Abstract

Purpose

The purpose of this study was to examine the influence of digital government innovation on transformational government. Digital government innovation is ordinarily implemented as means for the creation of public value. However, realisation of benefits from the digital government platforms has proved to be a challenge, and great discrepancy has been observed in the extent of public value generated, pointing to lack of innovativeness in resource-constrained environments. This research investigates the influence of digital government ambidexterity as an innovation strategy in enhancing transformational government (T-Gov). The authors develop hypotheses relating to digital government ambidexterity with two factors of innovation for enhancing T-Gov: exploitation incremental digital innovation and exploration radical digital innovation.

Design/methodology/approach

The hypotheses are tested using a sample size of 690 citizens interacting through digital government platforms. The authors identify exploitation incremental digital innovation and exploration radical digital innovation as factors, and how these factors of digital government ambidexterity influence information quality for public value creation. The success of T-Gov is associated to the implementation of digital government policy which moderate the relationship between digital government ambidexterity and information quality.

Findings

The empirical outcomes suggest that exploitation incremental digital innovation and exploration radical digital innovation positively influence information quality, thereby leading to public value, and this result become successful if there is implementation of digital government policy. Treating the two factors of digital government innovation as complementary leads to public value creation.

Research limitations/implications

Limited time and funds to conduct a country comparative study. The study only focused on urban municipalities, of which it would be interesting to explore rural municipalities.

Practical implications

Adoption of MunINFORQUAL model for promoting digital government platform utilisation by citizens.

Social implications

The utilisation of digital government platforms would improve citizens’ lives in a number of ways. For instance, citizen municipal interaction for service delivery and social benefits through instant notifications of developmental projects.

Originality/value

This paper contributes to the research literature on digital government innovation particularly from resource-constrained environments. Also, the study provides new empirical test using a data set of 690 citizens interacting through digital government platforms.

Abstract

Purpose

This paper aims to present findings from a recent study examining current records management as fit for digital government in Australia.

Design/methodology/approach

This paper draws on findings from the first phase of research for a postdoctoral degree. This research was collected through an online quantitative survey of government records management professionals in Australia. The survey’s purpose was to understand whether the profession has kept pace with advances in, and expectations of, digital government. Building on the findings of the survey, this paper explores the concepts of methodology and methods and applies them to current digital records management in the Australian Government. Methodology for Australian Government digital records management is contained in the 2015 Digital Continuity 2020 policy. However, measuring method proved more difficult. The researcher supplemented data published by the National Archives of Australia and the Department of Finance with data from her own research to measure the validity of methods by examining suitability of current requirements.

Findings

Australian Government records management professionals overwhelmingly feel requirements, organisational culture and behaviour form a barrier to implementing successful records management programs. This paper finds that the Australian Government is buying ten times more digital storage per year than the sum of all of the digital Australian Government records known. This suggests perhaps not all records are recognised. While there will always be more storage than records, the ratio should not be so inflated. Further problems are found with requirements for records management being seen as mostly paper-based and too resource intensive to be of use. This research, combined with a contemporary literature review, shows that there is an imbalance with the current methodology and methods and asks the question: Has a methodology (Digital Continuity 2020) been created without suitable and known methods being in place?

Research limitations/implications

The method for collecting survey data was based on self-reporting, which can lead to limitations in that the population sample may exaggerate their response or demonstrate bias. However, responses to the survey were common enough to eliminate bias. The study is based on the Australian Government; however, findings may translate to other governments. This paper presents findings from the first phase of research of a postdoctoral degree. Not all findings are presented, only those relevant to the topic.

Originality/value

As the Australian Government moves to become a true digital government, records management is still required to ensure accountability of government actions and decisions. However, while the government transitions to digital, and information stores continue to grow, the question of whether records management has kept up with the rapid pace of digital information flow and expansion does not need to be asked. Instead, the time has come to ask, “What can we do to keep up?”

Abstract

Purpose

The purpose of this paper is to discuss the authentication and preservation of government digital information. The Government Printing Office (GPO) has been the official distributor of government information for 147 years and charged with assuring authenticity of all published government documents. Most federal information is now “born digital” and the GPO is evolving into an electronic information repository. Digital technology has made editing and altering documents easy, making authentication a prominent issue. Through the Federal Depository Library Program (FDLP), the federal depository libraries (FDLs) have been providing preservation and access to government information for almost 200 years. In its 2007 Annual Report, the GPO claims its planning on assigning the duties of authenticating and preserving electronic documents to the FDLs.

Design/methodology/approach

Areas discussed include the GPO and authentication, the FDLP, the depository libraries and preservation, policy and technological changes, and organizational change.

Findings

This paper argues that depository libraries are unprepared for this responsibility and recommends changes before the transition.

Originality/value

The changes could help make the transition successful and encourage continued collaboration between GPO and the depository libraries.

Abstract

Purpose

The purpose of this paper to describe the research work on the long‐term preservation of Chinese digital information funded by National Natural Science Foundation of China (NSFC) since 2001.

Design/methodology/approach

The paper provides an overview, in text and figures, of ways in which e‐documents originating in China, in now obsolete formats, can be made readable again. Also, results of a recent survey of electronic records management in government and corporations are given.

Findings

The lifecycle management gap with respect to electronic records is highlighted and the main factors that restrict the Chinese anti‐disaster data backup plan are analysed. It is suggested that the data backup centre which can be accepted by small medium enterprises should be the e‐government disaster recovery centre for local government.

Originality/value

All the research results are useful for those who need to understand the long‐term preservation of Chinese digital information and electronic records management.

Abstract

Purpose

This study aims to examine the role of stakeholders in the digital preservation under the following key research questions: What are the levels of awareness of the volumes of digital material? What are the contributory factors for the growth of digital records and the types of information and communication technology products?

Design/methodology/approach

With the convergence of questionnaire, documentary evidence, observation, interview and questionnaire, this paper aims to examine the state and role of stakeholders in the digital preservation environment. The adoption of the multi-methods approach to the study offered a panoramic view of the inquiry where the quantitative paradigm became the emphasis or the priority for the study, while the qualitative data set provided a secondary or supportive role.

Findings

The study underscored the adoption of collaborative and participatory opportunities in the digital preservation environment and reinforced the concept of Open Data, which thrives on citizen’s trust, participation and collaboration (UN e-government survey, 2014). It further revealed lack of knowledge about the likely growth of digital material across the ministries and agencies and confirmed that government legislations have contributed to the increased demand for information and the growth of digital records.

Originality/value

The study underlined two mutually exclusive concepts (collaboration and participation) as part of the strategies to ameliorate the digital preservation conundrum confronted by memory institutions in Ghana. The applications of these concepts as solutions to the digital preservation problems are novel and currently gaining prominence and acceptance within the archival community Their adoption in this study could not have come at a better time, particularly when public sector organizations are confronted with the challenge of preserving digital records.

Abstract

Purpose

The importance of champion leaders including tech-savvy leaders to digital government has been highlighted in the literature. Meanwhile, what was in the authors’ interest to explore was the role of business-savvy leaders or non-governmental digital champions as units of analysis, those who mobilized people's interest in digitalization and bypassed governmental barriers through this popular mobilization. They could be considered policy entrepreneurs for understanding policy change in the digitalization of the health sector. This study sought to shed light on the barriers and drivers of digital health in Iran.

Design/methodology/approach

The researchers conducted interviews with actors of digital health businesses in Iran, including the Health Information Technology Center affiliated to the Ministry of Health and Medical Education (MOHME) administrative body and authorities, private companies active in digital health and health service providers. The purposive sampling method was applied, and 15 experts with relevant and valuable experiences as well as maximum variation to obtain representativeness and rich data were interviewed. Trustworthiness criteria were also used to assure the quality of the results. The data were analyzed based on directed content analysis using the MAXQDA10 software.

Findings

It was found out how popular diffusion was effective to overcome barriers to health digitalization. Access to the internet and diffusion of information technology helped the net-enabled businesses to connect directly to people and provide services to them. Diffusion of these services forced the public sector to adjust itself, and thus MOHME banned digital consultation services because of the so-called “insecure and unknown physicians”, following the increased popularity of digital services diffusion, but they were not able to resist popular diffusion of new technology. Hence, it was allowed to work. The main barriers to telemedicine spreading in Iran have been divided into five main categories including government incapacity for digital health governance, conflict of interest, professional obligations for information transparency, protection of patients' rights and data security and privacy.

Originality/value

As a game changer in digital health governance in Iran, popular diffusion will determine the future of digital health. To the best of the authors’ knowledge, this study is among the first ones to explore digital health governance in relation to the private digital health business in Iran with a public policy approach.

Abstract

Purpose

The aim of this study is to examine the information needs and information seeking behaviors of Israeli citizens during the outbreak of the coronavirus disease (COVID-19) in 2020, with an emphasis on the dissemination of digital information by government agencies.

Design/methodology/approach

The research approach underlying this investigation is of the “case study” type, employing semi-structured, in-depth interviews conducted with 24 Israeli citizens regarding their perceptions and experiences with government information and government services during the first months of the coronavirus.

Findings

The findings of this study reveal that most participants indicated feelings of media fatigue as a result of increased exposure to news media and social media, to the point of experiencing information overload. Second, participants described feeling a lack of clear information and poor access to accurate health and official information at the outset of the COVID-19 crisis in Israel. Third, participants in the authors’ study noted that most of the information to which they were exposed about the virus came to them through communal connections such as friends and family, via social media and messaging apps like WhatsApp. In general, the participants expressed satisfaction with the quality and availability of the data and extensive information of government ministries on social networks, together with a lack of satisfaction due to difficulties in usage and a lack of clear information on traditional government websites.

Originality/value

The findings present the information acquisition and the experience of citizens in situations of national emergencies and crises, in a new light, through a focus on the dissemination of government, health and news information.

Abstract

Purpose

The purpose is to trace the revolution in information and communication technology (ICT) and changes in this wake such as globalization, digital divide, information society, Millennium Development Goals (MDGs) and e‐government and how these changes impact on the provision of library and information services.

Design/methodology/approach

The paper is largely based on review of literature both online and print.

Findings

The paper concludes that the paradigm shifts occurring in the information environment have affected the concept of library; the perception of ownership versus access of library resources; the nature of information resources and services; and the role of the information professional among others.

Research limitations/implications

The paper advocates for a proactive strategy on the part of information professionals in order to re‐engineer and adapt the library to the volatile global information environment in order to remain relevant in the wake of new paradigm occurrences.

Practical implications

Effective access and use of information will inevitably have great influence on the realisation of positive effects that the new paradigms occurrences engender in the global environment. It is desirable at this point in time to research into how information access and use can be brought to bear on the attainment of MDGs, bridge digital divide, enhance attainment of information society, promote e‐government, etc.

Originality/value

Despite, the rapid changes within the global information environment that has been occasioned by ICT, there is lack of critical mass of information science literature that addresses issues such MDGs, globalisation, information society and digital divide from the perspective of the information professional.

Abstract

Purpose

Many countries aim to improve public services by use of information and communication technology (ICT) in public service supply chains. However, the literature does not address how inter-organizational ICT is used in redesigning these particular supply chains. The purpose of this paper is to explore this important and under-investigated area.

Design/methodology/approach

An explorative multiple-case study was performed based on 36 interviews, 39 documents, extensive field visits and observations providing data on digital transformation in four European criminal justice supply chains.

Findings

Two different design approaches to digital transformation were found, which are labelled digitization and digitalization. These approaches are characterized by differences in public service strategies, performance aims, and how specific public characteristics and procedures are dealt with. Despite featuring different roles for ICT, both types show the viable digital transformation of public service supply chains. Additionally, the application of inter-organizational ICT is found not to automatically result in changes in the coordination and management of the chain, in contrast to common assumptions.

Originality/value

This paper is one of the first to adopt an inter-organizational perspective on the use of ICT in public service supply chains. The findings have scientific and managerial value because fine-grained insights are provided into how public service supply chains can use ICT in an inter-organizational setting. The study shows the dilemmas faced by and possible options for public organizations when designing digital service delivery.
