Abstract

This chapter explores the multiple boundaries traversed and accompanying acts of translation entailed in the provision of expertise by anthropologists. The chapter begins with an overview of the asylum process, the criteria constituting persecution, and a description of the bureaucracy and procedures by which asylum is determined. The role of expert witness is then introduced with a focus on the rules of federal evidence that paved the way for greater anthropological involvement in the provision of expertise. The next section reviews some of the extant ethnographic literature to date on the asylum process, highlighting the role of dissonance as a recurrent theme in two different respects: the dissonance that occurs between the asylum applicant and the legal setting, and the dissonance that is created between the asylee and his or her body in the aftermath of trauma. The crafting of the affidavit is then analyzed to illustrate the boundary crossings and acts of translation involved in the appraisal and understanding of asylum, including the traversal of difference in scale, temporality, and the construction of social reality, particularly those espoused by anthropology and law. I suggest that contributing to the protection of human rights through the provision of expert witness is a necessary and mutually beneficial collaboration whereby anthropological evidence, insight, and knowledge provide positive content to legal rights. I conclude that anthropologists are uniquely well qualified in the interlocution of persecution, likening the provision of expertise to fieldwork, as a series of border crossings and acts of translation.

Loretta Bass, Assistant Professor of Sociology at the University of Oklahoma, earned her Ph.D. in Sociology from the University of Connecticut in 1998. Dr. Bass focuses her research on children and stratification issues in West Africa and the U.S. For her dissertation, Working for Peanuts: Children’s Work in Open-Air Markets in Senegal, she collected and examined both qualitative and quantitative data of child workers and their families. Dr. Bass lived in Senegal from 1994 to 1996, and completed follow-up research in Senegal during the summer of 2000. Her chapter in this collection draws on this research. Her research has appeared in the Population Research and Policy Review, Political Behavior, Anthropology of Work Review, and the International Journal of Sociology and Social Policy.Marilou C. Legazpi Blair is the Assistant Director of Institutional Research at Erie Community College. She received her Ph.D. from Penn State, and has performed a substantial amount of research on issues of child development. Aside from her interests in adolescent status attainment, she has also studied the impact of immigration on both adults and children in the United States. She is currently involved in an examination of adults who return to school for the continuation of uncompleted degree work.Sampson Lee Blair is an Associate Professor at The State University of New York at Buffalo. As a family sociologist, most of his research to date has focused on family relationships, and particularly those between parents and children. More recently, he has been involved in studies of justice issues within the familial context. He recently completed his term as editor of Sociological Inquiry, and is scheduled to be a co-editor of Social Justice Research next year.Sally Bould is Professor of Sociology at the University of Delaware with a joint appointment in the department of Individual and Family Studies. She has published numerous articles in the area of the family, family policy and poverty policy. Another article on this research concerning families and neighborhoods will appear in the 2003 Journal of Family Issues. She is the author of the book, Eighty-five Plus, which examines issues of state and family responsibilities for the oldest old and several articles on the oldest old population in the United States, including disability, caregiving and living arrangements. She has published over ninety articles and book chapters in medical sociology, public health, medicine, and health services research. Her current projects include a mixed-method study of the academic achievement of college students at a highly-selective university, an ethnographic study of the development of oppositional culture during students’ transition from elementary to middle school, and a statistical study of the distribution of school quality nationally. Phillips is the co-editor of The Black-White Test Score Gap (Brookings, 1998).Katherine Brown Rosier is currently Assistant Professor of Sociology at Central Michigan University. Abstract

Although the organizational practice of using “contingent or non-traditional workers” has been escalating since the mid-1980s, only recently has research begun to focus on the consequences of this practice. In unionized workplaces, labor leaders have begun to organize these workers. Although it is believed that contingent workers are responding positively to union organizing drives, little is known about the attitudes and behaviors of contingent workers as union members. Using the Union Commitment scale developed by Gordon, Philpot, Burt, Thompson and Spiller (1980), the research project reported here compares the Union Commitment of traditional faculty and three categories of adjunct faculty. The results reveal that there are no significant differences across these employee groups for the factors of Union Loyalty, Responsibility to the Union, Willingness to Work for the Union and Alienation from the Union. The implications of these findings for research and practice are discussed.

Purpose

The purpose of this paper us to summarize the remarks of the Commissioners and participants in several panel sessions and workshops during the 2013 annual “SEC Speaks” conference held by the Practising Law Institute in cooperation with the US Securities and Exchange Commission, discussing the SEC's accomplishments in 2012 and its agenda for 2013.

Design/methodology/approach

The paper summarizes remarks by Chairman Walter and Commissioners Aguilar, Paredes, and Gallagher; provides highlights from panel sessions and workshops concerning the Division of Corporation Finance, the Division of Trading and Markets, the Division of Enforcement, the Division of Investment Management, the Office of Compliance Inspections and Examinations as well as highlights from the panel sessions relating to Accounting, Risk, Strategy and Financial Innovation. Judicial and Legislative Developments, and Ethics.

Findings

The summaries provide an overview of the SEC's most important current rulemaking, projects and policy priorities.

Abstract

Purpose

Stay-at-home and lock-down orders issued by the Ontario government at the beginning of the COVID-19 pandemic led to the closure of many community-based programs for people labelled/with intellectual disabilities. L'Arche Toronto Sol Express, an interdisciplinary arts program located in Toronto, is one example of a program that rapidly changed its program delivery to an online format so that participants could remain engaged and collaborative projects could continue. Similarly, participants had to adapt to new programs with virtual formats, and to accessing programs from their own homes as opposed to gathering with others in the community.

Methods/Approach

To reflect on these changes, Sol Express members and creative facilitators together conducted a participatory research project which considered the impact of the online format on individual participants and the group as a whole. Following the principles of emancipatory and participatory research, a research team was established and focus groups were held to explore people's experiences.

Findings

Our findings suggest that while there were many difficult aspects to the pandemic, people also experienced situations of learning and growth. However, our project also points to issues of inequity in the pandemic's effects, such as the inability for technology to incorporate diverse communication methods, and concerns regarding members of the extended community who remain disengaged or ‘lost’ due to a lack of technological and personal support.

Implications/Value

Although our research focused on an arts group for people labelled/with intellectual disabilities, our findings can be applied to the broader community, especially regarding the benefits of in-person gathering and what is lost when programs are held exclusively online.

Abstract

Purpose

The purpose of this paper is to examine how initial frameworks for understanding police problems influence how police analyze and address those problems in the context of problem-oriented policing. The paper shows why researchers, and police, should pay more attention to problem theories.

Design/methodology/approach

Data for this case study were obtained from the Middletown, Ohio Police Department, the Middletown housing authority, and the Butler County auditor. Frequency tables and simple graphs were used to identify patterns in the calls for service. Discussions with police officials were used to describe how police originally conceptualized the problem described.

Findings

The paper found that initial problem framing has a significant impact on the available interventions and that problem solvers should be vigilant against errors of problem identification.

Research limitations/implications

Caution must be taken when generalizing from a single case study. Nevertheless, more attention needs to be placed on problem identification and framing in the problem-solving process.

Practical implications

Police problem solvers should be vigilant against errors in problem identification, particularly when the original problem identification is broad or when interventions based on the original problem frame do not produce the desired effect.

Originality/value

There are few studies that specifically examine the problem identification and definition process. This paper adds to the literature on problem-oriented policing by examining the critical yet understudied process of problem framing. It also adds to our knowledge of place-specific analysis.

Abstract

Purpose

This study reports on changes made within the study, plan, teach and reflect steps of lesson study with pre-service teachers who were learning to teach within a disciplinary literacy course.

Design/methodology/approach

Using methods associated with formative experiments and design-based research, this study gathered data over four iterations of the disciplinary literacy course. Data included the course materials, pre-service teachers’ written work, observational notes from research lessons, transcripts of post-lesson discussions and teacher-educators’ analysis sessions and pre-service teachers’ post-program interviews. Data were analyzed within and across iterations.

Findings

Initial adjustments to the lesson study process focused on the reflect step, as we learned to better scaffold pre-service teachers sharing of observational data from research lessons. Later adjustments occurred in the study and plan steps, as we refined the design of four-day lesson sequences that better supported pre-service teachers’ attention to disciplinary literacy while providing room for their instructional mentors to provide specific team-based feedback. Adjustments to the teach step included reteaching and more explicit attention to literacy objectives.

Originality/value

This paper contributes to the literature by explicitly applying formative experiment and design-based research methods to the implementation of lesson study with pre-service teachers. Furthermore, it contributes examples of lesson study within a disciplinary literacy context, expanding the examples of lesson study’s applicability across content areas.
