Abstract

Purpose

Evaluating emergency preparedness exercises is crucial for assessing enhanced knowledge, facilitating learning and implementing knowledge in organizations. The cognitive process of motivation for action is a precursor for action, coping behavior and individual learning. This study aims to focus on how guided evaluation of emergency preparedness exercises can enhance cognitive motivation and influence the mental readiness of exercise participants.

Design/methodology/approach

This is a conceptual paper with a model approach design. The main conceptual contribution is suggesting a model for guided evaluation in emergency preparedness exercises. We present a theoretical background for understanding the increase in motivation based on social cognitive learning theory. In particular, this study discusses how different evaluation steps contribute to enhanced motivation and learning for exercise participants.

Findings

Increased motivation and enhanced personal performance standards could be achieved through using processes that lead to self-efficacy in guided exercise evaluation. Specifically, sources of enhanced motivation, such as repeated coping experiences, self-regulation processes, mastery motivation and performance motivation, would proliferate the readiness of individual crisis managers and teams.

Practical implications

This article suggests an evaluation model for use in emergency preparedness exercises. This approach combines bottom-up and top-down processes for debriefing, reflection and feedback, both individually and in teams. This approach aims to enhance exercise participants’ motivation and utilize exercise evaluation for organizational learning.

Originality/value

The conceptual discussion leads to developing implications for evaluation practice, suggesting how to structure evaluation and why. This study is novel for its explanation of how to use evaluation in the learning process.

Abstract

Purpose

Providing quality emergency supplies is crucial to mitigate and respond to emergencies. However, despite government and consumer oversight of emergency supplies’ quality, a troubling trend persists among some enterprises to sacrifice product quality for financial gain. This paper examines the influence of strategy selections among governments, enterprises, and consumers to enhance the quality of emergency supplies.

Design/methodology/approach

We develop a tripartite evolutionary game model consisting of three stakeholders: government, enterprises, and consumers, considering factors including subsidies and penalties. After analysing three stakeholders’ strategic choices to ascertain system stability, parametric analyses were conducted.

Findings

Excessive or insufficient subsidies are not conducive to encouraging enterprises to adopt an authentic production strategy; excessive subsidies may result in consumers enduring counterfeiting. Furthermore, the government’s supervision strategy can stabilise the system quickly, suggesting that consumer reporting cannot replace government supervision. Additionally, incentivising enterprises to adopt an authentic production strategy can be achieved by increasing penalties and enhancing compensation while reducing consumer reporting, government supervision, and raw materials costs.

Originality/value

We present a preliminary exploration of how to promote the production of qualified emergency supplies in the early stages of an emergency event. The model and findings proposed in this paper can be generalised and applied to various emergency events, including epidemics and earthquakes.

Abstract

Purpose

Governments faced formidable challenges in coordinating public health responses to the COVID-19 pandemic. This study aims to enhance the understanding of effective organizational leadership during crises by investigating the factors influencing the turnover of health leaders during the COVID-19 pandemic in Brazil.

Design/methodology/approach

Using primary data encompassing all appointments and dismissals of federal and state health secretaries, this paper conducted a quantitative analysis of the relational and reputational factors that contributed to leader turnover during the COVID-19 pandemic. This paper also examined whether leaders’ management and public health experience increase the duration of tenure.

Findings

States encountered significant challenges in retaining experienced and effective leadership during the health emergency, primarily due to political conflicts in policymaking and, to a lesser extent, allegations of corruption. Furthermore, leaders with expertise in public health were found to be less likely to be removed from office. However, managerial experience did not prolong the tenure of state health secretaries during the emergency.

Research limitations/implications

Since most health leaders have public health and management experience, the contributions of each factor to the duration of a secretary’s tenure are difficult to separate and analyze separately.

Practical implications

This study provides empirical insights into what factors drive health leader turnover during major health emergencies.

Social implications

During major health emergencies, health leaders often strongly disagree with elected officials on the response. This paper test how crisis leadership theories help explain state health leaders’ duration in one of the world’s largest public health systems during the COVID-19 pandemic. This paper find that policy disagreements contributed to significant turnover.

Originality/value

To the best of the authors’ knowledge, this paper is the first that are aware of that uses novel primary data on public health executive leader characteristics and turnover causes in the context of the COVID-19 pandemic. It provides empirical evidence contributing to the crisis leadership literature by examining health leader turnover in one of the world’s largest public health systems.

Abstract

Purpose

When emergencies occur, the attention of the public towards emergency information on social media in a specific time period forms the emergency information popularity evolution patterns. The purpose of this study is to discover the popularity evolution patterns of social media emergency information and make early predictions.

Design/methodology/approach

We collected the data related to the COVID-19 epidemic on the Sina Weibo platform and applied the K-Shape clustering algorithm to identify five distinct patterns of emergency information popularity evolution patterns. These patterns include strong twin peaks, weak twin peaks, short-lived single peak, slow-to-warm-up single peak and slow-to-decay single peak. Oriented toward early monitoring and warning, we developed a comprehensive characteristic system that incorporates publisher features, information features and early features. In the early features, data measurements are taken within a 1-h time window after the release of emergency information. Considering real-time response and analysis speed, we employed classical machine learning methods to predict the relevant patterns. Multiple classification models were trained and evaluated for this purpose.

Findings

The combined prediction results of the best prediction model and random forest (RF) demonstrate impressive performance, with precision, recall and F1-score reaching 88%. Moreover, the F1 value for each pattern prediction surpasses 87%. The results of the feature importance analysis show that the early features contribute the most to the pattern prediction, followed by the information features and publisher features. Among them, the release time in the information features exhibits the most substantial contribution to the prediction outcome.

Originality/value

This study reveals the phenomena and special patterns of growth and decline, appearance and disappearance of social media emergency information popularity from the time dimension and identifies the patterns of social media emergency information popularity evolution. Meanwhile, early prediction of related patterns is made to explore the role factors behind them. These findings contribute to the formulation of social media emergency information release strategies, online public opinion guidance and risk monitoring.

Abstract

Purpose

This paper aims to explore the influencing factors of public perceived efficacy of emergency infrastructure projects based on the triadic interactive determinism, and analyze the relationship among these factors.

Design/methodology/approach

Based on the triadic interactive determinism, we explored the factors influencing public perceived efficacy of emergency infrastructure project and empirically verified the relationship among these factors and perceived efficacy by using data drawn from a questionnaire survey of 491 residents near Leishenshan Hospital, Jiangxia District, Wuhan, China.

Findings

Prior experience, emotional response, personal expectation, public trust, context message and interactivity level, namely behavior, individual and environment, affect the perceived efficacy of public emergency infrastructure projects.

Practical implications

The results offer an insight into public perceived efficacy of emergency infrastructure project from the perspective of antecedents in a triadic reciprocal determinism, which provides a reference basis for the sustainable development of the emergency infrastructure projects. This study also suggests valuable practical implications to government departments to improve the quality of administrative decision-making effectively.

Originality/value

Although existing studies have found some influencing factors of public perceived efficacy in general infrastructure, there is still a lack of systematic carding and quantitative description of influencing factors of public perceived efficacy of emergency infrastructure projects. This study bridges this gap by exploring the determinants and their influencing relationship of public perceived efficacy especially for emergency infrastructure projects.

Abstract

Purpose

The purpose of this paper is to propose a scenario-based grey methodology using clustering and optimizing with imprecise and uncertain body size data in an emergency assembly point area to assign the people on a campus to reach the emergency assembly points under uncertain disaster times.

Design/methodology/approach

Grey clustering and a new grey p-median linear programming model are developed to determine which units to assign to the pre-determined assembly points for a main campus in case of a disaster. The models have two scenarios: 70 and 100% occurrence capacities of administrative and academic personnel and students.

Findings

In this study, the academic and administrative units have been assigned to determine five different emergency assembly points on the main campus by using the numbers of the academic and administrative personnel and student and distances of the units to the assembly point areas of each other. The alternative solutions are obtained effectively by evaluating capacity utilization rates in the scenarios.

Practical implications

It is often unclear when disasters can occur and therefore, a preliminary preparation time must be required to minimize the risk. In the case of natural, man-made (unnatural) or technological disasters, the people are required to defend themselves and move away from the disaster area as soon as possible in a proper direction. The proposed assignment model yields a final solution that effectively eliminates uncertainty regarding the selection of emergency assembly points for administrative and academic staff as well as students, in the event of disasters.

Originality/value

Grey clustering suggests an assignment plan and concurrently, an investigation is underway utilizing the grey p-median linear programming model. This investigation aims to optimize various scenarios and body sizes concerning emergency assembly areas. All campus users who are present at the disaster in units of the campus are getting uncertainty about which emergency assembly point to use, and with this study, the vital risks aim to be ultimately reduced with reasonable plans.

Abstract

Purpose

Disaster management and humanitarian logistics (HT) play crucial roles in large-scale events such as earthquakes, floods, hurricanes and tsunamis. Well-organized disaster response is crucial for effectively managing medical centres, staff allocation and casualty distribution during emergencies. To address this issue, this study aims to introduce a multi-objective stochastic programming model to enhance disaster preparedness and response, focusing on the critical first 72 h after earthquakes. The purpose is to optimize the allocation of resources, temporary medical centres and medical staff to save lives effectively.

Design/methodology/approach

This study uses stochastic programming-based dynamic modelling and a discrete-time Markov Chain to address uncertainty. The model considers potential road and hospital damage and distance limits and introduces an a-reliability level for untreated casualties. It divides the initial 72 h into four periods to capture earthquake dynamics.

Findings

Using a real case study in Istanbul’s Kartal district, the model’s effectiveness is demonstrated for earthquake scenarios. Key insights include optimal medical centre locations, required capacities, necessary medical staff and casualty allocation strategies, all vital for efficient disaster response within the critical first 72 h.

Originality/value

This study innovates by integrating stochastic programming and dynamic modelling to tackle post-disaster medical response. The use of a Markov Chain for uncertain health conditions and focus on the immediate aftermath of earthquakes offer practical value. By optimizing resource allocation amid uncertainties, the study contributes significantly to disaster management and HT research.

Abstract

Purpose

Metro stations have become a crucial aspect of urban rail transportation, integrating facilities, equipment and pedestrians. Impractical physical layout designs and pedestrian psychology impact the effectiveness of an evacuation during a metro fire. Prior research on emergency evacuation has overlooked the complexity of metro stations and failed to adequately consider the physical heterogeneity of stations and pedestrian psychology. Therefore, this study aims to develop a comprehensive evacuation optimization strategy for metro stations by applying the concept of design for safety (DFS) to an emergency evacuation. This approach offers novel insights into the management of complex systems in metro stations during emergencies.

Design/methodology/approach

Physical and social factors affecting evacuations are identified. Moreover, the social force model (SFM) is modified by combining the fire dynamics model (FDM) and considering pedestrians' impatience and panic psychology. Based on the Nanjing South Metro Station, a multiagent-based simulation (MABS) model is developed. Finally, based on DFS, optimization strategies for metro stations are suggested.

Findings

The most effective evacuation occurs when the width of the stairs is 3 meters and the transfer corridor is 14 meters. Additionally, a luggage disposal area should be set up. The exit strategy of the fewest evacuees is better than the nearest-exit strategy, and the staff in the metro station should guide pedestrians correctly.

Originality/value

Previous studies rarely consider metro stations as sociotechnical systems or apply DFS to proactively reduce evacuation risks. This study provides a new perspective on the evacuation framework of metro stations, which can guide the designers and managers of metro stations.

Abstract

Purpose

Effective safety supervision plays a crucial role in ensuring safe production within coal mines. Conventional coal mine safety supervision (CMSS) in China has suffered from the problems of power-seeking, excessive resource consumption and poor timeliness. This paper aims to explore the Internet+ CMSS mode being emerged in China.

Design/methodology/approach

The evolution of CMSS systems underwent comprehensive scrutiny through a blend of qualitative and quantitative approaches. First, evolutionary game theory was used to analyze the necessity of incorporating Internet+ technology. Second, a system dynamics model of Internet+ CMSS was crafted, encompassing a system flow diagram and equations for various variables. The model was subsequently simulated by taking the W coal mine in Shanxi Province as a representative case study.

Findings

It was revealed that the expected safety profit from the Internet+ mode is 296.03% more than that from the conventional mode. The precise dissemination of law enforcement information was identified as a pivotal approach through which the Internet+ platform served as a conduit to foster synergistic collaboration among diverse elements within the system.

Practical implications

The outcomes of this study not only raise awareness about the potential of Internet+ technology in safety supervision but also establish a vital theoretical foundation for enhancing the efficacy of the Internet+ CMSS mode. The significance of these findings extends to fostering the wholesome and sustainable progress of the coal mining industry.

Originality/value

This research stands out as one of the limited studies that delve into the influence of Internet+ technology on CMSS. Building upon the pivotal approach identified, to the best of authors’ knowledge, a novel “multi-blind” working mechanism for Internet+ CMSS is introduced for the first time.

Abstract

Purpose

The purpose of this study is to review the role of knowledge management (KM) in disaster management and crisis. Disaster causes many detrimental impacts on human lives through loss of life and damage to properties. KM has been shown to dampen the impact of the disaster on the utilization of knowledge among agencies involved and the local communities impacted by disasters.

Design/methodology/approach

Through a bibliometric methodology (co-citation, bibliographic coupling and co-word analysis), this study presents significant themes in the past, current and future predictions on the role of KM in disaster management. In this review paper, 437 publications were retrieved from the Web of Science and analyzed through VOSviewer software to visualize and explore the knowledge map on the subject domain.

Findings

Findings suggest that the significant themes derived are centralized to disaster preparedness during disaster and disaster postrecovery. This review presents a state-of-art bibliometric analysis of the crucial role of KM in building networks and interconnection among relevant players and stakeholders involved in disaster management.

Research limitations/implications

The main implication of this study is how the authorities, stakeholders and local community can integrate the KM system within the three stages of disasters and the crucial role of technologies and social media in facilitating disaster management.

Originality/value

To the best of the authors’ knowledge, this is the first study to present a bibliometric analysis in mapping KM’s past, present and future trends in disaster management.
