THIS issue of The Library World marks the commencement of a new volume, and we take the opportunity of thanking our many readers for their continued good feeling and support. It is a pleasure to us to record the fact that we are able to enlarge this initial number of the volume and that we feel the time has come when we shall make such enlargement a permanency, without any corresponding increase in the subscription price.

SO indefinite has been the activity in the political and military spheres of the war that the realization of the tremendous nature of the event has not yet been felt generally, although before these lines appear in print things may have changed. The normal life of libraries has been conditioned in some by the loss of a few rooms which have been “seconded,” to quote the favourite word of the moment, for other purposes and by the black‐out. Certainly there have been cases where the local Caesars have commandeered rooms without any regard for their suitability or for the value of the work they normally do, but this has not been at all general. On the contrary, the libraries have been more used than ever, and closing at blacking‐out has been so much resented that a large number of libraries, we hope all, have determined to keep libraries open as fully as possible. This does not mean that it is for the moment necessary to keep lending departments open until 9 p.m. or later, as was the case in some towns. The one habit the British people learn from war is to retire earlier, but libraries should remain open until 7 o'clock or a little later. Many of the suggestions we made last month had been anticipated or have since been carried out, such as doubling the number of books the reader may borrow, going easy with the charging of fines, and so on. We repeat that to keep our methods flexible and adaptable is the great need of the moment.

OWING to the comparatively early date in the year of the Library Association Conference, this number of THE LIBRARY WORLD is published so that it may be in the hands of our readers before it begins. The official programme is not in the hands of members at the time we write, but the circumstances are such this year that delay has been inevitable. We have dwelt already on the good fortune we enjoy in going to the beautiful West‐Country Spa. At this time of year it is at its best, and, if the weather is more genial than this weather‐chequered year gives us reason to expect, the Conference should be memorable on that account alone. The Conference has always been the focus of library friendships, and this idea, now that the Association is so large, should be developed. To be a member is to be one of a freemasonry of librarians, pledged to help and forward the work of one another. It is not in the conference rooms alone, where we listen, not always completely awake, to papers not always eloquent or cleverly read, that we gain most, although no one would discount these; it is in the hotels and boarding houses and restaurants, over dinner tables and in the easy chairs of the lounges, that we draw out really useful business information. In short, shop is the subject‐matter of conference conversation, and only misanthropic curmudgeons think otherwise.

Structural factors during Chinese and Japanese immigration and settlement processes required families to adapt in ways that altered traditional gender behaviors. This study examines how two factors – spousal immigration order and family economic structure – affected the gendered division of labor and how gender roles consequently were reconstructed for first and second generation Chinese Americans and Japanese Americans. These issues are investigated through secondary data analysis of 21 in‐depth interviews with daughters of Chinese and Japanese immigrants on the West Coast.

The new Fair Trading measure aims at the establishment of a strong, bioadly‐based central direction of consumer protection; a new Director‐General of Fair Trading with wide responsibilities “for protecting consumers” with authority to “make proposals for the exercise of order‐making powers in relation to trading practices which adversely affect consumer interests”, and “to act against those who persistently follow a course of conduct unfair to consumers”. This supremo is to work closely with the Monopolies and Mergers Commission and the Restrictive Practices Board, and no less than five junior Ministers are to be given special responsibilities for protecting consumer interests, handling these aspects of the new system in their own departments.

In the June issue of THE BRITISH FOOD JOURNAL reference was made to a recently issued Report by the Ministry of Health upon the subject of bovine tuberculosis. In that Report the pasteurisation of cow's milk is referred to as a means of reducing the resulting human infection, and it is stated that “milk so treated appears to retain its valuable food properties practically unimpaired.”

Takes a fresh look at the nature of the problem of allocating costs and control processes for a variable product mix. Adopts a novel approach called the “Unit of Production Effort” method. The method creates a common measure throughout the production process which can then be used in all costing, planning and comparison activities. Describes the initial stages of a practical implementation of the method to a small manufacturing company to illustrate the way in which it can be applied in a real situation. The results suggest that the method provides a radical simplification of the multi‐product environment which will be of interest to a broad cross‐section of professionals ranging from theorists to practising financial and production managers.

THE country is condemned to a new economic dispensation as full of difficulties as a hedgehog is of spines, and in general just as prickly. Time's crucible will resolve some of them but there are others for which such protracted recuperation is too slow.

WHERE are we going? The aim is to double our standard of living in the next 25 years and, as Sir Alexander Fleck, K.B.E., Chairman of Imperial Chemical Industries Ltd., so aptly staled recently, ‘The man who knows where he is going is the one who is most likely to arrive.’ One might venture to expand this statement by adding that he is still more likely to arrive if the cluttering debris of inefficient methods and movements are cleared away.

This study in Iran examined the role of internal and external psychological factors that affected green purchase intention. Moreover, it examined these variables' direct and indirect effects and green purchase intention on green purchase behavior.

An extended version of the theory of planned behavior (TPB) was employed, based on which a theoretical model was designed to reach the authors’ aim. An online questionnaire was used to collect data. For data analysis, confirmatory factor analysis, structural equation modeling, the bootstrapping method and the Preschool Language Scale (PLS) product-indicator approach were conducted to test the proposed conceptual model.

Results show that self-identity, self-interest, self-efficacy and a growth mindset have a positive impact on green purchase intention. However, the study found no predictive effect from peer influence and warm glow. In addition, self-efficacy and green purchase intention significantly affect green purchase behavior. The study reveals that green purchase intention substantially mediates the relationship between self-interest, growth mindset, warm glow and green purchase behavior. Further, warm glow moderates the impact of peer influence, self-identity and self-efficacy on green purchase intention. This study emphasizes the critical role of dispositional factors on green purchase intention and behavior.

Few studies consider the effect of the individual self, a growth mindset, a warm glow and peer influence on green purchase intention simultaneously. In addition, the authors introduced a different version of the TPB model. Further, this research also conducted how these variables, directly and indirectly, affect green purchase behavior.
