Abstract

Since the end of the Cold War, armed forces have been busier than ever before. This necessarily led to an increase in cooperation between national armed forces. It also produced cultural and political challenges, which influence both the success and the effectiveness of military operations abroad.

In this respect, the views of military personnel regarding the advantages and pitfalls in multinational missions may be of interest to us. In an attempt to provide answers to these questions, nine high-ranking officers from European countries were interviewed during a course at the NATO Defense College in Rome in late January 2007.

Abstract

Purpose – The purpose of this chapter is to illustrate the importance of using open source technologies and common standards for interoperability when implementing eHealth systems, and to illustrate this through case studies, where possible.

Design/methodology/approach – The sources used to inform this chapter draw from the implementation and evaluation of the eHealth Program in the context of the Millennium Villages Project (MVP).

Findings – As the eHealth Team was tasked to deploy an eHealth architecture, the Millennium Villages Global-Network (MVG-Net), across all 14 of the MVP sites in sub-Saharan Africa, the team not only recognized the need for standards and uniformity but also realized that context would be an important factor. Therefore, the team decided to utilize open source solutions.

Practical implications – The MVP implementation of MVG-Net provides a model for those looking to implement informatics solutions across disciplines and countries. Furthermore, there are valuable lessons learned that the eHealth community can benefit from.

Originality/value – By sharing lessons learned and developing an accessible, open source eHealth platform, we believe that we can more efficiently and rapidly achieve the health-related and collaborative Millennium Development Goals.

Abstract

This chapter explores blockchain's five key elements ‒ distribution, encryption, immutability, tokenization, and decentralization. It also examines blockchain's potential to revolutionize today's businesses by looking at the efficiency and transparency blockchain brings to business processes. In addition, the chapter discusses the added benefits of traceability and potentially decreasing long-term costs before reviewing some of the known technical challenges blockchain faces today especially pertaining to commercial and enterprise adoption. Limited block size and low-transaction rates potentially inhibit blockchain's ability to scale to meet the needs of current and future enterprises. The lack of blockchain standards, along with creating multiple blockchains, complicates interoperability between the various blockchain platforms. The chapter concludes by offering potential solutions to blockchain's current technical challenges and how enterprises might adapt blockchain in the future.

Abstract

This chapter synthesizes the economics, law, and technology of security tokens and security token offerings (STOs). Security tokens are an increasingly important instrument in decentralized finance (DeFi) markets. They are blockchain-based investment contracts that are subject to securities law. Interoperability, fractional ownership, market liquidity, and rapid settlement are the main reasons security tokens are a primary catalyst for digitizing finance. The chapter empirically compares STOs with initial exchange offerings (IEOs) and initial coin offerings (ICOs). STOs take longer and raise more funding. However, controlling for other factors, the amount raised in STOs and IEOs is lower than in utility-token ICOs. These findings suggest an avenue for future research. Moreover, both the law and the technology of security tokens need to address critical challenges related to the competent jurisdiction in multinational activities and blockchain interoperability, scalability, and natural resource degradation.

This chapter proposes an optimized innovative information technology as a means for achieving operational functionalities of real-time portable electronic health records, system interoperability, longitudinal health-risks research cohort and surveillance of adverse events infrastructure, and clinical, genome regions – disease and interventional prevention infrastructure. In application to the Dod-VA (Department of Defense and Veteran's Administration) health information systems, the proposed modernization can be carried out as an “add-on” expansion (estimated at $288 million in constant dollars) or as a “stand-alone” innovative information technology system (estimated at $489.7 million), and either solution will prototype an infrastructure for nation-wide health information systems interoperability, portable real-time electronic health records (EHRs), adverse events surveillance, and interventional prevention based on targeted single nucleotide polymorphisms (SNPs) discovery.

Abstract

The construction industry's application of supply chain management (SCM) principles is confronted with numerous Gordian Knots ranging from late delivery, fragmentation and others. The challenges could be attributed to multiple factors. The most crucial amongst them are adopting management ideas rooted in the second and third industrial revolution without taking consideration of the present industrial revolution. Evidence from literature and practice revealed that we are presently in the fourth industrial revolution (4IR). This chapter calls for developing a model that supports construction supply chain management (CSCM) in tandem with the principles of 4IR. This chapter presents the idea behind the conception, development and benefit of this research book to construction stakeholders and academia. The various shortcomings in the existing model for CSCM were also discussed in this chapter extensively.

Abstract

Cities’ population growth goes in hand with the development of new technologies that are becoming the key factor of the Smart City (SC) concept. It allows the implementation of efficient management solutions, operation, and sustainable development of a city to face the challenges of urbanization and improve the services for the citizens and visitors.

The concept of the SC 5.0 was first presented in Svítek, Skobelev, and Kozhevnikov (2020), where the problems of the complexity of current cities due to rigid management processes, variety of infrastructure, and SC modules, systems, subsystems, and applications were described.

To prove the concept, several practical examples were developed to cover the topics: modeling in SCs, practical implementation of multiagent technologies, the approach of creating city ontology and the city knowledge base as the instrument of semantic interoperability, and visualization possibilities of Smart Evropská as a SC Testbed used for teaching purposes.

The new organizational structure is proposed based on knowledge graphs, and practical examples are shown. The applicability of knowledge graphs to be used in combination with data management platforms for monitoring SC key performance indicators (KPIs) and providing interoperability of services is presented.

Abstract

This chapter studies Digital (or Electronic) Government in Latin American (LatAm) countries from a comparative perspective. It analyzes a group of countries with a significant degree of economic diversity and public administration heterogeneity. This chapter presents data about the development of the Information Society in Latin America, regarding the diffusion of Information and Communication Technologies (ICTs) and the Internet in the countries of the region and taking into account the digital divide phenomenon. It also analyzes Digital Government from a regional perspective, pinpointing intergovernmental institutions and international organizations devoted to design and define, and, in some cases, implement, shared perspectives and a common agenda within this region. This overview is brought forward by a comparative approximation to the development of e-Government readiness in LatAm countries, using data from the United Nations reports. Additionally, this chapter analyzes sectional e-Government dimensions, including digital public administration national agendas, electronic public service delivery websites, interoperability initiatives, social media technologies, open data and open government strategies, and the future of technology in public sector of the region. Therefore, this chapter is important to understand the role of ICTs as one of the most recent sources of innovation and reform in public administrations Latin America.
