Abstract

Purpose

The study presented is a starting point in Spain about the invisible phenomenon of female delinquency behavior and juvenile justice. Studying girls who break laws certainly provides insight into the standards, practices, and social customs affecting young women in a particular time and space, as well as providing clues about the expectations of their gender.

Methodology/approach

This research is being based on socio-biographic interviews and the analysis of individual life histories (totaling 16). However, in order to increase the validity and credibility of the information collected using this method, further complimentary methods of collecting data were also employed, leading to a triangulation of methods. This consisted of the analysis of social and judicial case files/dossiers (44) and first-hand observation undertaken during one-month stay in a female juvenile reform institution for young women convicted of committing crimes between the age of 14 and 18. The girls could, however, remain at the institution to the age of 21.

Findings

Girls are often the victims of what might be called multiple situation of marginality in that their gender race and class have placed them at the economic periphery of society. Understanding their lives and choices of girls who find themselves in the juvenile criminal justice systems also requires a broader understanding of the contexts and process within which their criminal behavior is lodged.

Originality/value

This research has looked closely at the existing theory on women and crime, as well as the forms of participation, the processes, factors and contexts of social exclusion, and the role of women offenders in the Spanish Juvenile Justice.

Abstract

Purpose

Delinquency as well as juvenile recidivism cuts across all nations in the world with its negative consequences on individuals, social and economic phases of life. Despite various interventions, strategies, the rate of recidivism has been on the increase. This calls for concern and a need to find a solution to the menace. The purpose of this paper is to investigate the nexus between early release of inmates and juvenile recidivism using Barnawa Borstal Training Institute, Kaduna, as case study and to identify other pre-disposing factors that contribute to juvenile recidivism in the society.

Design/methodology/approach

The study adopted a survey research design and used the questionnaire as the main instrument of data collection. The sample for the study consisted of 210 juvenile inmates from the Institute. Simple percentile and frequency distribution were used to analyze the data collected from the juvenile, while χ2 was used to test the only hypothesis formulated for the study. The χ2 result ( χ c 2 =1.409; df=3; α level=0.05; χ t 2 =7.815) showed that there is no significant relationship between early release and juvenile recidivism, and rather lack of proper reformation, stigmatization and lack of parental care are some of the important factors causing juvenile recidivism in Nigeria.

Findings

Based on the findings, it was recommended that government should, through the Borstal homes all over the country, ensure proper and adequate rehabilitation of inmates and provide adequate public enlightment for the safe and total re-absorption of inmates without stigmatization.

Research limitations/implications

The major limitation of the work is the fact that the Borstal Institute in Kaduna has only male inmates, so there is no opportunity to consider the effect of gender on juvenile recidivism.

Practical implications

The practical implications is that the result of this study can be added to the field of criminal justice in Nigeria. The result also bring to the fore the fact that rehabilitation and success rate of re-integration of juvenile delinquents back into the society is everybody’s business.

Social implications

The social implication of the study is that the study will go a long way in assisting policy makers in government and the prison authority to design and implement policies that will bring about proper reformation and rehabilitation of inmates.

Originality/value

The research was carried out among juvenile delinquents, some of who have been in and out of the Borstal home many times. So the researchers were able to collect first-hand information from the delinquents that serve as the respondents for this research. Moreover, the research setting was located in the northern part of Nigeria, whereas some of the earlier studies were carried out in the southern part of the country.

Abstract

Purpose

In order to address a notable gap in the research literature, the purpose of this paper is to examine age-related differences in juvenile homicide perpetration.

Design/methodology/approach

Data on 150 juvenile homicide offenders and their offences was derived from material available within the public domain, including media reports, case studies, court reports and previously published studies. Comparisons were then made between those aged 14 and under (n=63) and those aged 14-17 (n=87) across a range of offender, victim and offence-related variables.

Findings

There were no significant differences between the child (U-14) and adolescent (14-17) offender samples on any of the measured variables. The two groups had similar backgrounds, selected similar types of victims, had comparable breakdowns of different types of victim-offender relationship and had similar patterns of weapon use.

Research limitations/implications

The fact that the two groups did not differ significantly has notable implications in practical and applied domains. By identifying risk factors for juvenile homicide perpetration, findings open up a range of possibilities for identification, investigation and intervention. In addition, findings might inform the development of offender treatment and rehabilitation programmes. Key limitations relate to the quality and quantity of data employed. Ways of remedying these weaknesses in future research are addressed.

Originality/value

This is the first study to directly compare child and adolescent perpetrators of homicide over a broad range of offender, victim and offence attributes.

Abstract

Purpose

The purpose of this paper is to examine and explain the recidivism outcomes of a large cohort of juvenile homicide offenders three years following their release from institutional confinement.

Design/methodology/approach

Retrospective data were utilized to examine demographic, background, and institutional behavior variables on post-release recidivism of 247 juvenile homicide offenders. Analyses distinguish between capital and non-capital juvenile homicide offenders.

Findings

Descriptive analyses demonstrated a 50 percent recidivism rate among the sample of juvenile homicide offenders. Bivariate analyses revealed few significant differences between capital and non-capital homicide offending juveniles. Logistic regression analyses revealed that youth who were neglected prior to state institutionalization were significantly more likely to recidivate. Logistic regression also revealed that longer lengths of incarceration were associated with decreased odds of recidivism, while participating in assaultive behaviors against peers while confined aggravated the odds of recidivism.

Research limitations/implications

Implications related to the role that previous neglect, incarceration time, and institutional behavior can inform policymakers and practitioners on issues related to the treatment of juvenile homicide offenders while confined, and the impact that incarceration time and institutional behavior mean for post-release recidivism risk.

Originality/value

Little research has assessed the recidivism outcomes of juvenile homicide offenders, especially with a larger sample size. None have examined the differences between capital and non-capital homicide offending juveniles. As juvenile jurisdictions continue to retain more homicide offending juveniles (as opposed to their removal to adult systems), there is value to the research to inform policy and practice with such an enriched and problematic groups of offenders.

Abstract

Purpose

The purpose of this paper is to examine characteristics of gang organization in youth correctional facilities as reported by youth and staff as well as to analyze the relationship between institutional violence and level of gang organization.

Design/methodology/approach

The data were collected through interviews with staff and youth in correctional facilities. Gang organization level averages are compared across youth and official perspectives, and the variability of responses among youth is also examined. Negative binomial regression models are conducted to determine the association between perceived level of gang organization and officially recorded violent behavior, both prior to and subsequent to the interview.

Findings

Perceptions of institutional gang organization vary notably depending on who is reporting. In contrast with prior studies of street gangs, controlling for youth demographics and offense characteristics, the authors find no significant relationship between gang organization and violence.

Research limitations/implications

The sample size is small and the data are cross-sectional. Future studies will need to be conducted in order to confirm these findings, as they contradict prior studies. The analysis of street gang organization may need to be approached differently by scholars.

Originality/value

Research has not been conducted on the organizational structure of gangs in youth correctional facilities or its relationship to institutional violence.

Abstract

Purpose

The purpose of this paper is to explore factors that shape police behavior in juvenile interactions occurring in rural communities.

Design/methodology/approach

Using data collected in rural Kentucky through a factorial survey instrument, this study assessed the effects of situational, officer, organizational and community variables on officers’ authoritative and supportive behavior toward juveniles.

Findings

Officer background characteristics, such as race, sex, education, and having children, and occupational attitudes, such as rehabilitation and dispositional beliefs, were significantly related to both authoritative and supportive behavior. While organizational variables affected officer supportive actions, they were weakly linked to authoritative behavior. Neighborhood social disorganization was ineffective in predicting both types of police behavior.

Originality/value

Although a considerable amount of research has been conducted in the past several decades to examine police behavior, a relatively small number of studies have empirically assessed factors that shape police behavior toward juveniles with an even smaller number assessing juvenile interactions in rural communities. This research provides a comprehensive theoretical explanation of police-juvenile encounters in rural communities which will allow for a more complete understanding of the factors that account for police attitudes and behavior in these interactions.

Abstract

Purpose

The purpose of the study is to examine gun violence prevention practices among urban police in the USA, assessing their scope, effectiveness, limitations, and impacts.

Design/methodology/approach

A national survey was conducted with police agencies serving cities of 100,000 or more people.

Findings

Strategies used most frequently and rated as most effective include targeted efforts focussed on high‐risk places and groups, as well as multi‐agency problem‐solving efforts, particularly those involving federal authorities. However, most agencies make limited use of proactive strategies to reduce gun crime, and there are substantial gaps in the enforcement of many gun laws. Results also suggest that gun crime is lower in places where police engage in more intensive gun‐related enforcement and prevention efforts.

Research limitations/implications

The survey focussed only on large US cities. Implementation of the strategies could not be examined in detail, and assessments of the effectiveness of strategies reflect the views of practitioners. There is a need for more in‐depth research on gun‐related enforcement and prevention practices, their effectiveness, and the organizational and environmental factors that facilitate or hinder them.

Practical implications

The study highlights strategies that should be given priority consideration in policy decisions. The findings also suggest that police efforts to address gun crime can be enhanced considerably – and that doing so may produce demonstrable reductions in gun crime. Further examination of policy changes necessary to facilitate these efforts is warranted.

Originality/value

This study represents the first national survey of gun violence reduction efforts by police in the USA.

Abstract

Purpose – This chapter explores the problem of school shootings as a source of anxiety and fear in schools. Such fear has generated calls for security in schools and has been a catalyst for the development and deployment of antiviolence policies in schools.

Methodology/approach – The chapter begins by examining the development of the Columbine Effect, which is a set of emotions surrounding youth social problems, particularly violence in schools. This Columbine Effect is then explored in relation to its role in the development of policies to mitigate the problem of school violence. These purposes are linked using a multilevel typology of school violence and their sources, created by Henry (2009).

Findings – The chapter explores the levels of violence addressed by six antiviolence policies: crime prevention through environmental design (CPTED), zero tolerance, anti-bullying programming, emergency management planning, peer mediation, and school climate programming. The analysis indicates the level(s) of violence each type of policy is designed to address and identifies research evidence regarding the efficacy of each policy. The analysis also focuses on the unintended consequences of school antiviolence policies, especially those which reduce violence on one or more levels, while exacerbating the problem on other levels.

Research limitations/implications – The analytical approach was selective, rather than exhaustive. Nonetheless, the analysis has suggested a number of ironies concerning the unintended consequences of antiviolence programming in schools. This suggests the need for broader analysis in this area.

Practical implications – The analysis identifies a number of detrimental effects that have resulted from school violence policy initiatives ranging from the socialization of youth toward a society of control and authority. In addition, the chapter helps to clarify the (often negative) effects of hype about violence in schools.

Originality/value of chapter – Although not often connected, this chapter explores the intersection between the discourse of school violence (typically, a social problems framing concern) and the development of school antiviolence policies (typically, an applied social scientific concern).

Abstract

Purpose

El Salvador’s youth have faced a climate of violence for decades. Schools have been identified as the most cost-effective ways to help students develop the life skills they need to prevent violence. This study examined the potential role of a physical education (PE) program taught by some of the first Salvadoran teachers to be trained to foster life skills through PE within schools.

Design/methodology/approach

Fourteen schools that had hired a PE teacher trained in life skills-based PE volunteered to participate in the study. Semi-structured interviews with the school director, PE teacher, and a focus group of students at each school were conducted.

Findings

Interviews were content analyzed and potential themes were initially placed into one of three life skills categories using a deductive analysis based upon the World Health Organization’s (WHO) (2002) three categories of life skills: (i) Coping and Self-Management; (ii) Communication and Interpersonal; (iii) Decision Making/Problem Solving. Then, using an inductive analysis, various themes within each life skills category were identified. The findings revealed that participants in the study identified the role that PE provides in developing life skills in each of the three categories and many identified the importance of these life skills to prevent violence both in and out of schools.

Social implications

Findings from this study highlight the important role that schools play in the development of life skills and the prevention of youth violence. PE in particular offers a promising approach due to its applied nature and opportunity for students to learn through doing and the application of life skills in a safe manner. The findings also support the importance of trained PE teachers to deliver such programs.

Originality/value

Central America has and continues to be a region with high levels of youth violence. Given that PE is a mandatory school subject in Salvadoran schools (and in other Central American countries), shifting the focus toward a life skills-based approach to PE offers educators an opportunity to address the country’s number one public health concern which is youth violence. To our knowledge, this is the first study of its kind in El Salvador to explore the role of PE as it relates to youth violence and can help in future curricular revisions in schools and the development of degree programs at local universities.
