Abstract
Purpose
The purpose of this paper is to explore how libraries and information centres can play a key role in national development through strategic working partnerships with government and other stakeholders.
Design/methodology/approach
The paper is based on literature review and practical examples.
Findings
The paper finds that Botswana Government has formulated Maitlamo policy for the development of public libraries and through this policy partnerships have been established by the African comprehensive HIV/AIDS partnerships through the Sesigo project. Another partnership has been between parastatal organisations such as Botswana Technology Centre and Botswana National Library Services.
Originality/value
The paper suggests the potential areas of partnerships that include community development, youth development, music and sports, cultural activities and indigenous knowledge.

Abstract
Purpose
By reflecting the historical transition of the University of Southern California (USC) social work departmental library, the article aims to share challenges and solutions of the library collection and services in the electronic environment and to facilitate a discussion about the future of library services.
Design/methodology/approach
The author conducted a literature review about departmental libraries, and a historical review of the USC social work library collection and services. Direct observation, surveys, reference statistics and the web visiting data were employed in the research analysis. A new vision and service model were created.
Findings
The USC social work students rely on both the print and electronic resources for their research and study. The decentralized social work library collection and the students' inadequate information literacy skills are the major challenges for the librarian. Information literacy instruction, web‐based collection management and library outreach are beneficial for the access service at the new information center.
Research limitations/implications
Some findings may not be compatible with other user groups in academic libraries. The established service model is applicable in other departmental libraries and information centers.
Practical implications
The solutions employed by the USC social work librarian are applicable in other departmental academic libraries.
Originality/value
This paper combines research and library service practice at the information center.

After a general introduction to 1992, the Plan of Action for Libraries in the EC is considered and the library implications of the five Action Lines. The roles of European Documentation Centres, EC Depository Libraries, European Reference Centres; Euro Information Centres and online databases are considered, together with developments in co‐operation and also the human implications.

Abstract
Purpose
To identify the challenges facing libraries and information centres in Africa in the establishment of electronic publishing.
Design/methodology/approach
Historical/literature survey and observation were carried out by the researcher in‐depth. All literature surveyed showed that electronic publishing is still a new concept in Africa.
Findings
Apart from the information source that can be obtained through the internet and downloaded online, the actual acquisition of electronic books is still not possible. At present the libraries and information centres in Africa must have to rely more on print publication than the electronic.
Practical implications
Libraries and information centres in Africa must have to harness all available information resources, electronic/downloadable which are referred to as electronic aided publishing and print publishing to meet the growing users information needs. Libraries and information centres in Africa are advised to enter into networking with other libraries and information centres to prepare the environment for real electronic publishing in Africa.
Originality/value
Provides information on some of the challenges facing libraries in Africa.

It is believed that provision of document delivery services should be an integral part of the supply of bibliographic databases. After the implementation of a national agricultural information project funded by the Asian Development Bank, which provided Chinese agricultural research and training institutions with CD‐ROM workstations and databases, CAB International and its Chinese counterpart began to look into the feasibility of establishing a document delivery service in China. The paper presents the results of a survey conducted as a part of the feasibility study and gives a critical overview of China’s document delivery services provided in the agricultural sector.

Abstract
A study was conducted to find out the types of CD products in Nigerian libraries and information centres, and the uses to which they are being put. The study also tried to find out the sources of funding of such products, information about users, hardware configuration, and training facilities available in the country. Of the 157 questionnaires sent out, 85 usable returns (a 54% response rate) were received. The analysis revealed that 44 libraries had at least one PC with only nine of such centres having at least one CDROM workstation. There are 62 copies of 43 CD titles in Nigeria. Information on the discs is classified as bibliographic, full text, statistical, or general information. The subjects they cover in descending numeric order are agriculture, general reference, medicine, science and technology, social sciences, and education. Areas of applications include information retrieval, bibliographic compilations, current awareness services, library acquisition work, and downloading and uploading to local online databases. In general, CD use was minimal in most libraries as opposed to information centres where CD applications were well used by patrons, especially where the mass media was employed to advertise them. Most libraries funded their CD projects with their local budgets. The most frequently used computers are IBM or compatibles. Recommendations are also outlined.

Abstract
Purpose
The purpose of this paper is to define the need to a center for improving and extending university and research libraries in Iran, and identifying capabilities and position of Iranian Research Institute for Science and Technology (Irandoc) for accepting possible roles.
Design/methodology/approach
This research was documentary with scoping review in which the scope of research defined with internal and external organizational documents, related research studies in National Information System (NATIS) and international successful organizations in this field.
Findings
Findings show that Irandoc can play roles in developing a standard, establishing experts and professional network, developing information and knowledge sharing process, facilitating access to the scholarly contents, leadership and change management, developing infrastructures for research data management, gathering information and statistics of these libraries and developing interlibrary collaborations in these libraries.
Originality/value
This research is one of the seldom research studies related to clarification of an organization' role and position in NATIS in universities and improving and also extending activities of university and research libraries in Iran.

Abstract
Purpose
This paper is part of a doctoral research which aimed at proposing a national information system for educational administrators in Pakistan. However, this paper only aims at identifying what an information system is composed of and does; defining the information infrastructure (i.e. libraries/information centers and networks) needed for the development of a national educational information system; identifying the nature and design of the information infrastructure in Pakistan; and ascertaining the problems and gaps existing in the information infrastructure of Pakistan and why they exist.
Design/methodology/approach
The study is based on review of the available literature. For the literature search, valid sources of published and unpublished information were consulted (i.e. books, journal articles, reports, conference/workshop proceedings, theses and dissertations).
Findings
Many library/information centers and information networks are working in the educational domain of Pakistan. The position of academic, national and special libraries is also presented in this review. The basic weakness traced in this review is in the infrastructure of library/information centers and information networks and disintegration of available information sources. The information does exist within libraries/information centers and information networks but the educational administrators have problems in tracing this information. As a result, available information is not being utilized properly in educational planning and development in Pakistan. There is a need to pool the existing information sources, services and networks in one place to form a well‐integrated information system that may provide a holistic and complete overview of education enterprise for realistic planning and resource allocation.
Originality/value
This paper is the first to present the current position of the available libraries/information centers and information networks within the educational domain of Pakistan. Such a review may help the designers of educational information systems.
