Abstract

I am honored to present Volume 23 of Political Power and Social Theory. I do so amid tumultuous times. It is now spring 2012. Fiscal uncertainty and economic stagnation freeze the globe, racial division continues to plague political discourse in the United States (witness the case of Trayvon Martin), new social movements like Occupy proliferate and resurface while war, revolution, and political instability unsettle the Middle East. The essays in this volume do not directly address these specific issues but they do offer informed research and theoretical reflection on the larger themes the more specific issues invoke. Robin Archer's thoughts on revolution “Free Riding on Revolution” invites reflection in the wake of the revolutions that still grip the world's attention and perhaps, too, on the Occupy movement. Manali Desai's essay on the origins of neoliberalism in India offers some historical context to rising criticisms of neoliberalism around the world while also revealing the importance of national political parties in the formulation of globally circulating policies. Nitsan Chorev's essay on the World Health Organization illuminates how health programs are challenged and reformulated in response to political pressure from different parts of the world; an important observation given that international organizations face the prospect of dwindling revenues amid the current economic crisis.

A reason why industry incumbents seldom survive technology transitions is their strong reliance on an efficient, but inflexible organizational system. We studied three digital transformation initiatives that created fast progress in a struggling newspaper group by working against the industry logic and established thinking in the area. This chapter argues that management succeeded in introducing a new strategic practice through these transformation initiatives. We focus on three factors contributing to the success: complexity management, short time development of a long-term vision, and the introduction of impossible goals.

Abstract

With reference to the report of the Annual General Meeting of the Pure Food and Health Society of Great Britain, which was published in the February issue of THE BRITISH FOOD JOURNAL, and to the speech delivered by MR. GOSLIN upon the proper handling and purveying of meat, an article which has subsequently appeared in The Standard is of considerable interest. It is pointed out that no one who gives the matter serious consideration can approve of the present methods. “Many years ago Oxford made its protest against carcasses or joints being exposed in open‐fronted shops. It is just possible that when the powers that were objected to and forbade this proceeding they thought more of the æsthetics than the science of it, but they most certainly did a good thing when they took flesh foods away from the contamination of street dust and the variations of temperature that are dependent on every gust of wind or every moment of sunlight or shadow.”

Abstract

Purpose

This paper explores masculinity ideologies which influence family perspectives, and therefore, instigate mental distress among Black and White men between the ages of 18–30.

Design

Using a grounded theory approach, 30 in-depth interviews were conducted to explore the social construction of masculinity and investigate the ways in which gender ideologies influence family gender roles.

Findings

Black men’s gender ideology was influenced by racial identity and stressed a communal and collaborative identity which can be seen by the reliance on religion and maintaining family financial stability. White employed a pragmatic, individual perspective that emphasized individual behavior in a changing society. They embraced evolving discourses necessary to cope with changing family structure and refocused attention from family of origin conflict.

Research limitations/implications

Though this is a qualitative study, it does provide a starting point for further research on how the family roles of Black and White men affect their mental health.

Originality/value

Few studies have employed a racial comparison research design to investigate mental distress associated with gender ideologies. The paper suggests that moving forward will require, as Black men suggested, adopting a critical racial sociology of gender that emphasizes processes and social structure. Analyzing manhood acts through the lens of social marginality, identity work to claim membership in the male group, and the identification of characteristics to maintain male privileges vis-à-vis women may prove to be useful. Focusing on process allows an exploration of social forces that influence masculinity, gendered household ideologies, and mental health.

Abstract

Purpose

This paper aims to provide a detailed study on influence of the laser energy density on mechanical, surface and dimensional properties of polyamide 12 (PA12) parts produced by selective laser sintering (SLS), providing the microstructural and crystallization evolution of the samples produced at different energy densities.

Design/methodology/approach

Making use of a space filling design of experiments, a wide range of laser sintering parameters is covered. Surface morphology is assessed by means of profile measurements and scanning electron microscopy (SEM) images. Mechanical testing, SEM, X-ray diffraction (XRD), differential scanning calorimeter (DSC) and infrared spectroscopy (FTIR) were used to assess the influence of energy density on structural and mechanical properties.

Findings

Results show a high dependency of the properties on the laser energy density and also a compromise existing between laser exposure parameters and desired properties of laser sintered parts. Surface roughness could be associated to overlap degree when using higher scan line spacing values and lower laser speeds improved surface roughness when high scan line spacing is used. Higher mechanical properties were found at higher energy density levels, but excessively high energy density decreased mechanical properties. A transition from brittle to ductile fracture with increasing energy density could be clearly observed by mechanical analysis and SEM. XRD and DSC measurements show a decrease on the crystal fraction with increasing energy densities, which corroborated the plastic behavior observed, and FTIR measurements revealed polymer degradation through chain scission might occur at too high energy densities.

Originality/value

Valuable guidelines are given regarding energy density optimization for SLS of PA12 considering not only quality criteria but also microstructure characteristics. Surface properties are studied based on the concept of degree of overlap between laser scanning lines. For the first time, crystallization behavior of SLS PA12 parts produced at different energy levels was studied by means of XRD measurements. Polymer degradation of SLS PA12 parts was evaluated with FTIR, which is a non-destructive and easy test to be conducted.

This paper discusses cross‐sectoral collaboration in procuring and implementing a new library management system. After a historical review of collaboration in this area in the UK and other countries, it focuses on the joint purchase of the Voyager system (supplied by Endeavor Information Systems Inc.) by Edinburgh University and the National Library of Scotland. The differing missions and automation histories of the two institutions are discussed, followed by a practical summary of the procurement and implementation processes. The theoretical and practical advantages and disadvantages of this form of collaborative approach between academic and government organisations are described.

Abstract

An interesting report has been submitted to the Brighton Watch Committee by Mr. T. J. Metcalfe, Chief Inspector of Weights and Measures. In his report Mr. Metcalfe observes that the Sale of Food (Weights and Measures) Act, 1926, which controls trading methods in connection with the sale of most articles of food, does not require that jams, marmalades, syrups or honey should be sold by weight and manufacturers and packers, with few exceptions, have not hitherto applied any weight statement to their prepacked products. Trading has generally been in standard sizes, referred to as “1's” and “2's,” and although most members of the public have understood that packs contain 1‐lb. or 2‐lb. net, no offence can be proved to have been committed when the seller makes no purportation of weight at the time of sale. The introduction of rationing has caused your Inspectors, in association with the Enforcement Officers of the Food Control Committee, to inquire more fully into the position which has developed. A purchaser is entitled to receive from the retailer with whom he is registered a maximum quantity of 2 ozs. of preserves per week. If the retailer, following the established practice, cancels eight ration coupons, hands over a jar of preserve and charges the maximum permitted price per pound, then there would appear to be prima facie evidence of a representation of weight of 1lb. Any deficiency would apparently constitute an offence by the retailer. As, however, the retailer could prove that he purchased the pack in the condition in which he sold it, that the manufacturer or packer should know the implications of the Rationing Order and the Sale of Food Act, and that the packer would strongly object to a retailer interfering with any prepacked preserve or syrup in such manner as might imperil the quality or brand repute of the product, it would appear that the retailer has an adequate defence. He could not, however, rely on a warranty, it not being the custom of the trade to mark a statement of weight on the jars, nor to insert a sufficient warranty in invoices. While the Board of Trade, under powers conferred by Section 9 (1) of the Act of 1926, can make a regulation bringing preserves within the First Schedule to the Act and thus requiring them to be sold only by net weight, this has never been done because manufacturers and packers have emphasised that there are practical difficulties, in my opinion not insurmountable, in guaranteeing the net weight content of a commodity packed gross in containers which may vary appreciably in tare weight. We have recently had evidence of deficiencies of ⅜ oz. and ¾ oz. in jars of golden syrup sold against eight ration coupons and for which the maximum permitted price per pound has been charged. The packers admit the possibility of such deficiencies and, while stating that they are doing their best to give 1lb. net weight they claim that no offence was committed against the Price Control Order in the case of the pack found to be ⅜ oz. short because the value of the shortage was not one farthing, nor was an offence committed against the Sale of Food Act because the deficiency in a single pack sold at the one time was inconsiderable. But the cumulative effect of such a deficiency in thousands of sales must be considerable and the loss to the purchasing public, in an article of food of which they receive so small a ration, is one of some gravity. In taking any legal proceedings for short weight under Section I of the Sale of Food Act, 1926, the Inspector is under an obligation to prove (a) that the deficiency was a considerable one, or (b) that inconsiderable deficiencies existed in a reasonable number of articles of the same kind sold or held for sale at the same time. It would be most undesirable for the Inspector, in seeking to establish proof of short weight, to interfere with, say, a dozen jars of preserves or syrups, having regard to the present supply position. It should not have to be necessary for the Inspector to have to rely on Section I standing alone. If the Board of Trade made a regulation under Section 9 (1) requiring such articles of food to be sold by net weight only, then the manufacturer or packer would need to guarantee the accuracy of weight content and he, I submit, is the person best able to ensure it.
