs designed to enhance human capital investment. Through conditional cash transfers (CCTs), businesses have opportunities to alleviate poverty, address the United Nations’ 2030 Agenda (SDGs), enhance CCT viability and explore new market opportunities.

Design/methodology/approach

This multifaceted research approach consists of five case studies of CCTs in Latin America, face-to-face field meetings with CCT administrators, 48 CCT beneficiaries in a pilot study and 31 interviews (verbal and remote) with business managers and companies in five countries.

Findings

Building on an on-site pilot study, an in-depth appraisal of five CCTs in Latin America over a five-year period, the authors examined six stages of CCT activities to assess possible areas of business engagement. The cases, augmented by field interviews with businesses, present fledgling business engagement in CCTs. In light of anticipated growth in CCTs, this study presents six major ways businesses can further participate in selected stages of CCT operations that contribute to their long-term sustainability, as well as future market opportunities.

Originality/value

Conducted over a five-year period with participants from government, businesses and CCT beneficiaries, this study deepens our understanding of how businesses can alleviate poverty through engaging in government-led antipoverty programs.

Este estudo propõe papéis amplamente definidos para empresas em programas liderados pelo governo projetados para melhorar o investimento em capital humano. Por meio de transferências condicionadas de renda (TCRs), as empresas têm oportunidades de aliviar a pobreza, abordar a Agenda 2030 (ODS) das Nações Unidas, melhorar a viabilidade do transferências condicionadas de renda e explorar novas oportunidades de mercado.

Achados

Com base em um estudo piloto no local, uma avaliação aprofundada de cinco transferências condicionadas de renda na América Latina durante um período de cinco anos, identificamos e analisamos seis etapas das atividades da transferências condicionadas de renda para avaliar possíveis áreas de participação empresarial. Nossos cases, enriquecidos por entrevistas de campo com empresas, apresentam oportunidades de participação empresarial em TCRs. À luz do crescimento antecipado dos TCRs, este estudo apresenta seis principais maneiras pelas quais as empresas podem se engajar ainda mais em etapas selecionadas de operações de TCR que contribuem para sua sustentabilidade de longo prazo, bem como oportunidades futuras de mercado.

Design/metodologia/abordagem

Utilizamos uma abordagem de pesquisa multifacetada composta por 5 estudos de caso de TCR na América Latina, reuniões presenciais de campo com administradores da TCR, 48 beneficiários da TCR em um estudo piloto e 31 entrevistas (presencial e remota) com gerentes de negócios e empresas em 5 países.

Este estudio propone roles para las empresas, ampliamente definidos, en programas dirigidos por el gobierno diseñados para mejorar la inversión en capital humano. A través de las transferencias monetarias condicionadas (TMC), las empresas tienen oportunidades para aliviar la pobreza, abordar la Agenda 2030 (ODS) de las Naciones Unidas, mejorar la viabilidad del TMC y explorar nuevas oportunidades de mercado.

Hallazgos

Sobre la base de un estudio piloto in situ, una evaluación en profundidad de cinco TMC en América Latina durante un período de cinco años, identificamos y analizamos seis etapas de las actividades de TMC para evaluar posibles áreas de participación empresarial. Nuestros casos, enriquecidos por entrevistas de campo con empresas, presentan oportunidades para participación empresarial en los TMC. A la luz del crecimiento anticipado en los TMC, este estudio presenta seis formas principales en que las empresas pueden participar aún más en etapas seleccionadas de las operaciones de TMC que contribuyen a su sostenibilidad a largo plazo, así como a las oportunidades futuras del mercado.

Diseño/metodología/enfoque

Usamos un enfoque de investigación multifacético consiste en 5 estudios de casos de TMC en América Latina, reuniones de campo cara a cara con administradores de TMC, 48 beneficiarios de TMC en un estudio piloto y 31 entrevistas (presenciales y remotas) con gerentes de negocios y empresas en 5 países.

Originalidad

Este estudio fue llevado a cabo en un período de 5 años con participantes del gobierno, las empresas y los beneficiarios de TMC, y profundiza el entendimiento de cómo las empresas pueden contribuir a aliviar la pobreza a través de la participación en programas contra la pobreza liderados por el gobierno.
