Abstract

Purpose – The purpose of this chapter is to propose a cross-assessment model as an analytical tool for developing sustainable urban transport and land-use strategies for a low-carbon society.

Methodology – A cross-assessment model is developed based on demand and supply models of transport services. The model is able to generate a set of the optimal service levels in public transport reflecting selected target strategies. It is applied to an impact analysis of public transport and land-use strategies in 2030 for all of Japan's 269 urban areas,with outcomes – including the financial balance of public transport operation, user benefits and CO2 emissions reduction – compared among strategies and urban areas.

Findings – The analytical results show that three value factors of efficiency, equity and the environment do not necessarily conflict with each other. In particular, it is clarified that CO2-emission reduction targets can contribute to the improvement of both financial balance and user benefits at the national level. In addition, the results of comparative analysis among the land-use and transport integration (LUTI) scenarios demonstrate that a combination of urban transport strategies and land-use control in the form of ‘corridors and multi-centres’ provides greater emission reduction and increased user benefits.

Implications – The cross-assessment model developed in this chapter could serve as an analytical tool for strategic transport planning. The results in this chapter underlinethe benefit of LUTI strategies particularly in China.

Abstract

Over the last 30 years, despite immense and increasing expenditures by the federal government for disaster preparedness and relief, both catastrophic and chronic losses from natural hazards have continued to increase at an alarming pace. Although earthquakes, floods, tornadoes, and hurricanes account for the largest portion of these natural hazard losses, wildfire increasingly represents significant disaster losses of well over a billion dollars annually. There is considerable concern that losses from wildfires will only increase in the U.S. as some of the highest growth rates in the nation, both metropolitan and nonmetropolitan types of growth, are projected to continue in states with extensive wildland fire hazard areas. The land development patterns associated with that growth are problematic because so much of the development in the last 30 years (and that is still occurring) is not being steered away from the highest wildfire hazard settings, nor are adequate steps being taken to ensure that when development occurs in high wildfire hazard zones appropriate mitigation is used to reduce the vulnerability of people and property to loss. Fortunately, those anticipated future wildfire losses have a great potential to be reduced provided state and local governments take the initiative to create partnerships to ensure “safer” and “smarter” patterns of land development occur in and near wildland–urban interface areas. This chapter explores wildfire mitigation planning as an integral component of “safe smart growth” for wildland–urban interface communities.

Abstract

High-speed rail, as a distinct subset of rail systems, has been in operation since 1964, first introduced in Japan and subsequently adopted widely in heavily populated countries across Europe and Asia with plans in place to extend to America and Australia. Development of technologies has been continuous such that maximum speed in service operation has safely increased from 210 to 350 km/h with further advances to come in the next decade. Its economic and social effect through reducing journey time between cities while also offering very high capacity, reliability and safety with a low-carbon footprint means it is no longer considered by sponsoring governments on its merits as a transport system but rather as part of a wider set of strategic policies around housing settlement and employment. Analysis techniques continue to be developed to estimate true benefits alongside construction, environmental impact and operational costs.

Abstract

Purpose

This chapter uses a feminist political ecology perspective to demonstrate how gender interacts with access to land as a re/productive resource in Tamale, a rapidly urbanizing city in West Africa. The study gives insight into the strategies that vulnerable groups employ to gain access to resources.

Methodology/approach

An ethnographic field study was carried out over 16 months, taking a case study approach involving interviews, participant observation and focus groups.

Findings

Women’s access to land is restricted in order to guarantee their labor for household reproductive tasks and inheritance. Yet they are using various traditional and contemporary strategies to reconcile their landless status with their food provisioning responsibilities. These involve forging networks with individuals and development institutions as well as harvesting and marketing. As land markets accelerate, these strategies become more important, even though they offer no guarantee that a woman can provide what she needs to her household. Formalized institutions aiming to give women access to land do not necessarily fulfill those functions if they are naive of the historical and cultural context.

Practical implications

Marginalization of groups of people, such as women, with regards to resource access is a result of complex interlocking historical processes that are often a result of dominant groups’ efforts to retain power.

Social implications

We confirm that gender is a primary element organizing access to land. The way this is performed in Northern Ghana results from the construction of tradition through post/colonial, religious and neoliberal contexts.

Originality/value

The originality of this work lies in its use of in-depth ethnographic data.
