Abstract

During and immediately after the Second World War salmonellosis first emerged as a public health problem in Britain, having been introduced primarily via contaminated batches of dried egg from the USA. Surveys of broiler carcasses at retail outlets and hospitals have shown salmonella contamination rates varying between 45 and 80 per cent. To what extent the legislative control measures introduced during 1989 requiring the testing and slaughter of infected laying and breeding poultry flocks, more frequent inspection of protein processing plants, along with other veterinary measures, will be effective in controlling salmonellosis and other foodborne infections in Britain, remains to be seen. In 1989 the government also announced its intention to introduce legislation which will legalise the use of irradiation of certain foods, including poultry, the cost‐effectiveness of which as a public health measure has been demonstrated.

Abstract

Describes a study to measure the quality of service provided by food‐poisoning surveillance agencies in England and Wales in terms of the requirements of a representative consumer ‐ the egg producing industry ‐ adopting “egg associated” outbreak investigation reports as the reference output. Defines and makes use of four primary performance indicators: accessibility of information; completeness of evidence supplied in food‐poisoning outbreak investigation reports as to the sources of infection in “egg‐associated” outbreaks; timeliness of information published; and utility of information and advice aimed at preventing or controlling food poisoning. Finds that quality expectations in each parameter measured are not met. Examines reasons why surveillance agencies have not delivered the quality demanded. Makes use of detailed case studies to illustrate inadequacies of current practice. Attributes failure to deliver “accessibility” to a lack of recognition on the status or nature of “consumers”, combined with a self‐maintenance motivation of the part of the surveillance agencies. Finds that failures to deliver “completeness” and “utility” may result from the same defects which give rise to the lack of “accessibility” in that, failing to recognize the consumers of a public service for what they are, the agencies feel no need to provide them with the data they require. The research indicates that self‐maintenance by scientific epidemiologists may introduce biases which when combined with a politically inspired need to transfer responsibility for food‐poisoning outbreaks, skew the conduct of investigations and their conclusions. Contends that this is compounded by serious and multiple inadequacies in the conduct of investigations, arising at least in part from the lack of training and relative inexperience of investigators, the whole conditioned by interdisciplinary rivalry between the professional groups staffing the different agencies. Finds that in addition failures to exploit or develop epidemiological technologies has affected the ability of investigators to resolve the uncertainties identified. Makes recommendations directed at improving the performance of the surveillance agencies which, if adopted will substantially enhance food poisoning control efforts.

Describes the epidemiology of campylobacter enteritis in developed countries, including milk‐borne infection, contamination of poultry meat and intervention measures in poultry meat production. Concludes that the latter is the single most important vehicle of infection and that efforts should be directed towards improving scalding hygiene as the method most likely to counter contamination effectively.

Abstract

The frequency of reporting of foodborne infections of animal origin, in particular salmonella, campylobacter and Escherichia coli (VTEC) has increased in recent years due to changes in food production and processing methods in parallel with changes in eating habits and other social factors such as mass catering and the use of convenience foods. In contrast infections, primarily of human origin, in particular typhoid, paratyphoid and bacillary dysentery, are nowadays much less frequently associated with foodborne spread. Meanwhile, other “emerging” micro‐organisms of bacterial, viral and protozoal origin have increasingly frequently been reported with evidence of food or waterborne spread. Foodborne disease has also taken on an international dimension, highlighted by outbreaks associated with imported foods (e.g. cheese, chocolate, pate, etc.) and tourist groups. Presents a review of recent trends in foodborne infections.

The most common causes of this are examined here with special reference to England and Wales, the extreme seriousness of the problem is underlined and various precautionary measures at both producer and consumer levels are recommended for its alleviation.

Abstract

There has been a paradigm shift within research exploring autistic experience in recent decades towards greater participation, agency and voice for autistic researchers and the autistic community more generally (Fletcher-Watson et al., 2019). This approach has shown a greater focus on research oriented towards the priorities or preferences of the autistic community (Fletcher-Watson & Happé, 2019; Pellicano et al., 2014), curtails concerns regarding epistemic injustice and has influenced understandings of autistic ontology and neurology. Co-produced research, characterised by the inclusion of diverse stakeholders, builds trust between participants. Nonetheless, co-production in research requires careful planning and support (Stark et al., 2021), sometimes proving ‘turbulent’ and ‘challenging’ (Worsley et al., 2021). This chapter explores the experiences and reflections of a team of autistic and non-autistic researchers conducting co-produced research amid the global COVID-19 pandemic. With research practices and systems altered due to increased remote work, online communication and limited in-person interaction, this topic is especially pertinent. With the increasing emphasis on involving members of the autistic community in research at all levels of development, the impact of the pandemic on how participatory research is carried out may be complex. This chapter has implications for planning and conducting co-produced research in our new reality, considering both the opportunities and obstacles it presents.

Abstract

After great Wars, the years that follow are always times of disquiet and uncertainty; the country is shabby and exhausted, but beneath it, there is hope, expectancy, nay! certainty, that better times are coming. Perhaps the golden promise of the fifties and sixties failed to mature, but we entered the seventies with most people confident that the country would turn the corner; it did but unfortunately not the right one! Not inappropriate they have been dubbed the “striking seventies”. The process was not one of recovery but of slow, relentless deterioration. One way of knowing how your country is going is to visit others. At first, prices were cheaper that at home; the £ went farther and was readily acceptabble, but year by year, it seemed that prices were rising, but it was in truth the £ falling in value; no longer so easily changed. Most thinking Continentals had only a sneer for “decadent England”. Kinsmen from overseas wanted to think well of us but simply could not understand what was happening.

Abstract

The visit to Aberdeen of Her Majesty The Queen on June 27 confirmed what had been obvious for a little time—that the epidemic of typhoid fever in the city is over, notwithstanding that sporadic “secondaries” may continue to occur from time to time. The number of confirmed cases admitted to hospital exceed 400 and the outbreak is among the largest of this century in Britain. The largest number of cases on any one day was 64 on June 1, but by the second week in June, cases had begun to fall and the outbreak was on the decline. The total included about 90 children and there were 38 suspected cases which proved not to be typhoid fever. The infection spread beyond Aberdeen and on June 8, the Secretary of State for Scotland said in the House of Commons that 31 patients (29 in Scotland and two in (England) were in hospital with typhoid contracted in Aberdeen and that 40 other cases were under investigation.

Abstract

A marked increase in the incidence of microbial food poisoning parallels increasing scientific and public concern about microbiological hazards. This literature review highlights the important pathogens involved in the increase and issues salient to developing effective risk‐benefit communication with the public about microbial food poisoning. Research into public perceptions of microbiological food hazards is reviewed, together with public attitudes towards one of the technologies that could combat food poisoning: food irradiation. Suggestions for reducing the incidence of microbial food poisoning through effective communication strategies are provided.

Abstract

Purpose

This research aims to examine the relevant literature related to maintenance performance measurement in the manufacturing sector. In the process, innovative approaches and models utilized to measure and manage maintenance performance in manufacturing operational settings are classified and examined. Based on this investigation, future research directions and themes are identified.

Design/methodology/approach

A database of 251 peer‐reviewed publications, published during the last 30 years, was utilized for the purpose of this research. The published works included contributions from both practitioners and scholars.

Findings

This literature review‐based research revealed important themes related to evolution of maintenance performance management. These themes focus on the effective utilization of maintenance resources, information systems support, and human factor management. Based on this literature review, a conceptual framework, which traces the different operational and organizational facets of the evolution of maintenance performance management, is offered.

Research limitations/implications

Based on the findings of this study, it is concluded that the area of maintenance performance and management is in need of more future systematic research efforts aimed at solidifying theoretical constructs and promoting the utilization of more practical applications.

Practical implications

Findings derived from this investigation have relevant manufacturing implications. In this context, understanding the different approaches to maintenance performance measurement and management, as utilized in manufacturing organizations, is critical to these organizations' performance improvement efforts.

Originality/value

Understanding the types and scopes of the different approaches and models utilized to manage and measure maintenance performance in manufacturing operational settings is important in light of the growing competitiveness of the manufacturing sector.
