Abstract

Outlines the application of technology used in detecting and remedying the problems caused by subsidence and settlement, and the responsibility placed on surveyors in detecting it. Proposes that a clearly defined serviceability limit would reduce disputes about whether or not acceptable subsidence or settlement had occurred. Discusses the changes in definitions brought about through new legislation and developing standards. Explores the main difficulties with subsidence and highlights subsidence blight. Explains the role of insurance companies and the changes taking place with insurance premiums, and calls for the implementation of clear definitions of such things as unacceptable subsidence, professional negligence and management of subsidence claims. Investigates three stages of remedial works: the work necessary to stabilize the foundations and thus prevent future damage; the structural repair of the building necessary to restore the stability and structural integrity; and the decorations and finishes. Proposes the need for deeper foundations for new buildings on shrinkable clay soils and alternatives to underpinning. Suggests changes that could give further help to the insurer by changing the expectations of the homeowner and declares that the problem has been mishandled and misunderstood by insurers.

I am directed by the Minister of Health to forward, for the information of the Local Authority, the accompanying copies of the Public Health (Condensed Milk) Amendment Regulations, 1927, and the Public Health (Dried Milk) Amendment Regulations, 1927, which amend the Public Health (Condensed Milk) Regulations, 1923, and the Public Health (Dried Milk) Regulations, 1923, respectively. The Amendment Regulations are primarily designed to secure that in the labelling of condensed and dried skimmed milks greater prominence shall be given to the words “Unfit for Babies,” and that those words shall also be printed on the outside of any paper or other wrapper in which tins of such milks may be enclosed.

Abstract

The idea of implementing supply chain management (SCM) principles for the construction industry was embraced by construction stakeholders to enhance the sector's performance. The analysis from the literature revealed that the implementation of SCM in the construction industry enhances the industry's value in terms of cost-saving, time savings, material management, risk management and others. The construction supply chain (CSC) can be managed using the pull or push system. This chapter also discusses the origin and proliferation of SCM into the construction industry. The chapter revealed that the concept of SCM has passed through five different eras: the creation era, the use of ERP, globalisation stage, specialisation stage and electronic stage. The findings from the literature revealed that we are presently in the fourth industrial revolution (4IR) era. At this stage, the SCM witnesses the adoption of technologies and principles driven by the 4IR. This chapter also revealed that the practice of SCM in the construction industry is centred around integration, collaboration, communication and the structure of the supply chain (SC). The forms and challenges hindering the adoption of these practices were also discussed extensively in this chapter.

Abstract

This chapter presented the model for the effective practice of construction supply chain management (CSCM) in the fourth industrial revolution (4IR) era. The model was developed after discovering that the failure of adopting the 4IR component has hindered the synchronisation of construction supply chain (CSC) activities. While some stakeholders are willing to manage their CSC under the 4IR era, most have no clue how to go about it. Most stakeholders are familiar with an existing practice built around collaboration, integration, supply chain structure and trust. This chapter bridges the gap by introducing organisational culture and 4IR components for modelling the CSCM in the 4IR era. The model was backed and grounded with a robust theoretical framework. The theories include social identity theory, change theory and resource-based view theory. It was discovered that the organisational culture adopted by construction stakeholders determines their willingness to embrace the 4IR component for the management of CSC. The 4IR components were divided into smart management, virtualisation and cyber-physical systems. The chapter recommended that the practice of SCM in the Nigerian construction industry should be modelled around the six constructs that were used in developing the model for this study.

Abstract

The construction industry's application of supply chain management (SCM) principles is confronted with numerous Gordian Knots ranging from late delivery, fragmentation and others. The challenges could be attributed to multiple factors. The most crucial amongst them are adopting management ideas rooted in the second and third industrial revolution without taking consideration of the present industrial revolution. Evidence from literature and practice revealed that we are presently in the fourth industrial revolution (4IR). This chapter calls for developing a model that supports construction supply chain management (CSCM) in tandem with the principles of 4IR. This chapter presents the idea behind the conception, development and benefit of this research book to construction stakeholders and academia. The various shortcomings in the existing model for CSCM were also discussed in this chapter extensively.

Abstract

Purpose

This paper aims to report a comprehensive analysis of literature on stakeholder relationships towards identifying patterns of relationships within the off-site construction context.

Design/methodology/approach

Key scholarly databases were accessed and after a filtering process, 74 relevant papers were retrieved for analysis. The papers were analysed using qualitative content analysis and scientometric techniques through the application of software Leximancer and VOSviewer.

Findings

Research synthesis methods used in the present study generate compatible results. Through text mining analysis, the key themes identified in the off-site construction stakeholder relationships literature included “collaboration”, “building information modelling”, “social network analysis”, supply chain. As a finding by scientometric analysis, collaboration, BIM, supply chain management, housing and social network analysis were the most frequently entered keywords context of off-site construction. Regarding authorship pattern, the whole network of collaboration was fragmented into multiple isolated clusters, implying that the authors had tendency to cooperate in small groups.

Practical implications

The paper can bring together an important area of research not previously studied in detail. It will primarily assist academics in the first instance; however, the research leads to important findings that will ultimately assist policymakers and practitioners better understand factors affecting stakeholder relationships and in particular network thinking and collaborative mind-sets.

Originality/value

The review contributes a needed systematic and theoretical foundation for future stakeholder relationship studies and practices in off-site construction sector. It provides the basis for future studies and is a seminal analysis of stakeholder management and off-site construction. The scientometric methodology offers scholars a different approach to analysing and visualising literature reviews.

Abstract

Purpose

This paper is aimed at introducing ḥalāl supply chain management (SCM) to the British construction sector, construction supply chains and “SCM”. Ḥalāl supply chains can optimise British construction supply chains by promoting meticulous, qualitative and mutually reinforcing systems. The British construction sector has failed to overcome the inimical, inefficient, fractured and transactional attitudes (collectively, the “complexities”) pervading it and the supply chains beneath it. Construction SCM has been able to introduce change, but with limited profound effect. This is owed to its lack of human agency, proactive quality control systems, as well as other verification and assurance mechanisms. Introducing the Sharīʿa principles encapsulating ḥalāl food supply chains can offer the input needed to optimise current construction supply chains.

Design/methodology/approach

This paper adopts an integrative general review of the academic literature pertaining to the British construction sector, construction SCM, ḥalāl food supply chains, ḥalāl assurance and control processes. The extensive literature review is crucial because it will enable introducing “ḥalāl” to construction SCM, hence ḥalāl construction supply chain management (“ḤCSCM”). ḤCSCM will then be applied to one of the most recent British construction SCM systems to identify how ḤCSCM can complement existing systems.

Findings

The findings indicate that ḤCSCM can further alleviate the complexities thwarting the British construction sector on a supply chain level. This is attributed to taʿrīf’s tailored identification and traceability processes, iltizām’s cross-lateral monitoring processes and istiqāmah’s Sharīʿa-compliant, assured and verifiable certification system, all of which complement the existing construction supply chain assurance and control processes in the UK.

Originality/value

The conception of ḤCSCM promotes an untapped area in the academic literature. Academicians and practitioners can transplant ḥalāl principles from the ḥalāl food manufacturing sector into the British construction sector – similar to how construction SCM was founded by principles originating from the manufacturing industry. This paper highlights the shortfalls of construction SCM in British construction supply chains and propounds how ḤCSCM can resolve them.

Abstract

Purpose

The chapter proposes that a new public enterprise (NPE) now characterises developments in local policymaking and service delivery. The NPE places the local public sector in a leading role, either in the direct ‘contracting in’ of services previously contracted out to the private sector, or in the co-ordination of partnerships between public, private and voluntary sector providers. Such remunicipalisation is non-ideological in nature, and international in its scope, being prompted by pragmatic considerations of cost and effectiveness.

Design/Method

The discussion draws from the authors' cumulative primary research on local public services and regeneration and specifically from a series of interviews with local leaders and senior managers conducted in 2018 and 2019.

Findings

It was found that traditional conceptions of ‘public’ vs ‘private’ are largely outmoded. Contracting ‘in’ is practised even by those on the Right of the political spectrum. The public sector is a leader of local partnerships and it is no longer assumed that the private sector brings greater efficiency or effectiveness.

Originality

The term ‘new public enterprise’ is used in an innovative way to describe the changed relationship between public, private and voluntary sectors. This has significant implications for both practice and theory. The empirical prevalence of the NPE can readily be identified in the UK and internationally. Its theoretical implications are challenging but promising.

Abstract

Purpose

Blockchain technology is booming in many industries. Its application in supply chain management is also gradually increasing. Supply chain management (SCM) has long been committed to reducing costs and increasing efficiency and is trying to optimise resources and reduce the sector's fragmentation. Trust has always been an important factor in managing supply chain relationships, and it also affects the efficiency of supply chain operations. To this end, this study aims to examine how trust is affected by the introduction of blockchain technology in construction supply chain management.

Design/methodology/approach

This study is based on semi-structured interviews and publicly available information from experts in blockchain and construction supply chain management. Through content analysis, the data are analysed thematically to explore how various types of trust, such as system-based, cognition-based and relation-based, are affected by blockchain technology.

Findings

Blockchain technology provides solutions for data tracking, contracting and transferring resources in supply chain management. These applications help enhance the various sources of trust in SCM and provide supply chain partners with protection mechanisms to avoid the risks and costs of opportunistic behaviour in collaboration, shifting trust from relational to system-based and cognition-based.

Research limitations/implications

This study focuses only on inter-organisational rather than interpersonal trust and empirical data from experts whose knowledge and cognition could be subjective.

Practical implications

Leveraging the potential of digitalisation to manage trust requires that leaders and managers actively try to improve contractual arrangements, information sharing and being open to new innovative technologies like blockchain.

Social implications

From a relational view of supply chain management, the extent to which blockchain technology can develop and spread depends on the readiness of the social capital to accept decentralised governance structures.

Originality/value

This study builds upon an original data set and discusses features and applications of blockchain technology, explores the sources and dimensions of trust in supply chain management and explains the impact of blockchain technology on trust.
