Abstract

Purpose

The purpose of this study is to explore modifications to the supply chain strategies of international manufacturers resulting from recent momentous trade disruptions, including the US-China trade war, global tariff escalations, Brexit and heightened geopolitical tensions.

Design/methodology/approach

The research methodology consisted of a series of in-depth personal interviews with senior supply chain executives of six large US international manufacturers.

Findings

The study identified several short-term reactive strategies taken, including pulling purchase orders or production forward, building inventory and applying for exceptions from tariffs, along with longer-term proactive strategies such as shifting and expanding supplier and manufacturing locations.

Research limitations/implications

The study’s limitations involve its small sample size and its findings being industry and company-specific to a limited number of firms. While the sample size was deemed sufficient for this exploratory study, larger sample sizes and subsequent industry-specific analyses are recommended.

Practical implications

The global supply chain modifications effectively used by the firms in the study can offer guidance for practitioners facing similar challenges following major trade disruptions.

Originality/value

Due to the very recent emergence of the trade disruptors examined in this study, extant literature is limited. Hence, the findings noted in the paper offer not only guidance for practitioners but also make a strong contribution to research and literature on global supply chain risk management and disruption risk mitigation.

Abstract

The purpose of this chapter is to examine selected state laws regarding cyberbullying. The advances in technology have allowed bullying to take an online form, where bullies can remain anonymous and access their targets 24 hours a day. The online bullying has left school leaders in a legal dilemma as to how and when to address an incident that occurs off school grounds. The laws which guide school leaders are found at the state level. The major inconsistencies between state laws are illustrated in this chapter. The findings in recent research reveal that some state bullying laws define specific terms such as electronic communication, and intimidation, and harassment. Some state laws provide a detailed protocol for how teachers and administrators should report and handle online bullying that has an impact on the school environment. However, some states leave developing a protocol up to individual school districts. The varying school cyberbullying laws and policies mean that leaders across the United States do not have a unified way to handle issues originating off-campus. However, school leaders should have a comprehensive policy which helps to address cyberbullying issues. This chapter includes a critical examination of current laws in the states and a review of proposed federal statutes presently stalled in the U.S. Congress.

In recent years, the disparity of school capital outlays has received increasing attention as many schools are facing challenges to meet increasing capital needs. With data of Georgia county school districts during FY2003-2008, this study examines how the disparity of school capital outlays is affected by the mix of capital revenues. Using multiple methods including spatial data analysis, quartile analysis, and inequality decomposition, we find that (1) school capital outlays in Georgia counties are negatively associated with the percentage of black population and the poverty rate, (2) state capital grants do not play an equalization role in school capital outlays, and (3) the use of ESPLOST has some equalizing effects on the funding for school facilities, contrary to earlier findings in the literature.

Abstract

College library staff must work to bring students and information technology together, especially where college‐wide computer literacy courses are not required. Teaching students to use constantly changing computer technology should start from an assessment of their skills, needs, and preferred training methods. However, surveying a student population with a high percentage of commuters risks inaccuracy; if surveys are distributed by mail or in libraries, the survey‐takers are often self‐selected and thus not representative. One solution is to administer the surveys in the classroom, using a course that most students are required to take. The results of such a survey, conducted at the College of Charleston, reveal a surprising variety of needs and preferences.

Abstract

Purpose

This paper aims to explore the impact of the joint operation of affordability policies and whether their impact is meaningful relative to the size of the affordability crisis. Its purpose is to construct the features of a comprehensive policy package linked to a measurable outcome: solving the affordability crisis in Auckland. This study investigates the scale and nature of an affordability package that responds to three research and policy questions: What should the rate of annual growth of affordable housing be to solve the affordability crisis? Consequently, how long would it take to solve it? And how much would that policy package cost?

Design/methodology/approach

In this paper, the authors argue that the disjoint operation of affordability policies is one of the reasons why their impacts relative to the size of the affordability crisis has been small or negligible. Furthermore, this study demonstrates that affordability is as much about raising households’ incomes as it is about lowering housing prices. This study uses a modelling-based framework to simulate some of the levers that local and central governments have to affect housing prices and affordability: direct intervention on the supply-side and subsidies. Specifically, this simulates retention-and-targeting (RT) programs and subsidies to raise deposits via shared ownership (SO) schemes.

Findings

This study finds that solving the affordability crisis would take a decade if the supply of affordable housing increases by at least 45% annually. With the introduction of RT and SO programs, it could still be solved within a decade, where the required growth rate decreases to 35%. However, for growth rates between 5% and 10%, the policy goal is met in approximately 40 years, and the SO program becomes exceedingly expensive.

Originality/value

Housing affordability is one of the hottest policy issues in New Zealand and the developed world. In the past decade, a number of affordability policies have been introduced with limited success due to their lack of interoperability and siloed efforts. Results in this paper should be interpreted as the boundaries of what is feasible and realistic in the realm of affordability policies. Therefore, its contribution relies on investigating the multiple effects if the financial, administrative and political barriers to RT and SO programs could be overcome. Its scope is a blueprint for the design of policies in other cities where unaffordability has become extreme.
