Abstract

Mr. Robert Bernays, Parliamentary Secretary to the Ministry of Health, speaking at Leeds on October loth, at a meeting convened by the Lord Mayor in support of the National Health Campaign, said that the object of the campaign was nothing less than to improve the health, and with it the happiness—for the two were inseparable—of the whole nation. The growth of the social services had been remarkable. In 1900 the total expenditure was some £30,000,000, while at the present time it was over £400,000,000, of which three‐quarters was met from rates and taxes. It was natural to ask ourselves whether we were getting the fullest possible value for the financial sacrifices we were making. Remarkable as were the statistics of health improvement, it was idle to suggest that a great deal more could not be done. The campaign was being conducted to ensure that everyone should know the facilities available, where and when and how they could be obtained, and that they were open to all who would take advantage of them. We were endeavouring to overcome any inertia and lack of interest which still existed, and, if possible, to eradicate the fear which, in many cases, kept people from obtaining early advice and treatment. He felt sure that these objects could be attained if we could get the full co‐operation of the ordinary citizen, and particularly of the wife and mother. We were already assured of the active co‐operation of all those concerned in the provision of the various facilities including doctors, nurses, teachers and others who were so closely in touch with the homes of the people. Though the present campaign was being waged to encourage the greater use of existing health services, it must not be supposed that plans were not also being actively pursued for their further expansion. His first task, for instance, in the new session would be to assist Sir Kingsley Wood in the passage of yet another National Insurance Bill which would fill up the gap in medical attendance and supervision which at present existed between the time when a boy or girl left school at 14 and entered at 16 into insurable employment. These were two critical years of development and that they should be brought within the framework of health insurance was an urgent reform. Another line of progress that was being actively pursued was the possibilities of improved nutrition, the greater knowledge of the right type of food. The Government were most carefully examining the recently published report of the Mixed Committee on Nutrition presided over at Geneva by Lord Astor. As the spokesman of H.M. Government at this year's Assembly on the League Committee that discussed nutrition, Mr. Bernays was able to state with the full authority of the Government that we regarded that report at once as a challenge and an opportunity. That these were not just words was demonstrated by our Milk in Schools Scheme, instituted in 1934. Under that scheme more than 2¾ million children in public elementary school, or more than half the number of children on the register of these schools, were receiving a daily ration of milk at a reduced rate or in necessitous cases free. One of the objects of this campaign was to induce yet more parents and children to take advantage of that scheme. Following on the report of the National Advisory Committee on Nutrition some months ago, maternity and child welfare authorities had been urged to review their arrangements for the supply of milk and food to expectant mothers and young children so as to ensure that those in need of additional nourishment were able to secure it. In the present session of Parliament the Government hoped also to bring forward proposals for securing, in co‐operation with the industry, a reduction in the price of milk to local authorities who would thus be in a position to extend their present schemes and so secure increased consumption among this class. Thus it could be seen that this health campaign was no standstill arrangement. In the phraseology of the motor trade, we were commending to the nation the 1937 model of our health services, but we were not slackening an instant in our efforts to ensure that the 1938 model and that of subsequent years was an increasing improvement on what we were able to offer now.

Abstract

The main emphasis of nutritional study, until within comparatively recent years, was placed on a consideration of the energy or calorie value of a diet. A diet was considered sufficient or otherwise depending on the number of calories it contained. The modern trend in nuitrition, however, has tended to follow an opposite direction—the quantitative aspect has been relegated to a subsidiary position, and the quality of the diet is now considered as of supreme importance. In this qualitative assessment vitamins have been placed in the forefront, and there has been a tendency to overstress the nutritional importance of these essentials to the exclusion of perhaps as important dietary constituents.

Abstract

The overall goal of science is to build a valid and reliable body of knowledge about the functioning of the world and how applying that knowledge can change it. As personnel and human resources management researchers, we aim to contribute to the respective bodies of knowledge to provide both employers and employees with a workable foundation to help with those problems they are confronted with. However, what research on research has consistently demonstrated is that the scientific endeavor possesses existential issues including a substantial lack of (a) solid theory, (b) replicability, (c) reproducibility, (d) proper and generalizable samples, (e) sufficient quality control (i.e., peer review), (f) robust and trustworthy statistical results, (g) availability of research, and (h) sufficient practical implications. In this chapter, we first sing a song of sorrow regarding the current state of the social sciences in general and personnel and human resources management specifically. Then, we investigate potential grievances that might have led to it (i.e., questionable research practices, misplaced incentives), only to end with a verse of hope by outlining an avenue for betterment (i.e., open science and policy changes at multiple levels).

Abstract

We have reprinted the powerful letter addressed to the Daily Mail by MR. H. W. WILSON, the author of “Ironclads in Action,” advocating the immediate adoption of a policy of reprisals for the Zeppelin murder raids. In our view it is the duty of every journal, whatever may be its raison d'être, to assist in keeping the attention of the public fixed upon this matter, to aid in preventing the general feeling of disgust and indignation from cooling down, and to support those who have the brains to understand the nature of the Hun in their efforts to compel the Government to adopt the most effective means at present available to put an end to the murderous excursions of the German vermin into this country. As MR. WILSON points out, the deliberate Hun policy of slaying women, children and non‐combatants is either permitted by the laws of war recognised by civilised nations or it is not permitted by those laws. If it is permitted, “then clearly the Power which refrains from making similar attacks on the enemy's towns, villages, and residential districts, loses greatly from the military standpoint.” If it is not permitted then the only course— “the force behind the laws of War”—is a policy of drastic reprisals. Moreover, it is the only course that the Hun can understand. The methods of “frightfulness” are definitely laid down in the German military system as methods to be ruthlessly followed whenever this can be done with impunity and the fear of reprisals is also definitely laid down as the only consideration which is to be allowed to operate as a check upn “frightfulness.” “The Power which fails to take reprisals when a great offence is committed is as the negligent judge or the faithless jury that acquits a murderer. It sins against humanity … it encourages the criminal in his crime.”

Abstract

WE all scan the advertisements for librarians in The Times Literary Supplement and other journals every week, and we might be forgiven for inferring from them that there is a dearth of those who, by a curious inversion, are asked for as “A.L.A's or F.L.A's.” In contradiction, it would appear that about 1,500 youngsters are trying to enter the profession by way of the Entrance Examination every year. Youngsters beginning life, especially girls, do usually prefer or are constrained by their parents, the cost of living, and the scarcity of lodgings, to start in their home towns and still to live at home.. Higher in the scale the whole position is tangled in various ways. Many of the entrants fall by the way; commercial pay exceeds municipal and other library pay; more find the work uncongenial, as library work certainly is except to those who are book‐lovers, have a strong social sense, and, in the best cases, a flair for publicity and business administration. Others marry and leave, although some stay on with the ring on the third finger of their left hand. Thus, when maturity is reached, only a relatively few, even amongst the mature, have become chartered librarians and, fewer still, Fellows—as is natural seeing that the fellowship is a much more severe test nowadays and only much love and industry can achieve it. This position is even worse in some other branches of the municipal service; our salaries do not draw the best of the young folk permanently and many a Treasurer's office, to take one branch only, is complaining of want of good recruits. Those of our good ones who do remain do so because of the work and not the pay. Authority has always known this, from the day when Gladstone opined that working in the British Museum was so delightful that it was incredible that the workers wanted any pay at all. Chief librarians today have been most unfairly neglected by the salary negotiating bodies who have dealt generously with several other kinds of chief officers in the local services.

That the health of the body is very closely connected with the nature and quantity of the food we take is a statement in the nature of a self‐evident proposition. When we desist from eating food, starvation sets in after a longer or shorter period, according to the individual; when we eat too much or drink too much, distressing symptoms as inevitably supervene. Moreover, the quantity of food or drink consumed is not the only factor. The quality also is a matter of supreme importance, as in cases of malnutrition, while the various forms of blood disease, more or less loosely classed together as anæmia, appear to be associated to some extent with the question of nourishment. Without going so far as extreme partisans do who would seek to prove that all diseases are ultimately due to the consumption of unsuitable food, as witness, for instance, the views of the more advanced vegetarians and fruitarians, who attribute cancer and other maladies to the eating of meat, it is obvious that a very close connection exists between the health of the body and the nature of our food supply.
