Abstract
In this historical analysis, Jacques Ellul’s theory of propaganda is applied to analyse the changes of China’s propaganda. It is found that China’s propaganda is undergoing structural transformations from depending on human organisation to extensive control and use of media technology. Sociological propaganda as a complement to political propaganda has significantly expanded; integration propaganda replaced agitation propaganda. International image management by the government has become a new dimension of China’s propaganda. The research is one of the first to observe such structural changes.

Abstract
Purpose
Propaganda is a prevalent technique used in social media to intentionally express opinions or actions with the aim of manipulating or deceiving users. Existing methods for propaganda detection primarily focus on capturing language features within its content. However, these methods tend to overlook the information presented within the external news environment from which propaganda news originated and spread. This news environment reflects recent mainstream media opinions and public attention and contains language characteristics of non-propaganda news. Therefore, the authors have proposed a graph-based multi-information integration network with an external news environment (abbreviated as G-MINE) for propaganda detection.
Design/methodology/approach
G-MINE is proposed to comprise four parts: textual information extraction module, external news environment perception module, multi-information integration module and classifier. Specifically, the external news environment perception module and multi-information integration module extract and integrate the popularity and novelty into the textual information and capture the high-order complementary information between them.
Findings
G-MINE achieves state-of-the-art performance on both the TSHP-17, Qprop and the PTC data sets, with an accuracy of 98.24%, 90.59% and 97.44%, respectively.
Originality/value
An external news environment perception module is proposed to capture the popularity and novelty information, and a multi-information integration module is proposed to effectively fuse them with the textual information.

Abstract
Purpose
The purpose of this paper is to examine how individual-level intercultural communication competence (ICC) represented by cultural empathy, open-mindedness, and flexibility predicts preferred use of symmetrical, two-way, conservation, and ethical public relations practices (PRPs) among public relations (PRs) students.
Design/methodology/approach
Structural equation modeling was used to analyze self-report data from 268 PRs students surveyed at a southern university.
Findings
Results indicated that empathy, open-mindedness, and flexibility together significantly predicted the preferred use of all four PRPs. The three ICC variables each had a positive direct effect on symmetrical and ethical PRPs. Empathy and flexibility each had a positive direct effect on two-way and conservation PRPs.
Research limitations/implications
This study provides evidence that the PRPs resulted from Excellence Theory, despite controversies over their practicality, are closely and positively related with ICC qualities such as empathy, open-mindedness, and flexibility among future practitioners. Future research should overcome the limitations in this study by examining current practitioners instead of PR students who are the future practitioners, investigating the PRP instruments’ criterion-related and construct validity, as well as exploring different levels and types of ICC.
Originality/value
This study is new in bridging the gap between preferred PRPs and the qualities needed for those PRPs, thereby addressing two limitations in the current intercultural PRs research.

Abstract
Purpose
This study aims to examine corporate social responsibility disclosure (CSD) in China.
Design/methodology/approach
The paper examines the extent to which firm size and financial performance impacts social disclosure by examining published financial information and social disclosure information in annual reports.
Findings
Results indicate a positive relationship between firm size and disclosure but no relationship between firm profitability and disclosure.
Research limitations/implications
Only 2008 annual reports with a relatively small sample size are used. Longitudinal studies in the future may be warranted.
Practical implications
CSD has become widespread in the west but is only now taking hold in the east. As many global firms expand operations in China, this paper will add to research in the area addressing CSD in that country.
Originality/value
Most studies have examined CSD in the west. This study makes a contribution to the corporate social responsibility literature by investigating an emerging market in China.

Suggests that although social marketing has long been seen as the modern way of communicating social agendas, it may be displaced by a more polemical and manipulative paradigm, social propaganda, and that this rivalry is intimately connected with the rise of single issue pressure groups and concomitant decline in conventional political participation. While this thesis is not proved in any rigorous sense, does attempt to achieve a secondary objective, that of sorting out a very real conceptual confusion between social marketing and social propaganda, establishing their boundaries and nuancing the subtleties of each by comparison with a conceptually distinct other.

Abstract
Purpose
During the late 1980s New Zealand, in common with a number of other nations, underwent a controversial restructuring of its public sector, including education. The radical nature of education reform was to be epitomised in the documents Administering for Excellence (the Picot report), and the Labour Government's official response, Tomorrow's Schools. The publication of these documents, however, tended to polarize New Zealand's education sector and the public at large into opposite and opposing camps. This paper aims to address these issues.
Design/methodology/approach
In producing a step‐by‐step analysis of the techniques of persuasion employed during a crucial period of New Zealand's educational history, it will be shown how many of the arguments presented during this time have continued to shape the way we view the educational reforms and their impact more than 20 years later.
Findings
It will be demonstrated that the nature and style of propaganda on both sides was highly sophisticated, expressly aimed at building a constituency that was either supportive or hostile to reform.
Originality/value
This paper is perhaps the first to critically examine the nature and role of propaganda in both promoting the educational reforms and in galvanizing resistance to them. In utilising the very considerable amount of hitherto un‐cited documentary material now available, this paper makes a major contribution to education policy research.
