Abstract

Purpose

Modular integrated construction (MiC) is an innovative and effective manufacturing-based method of construction that has become the mainstream development direction of projects in Hong Kong (HK). However, large-scale promotion of MiC practice still needs efforts. A pressing concern is that the impact of relevant policies on stakeholders during project implementation is rarely explored in depth. Therefore, to fill the research gap, this study aims to investigate the influence of policies on stakeholders to drive the successful implementation of MiC in HK.

Design/methodology/approach

This study uses a strategy of multiple methods. First, a comprehensively literature review and survey were adopted to identify critical policies and stakeholders. Second, semi-structured interviews with 28 experts were conducted to quantify their relationships. Third, three policy–stakeholder networks at initiation, planning and design and construction stages were established using social network analysis.

Findings

Environmental protection policy, COVID-19 pandemic policy and environmental protection policy and quality acceptance standard for project completion are found to be the most important policies of the three stages, respectively. The HK government and developers are highlighted as prominent stakeholders influencing policy implementation at all three stages. The dynamics of the influence stakeholders receive from critical policies at different stages of MiC are discussed. Valuable recommendations are accordingly proposed to enhance the successful implementation of MiC projects from the perspective of various stakeholders.

Originality/value

This study contributes to the body of knowledge by considering the mediating influence of stakeholders during policy implementation in the MiC uptake, and is valuable in helping policymakers to deeply understand the influence of policies to further forward successful MiC implementation and practicality in HK.

Abstract

Purpose

Modular integrated construction (MiC) is a modern construction method innovating and reinventing the traditional site-based construction method. As it integrates advanced manufacturing principles and requires offsite production of volumetric building components, several factors and conditions must converge to make the MiC method suitable and efficient for building projects in each context. This paper aims to present a knowledge-based decision support system (KB-DSS) for assessing a project’s suitability for the MiC method.

Design/methodology/approach

The KB-DSS uses 21 significant suitability decision-making factors identified through literature review, consultation of experts and questionnaire surveys. It has a knowledge base, a DSS and a user interface. The knowledge base comprises IF-THEN production rules to compute the MiC suitability score with the efficient use of the powerful reasoning and explanation capabilities of DSS.

Findings

The tool receives the inputs of a decision-maker, computes the MiC suitability score for a given project and generates recommendations based on the score. Three real-world projects in Hong Kong are used to demonstrate the applicability of the tool for solving the MiC suitability assessment problem.

Originality/value

This study established the complex and competing significant conditions and factors determining the suitability of the MiC method for construction projects. It developed a unique tool combining the capabilities of expert systems and decision support system to address the complex problem of assessing the suitability of the MiC method for construction projects in a high-density metropolis.

Abstract

Purpose

This paper aims to examine the potentials of using automated guided vehicle (AGV) technology in modular integrated construction (MiC) to realise logistics automation in module manufacturing and transport.

Design/methodology/approach

This paper adopts a scenario approach through three phases (i.e. scenario preparation, development and transfer), with six steps performed iteratively. The scenarios were systematically developed using a six-aspect socio-technical framework. Data were collected through a comprehensive literature review, site visits and interviews with relevant stakeholders and professionals. Implications regarding strength, weakness, opportunities and challenges and future research directions are provided.

Findings

The developed scenarios of “smart manufacturing” and “last-mile delivery” demonstrated how AGVs could be used to enhance efficiency and productivity in module manufacturing and transport. The synergies between AGVs and emerging information technologies should pave a good foundation for realising logistics automation in MiC. Future research should address: how to define the tasks of AGVs, how will the use of AGVs impact MiC practices, how to design AGV-integrated module manufacturing/transport systems and how to integrate people factors into the use of AGVs in MiC.

Practical implications

This paper reveals the socio-technical benefits and challenges of using AGVs in MiC.

Originality/value

This study extends the understanding of using logistics automation in MiC as emerging research directions, with the intention of directing scholars’ and practitioners’ interest into future exploration. It is the first attempt in its kind. Its findings could be extended to constitute a comprehensive development roadmap and prospects of automation in modular construction.

Abstract

Purpose

Modular integrated construction (MiC) reengineers the traditional construction process. By introducing factory production and onsite assembly (OA) of modules, MiC reinvents construction projects' uncertainties and risk profiles. The OA stage constitutes the highest end of the MiC delivery and supply chains, where several inherited and symbiotic errors and risk events become realities, negatively impacting the MiC project's success. This study explored the severities of OA risk factors for MiC projects.

Design/methodology/approach

A comprehensive literature review, consultation of experts and a questionnaire survey of domain experts were conducted to assess the severity of fifteen OA risk factors for MiC projects. The risk severity index was used to compute and rank the severities of critical OA risk factors for MiC projects, followed by proposed mitigation strategies.

Findings

The study revealed that the top five OA risk factors with the severest impact on MiC projects include modules installation discrepancies and errors, poor cooperation among critical onsite stakeholders, a mismatch between production schedules and site conditions, improper lifting equipment selection for onsite installation and site-fit rework due to discrepancies in drawings.

Originality/value

This study is the first to offer some important insights into the uncertainties that could compromise the OA objectives of MiC projects. It discussed risk management strategies for known and unknown OA risks and made a unique contribution to the theory, practice, and praxis of MiC supply chain risk management.

Abstract

Purpose

The factory production stage constitutes the bridge in the supply chains of modular integrated construction (MiC) projects. It embodies the fundamental differences between MiC and site-based construction. However, there is a poverty of knowledge of the uncertainties and risk events at the production stage. This study aims to investigate the critical production risk factors (PRFs) for MiC projects.

Design/methodology/approach

Comprehensive literature research and expert review identified and validated 22 candidate PRFs for MiC projects. A structured questionnaire survey was then used to gather opinions of domain experts in 18 countries on the relative impact of the validated PRFs for MiC projects. The collected data were analysed using multiple statistical techniques.

Findings

Statistical analysis identified nine critical PRFs for MiC projects. The top five include dimensional conflicts between modules during production; delays in production materials procurement; defective design; design information gap between designer and manufacturer; and limited capacity of manufacturers.

Originality/value

The study addressed the gap associated with identifying critical risk factors peculiar to the factory production stage of MiC projects. Its novelty lies in providing an opposite assessment of severities and prioritization of critical PRFs for MiC projects. The prioritized critical PRFs for MiC projects may inform resource allocation. Thus, it provides valuable information to MiC production specialists and project managers in their production risk planning and management strategies. The identified PRFs contribute to the theoretical checklist of MiC supply chain risk factors and may assist practitioners in assessing the severity levels of the PRFs of their MiC projects.

Abstract

Purpose

Modular integrated construction (MiC) is considered as a process innovation to improve the performance of construction projects. However, effective delivery of MiC projects requires management of risks and uncertainties throughout its delivery chain. Although the design stage of MiC projects is usually managed with limited knowledge based on highly uncertain data and associated with epistemic uncertainties, MiC design risks have not received adequate research attention relative to other stages. The purpose of this paper is to conduct a knowledge-based evaluation and ranking of the design risk factors (DRFs) for MiC projects.

Design/methodology/approach

The paper reviewed the relevant literature to identify potential DRFs and validated their relevance through pilot expert review. The paper then used questionnaires to gather data from international MiC experts from 18 countries and statistically analyzed the data set.

Findings

Analysis results showed that the five most significant DRFs for MiC projects include unsuitability of design for the MiC method; late involvement of suppliers, fabricators and contractors; inaccurate information, defective design and change order; design information gap between the designer and fabricator; and lack of bespoke MiC design codes and guidelines. A correlation analysis showed that majority of the DRFs have statistically significant positive relationships and could inform practitioners on the dynamic links between the DRFs.

Practical implications

The paper provides useful insight and knowledge to MiC practitioners and researchers on the risk factors that could compromise the success of MiC project designs and may inform design risk management. The dynamic linkages among the DRFs instruct the need to adopt a system-thinking philosophy in MiC project design.

Originality/value

This paper presents the first study that specifically evaluates and prioritizes the risk events at the design stage of MiC projects. It sets forth recommendations for addressing the identified DRFs for MiC projects.

Abstract

Purpose

Modular integrated construction (MiC) projects are co-created by a network of organizations and players providing different roles, information and activities throughout the supply chains. Hence, a successful delivery of MiC projects can hardly be decoupled from effective supply chain management (SCM). This study investigated the critical success determinants of effective SCM in MiC projects.

Design/methodology/approach

Comprehensive literature research and expert review identified 20 candidate success determinants, which formed the basis for a structured questionnaire survey of experts in eighteen countries. The study computed the mean scores, normalized mean values and significance indices of success determinants for SCM in MiC projects.

Findings

The analysis revealed that design for SCM, effective communication and information sharing, organizational readiness and familiarity with MiC, seamless integration and coordination of supply chain, early involvement of critical supply chain stakeholders and extensive supply chain planning are the top five critical success determinants of effective SCM in MiC projects. The 20 success determinants are categorized into five: project strategy, bespoke competencies, process management, stakeholder management and risk management.

Research limitations/implications

The study has some limitations. The smaller sample size could affect the generalizability of the results. The generalized analysis of the success determinants overlooked their sensitivities to specific contexts, industry climates and project types.

Originality/value

The study established a novel set of critical success determinants for SCM in MiC projects that have not been explicitly discussed in the MiC success literature and described their hypothetical dynamic linkages. It contributes to a better understanding of how best to manage the MiC project supply chain effectively.

Abstract

Purpose

Organizational research missed managerial ignorance concealment (MIC) and the low-moral careerism (L-MC) it served, leaving a lacuna in managerial stupidity research: MIC serving L-MC was not used to explain this stupidity. The purpose of this paper is to remedy this lacuna.

Design/methodology/approach

A semi-native longitudinal multi-site ethnography of automatic processing plants, their parent inter-kibbutz co-operatives (I-KC-Os) and their kibbutz field context enabled a Strathernian ethnography that contextualized the prevalence of MIC and L-MC.

Findings

I-KC-Os’ oligarchic context encouraged outsider executives’ MIC and L-MC that caused vicious distrust and ignorance cycles, stupidity and failures. A few high-moral knowledgeable mid-managers prevented total failures by vulnerable involvement that created virtuous trust and learning cycles. This, however, furthered dominance by ignorant ineffective L-MC executives and furthered use of MIC.

Practical implications

As managerial know-how portability is often illusory and causes negative dominance of ignorant outsider executives, new CEO succession norms and new yardsticks for assessing fitness of potential executives are required, proposed in the paper.

Social implications

Oligarchic contexts encourage MIC and L-MC, hence democratization is called for to counter this negative impact and promote efficiency, effectiveness and innovation.

Originality/value

Untangling and linking the neglected topics of MIC and L-MC explains, for the first time, the prevalence of these related phenomena and their unethical facets, particularly among outsider executives and managers, emphasizing the need for their phronetic ethnographying to further explain the resulting mismanagement.

Abstract

Purpose

Modular integrated construction (MiC) is the most advanced off-site construction technology. However, the application of MiC for high-rise buildings is still limited and challenging. One critical issue is tower crane layout planning (TCLP) to guarantee safe and efficient multiple crane-lifts for module installation, which, however, has been insufficiently explored. For filling this knowledge gap, this paper aims to systematically explore the critical considerations on TCLP for high-rise MiC to support contractors in determining the optimal crane layout plan.

Design/methodology/approach

This study employed a multimethod strategy. First, previous studies on TCLP and critical features of MiC were reviewed to develop a conceptual model of TCLP considerations. Second, expert interviews with 15 construction planners were conducted to identify the critical TCLP considerations for high-rise MiC. Third, a multicase study with three high-rise MiC projects was undertaken to demonstrate and verify the identified considerations.

Findings

The paper characterises critical considerations on TCLP as performance criteria and influencing factors and identifies 7 critical performance criteria and 25 influencing factors for high-rise MiC. Specifically, the features of MiC (e.g. various modularised layout design, heavyweight and large size of modules) were found to significantly affect the crane layout performance (i.e. technical feasibility, safety and economic efficiency).

Originality/value

The paper is the first-of-its-kind study on crane layout planning for high-rise modular buildings, which contributes a two-stage multicriteria decision-making framework integrated with systematic TCLP considerations. The findings should help contractors determine safe and efficient tower crane layout plans for high-rise MiC projects.

Abstract

The goal of this chapter is to reexamine the nature and structure of the military–industrial complex (MIC) through the works of John Kenneth Galbraith. MIC, or military power as he prefers, is a coalition of vested interests within the state and industry that promoted the military power in the name of “national security” for their interests. Galbraith’s theory of giant corporations helps us understand the role of military corporations in the MIC. Moreover, he is a critical scholar in examining this topic because he was a political insider in the Roosevelt, Kennedy, and Johnson administrations and a prominent public intellectual against the Vietnam War. Against this background, this chapter has three parts. After explaining the development of military Keynesianism with respect to the main economic thoughts, it examines the history of the MIC and its impact on economic priorities during and after the Cold War through Galbraith’s works. Finally, this chapter discusses MIC’s relevancy today and evaluates Galbraith’s prophecies.
