A Bayesian probit model with individual effects that exhibit spatial dependencies is set forth. Since probit models are often used to explain variation in individual choices, these models may well exhibit spatial interaction effects due to the varying spatial location of the decision makers. That is, individuals located at similar points in space may tend to exhibit similar choice behavior. The model proposed here allows for a parameter vector of spatial interaction effects that takes the form of a spatial autoregression. This model extends the class of Bayesian spatial logit/probit models presented in LeSage (2000) and relies on a hierachical construct that we estimate via Markov Chain Monte Carlo methods. We illustrate the model by applying it to the 1996 presidential election results for 3,110 U.S. counties.

This chapter explores the question of where and how leaders in the library field gain the knowledge, skills, and ability to lead and manage people. The authors report empirical evidence to answer this question based on the results of the third stage of an ongoing study—a study which examines the academic preparation of professional librarians who have become directors of libraries. The results of a survey inquiring into the formal training received by practicing library directors are detailed. Among other findings, 55.1% of the library directors surveyed and observed that graduate library school did not prepare them to become library directors. There is some evidence that a shift of perception regarding the need for traditional management training has begun to occur in library schools. The authors contend that this trend needs to accelerate if the information profession intends to prepare library directors to assume leadership roles in the future. This chapter briefly reviews the research findings from stage one and two research, which provided the foundation for the current study. As a result of this research a fourth stage of research is planned which will use in person in-depth interviews of library directors. The influence of leadership on organizational results has been explored within the broader management literature. There is clearly a relationship between leadership and results. What is unclear is how and where these leaders gain the knowledge, skills, and ability to lead and manage.

The new digital environment has led to the development and adoption of innovative approaches; also in the urban context which has always been characterized by different, interconnected, and dynamic dimensions. Urban governance models have been enhanced by smart technologies, which act as enablers of advanced services and foster connections between citizens, public and private organizations, and decision-makers. In this context, the objective of this chapter is to examine the role of data-driven approaches in the urban context during the chaotic and high variable circumstances related to the diffusion of the Coronavirus disease 2019 (Covid-19). Thanks to the adoption of the co-evolutionary perspective, a cycle in urban governance decision-making approach based on digital technologies is depicted and its contribution for managing the ongoing Covid-19 is traced. The results of the analysis highlight how the data-driven approach supports urban decision-making process and shed light on the co-evolutionary perspective as heuristic device to map the interactions settled in the networks between local governments, data-driven technologies, and citizens. In this sense, this chapter offers interesting insights, potentially capable of generating useful implications for both researchers and professionals in the public sector.

Immigration has been a subject of intense historical and contemporary debate in US political life. Advocates of more restrictive immigration policies stress concerns over the USA’s ability to support immigrant residents and whether newer immigrants threaten the US national identity and social cohesion. Proponents and opponents of current US immigration policy will use figures from the 2000 census to justify their respective arguments in upcoming debates on this subject. This article examines a variety of immigration literature resources such as scholarly books, government documents, and Websites and seeks to emphasize the subject’s complexities and contradictions along with US and transnational perspectives.

The Spring 1984 issue of Public Personnel Management includes an article by Joy Ann Grune and Nancy Reder entitled “Addendum — Pay Equity: An Innovative Public Policy Approach to Eliminating Sex‐Based Wage Discrimination”.
