Abstract

Purpose

The overall objective of this study is envisaged to provide decision makers with actionable insights and access to multi-risk maps for the most in-danger stave churches (SCs) among the existing 28 churches at high spatial resolution to better understand, reduce and mitigate single- and multi-risk. In addition, the present contribution aims to provide decision makers with some information to face the exacerbation of the risk caused by the expected climate change.

Design/methodology/approach

Material and data collection started with the consultation of the available literature related to: (1) SCs' conservation status, (2) available methodologies suitable in multi-hazard approach and (3) vulnerability leading indicators to consider when dealing with the impact of natural hazards specifically on immovable cultural heritage.

Findings

The paper contributes to a better understanding of place-based vulnerability with local mapping dimension also considering future threats posed by climate change. The results highlight the danger at which the SCs of Røldal, in case of floods, and of Ringebu, Torpo and Øye, in case of landslide, may face and stress the urgency of increasing awareness and preparedness on these potential hazards.

Originality/value

The contribution for the first time aims to homogeneously collect and report all together existing spread information on architectural features, conservation status and geographical attributes for the whole group of SCs by accompanying this information with as much as possible complete 2D sections collection from existing drawings and novel 3D drawn sketches created for this contribution. Then the paper contributes to a better understanding of place-based vulnerability with local mapping dimension also considering future threats posed by climate change. Then it highlights the danger of floods and landslides at which the 28 SCs are subjected. Finally it reports how these risks will change under the ongoing impact of climate change.

Abstract

Purpose

In the event of a disaster, educational institutions like schools serve as lifeline buildings. Hence, it is crucial to safeguard these buildings for the communities that may depend on the school as a disaster shelter and aid center. Thus, this paper aims to conduct a multihazard risk assessment survey at 50 schools (with 246 building blocks) in Dehradun.

Design methodology approach

The past few decades have witnessed the impact of multihazard frequency in Uttarakhand, India, due to the geographical features of the Himalayas and its neo-tectonic mountain-building process. Dehradun is the capital of Uttarakhand state and comes under seismic zone IV, which is highly prone to earthquakes.

Findings

The hazard assessment is divided into two types of surveys: first, building-level surveys that include rapid visual screening, nonstructural risk assessment and fire safety audit, and second, campus-level surveys that include vulnerability analysis for earthquake, flood, industrial hazard, landslide and wind.

Social implications

This paper will list several gaps and unrecognized practices in the region that increase the schools’ multihazard risk. The study’s outcome will help prioritize the planning of disaster awareness, retrofitting execution, future construction practices and decision-making to minimize the risk and prepare the school for the upcoming disasters.

Originality value

Physical data were collected by the author to determine the multihazard risk analysis in 50 schools in the Dehradun District of Uttarakhand, India. The building- and campus-level surveys have been used to generate a database for the retrofit and renovation process for each individual school to use their budget fruitfully and in a planned way. The survey conducted is more effort and a more detailed risk evaluation which necessitates effectively mitigating and ensuring the potential safety of the region’s schools.

Abstract

Purpose

The purpose of this paper is to investigate relationships of urban seismic resilience assessment indicators.

Design/methodology/approach

To achieve this aim, construction of the urban seismic resilience assessment indicators system was conducted and 20 indicators covering five dimensions, namely building and lifeline infrastructure, environment, society, economy and institution were identified. Following this, this study used evidence fusion theory and intuitionistic fuzzy sets to process the information from experts then developed the fuzzy total interpretive structure model.

Findings

A total of 20 urban seismic resilience assessment indicators are reconstructed into a hierarchical and visual system structure including five levels. Indicators in the bottom level including debris flow risk, landslide risk, earthquake experience and demographic characteristics are fundamental indicators that significantly impact other indicators. Indicators in the top level including open space, gas system and public security are direct indicators influenced more by other indicators. Other indicators are in middle levels. Results of MICMAC analysis visually categorize these indicators into independent indicators, linkage indicators, autonomous indicators and dependent indicators according to driving power and dependence.

Originality/value

This paper attempts to explore relationships of urban seismic resilience assessment indicators with the interpretive structural model method. Additionally, Fuzzy total interpretive structure model is developed combined with evidence fusion theory and intuitionistic fuzzy sets, which is the extension of total interpretive structure model. Research results can assist the analytic network process method in assessing urban seismic resilience in future research.

Abstract

Purpose

This paper aims to develop a multi-hazard risk assessment method based on probability theory and a set of economic, social and environmental indicators, which considers the increase in hazards when they occur concurrently or consecutively.

Design/methodology/approach

Disaster risk assessment generally considers the impact and vulnerability of a single hazard to the affected location/object without considering the combination of multiple hazards occurring concurrently or consecutively. However, disasters are often closely related, occurring in combination or at the same time. Probability theory was used to assess multi-hazard, and a matrix method was used to assess the interaction of hazard vulnerabilities.

Findings

The results of the case study for the Mid-Central Coastal Region show that the proportions of districts at a very high class of multi-hazard, multi-vulnerabilities and multi-hazard risk are 81%, 89% and 82%, respectively. Multi-hazard risk level tends to decrease from North to South and from East to West. A total of 100% of coastal districts are at high to very high multi-hazard risk classes. The research results could assist in the development of disaster risk reduction programs towards sustainable development and support the management to reduce risks caused by multi-hazard.

Originality/value

The multi-risk assessment method developed in this study is based on published literature, allowing to compare quantitatively multiple risk caused by multi-hazard occurring concurrently or consecutively, in which, a relative increase in hazard and vulnerability is considered. The method includes the assessment of three components of disaster risk including multi-hazard, exposure and multi-vulnerability. Probability and Copula theories were used to assess multi-hazard, and a matrix method was used to assess the interaction intensity of multi-vulnerabilities in the system.

Abstract

Purpose

Child friendly space (CFS) has been introduced worldwide as an effective Child Protection response to the affected children in emergency to restore their life through psychosocial support programs. An effective physical environment is crucial to accommodate the psychosocial activities of a CFS. Several guidelines have stated minimum standards regarding design and implementation of a CFS. However, different case studies show that the physical set-up of CFS varies in different contexts. Therefore, there is a scope to analyze the physical environment of CFSs in the context of Rohingya camps based on those standards.

Design/methodology/approach

Very few guidelines have solely discussed the criteria of physical design and implementation of a CFS. First, the study develops an assessment tool by sorting out those standards from available sources. Secondly, the study follows multiple case study research approach to assess physical environment of four CFSs in Rohingya camps, Cox’s Bazar based on those standards using direct observation, photographic analysis and key informant interview as survey tools.

Findings

Major findings reveal that local factors such as topography, availability of land and density have great impact on physical environment on CFSs in Cox’s Bazar beyond the minimum standards, which indicates the importance of considering local factors while designing a CFS for a given context.

Originality/value

Solely demonstrates the need of considering the benchmarks as well as local factors, which will contribute to the knowledge of policymakers and implementers during designing and implementing a CFS for a specific context.

Abstract

Purpose

The purpose of this study is to review the role of knowledge management (KM) in disaster management and crisis. Disaster causes many detrimental impacts on human lives through loss of life and damage to properties. KM has been shown to dampen the impact of the disaster on the utilization of knowledge among agencies involved and the local communities impacted by disasters.

Design/methodology/approach

Through a bibliometric methodology (co-citation, bibliographic coupling and co-word analysis), this study presents significant themes in the past, current and future predictions on the role of KM in disaster management. In this review paper, 437 publications were retrieved from the Web of Science and analyzed through VOSviewer software to visualize and explore the knowledge map on the subject domain.

Findings

Findings suggest that the significant themes derived are centralized to disaster preparedness during disaster and disaster postrecovery. This review presents a state-of-art bibliometric analysis of the crucial role of KM in building networks and interconnection among relevant players and stakeholders involved in disaster management.

Research limitations/implications

The main implication of this study is how the authorities, stakeholders and local community can integrate the KM system within the three stages of disasters and the crucial role of technologies and social media in facilitating disaster management.

Originality/value

To the best of the authors’ knowledge, this is the first study to present a bibliometric analysis in mapping KM’s past, present and future trends in disaster management.

Abstract

The occurrences of disasters have become a common phenomenon in the world and there is evidence that the frequency and intensity of disasters are increasing. There have been more than 7,000 disaster events and around 265 million displacements in the period from 2008 to 2018, which constitutes more than three times of conflict and violence-related displacements (Disaster Displacement – A global review, 2019). Natural disasters are responsible for nearly 60,000 deaths per year on average and are responsible for 0.1% of global deaths. Various forms of natural disasters pose significant threats to lives, livelihoods, economic development, and ecological diversity around the world. Similar to the world scenario, Sri Lanka has a similar situation. Sri Lanka has been identified as a drought hot spot. Nearly, 15,000 people per million are at risk of disaster-induced displacement every year in Sri Lanka. During the Tsunami, in 2004, 31,000 human lives were lost, and more than a million people were displaced. Thus, natural disasters cause a huge negative impact on society and the economy in Sri Lanka. In this context, the main objectives of this study are to overview the disasters and displacements that have occurred during the last two decades and to explore the livelihood activities of the affected people and their best practices of disaster resilience. Secondary data were used to overview the disasters and displacements of the last two decades and the related policy framework of the country. Primary data were used to identify livelihood activities and disaster-resilient strategies of the affected people. In-depth interviews were conducted with an unstructured questionnaire from 15 recovered families who have been affected by Tsunami and landslides that occurred in the country. The purposive sampling method was used to select families from the most disaster-affected areas. Descriptive methods were used to analyze the data. The study revealed five recovery strategies followed by displaced people from tsunamis and landslides. Those are continuing with the previous livelihood activities as much as possible, moving to different livelihood activities, moving to different areas to find better jobs, attaining external assistance, and self-management on household finance. Finally, policy guidelines for building resilience in communities that will help to enhance their capacity to cope and recover from vulnerability are proposed in improving their lives.

Abstract

Purpose

To solve the instability problem of Zhangjiayao landslide caused by rainfall, the internal mechanism of slope instability and the supporting effect of anti-slide piles are studied. The research results can provide theoretical basis for the prevention and control of loess landslides.

Design/methodology/approach

A three-dimensional finite element model of Zhangjiayao landslide is established by field geological survey, laboratory test and numerical simulation.

Findings

The results show that Zhangjiayao landslide is a loess-mudstone contact surface landslide, and rainfall leads to slope instability and traction landslide. The greater the rainfall intensity, the faster the pore water pressure of the slope increases and the faster the matrix suction decreases. The longer the rainfall duration, the greater the pore water pressure of the slope and the smaller the matrix suction. Anti-slide pile treatment can significantly improve slope stability. The slope safety factor increases with the increase of embedded depth of anti-slide pile and decreases with the increase of pile spacing.

Originality/value

Based on the unsaturated soil seepage theory and finite element strength reduction method, the failure mechanism of Zhangjiayao landslide was revealed, and the anti-slide pile structure was optimized and designed based on the pile-soil interaction principle. The research results can provide theoretical basis for the treatment of loess landslides.

Abstract

Purpose

Disasters continue to be most prevalent and severe for marginalised communities. To reach those furthest behind first, as the global community pledges in the 2030 Agenda, a critical assessment of equity in disaster risk governance is necessary. Yet, the understanding of factors that mediate the capacity of the governance processes to achieve equity ambitions is limited. This paper addresses this gap by proposing and testing a conceptual framework to assess equity in disaster risk governance.

Design/methodology/approach

The framework analyses the extent to which institutional relationships and data in risk governance support inclusion and diversity of voice and enable the equitable engagement of communities. The study applied the framework to key risk policies across governance levels in Brazil and Colombia.

Findings

The study finds that institutional awareness of cross-sectoral and -scalar coordination clearly exists. Yet, the engagement of actors further down the governance scale is framed reactively at all scales in both countries. The analysis of the risk data practices indicates that although data integration and sharing are key policy priorities, the policies frame the relations of disaster risk data actors as hierarchical, with data needs determined from the top down.

Originality/value

A key contribution of this framework is that its equity view results in a nuanced analysis, thus pointing to the differences between the two countries concerning the factors that mediate these challenges and providing specific entry points for strengthening equity in risk governance policies.
