Abstract
Purpose
The paper aims to discusses two complementary initiatives focussed on developing and implementing e‐learning guidelines to support good pedagogy in e‐learning practice.
Design/methodology/approach
The first initiative is the development of a coherent set of open access e‐learning guidelines for the New Zealand tertiary sector. The second project, arising from the e‐learning guidelines project, will implement selected guidelines in 18 tertiary institutions and evaluate the implementation processes and the outcomes.
Findings
The guidelines provide a framework for good pedagogical practice that supports quality e‐learning activity and engages staff in critically reflecting on e‐learning practice. The paper describes how e‐learning quality guidelines contribute to enhanced pedagogical quality, greater collaboration, and an approach that is focused on the learner.
Practical implications
Institutions need to provide motivation, support and resources to successfully implement e‐learning guidelines.
Originality/value
The paper describes an innovative approach to collaborating on improving e‐learning quality and coherence across a national tertiary education system.

Abstract
Purpose
The paper reports on findings of research into the institutional and individual influences on engaging in professional development (PD), reflecting on how PD might be made available in ways which could support quality in e‐learning.
Design/methodology/approach
The paper presents findings of a research project exploring factors influencing engagement in e‐learning PD within New Zealand tertiary education institutions. The research comprised an online survey of 408 individuals in three polytechnics and two universities and 40 qualitative interviews ascertaining beliefs, experiences and practices of staff regarding e‐learning PD.
Findings
The survey and interviews suggest there are numerous factors which both help and hinder quality of engagement in e‐learning PD. Most PD engaged in by staff is informal. Engagement in formal PD is influenced by organisational structure, co‐ordination, poorly developed and/or implemented e‐learning policy, differences in managerial support, and individual beliefs and time allocation.
Research limitations/implications
The research is conducted in a small number of tertiary institutions and may not be applicable to private or work‐based training organisations.
Practical implications
Understanding impacts and influences on individual uptake and experiences of PD provides insights into the sorts of institutional practices and policies likely to improve quality in e‐learning and in e‐learning PD.
Originality/value
By focussing on staff experiences, this paper provides important insights into practical considerations informing the development of e‐learning quality enhancement and assurance strategies.

Abstract
Purpose
The purpose of this paper is to explore how a professional accountants' Institute has projected its changing professional identity through its annual reports. Extensive research has shown that the annual report is one of an organization's most important documents to communicate with stakeholders. The New Zealand Institute of Chartered Accountants celebrated its centenary year in 2008. It is therefore timely to explore how this influential professional institute has projected its evolving identity to its stakeholders over 100 years of annual reports.
Design/methodology/approach
The paper uses a content analysis of archival records. The type of information and the manner of presentation via textual information and visual images in the Institute's annual reports are used to track a changing professional identity.
Findings
The analysis did not find any definitive statements of professional identity by the professional accountants' Institute. Early annual reports used a singular visual image to project authenticity. Increasing use ansd complexity of visual images and mission/vision statements projected an identity of expertise, integrity and global relevance, paralleling the impacts of globalization and advances in technology. The last decade of the Institute's annual reports reveals a sophisticated use of visual images and printing to enhance textual information. This marked a dramatic turn in the projection of professional identity whilst retaining the communication of a basic reality and professional traits to its members and stakeholders.
Originality/value
The paper is valuable as few other research studies have investigated the projection of changing professional identities via identity statements and visual imagery in annual reports.

Abstract
We have been working together for more than 40 years with some success. In this chapter, we use that lengthy collaboration to suggest what elements and processes have been important for us, and, which we believe are important for working together more generally. These include: the local environment for collaborative research; the dynamics of an ongoing collaboration; the process of managing collaboration; the impact of personal styles; the changing nature of collaboration the longer it continues; the impact of career changes; and the role of successful outcomes. We examine what lessons we have learned and make some observations about our experience in relation to more general ideas about collaboration.

The emergence of an evidence-based medicine logic represents a major change in the large and complex field of American healthcare. In this analytical case study, the authors show that the intellectual school of evidence-based medicine became an important meso-structure that facilitated the growth of the new logic in American healthcare. The new intellectual school was a community of scholars who generated shared rules and resources through intergenerational mentoring. The school engaged in advocacy to advance new intellectual paradigms for conceptualizing healthcare quality that, when connected with material practices in the field of American healthcare, came to form a new institutional logic.

Abstract
Talk of “macrofoundations” helps foreground the constitutive and contextualizing powers of institutions – dynamics that are inadvertently obscured by the imagery of microfoundations. Highlighting these aspects of institutions in turn opens intriguing lines of inquiry into institutional reproduction and change, lived experience of institutions, and tectonic shifts in institutional configurations. However, there is a twist: taking these themes seriously ultimately challenges any naïve division of micro and macro, and undermines the claim of either to a genuinely foundational role in social analysis. The authors propose an alternative “optometric” imagery – positioning the micro and the macro as arrays of associated lenses, which bring certain things into focus at the cost of others. The authors argue that this imagery should not only encourage analytic reflexivity (“a more optometric institutionalism”) but also draw attention to the use of such lenses in everyday life, as an underexplored but critical phenomenon for institutional theory and research (“an institutionalist optometry”).

Abstract
Purpose
Policy change is frequently framed as resulting from governmental strategy based on explicit preferences, rational decision making and consecutive and aligned implementation. The purpose of this paper is to explore the theoretical perspective of institutional work as an alternative approach to understanding policy change, and investigates the construction of resources needed to perform such work.
Design/methodology/approach
The paper is based on a case study of the process wherein the idea of cultural and creative industries was introduced into Lithuanian cultural policy. The main data generating methods are document studies and qualitative interviews.
Findings
The analysis demonstrates the ways in which the resources needed to perform institutional work are created through the enactment of practice, and through the application of resourcing techniques. Three such techniques are identified in the empirical material: the application of experiences from other fields of practice, the elicitation of external support, and the borrowing of legitimacy.
Originality/value
The study offers an alternative approach to studies of policy change by demonstrating the value of institutional work in such change. Further, it contributes to the literature on institutional work by highlighting how instances of such work, drawing on a distributed agency, interlink and connect to each other in a process to produce policy change. Finally, it proposes three interrelated resourcing techniques underlying institutional work.

Abstract
Purpose
This paper aims to explore how historical context influences the content and selection of rhetorical legitimation strategies. Using case study method, this paper will focus on how insurance companies and labor tried to defend their legitimacy in the context of enactment of Medicare in the USA. What factors influenced the strategic (rhetorical) decisions made by insurance companies and labor unions in their institutional work?
Design/methodology/approach
The study is empirically grounded in archival research, involving an analysis of over 9,000 pages of congressional hearings on Medicare covering the period 1958–1965.
Findings
The authors show that rhetorical legitimation strategies depend significantly on the specific historical circumstances in which those strategies are used. The historical context lent credibility to certain arguments and organizations are forced to decide either to challenge widely held assumptions or take advantage of them. The authors show that organizations face strong incentives to pursue the latter option. Here, both the insurance companies and labor unions tried to show that their positions were consistent with classical liberal ideology, because of high respect of classical liberal principles among different stakeholders (policymakers, voters, etc.).
Research limitations/implications
It is uncertain how much the results of the study could be generalized. More information about the organizations whose use of rhetorics the authors studied could have strengthened our conclusions.
Practical implications
The practical relevancy of the revised paper is that the authors should not expect hegemony challenging rhetorics from organizations, which try to influence legislators (and perhaps the larger public). Perhaps (based on the findings), this kind of rhetorics is not even very effective.
Social implications
The paper helps to understand better how organizations try to advance their interests and gain acceptance among the stakeholders.
Originality/value
In this paper, the authors show how historical context in practice influence rhetorical arguments organizations select in public debates when their goal is to influence the decision-making of their audience. In particular, the authors show how dominant ideology (or ideologies) limit the options organizations face when they are choosing their strategies and arguments. In terms of the selection of rhetorical justification strategies, the most pressing question is not the “real” broad based support of certain ideologies. Insurance company and labor union representatives clearly believed that they must emphasize liberal values (or liberal ideology) if they wanted to gain legitimacy for their positions. In existing literature, it is often assumed that historical context influence the selection of rhetorical strategies but how this in fact happens is not usually specified. The paper shows how interpretations of historical contexts (including the ideological context) in practice influence the rhetorical strategies organizations choose.
