Abstract

Purpose

The purpose of this paper is to communicate the findings of an empirical research project based on a real world problem that involved the development of a continuous professional development (CPD) framework for a children’s integrated service workforce. In addition, to give attention to the notion that children’s integrated services have not necessarily been viewed from the perspective of conflict management and that this has meant ensuing conflicts that characterise such organisations are more often than not ignored.

Design/methodology/approach

A case study approach involving a mixed methodology consisting of semi-structured interviews for senior managers and service leads; a quantitative survey for frontline practitioners and focus groups for service users, carers and children.

Findings

Rather than the service being fully integrated, services were aligned, and this was reflected in the conflict between professional cultures, reinforcing an “us and them” culture. This culture had seemingly permeated all aspects of the organisation including the senior management team. It was also noted that certain systems and processes, as well as bureaucracy, within the service were seen as hindering integrated working and was in effect a catalyst for conflict.

Research limitations/implications

What has become evident during the course of this empirical study is the need to further explore the functioning of children’s integrated services using conflict management theories, tools and techniques so as to understand how best to manage conflict to an optimum where an environment of creativity and productiveness is created.

Practical implications

Therefore, when devising a CPD framework it can be argued that there is a need to address some of the types of conflict at the micro-frontline practitioner level of the organisation, as it is this level where there is opportunity through a variety of mechanisms, for example formal and non-formal learning, ring-fenced time, attendance at conferences, team away days and shadowing opportunities can be used to achieve a greater understanding of professional roles, improve working relationships and engage in the division of tasks in a fashion that will promote collaborative working.

Social implications

The extent to which a children’s integrated service can be the harbinger of a range of multi-faceted conflicts that include the jarring of professional cultures, task conflict, inter-personal incompatibilities and competing value bases cannot be underestimated. Therefore, when devising a CPD framework it can be argued that there is a need to address some of the types of conflict at the micro-frontline practitioner level of the organisation.

Originality/value

Through the application of conflict management theory it will be illustrated how conflict could be used to effectively steer children integrated services towards creativity and productivity through an organisational wide framework that not only embraces dissonance, but also promotes a learning environment that takes advantage of such dissonance to incorporate a hybrid of professional practice and expertise.

Abstract

Purpose

Citizen trust in police is important in terms of citizen consent to government policies and of police achieving their organizational goals. In the previous study, improvements in police policy, organizational operation and policing activities were developed to clarify which factors influence trust in police and how trust can be improved. This research raises the question, would changes in trust in police have an impact on trust in government? In this paper, this research question is discussed theoretically and the causal relationship analyzed empirically by applying OLS, ordered logistic, 2SLS and logistic regressions.

Design/methodology/approach

The basic analysis methods are to apply the OLS and the ordered logistic regression. OLS regression analysis is an analytical method that minimizes an error range of a regression line. The assumptions for OLS are: linearity, independence, equilibrium, extrapolation and multicollinearity issues. These problems were statistically verified and analyzed, in order to confirm the robustness of the analysis results by comparing the results of the ordered logistic regression because of the sequence characteristic of the dependent variable. The data to be used in this study is the Asia Barometer Survey in 2013.

Findings

Trust in police and citizen perception of safety are analyzed as important factors to increase trust in the government. The effects of trust in police are more significant than the effects of control variables, and the direction and strength of the results are stable. The effect of trust in police on trust in government is strengthened by the perception of safety (IV). In addition, OLS, ordered logistic regression analysis, which analyzed trust in central government and local government, and logistic regression analysis categorized by trust and distrust show the stability.

Research limitations/implications

This paper has implications in terms of theoretical and empirical analysis of the relationship between trust in police and trust in government. In addition, the impact of perception of safety on trust in police can be provided to police officers, policymakers and governors who are seeking to increase trust in government. This paper is also meaningful in that it is the microscopic research based on the citizens' survey. One of the limitations of macroscopic research is that it does not consider the individual perceptions of citizens.

Practical implications

The results of this paper can confirm the relationship of the virtuous cycle, which is perception of safety – trust in police – trust in government. The police will need to provide security services to improve citizens' perception of safety and make great efforts to create safer communities and society. Trust in police formed through this process can be an important component of trust in government. By making citizens feel safer and achieving trust in police, ultimately, trust in government will be improved.

Originality/value

The police perform one of the essential roles of government and are one of the major components of trust in government, but the police sector has been neglected compared to the roles of the economic and political sectors. These influences of macro factors are too abstract to allow specific policy directions to be suggested. If we consider trust in police, and factors that can improve trust in government, we can suggest practical policy alternatives.

Abstract

Purpose

To examine the extent to which cultural fragmentation among police officers results in differences in searches of suspects and their surroundings during proactive traffic stops.

Design/methodology/approach

Cluster and multivariate analyses are performed utilizing survey and observational data collected as part of the Project on Policing Neighborhoods (POPN).

Findings

Differences in search behavior among patrol officers are found as a result of variation in cultural alignments. That is, patrol officers that adhere to the culture (in varying degrees) from an attitudinal standpoint are more likely to engage in searches than those who most ardently resist cultural attitudes.

Research limitations/implications

Although the classification scheme captured many of the core attitudes associated with police culture, it did not measure all of them. Also, the departments studied would compare to most American municipal police organizations, but would make poor comparisons to very large urban or small rural agencies, where culture might operate in different ways.

Practical implications

Police administrators can use this information if they wished to alter the rate at which search behavior occurs.

Originality/value

This study fills a research void in policing by examining whether attitudinal variation in cultural commitment results in different behavioral patterns. This work also adds to a larger body of social science research by finding an attitude‐behavior relationship.

Abstract

Purpose

To summarize and compare both the methodology and findings of existing studies of patrol officer workload that have contributed to what is known about “downtime” (time not responding to citizen calls for service), and provide more standardized estimates of downtime for comparison purposes.

Design/methodology/approach

A total of 11 studies of police workload published between 1970 and 2001 that used data collected through either dispatch records or systematic social observations of police officers, and reported information regarding the amount and use of patrol officer downtime, are summarized and compared. The studies report information for 13 different (US) police departments and averages for the 24 departments studied in the Police Services Study (1977). A consistent measure of downtime is estimated for each study.

Findings

A consistent measure of downtime estimated for each study yields more similar results across studies than the originally reported findings suggest. For the studies that used data collected through dispatch records, the average amount of downtime is 70 percent of a patrol officer's shift, for the studies that used systematic social observation data 79 percent. Observations regarding the methodologies and contributions of workload studies are discussed.

Research limitations/implications

Suggested changes in the reporting of future workload study findings would provide more accurate information and facilitate comparisons across studies, benefiting both researchers and police administrators.

Practical implications

These findings suggest patrol officers always have had, and continue to have, a lot of downtime available for restructuring.

Originality/value

Compiles, organizes, and compares information regarding what is known about the amount and use of patrol officer downtime, and suggests researchers and administrators consider approaching the study and use of downtime in new ways.

Abstract

Shaping and monitoring the behavior of street‐level officers has continued to be a difficult task for police managers, and this task may prove to be more difficult as modern departments increasingly rely on proactive law enforcement for the delivery of police services. A popular method to shape police behavior is holding officers, departments and municipalities civilly liable for street‐level behavior. While it may be assumed fear of civil litigation influences the manner in which the police interact with the public, there is little empirical evidence for this claim; in fact, the frequent use of civil liability claims is poised to have an unanticipated side effect on contemporary policing. Officers may engage in fewer proactive law enforcement activities as a way to insulate them from litigation. This study examines whether experience with and attitudes toward civil liability influence the behavior of police officers, with particular attention on officer propensity to make arrests, use force, conduct searches and initiate encounters with suspects. Multivariate results indicate attitudes toward civil liability are weak and inconsistent predictors of behavior.

Abstract

Purpose

The current research seeks to examine whether officer gender influences the decision to arrest, and whether correlates of officer decision making vary across gender.

Design/methodology/approach

Data on police‐public encounters were systematically collected by performing social observations of police officers. Multivariate models were estimated to examine the correlates of arrest for all encounters, encounters involving male officers, and encounters involving female officers. Results were compared and contrasted across officer gender.

Findings

Gender has little direct impact on the arrest decision; however, some variation exists depending on citizens' race, gender and demeanor. The most noteworthy differences were observed based upon whether officer actions are conducted in the presence of other members of the organization, and where these other members are in the organizational hierarchy. Female officers were significantly more likely to arrest when observed by supervisors, yet less likely to arrest in the presence of peers. The visibility to other organizational members conditions the decision to arrest differently for female officers.

Research limitations/implications

The current research is limited to examining only the decision to arrest. Other discretionary choices made during police‐public encounters are not explored.

Practical implications

Results have implications for the examination of how social control is exercised across gender, and has implications for how organizations evaluate officer performance.

Originality/value

This research expands the understanding of the influence of officer gender on arrest decision.

Tobacco has exercised the interest of the nation since Elizabethan times, and the inhalation of its smoke for pleasure has become very widespread. It was not until the mid‐twentieth century, however, that its effects upon health were suspected. It is now widely accepted that tobacco smoke is implicated in a range of dangerous diseases, although the tobacco industry sometimes argues that the link is not proven. The arguments about the conflicting needs of a large, world‐wide industry and the health and prosperity of individuals and society are complex, and often influenced by conflicting vested interests. Government's involvement in the issues is further complicated by its reliance upon large tobacco revenues. The link between advertising and increased smoking, either by existing or new smokers, is not proved by research, although there are strong indications that it exists. The behaviour of most parties involved, including the tobacco companies, indicates that they share the belief of a link. Voluntary controls upon tobacco advertising have had some effect, in that, for example, advertising in the U.K. is no longer overtly directed at children, but various anti‐smoking lobbies believe voluntary control to be ineffective. The present British government has toyed wth the possibility of statutory control, but faces stiff opposition from back‐benchers and within the cabinet; it is also probably philosophically opposed to such measures. More research is needed into the link between advertising and smoking behaviour.

Abstract

Purpose

This paper aims to study the origin story of Harvard Business School’s involvement with the Indian Institute of Management Ahmedabad to study the reasons for the spread of American management education. It introduces both the explicit influence of Cold War politics and Indian development imaginaries to the export of American management thought in the early 1960s.

Design/methodology/approach

This paper relies on archival research for its primary source material, drawing upon rich archives of documents found at the Baker Library of Harvard Business School.

Findings

Harvard’s role in Ahmedabad was explicitly influenced by the Cold War anti-communist foreign policy of the USA, but did so opportunistically and contrary to the Ford Foundation’s (FF) original plans. Vikram Sarabhai, who was a key player in the Indian national imaginary of development, invited Harvard on his own initiative and forced the foundation to follow his interests rather than being a mere “subaltern.”

Research limitations/implications

This paper could additionally add to the historical debate about the scope and periodization of the Cold War and the role of non-state actors.

Originality/value

This paper covers new ground in exploring the early connection between the Indian development imaginary and business education. It concludes that the export of hegemonic US management education was not successful during Cold War, and the FF was not as dominant as it was made out to be.
