Abstract

Purpose

The purpose of this paper is to review and evaluate energy use and performance, as well as existing energy efficiency policy and measures in the Latvian industrial sector, in order to highlight possible scenarios for energy efficiency improvements in the future.

Design/methodology/approach

The paper takes the form of a literature review and data analysis.

Findings

It is concluded that the existing energy efficiency measures for the industrial sector in Latvia do not work effectively. Also, it is expected that the planned measures for energy efficiency improvements for the industrial sector will not reach the defined energy saving targets in the framework of the Latvian NEEAP. Therefore, it is necessary to develop a common strategy on energy efficiency in the industrial sector in Latvia. This should be accomplished by reviewing the existing literature and data, as well as drawing up new, well‐designed energy efficiency measures.

Practical implications

The results of this study can be applied and used in the development of energy efficiency policy for the industrial sector in Latvia. The paper also points out the main weak points of existing policy measures that can be improved in order to meet the energy saving target for the Latvian industrial sector.

Originality/value

In this paper, the Latvian industrial sector's energy efficiency policy and related measures have been organized and evaluated for the first time. Also, the importance of energy efficiency improvements in the industrial sector has been highlighted. This is evident from the fact that, currently, almost no energy efficiency measure for the industrial sector in Latvia works sufficiently.

Abstract

Purpose

There is a great interest from the European Union in measuring the efficiency of energy use in households, and this is an area where EDP has done research in both data collection and methodology. This paper reports on a survey of electric energy use in Portuguese households, and reviews and extends the analysis of how efficiently households use electrical energy. The purpose of this paper is to evaluate household electrical energy efficiency in different regions using econometric analysis of the survey data. In addition, the same methodology was applied to a time-series data set, to evaluate recent developments in energy efficiency.

Design/methodology/approach

The paper describes the application to Portuguese households of a new approach to evaluate energy efficiency, developed by Filippini and Hunt (2011, 2012) in which an econometric energy demand model was estimated to control for exogenous variables determining energy demand. The variation in energy efficiency over time and space could then be estimated by applying econometric efficiency analysis to determine the variation in energy efficiency.

Findings

The results obtained allowed the identification of priority regions and consumer bands to reduce inefficiency in electricity consumption. The time-series data set shows that the expected electricity savings from the efficiency measures recently introduced by official authorities were fully realized.

Research limitations/implications

This approach gives some guidance on how to introduce electricity saving measures in a more cost effective way.

Originality/value

This paper outlines a new procedure for developing useful tools for modelling energy efficiency.

Abstract

Purpose

The purpose of this paper is to propose a framework of green strategies as a combination of energy-efficiency measures and solutions towards environmental impact reduction for improving environmental sustainability at logistics sites. Such measures are examined by discussing the related impacts, motivations and barriers that could influence the measures' adoption. Starting from the framework, directions for future research in this field are outlined.

Design/methodology/approach

The proposed framework was developed starting from a systematic literature review (SLR) approach on 60 papers published from 2008 to 2022 in international peer-reviewed journals or conference proceedings.

Findings

The framework identifies six main areas of intervention (“green strategies”) towards green warehousing, namely Building, Utilities, Lighting, Material Handling and Automation, Materials and Operational Practices. For each strategy, specific energy-efficiency measures and solutions towards environmental impact reduction are further pinpointed. In most cases, “green-gold” measures emerge as the most appealing, entailing environmental and economic benefits at the same time. Finally, for each measure the relationship with the measures' primary impacts is discussed.

Originality/value

From an academic viewpoint, the framework fills a major gap in the scientific literature since, for the first time, this study elaborates the concept of green warehousing as a result of energy-efficiency measures and solutions towards environmental impact reduction. A classification of the main areas of intervention (“green strategies”) is proposed by adopting a holistic approach. From a managerial perspective, the paper addresses a compelling need of practitioners – e.g. logistics service providers (LSPs), manufacturers and retailers – for practices and solutions towards greener warehousing processes to increase energy efficiency and decrease the environmental impact of the practitioners' logistics facilities. In this sense, the proposed framework can provide valuable support for logistics managers that are about to approach the challenge of turning the managers' warehouses into greener nodes of the managers' supply chains.

Purpose

The Recast Energy Efficiency Directive 2023 has defined the concept of “split incentive,” also known as “tenant-owner dilemma.” This dilemma refers to the situation where neither landlords nor tenants have incentives to invest in energy efficiency upgrades. Although the Energy Efficiency Directive calls Member States to overcome legal barriers to remove split incentives and to encourage retrofits, the list of possible measures is too vague. This paper aims to discuss tenancy law measures designed to increase the energy efficiency of residential housing and to detect which Member States have already addressed this phenomenon.

Design/methodology/approach

This paper analyses, from a civil legal perspective, the possible private law barriers arising from the tenant-owner dilemma when performing energy efficiency works in selected countries and proposes legal reforms in tenancy law and related policies to overcome them. To do so, this paper follows a legal-dogmatic and comparative law methodology.

Findings

This paper concludes that some tenancy law provisions, such as the possibility to increase the rent after energy efficiency renovations and long-term leases, may challenge the tenant-owner dilemma in private rented markets, thus promoting renovations and retrofitting for energy efficiency purposes. It also proposes other policies intended to increase parties’ willingness to undertake works.

Research limitations/implications

More research on the economic and legal efficiency to regulate some of the civil law measures to challenge the tenant-owner dilemma should be necessary.

Practical implications

The civil law measures included in this paper may help national policymakers meet the energy efficiency targets, according to what is established in the Recast Energy Efficiency Directive 2023.

Originality/value

Based on the economic theory of the tenant-owner dilemma, this paper investigates the elements of tenancy law that may contribute to less energy-efficient homes, proposing policies for those countries interested in addressing the energy-efficiency challenge from a private law point of view.

Purpose

Improving the energy efficiency of the existing residential building stock has been identified as a key policy aim in many countries. The purpose of this paper is to review the extant literature on investment decisions in domestic energy efficiency and presents a model that is both grounded in microeconomic theory and empirically tractable.

Design/methodology/approach

This study develops a modified and extended version of an existing microeconomic model to embed the retrofit investment decision in a residential property market context, taking into account tenants’ willingness to pay and cost-reducing synergies. A simple empirical test of the link between energy efficiency measures and housing market dynamics is then conducted.

Findings

The empirical data analysis for England indicates that where house prices are low, energy efficiency measures tend to increase the value of a house more in relative terms compared to higher-priced regions. Second, where housing markets are tight, landlords and sellers will be successful even without investing in energy efficiency measures. Third, where wages and incomes are low, the potential gains from energy savings make up a larger proportion of those incomes compared to more affluent regions. This, in turn, acts as a further incentive for an energy retrofit. Finally, the UK government has been operating a subsidy scheme which allows all households below a certain income threshold to have certain energy efficiency measures carried out for free. In regions, where a larger proportion of households are eligible for these subsidies,the authors also expect a larger uptake.

Originality/value

While the financial metrics of retrofit measures are by now well understood, most of the existing studies tend to view these investments in isolation, not as part of a larger bundle of considerations by landlords and owners of how energy retrofits might influence a property’s rent, price and appreciation rate. In this paper, the authors argue that establishing this link is crucial for a better understanding of the retrofit investment decision.

Abstract

Purpose

The purpose of this paper is to benchmark the energy use of Indian iron and steel industry. For this purpose, the authors have estimated a production frontier to know the best performing states. Further, the energy-saving targets are estimated to lie below the benchmark level for those states. Panel data for this purpose are extracted from the Annual Survey of Industry (an official database from the government of India) for 19 major steel-producing states over the period from 2004–2005 to 2013–2014.

Design/methodology/approach

The authors employed a radial and non-radial (slack-based measure) variant of the data envelopment analysis (DEA) to estimate the production frontier. Particularly, slack-based measures (SBMs) developed by Tone (2001) are used to get a more comprehensive measure of energy efficiency along with technical efficiency. Variable returns to scale technology is specified to accommodate market imperfection and heterogeneity across states. Four inputs (capital, labour, energy and material) and a single output are conceptualised for the production process to accommodate input substitution. The relative position of each state in terms of the level of energy efficiency is then identified.

Findings

The authors started by examining energy-output ratio. The average level of energy intensity shows declining trends over the period of time. States like Bihar, Jharkhand, Gujarat and Uttarakhand remain stagnant in the energy intensity level. SBM of energy efficiency shows an overall average energy saving potential of 8 per cent without reducing average output level. Considerable heterogeneity exists among states in terms of the energy efficiency scores. Further, the authors calculated scale efficiency (SE) which shows the overall average level of SE is 0.91; hence, the scale of operation is not optimal and needs to adjusted to enhance energy efficiency.

Originality/value

The authors demonstrate the empirical application of DEA with SBM to energy use performance. This is the first study that benchmarks Indian states in terms of the consumption of energy input to produce iron and steel by applying DEA.

Abstract

The English House Condition Survey for 1991 demonstrated that levels of energy efficiency in private rented property are significantly below other sectors, even though energy improvements have tangible benefits for landlords. The low level of energy efficiency provision in the private rented sector indicates that landlords are unaware or unconvinced of these benefits and market barriers may have restricted uptake. Information regarding energy efficiency advice to the private rented HMO sector has focussed on offering good practice design guidance, and information about the level of fitness and overall characteristics of the sector. This research project evaluated the PRESS scheme, which encouraged landlords to introduce energy efficiency measures. A total of 78 private sector rented properties in Sheffield were analysed with retrofit measures to improve levels of energy efficiency. The results demonstrate that whilst market barriers exist, the PRESS scheme went some way to overcoming some barriers to energy efficiency.

Purpose

This study aims to test whether energy performance effects single-family home sale prices. It also examines whether recommendations for supposedly cost-effective energy efficiency measures, by intervention category (construction, installation or operation/control technical measures), are perceived as untapped potential – a real option – that effects sale prices.

Design/methodology/approach

The energy performance measurement and dummy variables for three categories of improvement recommendations are included as explanatory variables in a hedonic regression analysis using transaction data and energy performance certificates data for 1,073 observations.

Findings

Results indicate that better energy performance effects selling prices positively. Energy efficiency recommendations seem to have an impact on sale price; home buyers seem to require a larger “discount” for more complex types of measures.

Research limitations/implications

The sample only includes houses in the Stockholm; so-called sustainable buildings have not been specifically studied; and the heating source has not been accounted for.

Originality/value

The EU energy performance certificates provide new information and measure energy performance more exactly than many earlier (proxy) variables. This is one of the first studies to test the effect of this information, and the first one using Swedish data.

Abstract

Purpose

This paper aims to measure the state-level energy efficiency in Indian paper industry and simultaneously explain inter-state variation in efficiency by inefficiency effect model. Three variables, labor productivity, capital intensity and structure of paper industry, are included in inefficiency effect model to assess the likely impact on energy efficiency.

Design/methodology/approach

Sub-vector input distance function is derived through neo-classical production function which provides measures to estimate energy efficiency. Assuming a translog production function specification, energy efficiency is estimated by using Battese and Coelli (1995) stochastic frontier analysis (SFA). The authors also estimated four other SFA models, and energy efficiency from all the models is compared for robustness checking.

Findings

The results show the existence of a vast potential to improve energy efficiency. Inefficiency effect model reported a positive impact of structure of the industry and capital intensity on energy efficiency performance, while labor productivity does not have any significant impact on energy efficiency. There exists considerable energy efficiency variation among states. Uttarakhand, Punjab and Orissa are the best performing states while Rajasthan, Jharkhand and Goa have worst energy efficiency performance based on average efficiency. The ranks assigned to states according to inefficiency effects model are found contrary to the simple measure of energy efficiency, i.e. energy intensity. Thus, energy intensity may not always be a good proxy for underlying energy efficiency and need to be compared with a comprehensive possible measure.

Originality/value

To the best of the authors’ knowledge, this is the first study which measures energy efficiency of Indian paper industry through stochastic frontier model using region-level data. Instead of relying on traditional energy efficiency indicators (energy-output ratio), total-factor energy efficiency approach is used to conduct the empirical exercise. Deviations from the frontier because of factors beyond the scope of producers are also incorporated into analysis to portray the magnitude of random factors in influencing the efficiency performance.

Abstract

Purpose

This paper aims to propose an energy efficiency plan (with technical and behavioural improvement measures) for a Portuguese higher education building – the Teaching Building of the Faculty of Economics of the University of Coimbra (FEUC).

Design/methodology/approach

The study was developed in the context of both the “Green Campus – Challenge for Energy Efficiency in Higher Education” and the Energy for Sustainability Initiative of the University of Coimbra, Portugal. An energy audit was conducted based on the analysis of the energy consumption profiles. A monitoring campaign was carried out to measure and disaggregate the electricity consumption. The consumption of natural gas and water were also assessed. The building envelope and the heating and lighting systems were also evaluated. Some patterns of energy-environmental behaviours of the academic community were investigated through a Web-based survey.

Findings

The energy efficiency plan contemplates short-term tangible/intangible actions. It also considers the investment and payback period of the tangible measures. The implementation of three improvement measures in the lighting system would lead to a consumption reduction of about 26,123 kWh/year, avoiding the emission of 3,704 KgCO2/year, for an initial cost of 9,920 (payback period of 3.7 years).

Research limitations/implications

Results are restricted to the case study and there are limitations in their generalisation outside of their context. However, they show some broadly implications and trends that have relevance for the higher education sector. This paper highlights the importance of engaging students, faculty and technical staff for working together on the assessment of the energy efficiency of the buildings where they study and work.

Social implications

The higher education sector holds important functions in educating the next generation of professionals for a sustainable culture. The categories of activities described in this paper are good examples of what can be done within the academic community for acting towards sustainability. The results also pointed out that making users aware of their energy consumption is a priority towards the energy efficiency in higher education buildings.

Originality/value

Reductions on energy consumption are expected if the energy efficiency plan would be implemented. The results of the behavioural study were presented to the FEUC’s board of directors to be integrated in the “Good Practices Manual on Water and Energy Management”.
