Abstract
Despite the rapid progress and developments in education and health all over the world, gender inequality is still an important issue in many parts of the world. Girls benefit less from education opportunities than boys, and it causes gender inequality. The same situation is also valid for health. While gender inequality is still an issue even in developed countries, it is more serious in the least developed and developing countries. Therefore, there is a need to reduce gender inequality through government intervention. The aim of this study is to examine the effect of government's health and education expenditures on gender inequality in the least developed and developing countries with panel data analysis. The study covers 24 countries for the 2010–2017 period. As a result of the analysis, it has been observed that the government's health expenditures reduce gender inequality, while education expenditures increase gender inequality. This finding indicates that education expenditures of governments do not reach girls in the least developed and developing countries. However, GDP per capita is the most important factor in reducing gender inequality.

Abstract
Education of teachers and students is crucial for the implementation of Uganda’s governmental goals regarding educational gender equity and equality and the achievement of United Nations Strategic Development Goals (SDG), especially Goal #4 relating to education and Goal #5 mandating gender equality. This chapter begins with an overview of the nation, its geography, history and policies with regard to education and gender. This is followed by a discussion of pedagogy and especially gender responsive pedagogy and the barriers to implementing it. The chapter continues with the methods, goals and results of a qualitative study designed to assess the understanding of gender and its practices of the staff and teacher trainees in the School of Education at Makerere University and offers recommendations and conclusions stemming from the study. Most students and staff have basic understandings of concepts such as gender, sex, and sexual harassment, but are unfamiliar with the idea of gender responsive pedagogy. While there are graduate level courses that focus on gender, undergraduate students have limited contact with relevant instructors or coursework. Recommendations take into account that, given the structure of the university and the way prospective teachers are trained, such gender-affirming steps as affirmative action policies, a gender mainstreaming department within the Academic Registrar’s Office and the presence of a School of Gender and Women Studies at the university have little impact on teacher trainees or their trainers.

Abstract
Issues of women’s education and empowerment of women have been incorporated in the framing of the role of women in international development from the 1970s, primarily as a response to the liberal feminist movement agenda of the time. This analysis examines the degree to which liberal feminism and liberal feminist theory is reflected in comparative education scholarship in the lead up to and beyond the 2015 Sustainable Development Goals (SDGs). The analysis first explores the underpinnings of liberal feminism, which constitutes the ideal embedded in development education for girls and women. It follows up with a reflection on the literature in the field of comparative education that reference liberal feminism framework and feminist theory in exploring educational issues and ways in which the theory is located in the research. Illustration of examples that demonstrate the limits of liberal feminism as a theoretical framework and barriers to the use of liberal feminist theory as an ideological guide are captured in the findings. The search is limited to the six dominant scholarly outlets in the field of comparative education; namely Comparative Education Review (CER), Comparative Education (CE), Compare: A Journal of Comparative and International Education (Compare), Prospects: Quarterly Review of Comparative Education (Prospects), International Review of Education (IRE), and the International Journal of Educational Development (IJED). Only works that explicitly mention liberal feminism/liberal feminist perspectives are included in the analysis. This research contributes to the acknowledgement of the liberal feminist theory in development education and for the field of comparative education. It will also help with understanding the politics of ideology and representation in scholarship and development interventions.

Abstract
This chapter is based on data from an international research project entitled ‘Gender Equity in Commonwealth Higher Education’ (GECHE). Funded by the UK Department for International Development (DFID) and the Carnegie Corporation of New York from 2003 to 2005, this project examined interventions for gender equity in relation to access, staff development and curriculum transformation in Nigeria, South Africa, Sri Lanka, Tanzania and Uganda. Data were collected via literature and policy review and interview data from a sample size of 200 including students, academic staff, managers and policymakers in the five countries. The key findings suggested that gender equality was promoted by widening participation and affirmative action policy interventions, national and international policy initiatives, and community links and coalitions. Gender equality was being impeded by gender violence, gendered organisational and social cultures and micropolitics, male domination, lack of understanding of diversity, low numbers of women in senior academic and management positions and beliefs in gender neutrality rather than gender awareness.

This chapter aims to examine the nature of writing on gendered change in the Commonwealth higher education institutions and to outline the theoretical and historical contexts that have framed gendered changes. It considers how certain themes cohere around the mapping of conditions for women's entry and achievement in higher education and attempts to analyse some of the issues that have emerged from scholarship and practice relating to women in higher education.

Since the 1970s, gender has been a research focus in the field of comparative and international education (CIE) (Unterhalter, 2014). The extensive work on the issue of gender and access to education by academics and practitioners has proven instrumental in elevating the issue to the forefront of global educational policies (Assié-Lumumba, N. & Sutton, M. (2004). Global trends in comparative research on gender and education. Comparative Education Review, 48(4), 345–352). More recently with the goal of increased enrollment achieved and global improvements in gender parity, the focus has shifted from access to agency and empowerment (Assié-Lumumba, N. & Sutton, M. (2004). Global trends in comparative research on gender and education. Comparative Education Review, 48(4), 345–352). From policy to practice, CIE appears to advocate for inclusiveness, interdisciplinarity, and contextualization in research and practice. This chapter interrogates the assumption that CIE promotes these same concepts of gender equality, empowerment, and inclusiveness in the field itself. Through the use of data published in leading CIE journals, the following questions are addressed: How are issues of gender and power manifested and addressed within CIE-related research? Is research published in the field of CIE shifting and adjusting to changing societal gender norms? A critical examination of the role of gender in CIE scholarship and practice challenges the assumption that CIE professionals and researchers lead by example. In other words, although CIE professionals and researchers “talk the talk”, do they really “walk the walk” when it comes to gender and education?

Abstract
We critique existing literature on the rise of precarious work because of its inattention to the historical organization of work by race and gender. We use intersectional theory to develop a racial–gender lens on precarious work, asking how do race, gender, and educational attainment shape exposure to insecure work. Historically, Blacks pursued education to mitigate against labor market discrimination with uneven success. Education has traditionally protected against exposure to precarious employment, but this association has weakened in recent years and the persistence of differential returns to human capital suggests that the relationship between education and insecure work may be racially contingent. We assess risk of exposure to precarious nonstandard work for racial and gender groups from 1979 to 2015 using data drawn from the CPS-MORG. We find that education is not equally protective across demographic groups and over time, contributing to inequality in access to stable, standard employment.

Abstract
One of the most significant worldwide transformations in education over the past several decades has been the drastic increase in women's access to colleges and universities. Research suggests that the trend of the narrowing gender gap in higher education is remarkable (particularly, among the industrialized nations), and sometimes it involves an interesting phenomenon – women outnumbering men, in what some scholars refer to as a “reverse gender gap” (Goldin, Katz, & Kuziemko, 2006; Woodfield & Earl-Novell, 2006; King, 2006; Mortenson, 1999). This higher education gender gap trend is consistent with a general global trend of narrowing gender gaps in education in recent decades. The data – at least, analysis of statistical data from countries around the world – support the contention that the disparity between men and women, at all levels of education and in terms of both academic achievement and enrollment rates, is not as dramatic as it once was (Arnot, David, & Weiner, 1999; United Nations Children's Fund, 2005).
