Abstract

The prevalence of anti-EU integration and anti-immigration rhetoric across the continent, the increased presence of Eurosceptic parties in the European Parliament, and most importantly Brexit suggest that the European Union is having an existential crisis. This chapter debates the role of the EU citizenship regime on this crisis, by resting its central thesis that there is a fundamental mismatch between the way that EU citizenship is at present derived from Member State citizenship, and the transnational affinity of the EU citizenry that is invited by the internal market and migration. As a remedy, the chapter projects a supranational EU citizenship regime that coexists with the current EU citizenship regime. Focussing on the social and political imperatives, the chapter brings forward tangible policy recommendations for the proposed EU citizenship regime and expounds how it can be an effective policy instrument for the EU’s internal and external struggles.

Abstract

The contribution draws upon the protests against a proposed trade deal between the European Union (EU) and the United States as an example of the potential to identify as European citizens. It is relevant given the multiple challenges the EU is currently facing, particularly a crisis of democratic legitimacy. While trust in EU institutions is at a historic low, some citizens – such as the Anti-Transatlantic Trade and Investment Partnership (TTIP) protestors – want to have a say in EU decision-making. The resulting conflicts should not be misunderstood as a threat. Instead, the author’s suggestion here is that democratic conflict has the potential to contribute to the politicisation and the identification of citizens with the European project. Following this line of thought, the potential of the Anti-TTIP protests lies in a civic democratisation of the EU through conflict. The author focusses on protestors’ participation experiences and their self-understanding processes as European citizens. The author explores the different ways in which protestors experience themselves as European citizens which aims to open up the discourse about the multiplicity of European citizenship. This variety of meanings ascribed to European citizenship is not regarded as a danger, but as the potential to enrich Europe with new ways of being and acting as European citizens.

Abstract

This chapter aims at contributing to the promotion of education for competent and responsible citizenship with regard to the European Dimension. It takes into consideration five points: (1) the expected profile of the active European citizen in a reliable European cooperation project; (2) the attitude of people in Europe to the European Union (EU) and to the other member countries, according to Eurobarometer and other surveys, keeping in mind the international scenario, and the internal cooperation among the EU states; (3) the situation of citizenship education, as reported by European and international studies as Eurydice (2017); (4) suitable innovative and technology-enhanced approaches to teaching and learning excellence, aiming at Education of Responsible Competent European Citizenship, including digital citizenship, focusing on knowledge, skills, attitudes, values of responsible citizenship in a democratic society, and developing thinking processes: information management, judgment and decision-making processes, working constantly under European point of view, strengthening contacts, and exchanges among EU member countries; and (5) non-formal and informal learning, influences from the family, the social environment and the mass media on the attitude of people in Europe to the European cooperation. Proposals are developed for improvement in the field of teaching/learning, teacher training, and communication, fostering interaction, engagement, and competent citizenship for the common future.

This chapter elucidates how digital citizenship regimes may be rescaling nation-states. In order to shed light on this phenomenon, the chapter introduces and answers three main research questions to unfold the content of this book as follows: (1) How will nation-states in Europe evolve in the aftermath of the emerging digital citizenship regimes? (2) Against the backdrop of the COVID-19, will the urban age reconfigure the technopolitics of European nation-states through new digital citizenship regimes (Moisio, 2018)? Abstract

This chapter develops a conceptual taxonomy of five emerging digital citizenship regimes: (1) the globalised and generalisable regime called pandemic citizenship that clarifies how post-COVID-19 datafication processes have amplified the emergence of four intertwined, non-mutually exclusive and non-generalisable new technopoliticalised and city-regionalised digital citizenship regimes in certain European nation-states’ urban areas; (2) algorithmic citizenship, which is driven by blockchain and has allowed the implementation of an e-Residency programme in Tallinn; (3) liquid citizenship, driven by dataism – the deterministic ideology of big data – and contested through claims for digital rights in Barcelona and Amsterdam; (4) metropolitan citizenship, as revindicated in reaction to Brexit and reshuffled through data co-operatives in Cardiff; and (5) stateless citizenship, driven by devolution and reinvigorated through data sovereignty in Barcelona, Glasgow and Bilbao. This chapter challenges the existing interpretation of how these emerging digital citizenship regimes together are ubiquitously rescaling the associated spaces/practices of European nation-states.

Europe as a political project unquestionably challenges the nation state: supranational institutions impose norms and values on nation-states, and transnational organizations create a space for political participation that goes beyond national territories. Abstract

Northern Ireland (NI) has pervasively been a fragile and often disputed city-regional nation. Despite NI's slim majority in favour of remaining in the European Union, de facto Brexit, post-pandemic challenges and the Northern Ireland Protocol (NIP) have revealed a dilemma: people of all political hues have started to question aspects of their own citizenship. Consequently, this chapter suggests an innovative approach called ‘Algorithmic Nations’ to better articulate its emerging/complex citizenship regimes for this divided and post-conflict society in which identity borders and devolution may be facilitated through blockchain technology. This chapter assesses implications of this dilemma for a city-regionalised nation enmeshed within the UK, Ireland and Europe: NI through Belfast, its main metropolitan hub. The chapter explores digital citizenship in NI by applying ‘Algorithmic Nations’ framework particularly relating to intertwined (1) cross-bordering, (2) critical awareness, (3) digital activism and (4) post-pandemic realities and concludes with three dilemmas and how ‘Algorithmic Nations’ framing could better integrate NI's digital citizenship.

Abstract

For Moldova and Albania, the promise of integration into the European Union (EU) has led to a reimagining of the purpose of schooling. Once charged with producing loyal communist citizens, their schools and educational policies are now focused on producing democratic citizens of an expanded Europe. This chapter examines how educational discourses are reconstituting notions of national citizenship to fit within a broader pan-European identity. We find that despite the adoption of common European standards, the EU imaginary nonetheless produces divergent results in classrooms through the perpetuation of uneven power relations, the displacement of local needs, and the contradictory fusion of new principles and old practices. Thus, in these cases, the social imaginary is invoked to convey the semblance of progress amidst the absence of change.
