Abstract

This chapter offers a discussion of the increasingly widespread use of student evaluations in higher education. It critiques the extent to which these student evaluations are now regarded by governments and higher education management as an authoritative source of information on all aspects of HE provision, with a particular focus on their use to rank and evaluate teaching excellence through the Teaching Excellence Framework. It provides an overview of research looking into how student perceptions of teachers' teaching excellence, or otherwise, play out very differently depending on the gender, age and social class of the lecturers doing the teaching. This chapter argues that these differences make it difficult to ensure that students' assessment of higher education teaching are fair and/or consistent with regard to the teaching they are experiencing across different courses, disciplines and institutions. It concludes that acknowledging how inequalities will inevitably play a part in any evaluative processes is a more productive way of thinking about how more informed indices of teaching quality might be more usefully understood and operationalised in higher education. This approach, however, requires HEI's to recognise the ways in which existing racialised, sexualised and gendered patterns reoccur and sustain inequalities currently in the UK higher education sector. Abstract

This chapter summarises the role of EU actions in supporting healthcare policies in the EU Member States, both looking at implemented actions and describing current priorities for the future. It argues that these coordinated actions can be beneficial for EU Member States by helping them to avoid duplication of effort and to attain economies of scale. Moreover, data sharing with proper safeguards can unleash vast amount of ‘learning what works’ both for medical treatments and for healthcare sustainability measures. The need for this common learning appears ever more urgent while facing the health and economic consequences of the present pandemic.

Abstract

This chapter justifies India’s acquisition of nuclear weapons on the basis of an ancient Roman dictum: Si vis pacem, para bellum, which means, ‘if you want peace, prepare for war’. However, Indian leaders were far more imbued with idealism than realism. Nehru’s successors were not able to overcome Nehru’s idealistic commitment to use nuclear technology for peaceful purposes alone.

However, the government led by the BJP changed Indian nuclear policy by conducting five nuclear tests in May 1998 and declaring India as a Nuclear Weapons State (NWS). India also came out with its nuclear doctrine.

This chapter discusses the basic principles of the Indian nuclear doctrine. Though there are several principles of the doctrine, only such principles which have a bearing on the ultimate goal of achieving nuclear disarmament are discussed in this chapter. India has pledged not to use nuclear weapons ‘against states which do not possess nuclear weapons, or are not aligned’ with other NWS. India adheres to the concept of no first use (NFU) of nuclear weapons. This is the heart of the nuclear doctrine. The principle of NFU says that the nation would resort to the use of nuclear weapons only as a weapon of self-defence and only in a second strike.

India as a reluctant NWS has also committed its nuclear doctrine to ‘global, verifiable and non-discriminatory nuclear disarmament’ as a national security objective. Indian nuclear doctrine is conducive in promoting nuclear disarmament. The chapter also proposes an international treaty around NFU as a first step towards nuclear disarmament.

Abstract

This chapter examines the similarities and differences between the concepts of transformational leadership as developed within North America and the Confucian idea of transformation. It argues that Confucian tradition encompasses the essential elements embedded in the concept of transformational leadership. The former differentiates from the latter in its deeper degree of transformation, emphasis on morality and culture, and its focus on transformation from the inside outwards. The two greatest educators in Chinese history, Confucius and Cai Yuanpei, are evaluated in terms of their transformational leadership qualities in the Western sense. By looking at Confucius and Cai Yuanpei as successful transformational leaders, the chapter identifies four important factors from Chinese cases that may contribute to the success of this type of leadership. Implications of this comparison are discussed as they may inform the knowledge, research and practices of transformational leadership.

Abstract

India became a NWS (Nuclear Weapons State) most reluctantly in May 1998 despite her demonstration of nuclear weapons capability 24 years earlier in May 1974. Having assumed the new status as the sixth overt nuclear weapons state, India also declared her principled policy governing use of nuclear weapons in the event of a national security threat. The Indian Nuclear Doctrine was called “minimum deterrence” by the BJP-led NDA government, but the Congress-led UPA government in 2004 renamed it as “credible deterrence.”

But the heart of the vibrant Indian nuclear doctrine is its commitment to No First Use (NFU) of nuclear weapons. Nuclear weapons were invented by the United States (U.S.). First-ever use of atom bomb is also made by the Americans and a philosophic foundation for the discussion on NFU was also laid in the U.S. However, having put the NFU in the philosophic parlance, the U.S. in the Cold War International environment professed the doctrine for First Use (FU) of nuclear weapons. It is China that made a first public commitment to the NFU after it became the fifth nuclear weapons state.

This chapter proposes to discuss Indian commitment to NFU as a first step on the long path toward global nuclear disarmament—or No Use (NU) of nuclear weapons. India saw Partial Test Ban treaty of 1963 as a step toward NU and also saw the discussions on NPT as another step toward nuclear disarmament as much as it wanted the big powers to see the CTBT too as a device aimed at putting world into NU bind. West, led by the U.S., was however only interested in using the CTBT to deny nuclear weapons status to threshold states, particularly India.

As a self-declared nuclear weapons state, India has, in nuclear doctrine, committed itself to nuclear disarmament. Can there be an international treaty between the declared nuclear weapons states? Can India and Russia come together on the issue? Can they convince China to join? With three Asian nuclear weapons states committing themselves to NFU, U.S. can see economic sense in an international treaty on NFU. Is it possible to create a global public opinion in favor of NU of nuclear weapons? The questions will be answered based on research conduct on the subject.

Abstract

In the post-industrial economies of large urban centers, redevelopment has become the primary engine of economic growth. Redevelopment projects are designed to encourage investment, attract tourism and bring new residents to the city. This form of city building is driven by a neoliberal urban agenda that embraces privatization, and is controlled by the economic interests of private business. In this chapter, we argue that city building under a neoliberal rubric is also a gendered political process, the outcome of which is the redevelopment of urban space in ways that reflect a masculinist and corporatist view of city life. Moreover, both the form of redevelopment and the process itself function to limit public participation in the life and growth of cities, particularly for women and other marginalized groups. In the first section of this chapter, Gendered spaces of redevelopment, we examine how the results of such a process are made manifest in the built form of Canada's largest city, Toronto, with a population of 2.5 million. The city is experiencing a major process of redevelopment and city building that is evident in a massive wave of condominium construction. We suggest that condominium projects, as a particular form of redevelopment, create privatized spaces and encourage privatized services that articulate neatly with a neoliberal urban agenda.

Over the last years, and under the umbrella of the “sharing economy,” various new social practices and novel business models have been established worldwide. Such practices and models are perceived both as opportunity and challenge for existing (urban) public governance regimes. It is in this sense that the sharing economy has become a contested issue and regularly provokes bold governance responses. However, local governing authorities first need to interpret, negotiate, and establish what exactly is “at issue” in order to (re-)act adequately. While such “politics of signification” are well-studied, for instance, in social movements and public media discourse, research on the concerted framing activities of public administrations as well as on the strategic work that sets the stage for public policy-making is relatively sparse – and entirely lacking for the context of the sharing economy. In this chapter, the authors look behind the scenes of the policy-making in the City of Vienna, Austria. The empirical findings unearth six distinct mechanisms –“delimiting,” “negotiating,” “detailing,” “linking,” “justifying,” and “situating” – that are strategically applied to shape the “Viennese way” of governing the sharing economy. This research develops an in-depth understanding of what the authors conceptually dub “strategic issue work”: the manifold efforts that lead to, and underlie, in this case, the policy-making of a local government when it tries to come to terms with the governance challenges of the sharing economy.

Abstract

Several governments in Canada have made commitments to adopting evidence-based policy development. Several obstacles to the adoption of this approach have been identified in the policy literature. However, this literature has lacked an economic perspective. This is unfortunate, since economics has produced the most fully developed normative theory of government policy in the social sciences and humanities. The main elements of this theory are the theory of market failure and the theory of non-market failure, and the integration of those two elements in what Charles Wolf called implementation analysis. The Austrian economics tradition also offers the implications of what is often called Hayek’s knowledge problem and the lessons learned from the economic calculation debate as contributions to the understanding of the challenges facing the application of evidence-based policy. The authors propose adding four economic elements to the current model of evidence-based policy development: (1) providing sufficient and convincing evidence that a market failure has occurred; (2) providing sufficient and convincing evidence that a non-market failure is unlikely to occur or if it does occur the damages from the non-market failure will be less serious than the harm resulting from the market failure; (3) an appreciation of the distributed and conflicted character of social knowledge; and (4) the technical challenges involved in constructing a social preference order. The authors illustrate the application of the economic approach to evidence-based policy with an example from rural land use policy in Ontario.

Abstract

This chapter investigates the origins of cross-sectoral collaboration by exploring when and why policy networks form within the Turkish health sector – a least likely case for network formation. The analysis presented here draws on information collected from a number of official documents, semi-structured interviews with professional experts, and two multi-stakeholder meetings. Timewise, networks entered the policy jargon during the introduction of the Health Transformation Program in 2003. Yet, the years between 2011 and 2015 were ground-breaking in producing concrete cross-sectoral collaborative instruments of policy making. The findings of the analysis reveal that policy networks form as a result of central government’s choice to devolve responsibility and expand the policy space with new issues and actors. Moreover, policy networks emerge not only during the times of policy change which has a reactionary, abrupt, and nature but also during the times of policy stability and legitimacy. These contextual factors are crucial in maintaining an atmosphere of trust among stakeholders, particularly between state and non-state actors. The refugee crisis and spreading securitization discourse in the post-2015 period explain the shifting policy and political agenda leading to public sector retrenchment from cross-sectoral projects within the field of health. This chapter intends to contribute to the literature of comparative public policy by examining the link between policy networks and policy change in addition to adding to the debates on network governance by exploring the processes of network formation. Finally, this chapter contributes to Turkish studies by examining the process of network formation within the Turkish health sector.
