Abstract

In a global context characterised by a growing recognition of the role that educational leaders play in ensuring school effectiveness and the consequent need to design effective leadership preparation programmes, many educational leadership preparation providers around the world have borrowed international standards and frameworks in order to guide their programmes and assure their quality. This trend has been on the rise as a response to globalisation pressures and a growing interest in acquiring international recognition through accreditation agencies. However, this raises important questions about the potential repercussion of using foreign, mainly Western, frameworks to develop or assess national leadership preparation provision. Evidence from relevant literature indicates that these frameworks, when applied to local contexts, need to take contextual factors into account. In this chapter, we engage with existing literature in relation to leadership preparation, internationalisation and professional standards to reflect on our experience of using international standards to develop the Masters in Educational Administration programme offered by Sultan Qaboos University (SQU) in Oman. We hope to contribute to existing internationalisation literature by providing a different perspective on educational administration and leadership preparation from a non-Western tradition, thereby expanding the understanding of meaningful leadership preparation in general.

Abstract

Purpose

The purpose of this legacy paper is to review leadership preparation over time in the United States and addresses challenges ahead. It is hoped that the US developments will be instructive to an international audience interested in strengthening the preparation of school leaders.

Design/methodology/approach

The paper synthesizes research and commentary on leadership preparation programs in the US as a basis for identifying five challenges ahead.

Findings

Meaningful change should be informed by the past but not bound by tradition. It is imperative to be open to different viewpoints, to take reasonable – and at times bold – risks, and to question deeply held values and assumptions. Broad recognition of the significant role school leaders play in facilitating student learning suggests that the political climate is right to effect meaningful reforms in leadership preparation in the US. Those involved in preparing school leaders are urged to address the challenges identified in this paper.

Research limitations/implications

Encouraging work is underway, but many more people need to be involved in efforts to rigorously assess and improve leadership preparation.

Practical implications

We do not have all the answers but cannot be paralyzed by what we do not know. We are ethically responsible to act on what we do know, such as incorporating the compelling research on learning theory into the leadership preparation curriculum.

Originality/value

The traditional complacency in the educational leadership professoriate cannot continue if university preparation programs are to meet the needs of the next generation of school leaders. The time is short, and the stakes are high for all involved especially for PK-12 students.

The focus of this chapter is to compare and contrast two Master of Education programs, one in Louisiana, United States, the other in Ontario, Canada. Our discussion addresses program design including focus of the graduate degree; admission requirements; number of instructor contact hours; nature and dimensions of course content; culminating activities such as e-portfolios, Master's Research Projects, field experiences, internships, and theses; professional and program standards; as well as assessment procedures and accountability requirements. The ongoing pressure to improve our schools in an increasingly competitive global environment has heightened educational standards and expectations as never before (Cowie & Crawford, 2007). In these times of increased accountability and financial strain for publicly funded universities, this analysis of contemporary trends and processes may provide some relevant insight into current practices for those presenting graduate programs.

Abstract

Purpose

The purpose of this paper is to explore the educational leadership capacity of mentors working with new teachers and to identify factors that support and hinder the development of this leadership capacity.

Design/methodology/approach

The author conducted a qualitative case study of mentors with connections to the New Teacher Center in California. Data were collected through an online survey of mentors, focus group interviews with mentors, and interviews with programme leaders.

Findings

Mentors in the study view themselves as educational leaders and were able to identify enablers and barriers to the development of their leadership capacity. Enablers include: their selection and experience as mentors, mentor preparation and ongoing professional support, and the support and encouragement of skilled programme leaders and of some principals and districts. The main barrier to mentors having a positive impact is the culture of the schools and districts in which they work.

Research limitations/implications

Findings from this small-scale study of mentors with connections to the NTC cannot be transferred to other contexts, however, the factors supporting and hindering the development of educational leadership capacity may be of interest and relevance to other mentoring programmes.

Originality/value

There is a lack of empirical research that considers the benefits of mentoring for the mentors and in particular the educational leadership capacity that mentors develop in their roles.

Abstract

Purpose

Informed by learning transfer theory, the purpose of this paper is to validate the instrument measuring educational leadership preparation program (LPP) quality attributes and graduates’ leadership learning and to assess the direct and indirect relationships among them, as reported by program graduates.

Design/methodology/approach

This study uses data collected from the 2016 INSPIRE-G Survey, which gathers information from LPP graduates in the USA on their perceptions of program quality and leadership learning. Structural equation modeling was used to determine which program quality factors directly and indirectly influence graduate leadership learning.

Findings

The results suggest significant relationships between the assessed LPP attributes and leadership learning. Faculty quality and program rigor and relevance (PRR) had the strongest association with leadership learning, although the relationship between faculty quality and learning was fully mediated by PRR. Internship experiences and peer relationships were also important predictors of leadership learning. Studying with a cohort had a small but positive relationship with graduates’ leadership learning, although the relationship was fully mediated by perceived peer relationships.

Originality/value

This study further validates the INSPIRE-G Survey and affirms the imperative role of leadership preparation as a predictor to graduate reported learning outcomes and learning transfer. Moreover, this study illustrates the importance of leadership preparation by demonstrating positive relationships between program quality features and reported leadership learning outcomes. Finally, the INSPIRE-G instrument demonstrates its utility as a reliable measure of program quality, which opens the door to large-scale and longitudinal studies of the transfer of learning from leader preparation to practice.

Abstract

Purpose

The purpose of this paper is to describe and analyze an Arizona university’s educational leadership program and the revisioning/restructuring process that program faculty have engaged in to ensure that the program provides aspiring school leaders with the conceptual knowledge, dispositions, and skills necessary to transform their schools in ways that directly address the needs of Arizona’s increasing diverse student population and ensures equitable and excellent educational opportunities for every student.

Design/methodology/approach

Through a narrative inquiry approach (Clandinin, 2006), this study examined the Sonoran Leadership Academy and how the program faculty prepared aspiring school leaders to meet the needs of Arizona’s changing demographics.

Findings

The findings indicate that the program faculty have been able to work collaboratively to establish an ecological framework of transformative leadership to develop aspiring school principals’ dispositions to tackle systemic racism and practices associated with deficit thinking and low expectations of diverse student populations. By more explicitly and seamlessly weaving concepts and skills related to race, racism, and the structures and cultures that can either perpetuate or disrupt inequitable treatment of diverse student populations throughout all of the courses and experiences of the program, the program faculty made substantial progress in supporting their students to meet the program outcomes around equity and excellence and transformative leadership.

Research limitations/implications

The knowledge generated from this study is limited to one specific educational leadership program in Arizona, but the conceptual framework emerged from the study has implications on how educational leadership programs can embark on a similar revision effort to ensure that leadership studies is responsive to the issues of race and racism in the context of schooling and demographic change.

Practical implications

The results of this study will operationalize a new conceptual model to demonstrate concrete effective teaching practices on ways to prepare school leaders for diversity and demographic change.

Social implications

By the year 2050, it is estimated that white Americans will no longer make up the majority of the population in the USA. Since the school system has historically been envisioned as the bedrock of democracy, there is a pressing need for the educational system to respond to issues related to this demographic change and to prepare effective school leaders to establish conditions of equity and excellence for all children across multiple forms of diversity in their local schools.

Originality/value

This study contributes to scholarship in several ways. First, it introduces the field of educational leadership to an antiracist framework for critical race leadership studies and principal preparation. Second, it methodologically contributes to educational studies by using narrative inquiry to understand the experiences of those who are situated in the research context. Third, the paper connects theory to practice by identifying specific strategies on how to revise a program to meet the needs of diverse K-12 student populations, and how these efforts are connected to the university classrooms in the ways school leaders are prepared for transformative leadership.

Abstract

Purpose

This article aims to discuss the conceptualisation process of developing a new one‐year taught‐master's programme in educational leadership at an Aotearoa/New Zealand university.

Design/methodology/approach

The perspective taken is a highly personalised one from the two lead “drivers” of the programme and outlines the two‐year process of development of the programme from conception through to the first papers delivered in semester one 2008. The article describes the process, the concerns, the underlying philosophy, content and intended delivery pattern within the Master of Educational Leadership (MEdL) programme. As the programme designers, the authors wanted something discernibly different in orientation from the postgraduate programmes offered by other tertiary providers in Aotearoa/New Zealand. The content had to be both educationally and culturally relevant and reflect the nation's bi‐cultural heritage, yet growing multi‐ethnic population base.

Findings

The proposed programme was somewhat controversial and had a rather difficult journey through the New Zealand Vice Chancellors' Committee (NZVCC) that deals with the accreditation process. The philosophy of the programme centred on leadership rather than a management focus. Moreover, the philosophy was premised on both theory and practice as praxis and drew on both developmental and experiential models for leadership development.

Originality/value

This article leads a critical discourse amongst tertiary educators in educational leadership programmes towards a greater exploration and articulation of the critical, humanistic, and phenomenological nature of the programmes it offers.

The continued move toward high-stakes accountability has significant consequences for public schools located within communities occupied by historically marginalized populations, as the majority of chronically low-performing (CLP) schools are housed within metropolitan areas where students of color are the primary population (Noguera & Wells, 2011). Consequently, over the course of the last decade, college- and university-based educational leadership preparation programs have been placed on the defensive (Cibulka, 2009; Goldring & Schuermann, 2009), as school leaders and those who prepare them are being increasingly held accountable for the significant escalation in the number of CLP schools. With such issues as the contextual backdrop, the purpose of this chapter is to further examine two issues critical to the field of educational leadership preparation: the need for leadership preparation programs to develop and provide curricula and pedagogical offerings that better prepare leaders to serve within diverse communities, and the potentiality of using Q-methodology as an evaluative instrument in the reformation efforts of educational leadership preparation programs attempting to better equip school leaders for diverse contexts.

Abstract

The purpose of this chapter is to describe the practices being implemented within the doctorate for Educational Leadership for Social Justice (Ed.D.) program at Loyola Marymount University. Furthermore, the chapter shares data from a qualitative method of inquiry to assess the program's efficacy. The goal of the program is to produce leaders who can advocate for social justice in educational settings, implement theory into practice, and lead to facilitate transformation in the field of education. The foundational elements of the program include a cohort model, a rigorous curriculum, supportive structures, and the culminating dissertation. Data from program graduates and their supervisors suggest that students are transformed in the program to respect, educate, advocate, and lead educational settings.
