Abstract

Purpose

Using the forensic investigation (FORIN) approach, the purpose of this paper is to identify the factors that exacerbated the loss of human life in one of the most devastated local municipalities on the coast by 2011 Great East Japan Earthquake and Tsunami (GEJET) disaster.

Design/methodology/approach

This paper begins by reviewing the extent of damage to the local municipalities along the Sanriku ria coast, which has a long history of tsunami disasters. Second, the paper compares previous major tsunami events by using a human vulnerability index, and applies this index to detect the city of Rikuzentakata. Third, the paper identifies the root causes of the GEJET disaster in the city. Interview records with disaster victims were used to elucidate the main factors that exacerbated the number of deaths.

Findings

The study indicates that the FORIN approach can be effectively applied to identify the target city for this case study and to point to those factors the most exacerbated human sufferings, and also provides many lessons based on research findings and methodologies to support building resilient societies in the future.

Originality/value

This paper indicates FORIN approach as an effective research template by investigating the GEJET disaster.

Abstract

Purpose

Disaster-resistant housing practices are widely promoted in developing countries as an integral component of climate adaptation efforts, particularly in rural hazard-prone areas. However, how the prevailing housing practices are intertwined with rural livelihoods and how the external initiatives to promote disaster-resistant housing practices materialize in a contested marginalized space are key questions with social vulnerability implications that seldom receive adequate attention. This paper aims to explore these questions through case studies of two hazard-prone rural areas in Bangladesh.

Design/methodology/approach

The two study areas were selected considering the variation of risk patterns: one located in cyclone hazard-prone southern District of Noakhali and the other located in a flood hazard-prone area of Rajbari District. Existing housing practices in these two communities, their adoption of disaster-resistant housing options and their overall livelihood challenges were explored through questionnaire surveys, focus group discussions and transect walks.

Findings

As this study shows, safe housing practices are tertiary concerns for people living in those contested spaces after meeting livelihood challenges. Further, in the absence of formal land tenure, adaptation efforts that introduce disaster-resistant housing practices may fail to be effective.

Practical implications

The findings of this study demonstrate the need for a reorientation in the present approaches of climate adaptation (particularly, in case of housing practice) to make them more responsive to the adaptation challenges of socially vulnerable populations.

Originality/value

Most of the prior studies on disaster and rural housing have focused on the post-disaster housing recovery, but there is yet to have enough study that looked at households’ current housing strategies and, in particular, how land tenure and livelihood challenges influence their choices. This study fills this research gap and also provides evidence in support of considering the risk priority of marginalized vulnerable population while responding to the broader concerns of climate change.

Abstract

Purpose

Due to the unknown location, size and timing of disasters, the rapid response required by humanitarian operations (HO) faces high uncertainty and limited time to raise funds. These harsh realities make HO challenging. This study aims to systematically capture the complex dynamic relationships between operations in humanitarian settings.

Design/methodology/approach

To achieve this goal, the authors undertook a systematic review of the extant academic literature linking HO to system dynamics (SD) simulation.

Findings

The research reviews 88 papers to propose a taxonomy of different topics covered in the literature; a framework represented through a causal loop diagram (CLD) to summarise the taxonomy, offering a view of operational activities and their linkages before and after disasters; and a research agenda for future research avenues.

Practical implications

As the authors provide an adequate representation of reality, the findings can help decision makers understand the problems faced in HO and make more effective decisions.

Originality/value

While other reviews on the application of SD in HO have focused on specific subjects, the current research presents a broad view, summarising the main results of a comprehensive CLD.

Abstract

Purpose

While the top-down approach to design and implement post-disaster resettlement programmes are often influenced by spatial factors such as land availability and access to infrastructure facilities, failure to recognise socio-economic and cultural sensitivities of resettling communities have been noted as a common reason for unsuccessful resettlement programmes. Since these socio-economic and political issues are not mutually exclusive from spatial factors, the aim of this research is to develop a framework to assist the design and implementation of better post-disaster resettlement programmes through better coordination between spatial and socio-economic/cultural factors.

Design/methodology/approach

An initial theoretical framework was developed through a comprehensive literature review followed by a validation through a case study approach.

Findings

During the theoretical framework development, the differentiating priorities of policy maker's viewpoint and resettling community's viewpoints have been established as key theoretical constructs, within the emergency, transitional, and potential development phases of post-disaster resettlement programmes. Further, spatial analysis has been identified as an effective technique that can be used to investigate the interdependencies between the spatial, socio-economic and cultural factors within the post-disaster resettlement programmes. The case study findings confirmed that spatial analysis indeed can be used effectively to evaluate the above mentioned interdependencies within the context of post-debris flow event disaster resettlement programmes.

Originality/value

It is expected that the developed framework can be used by authorities and policy makers who are designing and implementing resettlement programmes to evaluate how the spatial design of the programme can be used to minimise socio-economic and cultural issues of settling communities.

Abstract

Purpose

The purpose of this paper is to look into how collaborations among science and technology groups and other stakeholders in the Asia-Pacific region can facilitate implementation of national and local disaster risk reduction (DRR) strategies through education, training and field practice. Case studies on transdisciplinary approach (TDA) that integrates cross-cutting DRR issues and various stakeholders through science and technology are introduced from several countries in the region as attempts to holistically support societies build and strengthen their disaster resilience.

Design/methodology/approach

First, through literature review, the transition from single discipline to TDA is illustrated in which various stakeholders of different disciplines work together to achieve a common societal goal. This is followed by introduction of several case studies of actual TDA implementation for DRR in which information had been gathered through surveys and interviews with international science and technology stakeholders. Finally, through analysis and discussion, the study identifies the key roles of science and technology stakeholders for facilitating TDA for DRR.

Findings

The study concludes with key findings on the specific roles of science and technology including provision of education and training to build capacities of DRR practitioners to effectively plan and implement DRR measures, support to evidence-based decision making through locally specific scientific assessments and analysis and validation scientific information on the actual field for DRR practitioners and agencies. In materializing these roles into action, institutionalization of supporting policies and budget provision that promotes TDA are suggested.

Originality/value

Even though TDA is not a new concept and many stakeholders understand its importance, TDA has not been widely exercised mainly due to conventional practices of experts and organizations working only within their groups and disciplines. With this understanding, this study has newly identified eight key elements that can be used as a guide and checklist for DRR stakeholders to effectively implement TDA for strengthening disaster resilience of their societies.

Abstract

Purpose

The number of natural and man-made disasters is remarkable and threatened human lives at the time of occurrence and also after that. Therefore, an efficient response following a disaster can eliminate or mitigate the adverse effects. This paper aims to help address those challenges related to humanitarian logistics by considering disaster network design under uncertainty and the management of emergency relief volunteers simultaneously.

Design/methodology/approach

In this paper, a robust fuzzy stochastic programming model is proposed for designing a relief commodity supply chain network in a disaster by considering emergency relief volunteers. To demonstrate the practicality of the proposed model, a case study is presented for the 22 districts of Tehran and solved by an exact method.

Findings

The results indicate that there are many parameters affecting the design of a relief commodity supply chain network in a disaster, and also many parameters should be controlled so that, the catastrophe is largely prevented and the lives of many people can be saved by sending the relief commodity on time.

Practical implications

This model helps decision-makers and authorities to explore optimal location and allocation decisions without using complex optimization algorithms.

Originality/value

To the best of the authors’ knowledge, employee workforce management models have not received adequate attention despite their role in relief and recovery efforts. Hence, the proposed model focuses on the problem of managing employees and designing a disaster logistics network simultaneously. The robust fuzzy stochastic programming method is applied for the first time for controlling the uncertainties in the design of humanitarian relief supply chains.

Abstract

This paper utilizes the generic source of “community” to define a disaster community emphasizing disaster areas’ perceived boundaries and the social networks that fall within these boundaries. Three such “disaster communities” are proposed based on family‐kin, micro‐neighborhood, and macro‐neighborhood social networks. Utilizing an Israel national representative sample of (814) urban households residing in 150 municipalities, a set of hypotheses were tested regarding the impact of disaster communities on individual disaster preparedness behaviors. In general, more socially robust communities brought about greater levels of individual preparedness but with significant exceptions by type of preparedness. In addition, the predictive ability of such disaster communities on each preparedness component varied. Ethnic and educational composition of the networks had a negligible impact on disaster preparedness behaviors. Overall, the use of social network based disaster communities provides a sound theoretical and empirical foundation to study disaster behaviors.

Abstract

Purpose

The purpose of this paper is to describe, explain and provide context for relationships between translation, trust and distrust using accounts of the 2011 Great East Japan Earthquake given by foreign residents who experienced the disaster.

Design/methodology/approach

This research provides a qualitative analysis of ethnographic interview data drawn from a broader study of communication in the 2011 disaster using the cases of 28 foreign residents of the disaster zone from 12 different countries of origin.

Findings

The study confirms the general importance, the linguistic challenges and the context dependency of trust in disaster-related communication at the response phase. It found that translation was involved in some trust reasoning carried out by foreign residents and that translation was an ad hoc act undertaken by linguistically and culturally proficient acquaintances and friends.

Research limitations/implications

The research examines a limited range of trust phenomena and research participants: only reason-based, social trust described by documented foreign residents of the 2011 disaster zone in Japan was considered. Furthermore, generalisations from the case study data should be approached with caution.

Originality/value

This paper adds to the literature on trust and disaster response as opposed to trust and disaster preparedness, which has already been comprehensively studied. It responds to calls for more studies of the role of context in the understanding of trust and for greater attention to be paid in research to relationships between trust and other phenomena.

Abstract

This chapter focuses on the experiences and processes of earthquake recovery to discuss the general state of disaster recovery in Japan. In this way, it is expected that the outcome and discussion can provide effective insights for both domestic and international disaster-related efforts. First, the characteristics of natural disasters in Japan are summarized using statistical data. Quantitative and qualitative methods are flexibly used to analyze published data, materials, and semistructured interview data. Published data and materials are collected from various sources. Interview data were gained from diverse interviewees. Then, four case studies of earthquake recovery are introduced and the application of their recovery experiences to future disaster risk reduction is proposed. Finally, conclusions have been drawn from these case studies to show the practical influence of disaster-recovery experiences to regions that are currently experiencing or are likely to experience natural disasters in the future. More specifically, the chapter illustrates what challenges and influences past earthquakes can have on our present preparedness against a Nankai Trough Earthquake, which is predicted to occur in the near future.

Purpose

The Sendai Framework for Disaster Risk Reduction 2015–2030 calls for a reduction in disaster mortality, yet measuring mortality remains a challenge due to varying definitions of disaster mortality, the quality, availability and diversity of data sources, generating mortality estimates, and how mortality data are interpreted.

Design/methodology/approach

This paper uses five case studies to provide details around some of the complexities involved with measuring disaster mortality and to demonstrate the clear need for accurate disaster mortality data.

Findings

The findings highlight the benefits of combining multiple data sources for accurate mortality estimates, access to interoperable and readily available global, national, regional and local data sets, and creating standardized definitions for direct and indirect mortality for easier attribution of causes of death.

Originality/value

Countries should find a method of measuring mortality that works for them and their resources, and for the hazards they face. Combining accurate mortality data and estimates and leadership at all levels can inform policy and actions to reduce disaster mortality, and ultimately strengthen disaster risk reduction in countries for all citizens.
