Abstract
This paper attempts to examine which theory is best at explaining the geographic concentration in Java, an island in which most of the Indonesia’s large and medium manufacturing industries have located overwhelmingly. Our previous studies on Java have found that there was a stable – albeit increasing trend – and persistent geographic concentration in Java over the period 1976‐1995. Yet some critical questions exist: Why geographic concentration in Java persisted during this period? To what extent relevant theories and empirical literature can be used as an explicit test of competing theories on agglomeration forces? In answering those questions, we compare the three major grand theories of geographic concentration: Neo‐Classical Theory (NCT), New Trade Theory (NTT) and New Economic Geography (NEG). Using the regional specialization index as a measure of geographic concentration of manufacturing industry and pooling data over the period 1991‐002, our econometric analysis integrates the perspectives of industry, region (space) and time. We further explore the nature and dynamics of agglomeration forces underpinning the industrial agglomeration in Java by testing some key variables. Our econometric results rejected the NCT hypotheses and showed that the NTT and NEG can better explain the phenomena. It’s apparent that manufacturing firms in Java seek to locate in more populous and densely populated areas in order to enjoy both localization economies and urbanization economies, as shown by the significance of scale economies and income per capita. The former is associated with the size of a particular industry, while the latter reflects the size of a market in a particular urban area. More importantly, the results suggest that there is a synergy between thickness of market and agglomeration forces. The interplay of agglomeration economies is intensified by the imperfect competition of Java’s market structure. We find that Java’s market structure may restrict competition so that firms tend to concentrate geographically. Instead of providing some important recommendations for local and central governments and practical implications for investors and manufacturing firms, this paper gives empirical evidence with respect to path dependency hypothesis. The finding supports the NEG’s belief that history matters: older firms tend to enhance regional specialization.

Abstract
The purpose of this article is to provide organized, synthesized information related to initiatives throughout the world based on knowledge‐based development (KBD) such as knowledge cities (KCs), knowledge regions, and knowledge countries. A first search was conducted using the Internet and specialized databases under the keywords “knowledge cities”. The information compiled led to other related keywords which branched out the search. All resulting information was then collated and integrated into a number of categories all unified under the field of knowledge‐based development. A compilation of information on the topic “knowledge cities” and other topics related to knowledge‐based development. The information is presented in eight sections: a glossary of KC‐related terms, a list of knowledge‐based development initiatives, a list of associations and organizations related to the topic, a list of urban KBD‐related value dimensions and their indicators, a list of international rankings, a list of special editions on KCs, a bibliography, and a directory of related sites on the Internet. This effort resulted in a public service available at the World Wide Web. The information included in this compilation is limited mainly to public domain information available throughout Internet in both English and Spanish, as well as in selected databases.

Abstract
This article provides an account of how databases can be effectively used in entrepreneurship research. Improved quality and access to large secondary databases offer paths to answer questions of great theoretical value. I present an overview of theoretical, methodological, and practical difficulties in working with database data, together with advice on how such difficulties can be overcome. Conclusions are given, together with suggestions of areas where databases might provide real and important contributions to entrepreneurship research.

Purpose
The purpose of this paper is to investigate differences between 46 countries, 25 of which are EU members, in their technological communication standards and technological efforts.
Design/methodology/approach
Two indexes were developed. The first, labeled Index 1, measures the communication standards of the 46 countries. The second index, labeled Index 2, measures their innovative efforts. Three different dimension variables were employed in each index. Analysis of variance and the coefficient of variation were used to find similarities and differences between and within the groups classified as EU and non‐EU.
Findings
Results show overall that there were no statistically significant differences in means when countries were grouped into EU and non‐EU.
Originality/value
The paper uses two indexes composed of indication variables to rate and rank 46 countries for their technological diffusion, considering communication standards and innovative efforts.

Abstract
Purpose
This study aims to investigate the synergies between the economic environment and the smart living dimension embedded in the current smart city initiatives, focusing on the localization of female entrepreneurship in contemporary cities. This interaction is under-investigated and controversial as it includes cities' practices enabling users and citizens to develop their potential and build their own lives, affecting entrepreneurial and economic outcomes. Building upon the perspective of the innovation ecosystems, this study focuses on the impact of smart living dimensions and R&D investments on the localization of female entrepreneurial activities.
Design/methodology/approach
The study uses a Generalized Method of Moments (GMM) and a panel dataset that considers 30 Italian smart city projects for 12 years to demonstrate the relationship between smart living practices in cities and the localization of female entrepreneurship. The complementary effect of public R&D investment is also included as a driver in the “smart” city transition.
Findings
The study found that the advancement of smart living practices in cities drives the localization of female entrepreneurship. The study highlights the empirical results, the interaction over the years and a current overview through choropleth maps. The public R&D investment also affects this relationship.
Practical implications
This study advances the theoretical discussion on (1) female entrepreneurial intentions, (2) smart city advancement (as a context) and (3) smart living dimension (as a driver) and offers valuable insight for governance and policymakers.
Social implications
This study offers empirical contributions to the preliminary academic debate on enterprise development and smart city trajectories at the intersection between human-based practices and female entrepreneurship.
Originality/value
This study offers empirical contributions to the preliminary academic debate on enterprise development and smart city trajectories at the intersection between human-based practices and female entrepreneurship. The findings provide valuable insights into the localization of female entrepreneurship in the context of smart cities.

Purpose
Entrepreneurship is increasingly recognised as a crucial element in fostering economic development and growth, especially at the regional level. The purpose of this paper is to examine the evolution of regional enterprise policies and associated governance mechanisms in the UK to address the following questions: How are evolving systems of regional governance in the UK impacting on the capability of regional policy to foster entrepreneurship? To what extent does enterprise policy form a key part of the overall economic development strategy of regions? and are different forms of regional enterprise policy and priorities emerging?
Design/methodology/approach
The study draws on a series of key interviews with policy makers across the regions of Wales, Scotland and England (using the case study of the Yorkshire and the Humber region). The approach adopted in this study facilitates an exploration of the perspectives of those responsible for the formulation and delivery of such support. The paper seeks to ascertain and analyse policy maker opinion on the nature of previous policy, as well as future requirements if policies are to become more effective. It focuses on the period from 1997, with the election of the Labour Government, and the period from 2010 to 2015 represented by the Conservative-Liberal Democratic Coalition Government.
Findings
The paper finds that regional entrepreneurship differentials emerge due to the spatial and place-based nature of three underlying factors: first, the nature of markets; second, the nature of innovation systems; and third, the nature of place-based cultures, communities and the institutions they establish. In the regions studied, failings and limitations in these factors suggest two potential requirements: first, the introduction of public policy in the form of a range of interventions and support mechanisms, second, the introduction of a system of policy governance to establish appropriate interventions and support mechanisms. In the case study regions, clear attempts have been made to address each of the three limiting factors through a range of policy and governance systems, but due to a complex range of issues these have often achieved limited success.
Originality/value
From an intellectual perspective, the paper positively points toward the establishment of governance and policy frameworks that have been both led and informed by the theory underpinning an explanation of regional differentials in entrepreneurial capacity and capability. However, from a more applied perspective it questions the effectiveness and strategic implementation of the policy frameworks and the sustainability of the associated governance mechanisms.

Abstract
Purpose
The purpose of this paper is to examine how entrepreneurship culture affects start-up and venture capital co-evolution during the early evolution of an entrepreneurial ecosystem (EE) and its ability to foster the emergence of ambitious entrepreneurship as an outcome of its activity. Unlike studies that capture entrepreneurship culture at the national level, this study focusses specifically on the culture of venture capital-financed entrepreneurship and understanding its implications to the development of venture capital markets and successful firm-level outcomes within ecosystems.
Design/methodology/approach
Relying on EE and organisational imprinting theory, this study specifies characteristics of venture capital-financed entrepreneurship of Silicon Valley to illustrate the American way of building start-ups and examine whether they have as imprints affected to the entrepreneurship culture and start-up and venture capital co-evolution in Finland during the early evolution of its EE between 1980 and 1997.
Findings
The results illustrate venture capital-financed entrepreneurship culture as a specific example of entrepreneurship culture beneath the national level that can vary across geographies like the findings concerning Finland demonstrate. The findings show that this specific culture matters through having an impact on the structural evolution and performance of EEs and on the ways how they deliver or fail to deliver benefits to entrepreneurs.
Originality/value
The results show that venture capital-financed entrepreneurship and the emergence of success stories as outcomes of start-up and venture capital co-evolution within an EE are connected to a specific type of entrepreneurship culture. This paper also contributes to the literature by connecting the fundamentals of organisational imprinting to EE research.

Abstract
Purpose
Aims to assess the potential for a broad “green” technoeconomic paradigm (TEP) to effectively achieve and sustain higher levels of welfare from economic and environmental sources in manylower income countries (LIC). A green TEP comprises a new socioeconomic system based upon a set of inter‐related technologies that increase human welfare, but focus upon saving material, energy and other environmental resources. TEPs have pervasive social and economic effects that include substantial productivity, trade competitiveness, and environmental quality advantages. The desirability of such economic change must incorporate the general approach of social economics and alternative notions of well‐being.
Design/methodology/approach
The paper is largely discursive in nature and provides a systematic identification of the LIC conditions that are likely to promote, and benefit from, the pervasive adoption of material‐ and energy‐saving technologies. Some results of an exploratory cross‐country study of the empirical link between technology capability and the human development index (HDI) are utilized in the discussion.
Findings
The paper concludes that a green TEP may well provide a viable alternative development approach in the LICs. The main advantages are derived from related resource efficiency gains and reductions in the socioeconomic metabolism, and the benefits of a relative production factor shift toward labor (and away from materials, energy, and environment‐intensive capital). The potential for LICs is also facilitated by the positive spillovers and decreasing cost of green TEP‐related knowledge and technology diffusion in the expanding, decentralizing global communication network. The higher income nations would need to play a significant role in this process.
Originality/value
Ecological modernisation and material and energy‐saving technologies are widely viewed as essential for achieving long‐term economic and social well‐being improvements in the twenty‐first century and beyond. Discussion of this promising approach typically assumes that this transformation is only viable in the technological and economic context of the higher income nations. However, this paper provides a detailed case for the strategic encouragement and adoption of a green TEP for sustainable economic development and environmental conditions in LICs.

Abstract
Purpose
Entrepreneurial ecosystems offer an approach to analyse the evolution and resilience of a region by placing the emphasis on the interactions that occur between entrepreneurs and the supporting regional resources. The purpose of this paper is to analyse the transformation of a region with high-growth firms to identify the coordinating structures that evolve in response to entrepreneurial recycling of resources.
Design/methodology/approach
This study uses network analysis to explore the scaling capability network of leaders in Dublin’s high-growth IT firms over a 15-year period.
Findings
After a gestation period of 10 years, leaders displayed prior experience from an initial entrant. Towards the end of the study period, numerous well-connected internet firms arose providing a structure resilient to exogenous and endogenous shocks.
Research limitations/implications
The findings suggest that the region’s structure changed from a satellite platform to a “hub and spoke” type district, and is showing signs of becoming a Marshallian type district, although the analysis is limited to regional knowledge capital through leadership mobility and does not consider the financial, social or institutional capital described in the entrepreneurial ecosystems literature.
Practical implications
Policy that aims to create regional resilience but minimise the scope of intervention needed can encourage the introduction of an anchor firm to a region and can complement this initiative with regional capability accumulation through labour policies that encourage resource recycling and minimise human capital leakage.
Originality/value
This contributes to an understanding of how entrepreneurial ecosystems evolve and the structure of the supporting resources that lead to increased regional resilience.

Abstract
Purpose
Regional competitiveness refers to the capacity of a region to manage its resources and competencies to increase the well-being of its people. Measuring regional competitiveness is, thus, a major consideration for policymakers, businesses and the academic community in their endeavour to improve the same. This paper aims to demonstrate a novel way to calculate the regional competitiveness index under a two-stage objective general index (OGI) framework.
Design/methodology/approach
The authors compute the regional competitiveness index under a two-stage OGI framework. In the first stage, they aggregate the sub-factor level information into a factor level index; in the second stage, they use the factor level index to obtain a regional competitiveness index.
Findings
The authors discuss the properties of the proposed index in detail. They further analyse five periods of regional competitiveness of Peru spanning the period 2008-2015. Among others, the results reveal the existence of the resource curse of the mining regions of Peru.
Practical implications
The paper is a contribution to the practical measurement of competitiveness.
Social implications
The calculation of a regional competitiveness index is vital for improving the competitiveness of the countries and for reducing regional inequalities.
Originality/value
When compared to the existent methods available in the literature, the advantage of the proposed method resides in the fact that the derived index has a positive correlation with the factor-level indices and the factor-level indices have a positive correlation with the sub-factor-level information.
