Abstract
Purpose
The purpose of this paper is to achieve effective governance of online rumors through the proposed rumor propagation model and immunization strategy.
Design/methodology/approach
The paper leverages the agent-based modeling (ABM) method to model individuals from two aspects, behavior and attitude. Based on the analysis and research of online data, we propose a rumor propagation model, namely the Untouched view transmit removed-Susceptible hesitate agree disagree (Unite-Shad), and devise an immunization strategy, namely the Gravity Immunization Strategy (GIS). A graph-based framework, namely Pregel, is used to carry out the rumor propagation simulation experiments. Through the experiments, the rationality of the Unite-Shad and the effectiveness of the GIS are verified.
Findings
The study discovers that the inconsistency between human behaviors and attitudes in rumor propagation can be explained by the Unite-shad model. Besides, the GIS, which shows better performance in small-world networks than in scale-free networks, can effectively suppress rumor propagation in the early stage.
Research limitations/implications
This paper provides an effective immunization strategy for rumor governance. Specifically, the Unite-Shad model reveals the mechanism of rumor propagation, and the GIS provides an effective governance method for selecting immune nodes.
Originality/value
The inconsistency of human behaviors and attitudes in real scenes is modeled in the Unite-Shad model. Combined with the model, the definition of diffusion domain is proposed and a novel immunization strategy, namely GIS, is designed, which is significant for the social governance of rumor propagation.

Abstract
Purpose
WeChat is the largest acquaintance social networking platform in China, in which users can view and reshare web pages shared by friends. This paper aims to analyze the spatio-temporal dynamics of web pages diffused in WeChat and advice on commercials.
Design/methodology/approach
A large number of web pages diffused in WeChat are collected and exclusively divided into four categories according to their titles, including advertisements, news bulletins, holiday greetings and emotional essays. For each web page, an information cascade (tree structure) is constructed to describe the diffusion trace. Based on the categories, the spatio-temporal popularity is characterized; the topological, temporal and spatial properties are examined; and the spatio-temporal diffusion velocity is explored.
Findings
Through comparative analysis, different categories of pages show diversity. For spatio-temporal popularity, there is no significant difference in cascade size; holiday greetings usually last for a relatively short time on average; emotional essays are more likely to spread to more provinces. For topological, temporal and spatial characteristics, the diffusion process of advertisements is more likely to be broadcasting than other categories; news bulletins and holiday greetings have an obvious bursty; the number of viewing behavior decreases from east to west in general. For spatio-temporal diffusion velocity, emotional essays diffuse the fastest in topological and spatio-temporal dimensions.
Originality/value
These findings contribute to promoting products and providing support for data driven modeling of information diffusion and human activity in spatio-temporal dimensions.

Purpose
The purpose of this study is to determine what proportion of books were checked out in an academic library over a 15‐year period and what pattern of use occurs over the years and among various subject groups and between purchased and donated books.
Design/methodology/approach
Check‐out counts were obtained for each year over a 15‐year period and the results analysed by year, language, and Library of Congress classification.
Findings
Book check‐outs rise each year during the first five to seven years of a book's arrival in an academic library and stabilise after that period. Books that are checked out in their first year tend to continue to be checked out, while books that are not checked out in the first or second year will still not be checked out after 15 years. While overall check‐outs are generally about 70 per cent, some subject areas show almost 100 per cent use. As expected, books acquired as direct purchases had more use than books acquired as gifts. Although a third of the collection has not circulated over a 15‐year period, it is believed that the lack of use does not necessarily imply a lack of value.
Originality/value
This research covers a longer period than earlier studies and has been conducted in a non‐Western library using both Chinese and English texts. It supports the conclusion of earlier studies that approximately one‐third of book acquisitions will not be checked out and that circulation within the first few years of a book's acquisition is a good predictor of future circulation. For libraries considering remote storage, books not circulated within five to seven years could be removed to storage with little inconvenience to users.

Abstract
Purpose
The purpose of this paper is to identify attributes and practices that are salient for effectiveness in middle- and senior-level service leadership positions.
Design/methodology/approach
Critical incident interviews were conducted with 17 key informants, who were service leaders in various service sectors in Hong Kong, and with ten stakeholders.
Findings
Grounded theory analysis generated a 7 Cs model with seven categories of service leadership attributes and practices: character, choreography, care, creativity, charisma, collaborating and competence self-improvement, and 24 constituent concepts. There was concordance between pairs of key informants and stakeholders.
Research limitations/implications
Further research could investigate the impact on frontline service leaders’ performance if one or more of the 7 Cs are perceived to be absent or deficient among leaders at more senior levels, and whether there are acceptable substitutes for particular Cs.
Practical implications
The 7 Cs model identifies service leadership attributes and practices across diverse sectors.
Originality/value
The 7 Cs model provides a map for orienting the developmental preparation of individuals, who are aspiring to become middle- and senior-level leaders in economies that have become highly dependent on service.

Abstract
Purpose
The disengaged form of urban experience, addressed by Louis Wirth in his classic essay, is worthy of further theorization and contextualization. The themes such as indifference, alienation, and disengagement, once the focus of early urban theorists, remain underdeveloped in contemporary China. Through the case study of gangpiao (“Hong Kong drifters”), the highly educated youth from mainland China to Hong Kong, this paper aims to offer an apt and logical illustration of how a disengaged form of urban experience is contingently made.
Design/methodology/approach
Between 2017 and 2020, the author and his assistants interviewed 50 mainland Chinese youth, aged between 25 and 35, in Hong Kong and explored how they perceive, conceive and relate themselves to the city.
Findings
Most informants, instead of devoting themselves to the local community life, embrace a way of life characterized by impersonal, superficial and transitory contacts. The author argues that their feeling of estrangement and indifference, rather than a “natural” outcome of economic progress, is an ethos primarily nurtured by China’s governing strategy and tactics of segregation. The transnational space of gangpiao is a part of the process of reproduction of the Chinese state across territories.
Originality/value
Except for a very limited number of studies, most scholars and critics barely examine the responsibilities of non-state actors for the dominant project of urbanism. The themes such as indifference, alienation and disengagement, once the focus of early urban theorists, remain underdeveloped in the new era of Chinese urban culture. In other words, more scholarly attention should be paid to the circumstances under which people disregard local differences and envision and embrace a “generic” form of city and way of urban life.

Abstract
Purpose
This study aims to develop an interdisciplinary political theory of data justice by connecting three major political theories of the public good with empirical studies about the functions of big data and offering normative principles for restricting and guiding the state’s data practices from a public good perspective.
Design/methodology/approach
Drawing on three major political theories of the public good – the market failure approach, the basic rights approach and the democratic approach – and critical data studies, this study synthesizes existing studies on the promises and perils of big data for public good purposes. The outcome is a conceptual paper that maps philosophical discussions about the conditions under which the state has a legitimate right to collect and use big data for public goods purposes.
Findings
This study argues that market failure, basic rights protection and deepening democracy can be normative grounds for justifying the state’s right to data collection and utilization, from the perspective of political theories of the public good. The state’s data practices, however, should be guided by three political principles, namely, the principle of transparency and accountability; the principle of fairness; and the principle of democratic legitimacy. The paper draws on empirical studies and practical examples to explicate these principles.
Originality/value
Bringing together normative political theory and critical data studies, this study contributes to a more philosophically rigorous understanding of how and why big data should be used for public good purposes while discussing the normative boundaries of such data practices.

Abstract
Purpose
This study investigates how, in the context of organizational change initiatives, the adoption of empowering leadership can foster positive social exchange relationships between leaders and subordinates, in turn, neutralizing cynicism about organizational change (CAOC) and allowing follower championing behavior (FCB) to emerge.
Design/methodology/approach
The authors analyzed data from 908 faculty members from 11 top-rated public universities in Indonesia. The data used in this research are multisource, so the data processing steps are rwg and ICC tests, data quality testing, and hypothesis testing.
Findings
The authors found that CAOC among these members had a negative effect on their FCB, but this negative effect was buffered by the presence of empowering leadership.
Research limitations/implications
The authors' research captures perceptions at one point in time. Future research could adopt a longitudinal approach to simulate empowering leadership stimuli and investigate the impacts of FCB.
Practical implications
This study contributes to Indonesian business management, which exhibits a culture of high power distance. The findings suggest that managers should improve managers' interpersonal communication with subordinates and consider managers' feelings toward change in the organization so that managers' subordinates will provide feedback in the form of decreasing cynicism and will exhibit FCB.
Originality/value
This study contributes to the understanding of why CAOC may not be expressed explicitly in Asian countries due to Asian collectivist and high power-distance values that discourage subordinates from voicing their disagreement with change initiatives.

Abstract
Purpose
The paper aims to examine the state of electronic service delivery in Bangladesh. It reviews the structure and operation of the “e-service” centers at the district, sub-district (upazila), and union levels by taking an inventory and assessing their contributions.
Design/methodology/approach
The paper is based on a review of the functions and operations of the service delivery agencies with reference to the claims made by the government. It is based on secondary materials obtained from academic studies, government documents, relevant websites, and media reports.
Findings
Electronic delivery of public services in Bangladesh has not been effective as planned. There are issues regarding channels of communication, the competence of public officials, human and financial resources, and political will to support the agencies delivering public services.
Originality/value
The paper examines the arrangements, practices, and problems of delivery of public services in Bangladesh through e-service centers at the local levels to determine the progress and potentials of employing digital technology for addressing problems. It proposes the strategy for public service delivery by using digital technology in the country.
