Abstract

Purpose

This study aims to answer the question: What dynamic capabilities do diverse humanitarian organizations have?

Design/methodology/approach

We examine this question through the lens of dynamic capabilities with sensing, seizing and reconfiguring capacities. The research team interviewed 15 individuals from 12 humanitarian organizations that had (a) different geographic scopes (global versus local) and (b) different missions (emergency response versus long-term development aid). We also gathered data from secondary sources, including standard operating procedures, company websites, and news databases (Factiva, Reuters and Bloomberg).

Findings

The findings identify the operational and dynamic capabilities of global and local humanitarian organizations while distinguishing between their mission to provide long-term development aid or emergency relief. (1) The global organizations, with their beneficiary responsiveness, reconfigured their sensing and seizing capacities throughout the COVID-19 pandemic by pivoting quickly to local procurement or regional supply chains. The long-term development organizations pivoted to multi-year supplier agreements with fixed pricing to counter price uncertainty and accessed social capital with government bodies. In contrast, emergency response organizations developed end-to-end supply chain visibility to sense changes in supply and demand. (2) Local humanitarian organizations developed the capacity to sense demand and supply changes to reconfigure based on their experiential learning working with the local community. The long-term-development local organizations used un-owned and scalable relief infrastructure to seize opportunities to rebuild affected areas. In contrast, emergency response organizations developed their capacity to seize opportunities to provide aid stemming from their decentralized decision-making, a lack of structured procedures, and the authority for increased expenditure.

Originality/value

We propose a theoretical framework to identify humanitarian organizations' operational and dynamic capabilities, distinguishing between global and local organizations and their emergency response and long-term aid missions.

Abstract

Purpose

Disasters and other emergencies are increasing, with millions of people affected by events like earthquakes, fires and flooding. The use of mobile emergency alert systems (MEAS) can improve people’s responses by providing targeted alerts based on location and other personal details. This study aims to understand the factors that influence people’s willingness to share the personal information that is needed to provide context-specific messaging about a threat and protective actions.

Design/methodology/approach

Drawing on protection motivation theory (PMT), this study proposes and tests a model of willingness to use personalised MEAS that incorporates key factors related to an individual’s appraisal of a potential threat (i.e. perceived vulnerability and severity) and coping capacity (i.e. response efficacy and self-efficacy), with deterrents like response cost and privacy concern. This study uses survey data from 226 respondents in New Zealand and SmartPLS to assess the model.

Findings

The results show how willingness to use MEAS is influenced by people’s appraisal of an emergency threat and their perception of how using MEAS would help them to cope effectively. Fear and perceived severity are significant motivators of MEAS use, along with coping appraisal. However, when the negative influences of privacy concern and response cost are strong enough, they can dissuade use, despite knowing the risks.

Originality/value

The study addresses a gap in research on the use of alert systems like MEAS, which require sharing of personal information and continuous engagement such as the real-time disclosure of one’s location. It confirms the significance of factors not studied in prior research, such as privacy concerns, that can dissuade use. This study also extends the application of the PMT in the context of emergency management.

Abstract

Purpose

This study explored whether the critical incident management systems (CIMS) model can predict the EMS performance in the COVID-19 context. Past research has established the significance of early detection and response (ER) in the context of Ebola virus disease (EVD), prompting a question of whether the model can also be helpful in the COVID-19 context. Consequently, the authors assessed whether ER influences the impact of communication capacity (CC), reliable information channel (RC) and environment (EN) on COVID-19 EMS performance. Assessing these relationships will advance emerging infectious disease (EID) preparedness.

Design/methodology/approach

The authors employed standardized measurement instruments of the CIMS model (CC, ER, RC and EN) to predict the performance of COVID-19 EMS using structural equation modeling (SEM) in a study of 313 participants from frontline responders.

Findings

The results show that the relationship of ER and EN with COVID-19 EMS performance is positive, while that of EN on CC is negative. The relationship between EN and COVID-19 EMS performance was insignificant. Contrary to the hypothesis, CC was negatively significant to COVID-19 EMS performance due to poor communication capacities.

Research limitations/implications

The authors acknowledge some limitations due to challenges faced in this study. First, Data collection was a significant limitation as these questionnaires were built and distributed in June 2020, but the response time was prolonged due to the recurring nature of the pandemic. The authors had wanted to implore the inputs of all stakeholders, and efforts were made to reach out to various Ministry of Health, the local CDC and related agencies in the region via repeated emails explaining the purpose of the study to no avail. The study finally used the frontline workers as the respondents. The authors used international students from various countries as the representatives to reach out to their countries' frontline workers. Second, since the study was only partially supported using the CIMS model, future studies may combine the CIMS model with other models or theories. Subsequent research reassesses this outcome in other contexts or regions. Consequently, further research can explore how CC can be improved with COVID-19 and another future EID in the region. This may improve the COVID-19 EMS performance, thereby expanding the lesson learned from the pandemic and sustaining public health EID response. Additionally, other authors may combine the CIMS model with other emergency management models or theories to establish a fully supported theoretical model in the context of COVID-19.

Practical implications

The findings have practical implications for incident managers, local CDCs, governments, international organizations and scholars. The outcome of the study might inform these stakeholders on future direction and contribution to EID preparedness. This study unfolds the impact of lessons learned in the region demonstrated by moderating early detection and responses with other constructs to achieve COVID-19 EMS performance. The findings reveal that countries that experienced the 2013–2016 Ebola outbreak, were not necessarily more prepared for an epidemic or pandemic, judging by the negative moderating impact of early detection and response. However, these experiences provide a foundation for the fight against COVID-19. There is a need for localized plans tailored to each country's situation, resources, culture and lifestyle. The localized plan will be to mitigate and prevent an unsustainable EID management system, post-epidemic fund withdrawals and governance. This plan might be more adaptable and sustainable for the local health system when international interventions are withdrawn after an epidemic. Public health EID plans must be adapted to each country's unique situation to ensure sustainability and constantly improve EID management of epidemics and pandemics in emergency response. The high to moderate importation risk in African countries shows Africa's largest window of vulnerability to be West Africa (Gilbert et al., 2020). Therefore, they should be in the spotlight for heightened assistance towards the preparedness and response for a future pandemic like COVID-19. The West African region has a low capacity to manage the health emergency to match the population capacities. The COVID-19 outbreak in West Africa undoubtedly inflicted many disruptions in most countries' economic, social and environmental circumstances. The region's unique challenges observed in this study with CC and reliable information channels as being negatively significant highlight the poor maintenance culture and weak institutions due to brain drain and inadequate training and monitoring. This outcome practically informs West African stakeholders and governments on aspects to indulge when trying to improve emergency preparedness as the outcomes from other regions might not be applicable.

Originality/value

This study explored the relevance of the CIMS model in the context of the COVID-19 pandemic, revealing different patterns of influence on COVID-19 EMS performance. In contrast to the extant literature on EVD, the authors found the moderating effects of ER in the COVID-19 context. Thus, the authors contribute to the COVID-19 EMS performance domain by developing a context-driven EMS model. The authors discuss the theoretical and practical implications.

Abstract

Purpose

Untimely responses to emergency situations in urban areas contribute to a rising mortality rate and impact society's primary capital. The efficient dispatch and relocation of ambulances pose operational and momentary challenges, necessitating an optimal policy based on the system's real-time status. While previous studies have addressed these concerns, limited attention has been given to the optimal allocation of technicians to respond to emergency situation and minimize overall system costs.

Design/methodology/approach

In this paper, a bi-objective mathematical model is proposed to maximize system coverage and enable flexible movement across bases for location, dispatch and relocation of ambulances. Ambulances relocation involves two key decisions: (1) allocating ambulances to bases after completing services and (2) deciding to change the current ambulance location among existing bases to potentially improve response times to future emergencies. The model also considers the varying capabilities of technicians for proper allocation in emergency situations.

Findings

The Augmented Epsilon-Constrained (AEC) method is employed to solve the proposed model for small-sized problem. Due to the NP-Hardness of the model, the NSGA-II and MOPSO metaheuristic algorithms are utilized to obtain efficient solutions for large-sized problems. The findings demonstrate the superiority of the MOPSO algorithm.

Practical implications

This study can be useful for emergency medical centers and healthcare companies in providing more effective responses to emergency situations by sending technicians and ambulances.

Originality/value

In this study, a two-objective mathematical model is developed for ambulance location and dispatch and solved by using the AEC method as well as the NSGA-II and MOPSO metaheuristic algorithms. The mathematical model encompasses three primary types of decision-making: (1) Allocating ambulances to bases after completing their service, (2) deciding to relocate the current ambulance among existing bases to potentially enhance response times to future emergencies and (3) considering the diverse abilities of technicians for accurate allocation to emergency situations.

Abstract

Purpose

This paper aims to examine a large-scale typhoon response coordination, focusing on the emergency collaborative network (ECN) configuration and structural properties that characterized the 2018 Typhoon Mangkhut response operations in Shenzhen, China.

Design/methodology/approach

The response coordination of Typhoon Mangkhut was operationalized as a Shenzhen-based ECN established upon a six-week observation. A systematic content analysis of publicly available government documents and newspaper articles was conducted to identify participating organizations and interorganizational relationships built and sustained during and immediately after the disaster. Social network metrics at levels of the node, subgroup of nodes and whole network were utilized to examine network capacity, network homophily and network performance, respectively.

Findings

Results of the centrality analysis demonstrate that government agencies at municipal and district/county levels took central network positions while private and non-profit organizations were mostly positioned at the network periphery. The blocking analysis points to a salient homophily effect that participating organizations sharing similar attributes were more likely to connect with each other. A further investigation of whole network metrics and the small-world index reveals the highly fragmented and discontinued features of ECN, which may result in unsystematic coordination among organizational actors.

Originality/value

This paper is distinctive in examining the coordination structure among response organizations embedded in a centralized and monocentric governance system and, more importantly, how the structural characteristics can differ from that evidenced in a more decentralized and polycentric system.

Abstract

Purpose

This paper explores how fire and rescue services in England responded to the challenges and opportunities presented by the COVID-19 pandemic. It examines the form and nature of fire and rescue services’ collaborations with the ambulance, police and other services and how effective their emergency planning arrangements prepared them for the pandemic.

Design/methodology/approach

The authors briefly set out the background to the emergency services response to recent events of national significance in the UK and North America, focussing on the collaborative aspects of the emergency services response. The authors then examine three sets of secondary sources, namely documents specifically related to Fire and Rescue Services’ response to the COVID-19 pandemic in the UK.

Findings

All three investigations found that the pandemic had provided an opportunity for issues relating to planning and collaboration to be re-examined and for the emergence of new innovations (both technological and organisational) to provide new responses and solutions. Although the Inspectorate found that the services had generally responded well, it controversially criticised the role of the Fire Brigades Union in the national and local response to the pandemic.

Research limitations/implications

The research is situationally bound to England although there may be transferable lessons to other services and jurisdictions.

Practical implications

Potential future improvements are identified at national and local levels for policy and for the operational response to widespread and long-term emergencies.

Originality/value

England has had very few contemporary public health emergencies on the scale of the COVID-19 pandemic; this research presents an important opportunity for seeking to understand what is working well and where improvements are required to improve both the local and national response in relation to such a complex and dynamic environment.

Abstract

Purpose

Emergency organizations allocate specific tasks to responders in an attempt to resolve increasingly complex incidents. Many studies take a pragmatic perspective by studying how emergency organizations can more effectively compartmentalize response tasks. Yet, the effects of compartmentalization on responders' sensemaking of moral issues (i.e. moral sensemaking) has received almost no attention.

Design/methodology/approach

Based on existing research, the authors bring together different insights on the relation between compartmentalization and emergency responders’ sensemaking of moral issues.

Findings

The authors demonstrate that emergency organizations may undermine the moral sensemaking of responders through introducing moral blind spots and moral dissociation or, instead, enable moral sensemaking through enhancing moral agency and awareness. The authors argue that emergency organizations need to induce moral sense-discrediting among responders to enhance their moral sensemaking. Finally, the authors conclude with discussing two types of compartmentalizing tasks, functional concentration and the holographic metaphor, to show that the latter is most likely to enhance moral sensemaking among emergency responders.

Originality/value

This study introduces moral sensemaking to the emergency management literature and investigates how organizational design influences it.

Abstract

Purpose

This study aims to demonstrate how governmental authorities can take interorganizational network responses to address unexpected situations developed by the breakdown of critical infrastructure, such as communication failure in a hyperconnected society.

Design/methodology/approach

This study uses social network analysis to investigate the performance of interorganizational response networks regarding the 2018 KT network blackout, a failure of telecommunication facility, compared to the planned network.

Findings

The national fire agency was the most prominent actor in the actual interorganizational network, while the actor was not significant in the planned network in addressing unexpected needs. Moreover, top government authorities were involved in the actual response network because of the national attention on the breakdown of the infrastructure as a focusing event.

Originality/value

Unexpected conditions in the actual response to a technological disaster, such as a critical infrastructure (CI) breakdown, require the involvement of emerging or non-significant actors in accordance with the findings related to other types of disasters. Particularly, communication failure in a hyperconnected society may involve prominent government authorities in the actual interorganizational response because of the event's broad and severe impact on the functions of society.

Abstract

Purpose

This study aims to compare the humanitarian supply chains and logistics of two countries in earthquake preparedness by modifying and using a previously established preparedness evaluation framework.

Design/methodology/approach

A European flood emergency management system (FEMS) is a seven-dimensional framework to assess a country’s preparedness for flood emergencies. The FEMS framework was modified to apply to earthquakes. Leveraging a multiple explanatory case study approach with data analysis, the authors reconstructed the events of the earthquakes in Pakistan (2005) and Japan (2011) with an applied grading (1–5). Findings were evaluated within the adopted FEMS framework. From a practitioner’s perspective, the framework is applicable and can accelerate support in the field.

Findings

Pakistan lacked emergency plans before the 2005 earthquake. In contrast, Japan possessed emergency plans before the disaster, helping minimise casualties. Overall, Japan demonstrated considerably better emergency management effectiveness. However, both countries significantly lacked the distribution of responsibilities among actors.

Originality/value

Practical factors in the humanitarian supply chain are well understood. However, synthesising individual factors into a comprehensive framework is difficult, which the study solves by applying and adopting the FEMS framework to earthquakes. The developed framework allows practitioners a structured baseline for prioritising measures in the field. Furthermore, this study exemplifies the usefulness of cross-hazard research within emergency management and preparedness in a real-world scenario.

Abstract

Purpose

Subway systems are highly susceptible to external disturbances from emergencies, triggering a series of consequences such as the paralysis of the internal network transportation functions, causing significant economic and safety losses to cities. Therefore, it is necessary to analyze the factors affecting the resilience of the subway system to reduce the impact of disaster incidents.

Design/methodology/approach

Using the interval type-2 fuzzy linguistic term set and the K-medoids clustering algorithm, this paper improves the Decision-Making Trial and Evaluation Laboratory (DEMATEL) method to construct a subway resilience factor analysis model for emergencies. Through comparative analysis, this study confirms the superior performance of the proposed approach in enhancing the precision of the DEMATEL method.

Findings

The results indicate that the operation and management level of emergency command organizations is the key resilience factors of subway operations in China. Furthermore, based on real case analyses, the corresponding suggestions and measures are put forward to improve the overall operation resilience level of the subway.

Originality/value

This paper identifies four emergency scenarios and 15 resilience factors affecting subway operations through literature review and expert consultation. The improved fuzzy DEMATEL method is applied to explore the levels of influence and causal mechanisms among the resilience factors of the subway system under the four emergency scenarios.
