Abstract

Purpose

The purpose of this paper is to outline and reflect on the new research agenda for the Great Zimbabwe World Heritage property. This research agenda was jointly developed by academics and practitioners from Great Zimbabwe University (GZU) and the National Museums and Monuments of Zimbabwe (NMMZ) respectively. This Research-Practice Team was put together for the Heritage Place Lab (HPL), a pilot project of the ICCROM-IUCN World Heritage Leadership programme.

Design/methodology/approach

A series of steps were undertaken to come up with research priorities and a new research agenda that are presented in this paper. The HPL project involved online workshops, due to the COVID-19 travel restrictions, that were held between September 2021 and April 2022. The HPL methodology involved six assignments that were based on the Enhancing Our Heritage Toolkit 2.0 (EOH) which was being designed by UNESCO and its Advisory Bodies. This toolkit encouraged the team to establish site-specific management issues and research needs. The toolkit helped the team to have a detailed appreciation of the site's Outstanding Universal Value as well as other heritage values of national and local importance. The toolkit also involved the mapping of site attributes and multiple actors as well as the analysis of governance and legal frameworks. The toolkit also required the team to identify factors affecting the heritage property.

Findings

The Research-Practice Team highlighted challenges that resulted from the legacy of ill-informed research activities and conservation efforts at the World Heritage property. It became more apparent that the site managers were prioritizing the physical fabric of the site at the expense of the spiritual aspects. Lack of coordination among the actors was also undermining the governance structure. Four thematic strands which included local values and intangible cultural heritage elements; heritage governance; climate change and environmental sustainability and incorporation of local knowledge systems were identified for further research.

Originality/value

The paper is an outcome of collaborative efforts that were done by academics and practitioners. Researchers and site managers at Great Zimbabwe had hitherto worked in silos. The majority of previous and ongoing research on the World Heritage property falls short of addressing the dire management challenges. The paper is an attempt to broaden the scope in terms of the management of the site. In the past focus has been on the monumental aspects of the site with specific reference to the dry-stone walled structures. However, in this instance, the Research-Practice Team has integrated new interests such as the intangible aspects of Great Zimbabwe, spirituality and community beneficiation.

Abstract

Purpose

The purpose of this paper is to assess the extent to which Great Zimbabwe World Heritage Site has contributed to the sustainable development of the local people who live in its vicinity. What is critically important to underscore is the value of the site to society.

Design/methodology/approach

The relevant data were collected through questionnaires, personal interviews and site visits.

Findings

The paper reveals that cultural heritage has affected sustainable development of local communities living in its vicinity in social and cultural terms. There is promotion of Shona traditions through exhibitions and selling of curios by local people at community projects such as the Shona Village and the Great Zimbabwe Nemanwa Craft Centre. The two projects also generate revenue to the local communities. However it was established that a number of benefits from the site such as employment creation are temporary and unsustainable. The main challenge for effecting sustainable development to local communities is lack of community participation.

Originality/value

Most researchers are arguing that sustainability of cultural heritage is much more difficult compared to natural heritage but the findings reflect that cultural heritage through Great Zimbabwe World Heritage Site could be an essential engine and valuable resource for sustainable development.

Abstract

Purpose

Zimbabwean tourism, whose draw-card is wildlife, has been on the decline since land invasions that occurred in 2000. Due to the farm invasions, wildlife-based tourism is no longer a viable option. In cases where traditional industries are declining, cultural tourism has been found to be an effective alternative source of revenue. Cultural and heritage tourism represents a growing special interest market whose demand is very high; however, this sector is yet to be sufficiently explored in the empirical context of Northern Zimbabwe. The purpose of this paper is to explore the development potential of the sector.

Design/methodology/approach

A quantitative methodology was applied in this study. Data were collected using a self-administered questionnaire that was distributed to 500 international tourists who visited Northern Zimbabwe’s cultural and heritage attractions between October 2013 and February 2014. Statistical Package for Social Sciences Version 19.0 was employed in data coding and analysis. Descriptive statistics, independent t-tests and one way analysis of variance were used in this study.

Findings

On the whole, the study found that there is potential to develop cultural tourism as an alternative for tourism growth in Northern Zimbabwe. Results showed that there exists a certain demand for cultural and heritage tourism in Northern Zimbabwe and should be developed. Cultural and heritage tourists’ spending is high per visit, despite the fact that Zimbabwe is an expensive destination. The intention to repeat visitation was found to be significant with the age, level of qualification and nationality of respondents.

Originality/value

The findings provides insights for cultural and heritage tourism managers in Northern Zimbabwe and similar places around the country to invest in this special interest tourism. The development of cultural and heritage tourism will contribute towards the diversification of the seasonal and threatened nature-based tourism in Zimbabwe. With a better understanding of the motivations, trip behaviour characteristics and perceptions of Northern region, this paper presents insights that are important in developing the cultural and heritage tourism sector. Research on tourism growth in Zimbabwe has predominantly focused on nature-based tourism, suggesting a clear relegation of the contribution that cultural and heritage resources can make towards tourism growth; thus, this study provides a significant contribution in the Zimbabwean context with regards to literature.

Abstract

Purpose

There is evidence of emerging silos separating research and practices in heritage. Creating spaces where researchers and practitioners collaborate and learn from their exchanges is therefore needed. This premise was the foundation of the pilot phase for the World Heritage Leadership Heritage Place Lab that allowed eight teams from different geocultural contexts to come together to develop research agendas. This paper provides observations about how these agendas relate to key strands in critical heritage research globally. It complements the other papers in this Special Issue that describe the case studies in detail.

Design/methodology/approach

A keywords approach has been used to identify areas where shared research agendas can advance both heritage practices and academic interest in the field of heritage studies. This was based on the observations made by the author during the pilot phase of the Heritage Place Lab and the research agendas produced by the research-practice teams. The approach is exploratory and experimental, inviting other contributions.

Findings

Twenty keywords are identified and explored via both academic literature and the research priorities identified by the research-practice teams that participated in the pilot.

Originality/value

A keywords approach is relatively untested in the field of heritage studies. Recognizing that commonly-used terms (or words) have fluid meanings across disciplines and practices potentially opens new dimensions to the dialogue between heritage practitioners and researchers.

Abstract

Purpose

The debate on tourism sustainability and its contribution to local development has been very active, especially in connection with world heritage sites (WHSs). The analysis conducted was intended to evaluate the role of information and communication technologies (ICTs) in promoting sustainable tourism, stating the relevance given online by local and international operators to the fact a destination was a WHS and to its commitment over sustainability issues. With this aim, the authors aim to take the perspective of a person navigating online to collect information on possible travel to a specific globally recognised WHS: the Victoria Falls.

Design/methodology/approach

In this paper, for its structure, the authors propose the UN World Tourism Organisation book on sustainability (Sustainable Tourism for Development Guidebook, 2013) to define a framework suitable for a content analysis of websites and mobile applications – available to a prospective traveller, interested in visiting the Victoria Falls, one of the most known WHSs in Africa, not directly for a heritage end.

Findings

There are 91 available online resources that have been studied to assess whether the Victoria Falls is an area recognised and protected by UNESCO; the presence of sustainability-related contents; and the importance of information providers covering this topic and sharing with readers. A potential tourist to the Falls is not well informed online about issues related to sustainable tourism; his attention is likely not to be drawn to such issues, at least not explicitly. The results show there is plenty of room to improve the online communication value of an area recognised by UNESCO.

Originality/value

Literature does not offer other studies linking both WHSs and sustainability (and the related issues) to ICTs and adopting the tourist point of view. Using a WHS case, the results give evidence of the lack of a proper online communication, underlying the outstanding value of the area, and the destination’ initiatives towards sustainability. Results suggest how relevant could be for a destination to offer a proper and complete online communication, to educate travellers about the several implications of being a WHS and about a sustainable and responsible behaviour in case they choose to visit it.

Abstract

Purpose

The World Heritage Convention has reached a milestone, and this year, in 2022, it is celebrating its 50th anniversary. The aim of this article is to review whether and how the goals of the strategic action plan (SAP) for the Implementation of the World Heritage Convention (2012–2022) have been reached.

Design/methodology/approach

This article starts by considering the outcomes for three of the SAP goals, dealing with protection and management; the credibility of the World Heritage List and sustainable development, using additional information from the final implementation report of the SAP (UNESCO, 2021a), which provides key performance indicators and the implementation status for each goal and associated outcomes. This article then compares and contrasts available data, trends and examples to provide more in-depth analyses of the implementation of the three goals. Data have been gathered from my own research and from the work of other academics and practitioners.

Findings

The article finds several key positive changes, including the recent revisions of the Operational Guidelines to include provisions from the 2015 UNESCO Policy on World Heritage and Sustainable Development. However, a number of concerning or worsening trends relating to the protection and management of the World Heritage List, its increasing lack of credibility and sustainable development make it difficult to conclude that the implementation of the goals has been positive. The article concludes with suggestions for addressing these issues.

Originality/value

This paper fills a gap, as not much has yet been published on the state of implementation of the Convention at 50 years old.

Abstract

Purpose

This paper is based on a presentation given at the international World Heritage expert meeting on criterion (vi) held in Warsaw, Poland, in March 2012. Results were updated and adapted to scientific standards. The purpose of this paper is to understand the associative dimension in World Heritage by looking at the evolution and application of criterion (vi).

Design/methodology/approach

For this paper, historical and qualitative approaches were combined. An understanding of the evolution of the criterion (vi) wording was gained through historical analysis and the consultation of relevant World Heritage statutory documents. A selected number of criterion (vi) statements were analyzed in qualitative terms. Results were then discussed in relation to the evolution of criterion (vi) wording and the understanding of pertinent World Heritage concepts.

Findings

Criterion (vi) holds a special position. It addresses an associative dimension of cultural World Heritage sites. Due to its special character, its wording was subject to several changes. While its wording became ever more flexible, this development has not fostered the inscription of exceptional cases or the equal use of cultural associations. An inconsistent interpretation has also weakened the concept of Outstanding Universal Value.

Research limitations/implications

Only inscriptions were taken into consideration. They usually have a World Heritage Committee approved criterion (vi) statement. Limitations to this research result from this restriction.

Originality/value

The paper represents a comprehensive study of the application and interpretation of criterion (vi) that combines the understanding of the evolution of the criterion’s wording with the analysis of a large number of World Heritage inscriptions. It is of interest to the World Heritage community and contributes to the World Heritage discourse.

Abstract

Purpose

This study applied the Heritage Place Lab (HPL) research-practice teams methodology to identify missing cultural values and/or oversubscribed natural values and assess impacts on sustainable conservation of the Okavango Delta World Heritage Site. The authors found that cultural elements are often overlooked owing to limited inputs from trans-disciplinary and cross-stakeholder perspectives to conservation. This may explain why the majority of African sites on the List of World Heritage in Danger are of “natural” designations, as an absence of cultural values is linked to the exclusion of people and, therefore, gives rise to conflicts of access and use.

Design/methodology/approach

World Heritage Site statistics, published and non-published documents/literature, site maps, site registers, consultancy reports and archival materials were used to assess whether existing as well as potential natural and cultural site values were considered for the contemporary management of the Okavango Delta site in a way that leads to a sustainable conservation approach. The composition of the research-practice team as suggested by the HPL methodology constituted a ready-made diverse team of academics, policy makers and community members that could apply its diverse expertise to fully assess whether all values necessary for a sustainable conservation approach are accounted for.

Findings

Using expertise of trans-disciplinary team populated during the HPL, the authors found that cultural values of the OD-WHS are not highlighted in the OUVs dossier but are significantly expressed on site by locals, leading to potential conflicts of conservation. The research alerts conservationists to embrace an approach that includes all values on the site in order move towards sustainable conservation.

Research limitations/implications

More research that require funding is needed to cover a wider area of the site, as well as enable work in adjoining countries to compare experiences per country - The Okavango waterbody starts in Angola and go through Namibia, and finally to Botswana.

Practical implications

Conservation indicators of African nature world heritage sites constitute of, and border on, diverse stakeholders. An all-encompassing approach such as the Heritage Place Lab (HPL) methodology approach always needs to be factored in.

Social implications

Including cultural aspects of world heritage sites designated as ‘natural' is important to allow for socio-cultural inclusion in conservation management. This allows for local communities to become visible and active participants in the management of the site as they contribute their socio-cultural qualities to landscape conservation and management, a process that has potential to enhance sustainable conservation of the Okavango Delta site landscape, as well as other wetlands across the world.

Originality/value

The adopted approach to values assessment has somehow not conformed to the OUVs emphasis or other dichotomies of the World Heritage criteria but instead assessed on-the-ground management practice against key sustainable conservation indicators. Using the ICCROM HPL trans-disciplinary research-practice team approach, the focus was on a holistic values assessment of the site. The authors found that cultural values are currently under recognised, under-acknowledged and less expressed; creating potential conflicts that may hinder achievement of sustainable conservation and management of the site towards 2030 SDG agenda.
