Abstract
Purpose
The purpose of this paper is to investigate the expected economic and social effects of the “Local Energy Plan” – a programme of the local administration that aims to transform the Romanian town Avrig until 2020 into an energy independent town relying exclusively on renewable energy resources.
Design/methodology/approach
The study uses a mixed-method approach to investigate the effects of a small town's transition to renewable energy. This approach consists of a series of in-depth interviews with the local authorities, investors, other representatives of the business sector and citizens of Avrig and economic modelling to determine the direct effects generated by the implementation of different renewable energy projects.
Findings
The results of this study show that transitioning to renewable energy could have a significant positive impact on the town's economy, however, improvements of the Local Energy Plan are needed especially regarding the planned capacities and the involvement of the local community.
Practical implications
While investigating, through in-depth interviews, the overall perceptions and attitudes of the different stakeholders regarding the transition of the town to renewable energy a communication gap has been observed. The study may represent a turning point for the local administrations strategy towards its energy goals.
Originality/value
Combining economic modelling and quantitative research methods this paper provides a holistic image of the socioeconomic impacts of the Local Energy Plan in the small town Avrig. The results and suggestions could contribute to the successful transition to renewable energy of Avrig.

Abstract
Purpose
This paper studies a Swedish municipality that wants to go beyond its own operations, involving the local industry in saving energy to improve the environment. The paper aims to analyse the experiences and practical implications of using policy networks for implementing energy-efficiency measures in private industrial companies.
Design/methodology/approach
The researchers closely followed a Swedish municipality and its work to engage the local industry in energy-efficiency activities. Participatory observations of meetings and workshops and semi-structured interviews with involved actors were conducted.
Findings
The study examines a Swedish municipality that has started addressing energy efficiency in local businesses by creating a network involving 60 companies. This network was tested in relation to four hypotheses on how policy networks develop. The study finds that the network has too broad a problem definition, which does not help unify the involved actors. The companies’ involvement is based on passive participation in which they are receivers of information. The network has been unable to use a social control mechanism because there have been few company-to-company meetings. In conclusion, for a network to be an efficient policy tool, its structure is as important as the ideas for action and clear goals.
Research limitations/implications
This case study of one Swedish municipality allows for analytical but not statistical generalization.
Originality/value
The paper uniquely calls for reflection on whether municipalities and local authorities have enough competence to drive industrial energy efficiency.

Abstract
Purpose
Energy systems are quickly in transition and their complexity has been dramatically increased. Although there are numerous studies and researches about future of energy in terms of technology or fuels, few studies have been done based on comprehensive socio-technical dimensions of energy systems’ futures. One key question to fill this gap is that how can we consider electricity as a sustainable common good/resource, beyond some conventional considerations related to public or private sector orientation? The purpose of this study is to find an acceptable answer for this question..
Design/methodology/approach
To achieve the purpose of this study, after reviewing some relevant studies, key effective factors on the future of energy have been recognized in an expert panel and structurally analyzed by Micmac software based on cross-impact analyze method. Thereafter, four scenarios for transforming the electricity distribution from a monopoly good to a common resource have been developed and described based on scenario workshops method..
Findings
Four scenarios for transforming the electricity distribution from a monopoly good to a common resource have been developed and described. These scenarios include “spider grid,” “local grid,” “intermediate grid” and “off-grid.” Furthermore, different dimensions of electricity as a common good/resource have been investigated. As a result, the authors find out that common resource is a creatable concept that can be referred to some goods depending on certain conditions.
Originality/value
Electricity, like any other resource with common characteristics, can be considered and treated as a common resource, depending on the way we generate, share and distribute it, ownership and property rights, management and decision-making mechanisms, social participation processes and governance criteria.

Abstract
Purpose – Many cities have taken action in order to reduce their carbon footprints. Moreover, the European city has historically been the home of democratic institutions, which have proven to be crucial for successful policy. The leading question of this chapter is whether or not this traditional link between democracy and active citizen participation also holds with respect to local climate policy.
Design/methodology/approach – In our chapter, we take a comparative look at two cities – Muenster in Rhineland Westphalia and Potsdam, the capital of Brandenburg next to Berlin. We have a look at the track records of both cities’ carbon footprint and analyze the role of civil society in local climate policy. We develop a set of qualitative indicators, measuring local climate policy outcomes on the one hand and local climate policy performance on the other. We base our analysis on documents and on stakeholder interviews in both cities.
Findings – The findings show that Muenster has performed better in urban climate protection than Potsdam. Also the level of civil society engagement is higher in Muenster. Thus, the hypothesis that cities with a higher level of civil society engagement also perform better in urban climate policy can be confirmed. However, Muenster performs just slightly better than Potsdam. Both cities have failed to meet their climate goals. A closer look to the local climate policy performance leads us to the final conclusion that cities should be more active in supporting and including citizens in their local climate policies in all areas of life – including lifestyle politics and political consumerism.

Abstract
The Pacific Island countries are culturally diverse, politically challenging, extremely vulnerable to climate change and natural disaster impacts, and financially heavily dependent on aid flows. This chapter examines barriers and opportunities for Green growth (GG) to flourish in a country with a practically non-existent real economy and which is currently under the threat of disappearance under water. It draws on a visiting experience and lessons from the literature and tries to investigate the role of innovation and entrepreneurship as poles of re-birth and local creativity. More particularly, I here discuss why a least developed country such as Kiribati might be the perfect location for dynamics of GG to get born and how, Kiribati, a country under threat and fear, can be transformed into a lighthouse of entrepreneurship which can give boost to the implementation of one of the most advanced energy technologies in the world. I also discuss how, ultimately, a “least developed economy” can secure scientific lessons, which are highly significant for the international knowledge society.

Abstract
Purpose
This paper attempts to study the impact of changing incentive strategies on enterprises' energy saving effort level and to construct an effective principal‐agent mechanism to achieve Pareto improvement of energy‐saving control.
Design/methodology/approach
Starting from the benefit relations between government and enterprises as well as their game strategies in energy conservation management, the impact of changing incentive strategies on enterprises' energy saving effort level and the asymmetric information situation of the players are studied taking into consideration the angle of strategies evolving in local government. Also, an effective principal‐agent mechanism to achieve Pareto improvement of energy‐saving control is constructed.
Findings
The results are convincing: interests of both the principal and agent had consistency under the principal‐agent mechanism, and the principal‐agent model was a mechanism with rich efficiency that could substantially arouse the enthusiasm of enterprises in energy saving. The comprehensive supervision of local governments over enterprises could effectually eliminate ill effects on energy‐saving management caused by information asymmetry under certain circumstances.
Practical implications
It is good for locating the balance of interest of game players by building a government energy saving mechanism based on principal‐agent theory. Through solving a game stable strategy, it is beneficial to seize a key point of regulation and control policies.
Originality/value
The paper succeeds in analyzing decision behaviours of government and enterprises through the basic idea of cooperative game theory so as to make actions of enterprises at all levels agree to government determined solving of energy issues.

Abstract
Energy policy and sector developments in Greece in the last decades reveal the government and investors' intentions to exploit the energy resources and production potential of the country. Developments regard renewable and hydrocarbon energy sources. Agreements with international companies come with economic terms attached and the prospect of related sectors' development, employment generation, research and innovation. Developments, particularly those related to hydrocarbons exploration, take place in times of climate change mitigation and adaptation and actions to ensure environmentally, socially, and economically sustainable development in line with the goals set out in the United Nations Agenda for 2030 and the European Green Deal. Given these challenges, the design and implementation of timely policies that can promote local supply capacity appear to be of primary importance. This chapter discusses the challenges and opportunities of designing and implementing local content policies with the intention to derive useful policy considerations. The discussion draws from the latest developments with hydrocarbons exploration and production activities in Greece and from the recent relevant to local content literature. The analysis concludes that in the face of climate action, rapid technological innovation, and the high capital intensity that characterize the sector, knowledge transfer, and education upgrade emerge as important factors of achieving sustainable growth through local content policies.

Abstract
Purpose
This paper aims to investigate and formulate several business models (BM) for various energy communities (EC) members: prosumers, storage facilities, electric vehicle (EV) charging stations, aggregators and local markets.
Design/methodology/approach
One of the flexibility drivers is triggered by avoiding the cost and maximizing value that consists of delivering a service such as increasing generation or reducing consumption when it is valued most. The transition to greener economies led to the emergence of aggregators that aggregate bits of flexibility and handle the interest of their providers, e.g. small entities such as consumers, prosumers and other small service providers. On one hand, the research method consists of formulating six BM and implementing a BM that includes several consumers and an aggregator, namely, scheduling the household electricity consumption (downstream) and using flexibility to obtain revenue or avoid the cost. This is usually performed by reducing or shifting the consumption from peak to off-peak hours when the energy is cheaper. Thus, the role of aggregators in EC is significant as they intermediate small-scale energy threads and large entities' requirements, such as grid operators or retailers. On the other hand, in the proposed BM, the aggregators' strategy (upstream) will be to minimize the cost of electricity procurement using consumers’ flexibility. They set up markets to buy flexibility that is valued as long as their costs are reduced.
Findings
Interesting insights are revealed, such as when the flexibility price doubles, the deficit coverage increases from 62% to 91% and both parties, consumers and retailers obtain financial benefits from the local market.
Research limitations/implications
One of the limitations of using the potential of flexibility is related to the high costs that are necessary to implement direct load control. Another issue is related to the data privacy aspects related to the breakdown of electricity consumption. Furthermore, data availability for scientific research is limited. However, this study expects that new BM for various EC members will emerge in the future largely depending on Information Communications and Technology developments.
Practical implications
An implementation of a local flexibility market (LFM) using 114 apartments with flexible loads is proposed, demonstrating the gains obtained from trading flexibility. For LFM simulation, this study considers exemplifying a BM using 114 apartments located in a multi-apartment building representing a small urban EC situated in the New England region in North America. Open data recorded in 2016 is provided by UMassTraceRepository.
Originality/value
As a novelty, six BM are proposed considering a bottom-up approach and including various EC members.

Abstract
Sustainable energy has been on the political agenda in Denmark for decades. This chapter will highlight how wind turbine production quite unforeseen became a great success in Denmark before the turn of the Millennium. An integrative public leadership approach using a mix of supportive institutional designs and instruments, combined with an unexpected bottom-up pressure for alternatives to nuclear power, promoted ways for wind turbine innovation and production in the 1970s. After the turn of the Millennium, being a huge financial success creating many new jobs and export has it developed into a cluster based on huge investments and professionalised developers. The comprehensive transition of wind turbine production in Denmark, from small scale to large scale, has however provided a counterproductive decrease in community commitment for local renewable energy production.
Denmark is known internationally as a climate frontrunner and not only due to wind turbine production and planning. The status is obtained by polycentric governance applied in cooperative-owned energy systems. The Danish response to climate change is a concerted effort of a plethora of public and private actors, providing a crucial momentum and robustness in climate politics not at least generated from a genuine civic society involvement. ‘The Danish Energy Model’; a withhold strategic effort to combine ambitious renewable energy goals, energy efficiency targets and political support of technical and industrial development has for four decades, succeeded in providing high levels of cheap energy supply, while partly reducing fossil fuel dependency at the same time.
