Abstract
While books and periodicals dominate the collections of most libraries, they do have a poor second cousin. Pamphlets and vertical file material have worth and value to a library (no matter what that library's size, function, or type); but this value may not always be recognized. A primary source of information on many pamphlets and vertical file‐like material is the Vertical File Index (hereafter sometimes referred to as the VFI or the index), a selection and collection‐building tool in existence for over fifty years. While the index does include references to items like Baby Shower Fun, Turn to Sandwiches, and Versatile Vinegar, it is not replete with such items.

Abstract
The management of children′s literature is a search for value and suitability. Effective policies in library and educational work are based firmly on knowledge of materials, and on the bibliographical and critical frame within which the materials appear and might best be selected. Boundaries, like those between quality and popular books, and between children′s and adult materials, present important challenges for selection, and implicit in this process are professional acumen and judgement. Yet also there are attitudes and systems of values, which can powerfully influence selection on grounds of morality and good taste. To guard against undue subjectivity, the knowledge frame should acknowledge the relevance of social and experiential context for all reading materials, how readers think as well as how they read, and what explicit and implicit agendas the authors have. The good professional takes all these factors on board.

Abstract
Purpose
This paper seeks to examine the relationship between policy benchmarking, democracy and authoritarianism.
Design/methodology/approach
The paper uses theoretical investigation of different methodological perspectives of policy benchmarking and their relationship with principles of democracy and authoritarianism and analysis of the case of the European Union (EU) on the basis of empirical data.
Findings
Identifies two methodological perspectives of policy benchmarking: the first, grounded on the principle of learning and the bottom‐up approach, is close to democracy; the second, based on the principle of copying and the top‐down approach, is close to authoritarianism. The application of policy benchmarking in the EU so far appears to include elements of both democracy and authoritarianism.
Research limitations/implications
The paper is not exhaustive as regards methodological approaches to policy benchmarking and theories of democracy and authoritarianism.
Practical implications
Crucial methodological and ethico‐political implications for the use of benchmarking in the enlarged EU of 25.
Originality/value
This original piece of work provides clear answer to the question of relationship between policy benchmarking, democracy and authoritarianism. The paper contributes to academic debate of public policy, offering, at the same time, practical methodological help to policy‐makers.

Appearance in this column does not preclude a later review in RSR. Abstract
Purpose
The purpose of this paper is to compare and problematise technology and teaching reform initiatives in Australia and Singapore, demonstrating the importance of adopting a critical stance towards technology-rich education reform. In the Australian context, the tensions and challenges of the Digital Education Revolution and the Teaching Teachers for the Future programme are illustrated. In the Singapore context, the implications of the ways in which teachers exercise their agency over technological imperatives are examined.
Design/methodology/approach
The first section of the paper draws on interview and observational data generated during a microethnographic investigation into secondary school students’ use of iPads as a learning tool in an independent school in South-East Queensland. Data “snapshots” illustrate the lingering challenges of reform designed to achieve technology-rich learning environments. The second section of the paper draws on a retrospective study of current ICT initiatives in Singapore through case studies of two schools that are heavily involved in ongoing ICT integration programmes.
Findings
While reforms are usually borne out of careful studies among policy makers and politicians to develop solutions to problems, the final version often reflects compromise between various stakeholders championing their respective agendas. As such, problematisation is imperative to develop critical and nuanced understandings. In both Australia and Singapore, it is suggested that failing to account for such ontological matters as teacher and learner identity and agency prevents meaningful change.
Originality/value
Global reform to achieve technology-rich teaching and learning environments reflects the ubiquity of such initiatives across geographical and cultural boundaries. Such reforms have been driven and supported by a substantial body of research, much of which has uncritically accepted the view that technology-rich reform is inherently “good” or necessary. Learning technology research has thus tended to focus on epistemological matters such as learning design at the expense of ontology. This paper engages with emerging research into technology as an identity issue for learners and teachers to explore the implications of technology-driven education reform on educational institutions, policies and practices.

Purpose
To define erotic retailing in the context of shops selling sexually arousing products to women, and the ethical implications of High Street “porno‐chic”. Its purpose is to assess the moral implications of access to sexual imagery and products in the High Street and examines the boundaries of its acceptability in society.
Design/methodology/approach
The approach is inter‐disciplinary, with two objectives; firstly to demonstrate the value of archived source materials to explore and structure the research problem in depth and secondly to turn directly to a primary philosophical source, to provide a new ethical approach to the research problem.
Findings
The findings demonstrate a typology of erotic retailing, the interrelatedness of the commercial opportunity with social and cultural developments in the late twentieth century and propose a philosophical answer to the ethics of erotic retailing.
Research limitations/implications
It is concerned with the development of new theoretical frameworks through the use of complementary research methods.
Practical implications
Its practical implications concern the future opportunities for a rapidly expanding field of commercial activity and a solution to the ethical problem of “selling sex”.
Originality/value
It engages with an emerging area of retailing, exploring and defining an emerging problem concerning the marketing and selling of erotic products and the ethical evaluation of the problem using a philosophical analysis.

This is the sixth article on social science, humanities, news and general (SSH) databases in a continuing series of articles summarising and commenting on new database products. There are two companion articles, one covering science, technology and medicine (STM) which appeared in the August 1995 issue (Online & CDROM Review, vol. 19 issue 4) and the other covering business and law (BSL) which will appear in the December issue of this journal (Online & CDROM Review, vol. 19 issue 6). The articles are based on the newly appearing database products in the Gale Directory of Databases. The Gale Directory of Databases (GDD) was created in January 1993 by merging Computer‐Readable Databases: A Directory and Data Sourcebook (CRD) together with the Directory of Online Databases (DOD) and the Directory of Portable Databases (DPD).

Abstract
Purpose
The purpose of this paper is to examine the prevalence of alcohol use disorders (AUDs) amongst young people in the criminal justice system (CJS) in the North East of England and to compare the ability of the Alcohol Use Disorders Identification Test (AUDIT) to the Youth Justice Board ASSET tool in identifying alcohol-related need in Youth Offending Team (YOT) clients.
Design/methodology/approach
A validated screening tool (AUDIT) was used to identify alcohol-related health risk or harm. Findings from AUDIT were compared with those of the standard criminogenic risk screening tool used in CJS (ASSET). An anonymous cross-sectional questionnaire was administered during a one-month period in 2008. The questionnaires were completed by 11-17-year-old offenders who were in contact with three YOTs, one Youth Offending Institution and one Secure Training Estate.
Findings
In total, 429 questionnaires were completed out of a possible 639 (67 per cent). The majority (81 per cent) of the young offenders were identified as experiencing alcohol-related health risk or harm and 77 per cent scored within a possibly alcohol-dependent range. In total, 77 (30 per cent) of young people completing both assessments were identified as having an AUD by AUDIT but not identified as needing alcohol-related treatment using ASSET.
Research limitations/implications
This research was confined to one geographical area of England, however, the results show that even in this area of high drinking by young people the levels of AUDs amongst young people in the CJS are very high.
Social implications
There are major social implications to this research. It is imperative for changes to be made to the care pathways in place in the UK for young people coming through the CJS with alcohol-related issues.
Originality/value
This paper adds to the evidence base by using well-validated tools to measure alcohol use amongst young people in the CJS in the UK.

Abstract
Purpose
This paper aims to examine the effects of visual themes and view perspectives on users’ visual attention to brand posts on Instagram. The impact of visual attention on brand attitude and recognition is also explored.
Design/methodology/approach
The authors conducted a 4 (visual themes: customer-centric, employee-centric, product-centric and symbolic visuals) × 2 (view perspectives: first-person view vs third-person view) between-subject factorial eye-tracking experiment to explore their effects on viewers’ visual attention (fixation frequency and fixation duration), attitude toward the brand and brand recognition.
Findings
Results showed that, under a first-person view, participants spent the longest time viewing customer-centric images and paid the most attention to product-centric and customer-centric images. For images in the third-person view, product-centric images received the longest fixation duration and highest fixation frequency. Customer-centric image and product-centric image generated significantly higher amount of fixation duration and fixation frequency than the symbolic image, regardless of view perspective. Brand recognition was positively influenced by fixation frequency but not by fixation duration.
Originality/value
This study is an extended application of Aaker’s (1996) brand identity planning model in visual branding on Instagram. As the findings indicated, the effective use of visual strategies could lead to more positive responses toward the brand. By understanding how optical elements stimulate visual branding processing, marketing professionals will be able to improve information designing skills in visual-based social media platforms (such as Instagram).
