Abstract

Purpose

The purpose of this paper is to address the question of how regional diversification affects subsidiary staffing composition in multinational enterprises. Another important objective of this study is to examine the effects of institutional distance, specifically regulative and normative distances, on foreign subsidiary staffing composition.

Design/methodology/approach

To estimate firm- and country-level parameters simultaneously, hierarchical linear modeling was conducted on a sample of 1,068 foreign subsidiaries of South Korean firms operating in 25 countries in 2014.

Findings

The results reveal that intra-regional diversification has a positive effect, whereas inter-regional diversification has a negative effect on local staffing in foreign subsidiaries. In addition, there is a positive association between informal distance (such as normative distance) and local staffing of foreign subsidiaries, while formal distance (such as regulative distance) is negatively related to local staffing of foreign subsidiaries.

Research limitations/implications

The cross-sectional nature of the data in this study may preclude examination of the relationships among institutional distance, institutional environment, and subsidiary staffing composition. The authors suggest that future researchers employ a longitudinal design to examine the effects on staffing composition of institutional distance and institutional environments over time.

Originality/value

The paper contributes to the literature on international human resources management by highlighting the importance of combining multilevel parameters to improve assessment of the importance of firms’ competitive strategy and institutional environments in local staffing in foreign subsidiaries.

Abstract

Purpose

The purpose of this paper is to examine the regional profile of poverty in Uttar Pradesh, one of the most populated and impoverished states of India. It also identifies the factors underlying the inter-regional differences of poverty in the state.

Design/methodology/approach

Regional estimates have been evaluated by dividing the state into four economically classified regions (Western, Central, Southern, and Eastern), using the unit-level records of two latest available Consumption Expenditure Surveys of NSSO representing the period 2009-2010 and 2011-2012. Poverty has been defined by the latest available Rangarajan Expert Groups’ poverty line and aggregated in terms of headcount ratio and share of below poverty line population. Furthermore, to investigate the correlates of poverty, a survey-based logistic regression has been estimated specifically for each region and for both rural and urban areas.

Findings

Estimates reveal that though overall poverty in the state has declined, inter-regional poverty trends witness rise in the level of impoverishment particularly in urban Southern Region (SR), rural Eastern Region (ER), and in both rural and urban areas of Central Region. Nevertheless, the inter-regional disparity in poverty has observed a decline; it can further be eliminated if such high poverty reduction in urban ER and rural SR is sustained along with a similar progress in their impoverished counterparts.

Originality/value

The study recommends that poverty alleviating policies in the state should focus more on reducing the household size, development of socially excluded sub-groups (Scheduled Castes and Other Backward Classes), delivery of basic facilities (education and health care), and enhancement of employment prospects for casual laborers, with special emphasis on identified impoverished regions.

Abstract

Purpose

The purpose of this paper is to show that the approaches to smart specialisation being adopted in different European Union (EU) regions are likely to be heavily shaped by the institutional and governance context, as well as the regional economic specifics. Along with the specific regional economic characteristics, these institutional variations mean that there is no single smart specialisation template or blueprint which can be transplanted onto every region. Rather, regions have to work within their own governance frameworks to find their best solutions.

Design/methodology/approach

As evidence of this, the authors analyse the possibilities and challenges faced by four different sets of regional examples in the UK, the Netherlands, Belgium and Spain. Using OECD, EU and other official national documents and publications, the authors are able to explain the ways in which the governance set-ups vary enormously across these different arenas although they do share some certain common features with the other examples on a case-by-case basis.

Findings

The policy architecture within which the smart specialisation agenda will be operating is very different in each national or regional case. As such, in addition to the regional economic specifics, the smart specialisation challenges faced by different regions are likely to differ significantly due to governance issues as well as variations in the regional economic conditions. This is because the possibilities for different regional actions depend heavily on the governance relationship between the regional and the local governance remits.

Research limitations/implications

The argument presented here are necessarily in part speculative in that while they are based on a regional systems-of-innovation conceptual framework which links institutions, innovation and regional development, the actual smart specialisation implementation processes are still in their infancy, so that the actual outcomes remain to be seen in the long run.

Practical implications

The analysis here helps to situate smart specialisation discussions in the national-regional institutional and governance context. This also serves to frame how smart specialisation priority-setting processes are likely to be undertaken and helps to consider how such activities may play out in other regions with different institutional settings.

Originality/value

This is one of the few papers that explicitly examine specialisation issues in a governance and institutional setting. In reality, the success or otherwise of smart specialisation agenda will be heavily shaped by how the governance and institutional issues are addressed. Good analysis and data gathering is essential, but good governance for policy design, monitoring and evaluation can potentially also provide a crucial advantage to smart specialisation actions. In contrast, poor governance may undermine good smart specialisation intentions and analyses.

Abstract

This research aims to determine the impact of the COVID-19 pandemic on the social and macroeconomic conditions of East Nusa Tenggara Province (ENT) and formulate strategies, policies, and programs for post-COVID-19 economic recovery. The study used two approaches, namely quantitative and qualitative approaches, where quantitative was used to determine the impact of COVID-19 on the macroeconomic variables of ENT. Meanwhile, a qualitative approach is used to analyze the impact of COVID-19 on social conditions and then formulate strategies, policies, and programs to overcome the economy after COVID-19. To help researchers analyze conditions and formulate strategies and policies using SWOT and analytical hierarchy process (AHP) analysis, then create a model for the economic development of ENT after COVID-19. The results of this study are the economic growth of ENT from the business sector, namely the accommodation, food and drink sector, then the wholesale and retail trade sector, followed by the transportation and warehousing sectors. Meanwhile, the sectors that experienced significant growth were information and communication. In the social aspect, poverty and unemployment rates have increased. Economic development strategies and policies are improving the quality of telecommunications networks in tourism areas, economic digitization, providing internet facilities, and free learning tools for underprivileged students. Collaboration between academics, government, leaders, business actors, and the media for economic development through social enterprises is needed. The impact of this research is to contribute to economic development after COVID-19 in ENT.

Abstract

Purpose

Coronavirus Disease 2019 (COVID-19) is a pandemic with unique regional logistics management (RLM) challenges to respond to the chaos created by the crisis and to restore normality for operations and supply chains in home nations. The purpose of this article is to explore RLM in times of crisis from the perspective of public authorities responsible for combating the COVID-19 pandemic. The article also discusses the significance of crisis-driven RLM for humanitarian logistics and supply chain (HLSC) management.

Design/methodology/approach

Grounded on an inductive case study logic and guided by a constructivist perspective, this research involves semi-structured interviews with 15 managers and strategists responsible for the RLM of COVID-19 to capture lessons learnt so far from mitigating the transmission and spread of COVID-19. Underpinning the research is a conceptual RLM model premised on coordination, communication, and containment mechanisms (the 3Cs of crisis-driven logistics), as crisis response.

Findings

The study finds that the triggering of regional logistics in times of crisis for the COVID-19 case involves taskforce teams with centralisation for crisis readiness, information infrastructure with digitalisation for crisis protocols, and capacity calculations with orchestration for crisis scenarios. The study also finds that navigating the challenges for the 3Cs of crisis-driven logistics entails forward-thinking leadership for culture-based commitments, first-hand clarity for compliance-based campaigns, and far-reaching solidarity for compassion-based contributions.

Originality/value

This article addresses the gap in knowledge on RLM and potential priorities that underpin crisis-driven RLM strategies for HLSCs. The research is original in its argument for regional perspectives on logistics strategies that contribute to the “viability” and “integrity” of HLSCs. The research also uniquely focuses on RLM in times of crisis and proposes a conceptual RLM model of strategies for enhancing HLSCs.

Abstract

Purpose

Global health challenges and threats could be confronted by collaborative efforts of international community. Governance for global health is a set of formal and informal processes, operating beyond state boundaries, and refers to institutions and mechanisms established at the national, regional and international levels. Nordic countries demonstrated a long-standing commitment to development assistance for health (DAH), and more recently to governance for global health. Governance for global health tools could be used effectively to achieve collective solutions for the maintenance and promotion of health as a common good, could ensure accountability and transparency, and reconcile the interests of different actors on the international and national levels. The aim of this paper is to provide an overview of tools and approaches in support of eight sub-functions of governance for global health applied by the Nordic countries. This will help international audience to compare those mechanisms with similar mechanisms that are available or planned in their countries and regions, and may benefit policy scholars and practitioners.

Design/methodology/approach

This study uses qualitative review of research literature, policy documents and information available from institutional websites related to the governance of global health in four Nordic countries. In total, 50 selected publications were analyzed using framework synthesis, mapping all findings to 8 dimensions (sub-functions) of governance for global health and related tools.

Findings

Review reveals which tools are available, how they have been applied by the Nordic countries and influenced all domains (sub-functions) of governance for global health at different levels: national governments, agencies and networks; bilateral and multilateral partnerships; inter-governmental institutions and international health-related organizations. Common trends and approaches in governance for global health have been formulated.

Originality/value

This study is unique in relation to the prior literature as it looks at the role of Nordic countries in the governance for global health system through the lens of tools applied in support to its sub-functions.

Abstract

Purpose

The purpose of this paper is to provide an up‐to‐date overview of Tajikistan's health system, focusing on the main factors affecting health systems development. The wider contextual environment is to be explored, focusing on political, social and economic issues. Different elements of the health system including health policy, governance, service delivery, human resources and health financing are reviewed in the light of their development over the past decade.

Design/methodology/approach

The paper shows that the Republic of Tajikistan is in transition. Formerly one of the most neglected republics within the USSR, the country became independent in 1990 and faced the civil conflict shortly thereafter. In the last few years there have been major public sector reforms with health reforms formally launched in the late 1990s. Little information about current Tajikistan is widely available.

Findings

The paper finds that the progress of health reforms in Tajikistan has been relatively slow compared with neighbouring Kazakhstan and Kyrgyzstan. This is largely due to the effects of civil war in the mid‐1990s and significant out‐migration of qualified experts, but it can also be attributed to an inability of central government to adequately adapt to the requirements of transition.

Originality/value

The paper shows that many problems are still to be overcome by the health system, ranging from operational issues related to service delivery to strategic issues such as formulating an explicit privatisation policy, reducing fragmentation of, and aligning, external aid. However, some recent developments, such as adoption of a country health reform conception, a health financing strategy, and willingness of central government to improve coordination, suggest that improvements are possible.

Abstract

Purpose

This article analyses a major healthcare and social welfare reform establishing new regional and integrated wellbeing services counties in Finland. The authors approach the reform and service integration as a knowledge management (KM) issue and analyse how KM appears and contributes in the context of integrated care, specifically in the process of integrating social and health care.

Design/methodology/approach

The article analyses the case organisation's KM initiatives in light of the integrated care literature and recognises the tasks and requirements for effective KM when building integrated health and social care system. The empirical research material for this qualitative study consisted of the case organisation's strategy documents, the results of an external maturity assessment, KM workshop materials and publicly available documentation of the Finnish health and social care reform.

Findings

This study identifies the mechanisms by which KM can support health and social services integration. At the macro level, national coordination and regional co-operation require common information structures. At the meso level, a shared regional strategy with shared objectives guides both organisational decision-making and collaboration between professionals. At the micro level, technology supported and data-driven planning of service chains complements the experiences of professionals and may help remove obstacles to integration.

Originality/value

This study contributes to the literature on integrated care by providing a more comprehensive view of the role and tasks of knowledge and KM when reforming health and social services than approaches focussing solely on health informatics and internal efficiency.
