Abstract

This chapter discusses the implications of New Public Management (NPM) and of alternative theories on the higher education sector. Three clusters of alternative concepts and theories are identified, positioned in relation to NPM, and discussed. The chapter concludes that the different theoretical approaches: (1) cannot always be distinguished easily, (2) entail a risk of normativity due to the position of higher education in society, and (3) demonstrate that higher education policy and research are in need of a multi-theoretical approach that is able to put higher education back into its social, political, and economic context. By formulating research questions on the role of higher education and on the impact of former reforms, it is suggested that policy and research look further than the current concepts and theoretical approaches to build a new agenda for future.

Abstract

Purpose

The form of crisis-governance responses to austerity urbanism that is the focus of this paper is ‘fleet-of-foot’ partnerships. These non-statutory mechanisms which champion dispersed forms of leadership are crafted in policy discourse as lean, mean, crisis-tackling fighting machines. Their perceived agility and entrepreneurialism are often lauded, yet empirical evidence for these traits remains sparse. This paper investigates this concern through the lens of the Local Enterprise Partnerships (LEPs) in England, which are deemed by some to exude some of the defining characteristics of ‘fleet-of-foot’ mechanisms.

Design/methodology/approach

A mixed method approach was utilised, including analysis of socio-economic datasets and qualitative policy analysis of primary and secondary material. The quantitative element includes analysis of employment and journey-to-work data, whereas the qualitative material originated from a review of LEP proposals, and narrative analysis of transcripts of interviews undertaken since 2010, together with other textual artefacts.

Findings

The findings reveal that dispersed public leadership is problematic as a mode of crisis-governance. LEPs were adopted as a crisis-governance fix. These loose (or looser) constellations of many, varied actors, are considered to be more flexible, responsive and delivery-orientated than more traditional and statutory democratic-administrative mechanisms: lean, mean, crisis-tackling fighting machines. Flexibility is a primary trait of ‘fleet-of-foot’ configurations and perhaps the defining feature of LEPs.

Research limitations

The programme of research remains on-going, which reflects the continual shifts in the form and configurations of LEPs.

Practical implications

Detecting some of the primary weaknesses of ‘fleet-of-foot’ public leadership arrangements, the research draws attention to some of the dangers of pushing austerity down and through ‘fleet-of-foot’ formations. The practical implications are highlighted by examining the limits of LEPs to achieve efficient outcomes or to open up a shared leadership space.

Originality/value

Through an engagement with current conceptual and policy debates where austerity ‘blows out’ across Europe, it is observed that austerian politics may be pushing partnership bodies too far, thus risking the danger of overburdening and under-resourcing the very distributed leadership mechanisms that are expected to reconcile local economic crises and stimulate local growth. This paper also contributes to the literature on dispersed public leadership, which runs counter to traditional command and control leadership constructs.

Abstract

Purpose

The chapter attempts to evaluate the utility of applying multi-level governance outside of the EU, and also outside of the group of democratic states, to states that have defied the third wave of democratization and that are characterized by a so-called new authoritarianism. The case is the People’s Republic of China, and the focus falls on policy-making and implementation in the field of hydropower with special attention to the issue area of environmental protection.

Methodology/approach

The chapter draws on the notion of scales and indigenous Chinese governance concepts and brings these into a conversation with the concept of multi-level governance. Case studies on hydropower decision-making in China contribute empirical data in order to investigate the utility of multi-level governance in the Chinese governance context.

Findings

The chapter argues that if multi-level governance is to have utility in other cultural contexts it needs to move away from a consideration of pre-given scales as locus of authority and consider indigenous governance concepts and notions of scale, and it crucially needs to map power relationships in the making and implementation of policies in order to reach analytical depth.

Research implications

The case of China shows that authoritarian regimes can be analysed in terms of multiple levels as authoritarianism no longer automatically implies strict top-down entities. Instead, autocracies can be highly fragmented and subject to complex decision-making processes that can arise during processes of administrative reform. This can lead to vibrant and reflexive systems of governance that exhibit adaptive skills necessary to ensure regime survival amidst a continuously diversifying society and changing external circumstances. As a consequence, a research programme looking at the new authoritarianism from a multi-level governance perspective has the capacity to uncover and describe new forms of governance, by bringing the concept into a conversation with indigenous governance concepts.

Practical implications

In China, informal networks between the energy bureaucracy and hydropower developers determine the hydropower decision-making process. This is particularly detrimental at a time when the Chinese government emphasizes the importance of the rule of law and social stability. Informal networks in which key government agencies are involved actively thwart the attempt of creating reliable institutions and more transparent and accountable processes of decision-making within the authoritarian governance framework.

Social implications

The findings show the dominance of informal networks versus the formal decision-making process. This sidelines the environmental bureaucracy and fails to fully realize the importance of public input into the decision-making process as one potential element of institutionalized conflict resolution.

Originality/value

The chapter builds on existing multi-level governance approaches and fuses them with notions of scales and indigenous Chinese governance concepts in order to enable the applicability of the concept of multi-level governance outside of its area of origin. This advances the explanatory depth and theoretical reach of multi-level governance.

Abstract

Purpose

This study aims to explore how relational and contractual governance affect crowdsourcer satisfaction under boundary conditions, including internal (i.e. task complexity) or external (i.e. environmental complexity) factors.

Design/methodology/approach

We empirically validate the hypotheses using survey data collected from 255 crowdsourcers on a leading platform (i.e. Zhubajie.com). Partial least squares technique and hierarchical regression analysis are used to test the research model.

Findings

Both forms of governance mechanisms positively affect crowdsourcer satisfaction. Task complexity negatively moderates the linkage of relational governance and crowdsourcer satisfaction. However, environmental complexity weakens the positive effect of contractual governance but enhances the effect of relational governance on satisfaction.

Originality/value

This study deepens the current understanding of governance mechanism in crowdsourcing by discovering the effectiveness of contractual and relational governance. We also contribute to the governance and crowdsourcing literature by revealing the mechanisms of how governance takes effect under task and environmental complexities.

Abstract

Purpose

Inter-organizational collaboration is the organizational guarantee and key link to achieve the goals of megaproject management. Project governance has always played an important role in the construction of megaprojects, but the relationship between project governance and organizational collaboration is unclear. The purpose of this study is to explore the role paths of different project governance mechanisms in influencing the collaborative behaviors of stakeholders and collaborative performance and to elucidate the mechanism of project governance on inter-organizational collaboration.

Design/methodology/approach

A conceptual framework was developed based on a comprehensive literature review, termed the structural equation model (SEM). The hypotheses of the model were tested based on data obtained from a questionnaire survey of 235 experts with experience in megaprojects within the construction industry in China.

Findings

The results show that project governance positively contributes to the collaborative behavior of megaproject stakeholders and the collaborative performance of the project team. Collaborative behavior acts as a partial mediator between project governance and the collaborative performance of the megaproject inter-organization alliance. The complexity of the project modulates the relationship between the governance mechanism of the project and the collaborative behavior of the stakeholders, which affects the collaborative performance of the megaproject inter-organization alliance.

Originality/value

The findings provide theoretical and practical implications for promoting positive collaborative behavior among stakeholders in megaproject selection and improving the collaborative performance of megaproject inter-organization alliances.

Abstract

Purpose

Using Pakistan's public sector higher education institutions as the study site, this study aims to empirically substantiate, under the theoretical underpinnings of job enrichment theory (Hackman and Oldham, 1976) and Maslow's (1943) theory of the hierarchy of needs, the impact of flexible work practices (FWPs), on employee work engagement and organizational attractiveness, with the mediating lens of work life enrichment.

Design/methodology/approach

Field data were collected at five higher education institutions located in the Islamabad Capital Territory (ICT) of Pakistan, using the convenience sampling technique and analyzed under the quantitative research paradigm.

Findings

This study substantiates with an empirical evidence that flexible work practices (FWPs) have a significant positive impact on both employee work engagement and organizational attractiveness. Markedly, the study findings reveal that the said impact is significantly stronger than that of sabbaticals. Furthermore, the study reveals that the positive relationship is mediated by work life enrichment, signaling its significance in understanding FWP's such impact on employee work engagement and organizational attractiveness.

Practical implications

The study findings provide significant implications for academia, practitioners, and policymakers, in evidence-based recommendations for higher education institutions to design and implement FWPs that are effective in enhancing employee work engagement and organizational attractiveness, and, in turn, leading to improved organizational performance.

Originality/value

This research study provides a novel contribution to the existing literature by exploring the combined impact of flexible work practices on employee work engagement and organizational attractiveness in the peculiar context of Pakistan's public sector higher education institutions. Additionally, the study's focus on the mediating role of work life enrichment further adds to its novelty.

Abstract

Purpose

This study aims to investigate how contract complexity and relational trust could impact offshore outsourcing innovation (OOI) performance of small and medium enterprises (SMEs). This study further examines the moderating effects of knowledge routines and joint actions on the relationships between contract complexity, as well as relational trust and OOI performance.

Design/methodology/approach

The empirical investigation extends transaction cost economics and the relational view of buyer-supplier dyads in the context of offshore outsourcing SMEs. To test the hypotheses, the authors collected and analysed survey data from 200 European manufacturing SMEs that have existing offshore supplier relationships.

Findings

The results suggest that both complex contracts and relational trust as governance structures positively affect SMEs’ OOI performance. Additionally, while both formal knowledge routines and joint actions help strengthen the relationship between complex contracts and OOI, they showed no significant moderating effect on the relationship between relational trust and OOI. Furthermore, based on the results, the authors also develop a governance framework covering four configurations – fit, firm, flexible and fragile (4F).

Originality/value

The 4F governance scenarios – fit, firm, flexible and fragile – introduced in this study emphasise the need for a combination of contract complexity and relational trust mechanisms in OOI relationships. The 4F labelling has rich implications for practitioners on how interfirm outsourcing innovation relationships can be managed based on configurations of contractual and relational governance. The study also adds to the understanding of how SMEs’ specific characteristics (e.g. resource shortcomings and flexibility) may influence their OOI decisions in comparison with large firms.

Purpose

The purpose of this paper is to explore the governance in project organising where owner organisations interface with the temporary project organisations that they initiate. This interface between the two types of organisation represents an opportunity for innovation.

Design/methodology/approach

In total, 25 narrative interviews were conducted with managers who work in permanent owner and operator organisations and temporary project organisations. It is combined with the analysis of textual narratives represented in institutional reports (APM, IPA, PMI).

Findings

The findings show that it is the flexible and balanced approach to governance that allows innovation to emerge. Strong capable innovative owners play crucial role in creating the corporate governance framework to allow innovation in projects.

Research limitations/implications

The current research presents narratives voiced by senior managers in permanent owner and operator organisations and temporary project organisations. The ways governance can be adjusted through the life cycle of major programmes require further a more longitudinal research investigation.

Practical implications

The practical benefits for the project management community is a better understanding of corporate governance in owner and operator organisations, the role of leadership and their narratives in governing processes, and the impact of strong governance on organisational performance and project deliverables.

Social implications

Senior managers socially constructed the meaning of governance through narratives. The author learn about practices of governance through the perspectives of those involved in decision making.

Originality/value

This paper contributes to project management theory in two ways: it provides insight into the practice of corporate governance; and it develops the application of narrative enquiry to project management research.

Abstract

Purpose

Inefficiencies in public-private partnership (PPP) has been attributed to deficient and poor governance practices and structures. It has been recognized that a veritable way to achieve efficiency in PPP governance is through gaining an understanding of the theoretical, practical and contextual factors that underline governance practices in PPP project delivery. The purpose of this study is to explore the significant governance factors in PPP project performance and delivery.

Design/methodology/approach

Using a questionnaire survey on major players in PPPs in policy, research, consultancy and professionals, the study sought to delineate the significant governance factors that impact PPP project delivery performance.

Findings

A step-wise multiple regression analysis revealed effective communication and openness in sharing project information systems, competent, responsible and effective project leadership, trust-building processes, systems and practices, best practice organizational and team norms, team culture, cohesion practices, effective relationship management practices, robust policy diffusion and transfer processes, friendly business environment and government support and contractual and renegotiation flexibility as the key contractual and non-contractual governance factors that can predict about 79% level of PPP project delivery performance.

Social implications

The findings offer support to improve PPP delivery in governance.

Originality/value

These findings are, thus, useful toward evolving regulatory quality governance mechanisms, flexible supervision and quality decisions that can enhance value for money in PPP projects in PPP project delivery.
