Abstract

Purpose

The question of responsibility for career development is critical for virtual employees who work remotely. The purpose of this paper is to (1) compare the perceptions of virtual and on-location employees in the high-tech industry about where responsibility lies for career management, as reflected in their psychological contract (PC) and (2) evaluate the ability of virtual employees to exercise behaviors capable of enhancing their career development.

Design/methodology/approach

A mixed-methods approach was used for this study. Study 1 consisted of semi-structured interviews (N = 40) with virtual and on-location employees working for the same high-tech organization, exploring perceptions responsibility for career self-management as captured by their PCs. Study 2, a quantitative survey of virtual and on-location employees (N = 146) working for various organizations in the high-tech sector, examined perceptions of career self-management through the perceived PC, as well as the perceived ability to exercise behaviors that would enhance career development.

Findings

Both categories of employees assumed that they, together with their direct manager, had responsibility for managing their career development. Nevertheless, virtual employees had lower expectations of support from their managers in this respect (Study 1) and felt that they actually received less support from their managers (Study 2). The results of both studies show, however, that virtuality does not have any significant effect on employees’ self-reported proactive career-influencing behaviors.

Originality/value

The study contributes to existing research by highlighting the perceived joint responsibility for career management and the critical role played by line management in this regard and by showing that virtuality does not have a significant effect on employees’ self-reported proactive career-influencing behaviors.

Abstract

Purpose

The current study aimed to develop and validate a scale to model factors affecting digital technology access for instructional use. The scale was mainly used to assess the structural model. Besides, tests of difference were addressed regarding digital technology access for instructional use based on gender, teaching experience and school location.

Design/methodology/approach

The authors implemented a survey design in this study. A scale based on prior studies was developed, validated and piloted. The pilot study data were computed for an exploratory factor analysis. Further, partial least squares structural equation modeling (PLS-SEM) and t-test procedures were used for the main data analysis (n.2677). The authors also included the importance-performance map analysis to extend of the results of the PLS-SEM.

Findings

The findings of the study successfully assessed the validity and reliability of the scale. All hypothetical relationships in the structural model were positively significant. The t-test results show that teaching experience and school location were significantly different regarding instructional use access; however, an insignificant difference emerged based on gender.

Practical implications

Failure in technology integration is possible if policies have not been carefully prepared. Therefore, users' perception is an essential factor in determining technology integration, including access to digital technology.

Originality/value

This research has the potential to enhance the understanding of access to digital technology in the context of developing countries by the elaboration of the proposed model's instrument development and validation, path analysis assessment and difference test examination with a large sample size. Also, the current study emphasizes the importance of raising awareness about digital technology access that the model can facilitate a valid and reliable foundation for future researchers interested in conducting similar types of research.

Abstract

EU membership has been for the greater part of the post-authoritarian period (1974–2010) an important element of the Greek national consensus. Europe was commonly associated in public discourse with geopolitical security, democratic institutions and economic prosperity. Moreover, accession to the European Monetary Union in 2001 was celebrated as proof of a successful national course and as promise for economic growth. Nevertheless, challenges to pro-Europeanism both from the left and from the extreme right have risen in the context of the economic crisis (2010–2015). While Euro-sceptical attitudes are still a minority within Greek society – but significantly increased in relation to past trends – the discursive negotiation of Europe in the Greek public debate is characterized by ambiguity and has acquired various negative connotations (e.g. austerity policies, authoritarianism, German hegemony, democratic deficit in decision-making). In the highly-polarized Greek political debate, a new cleavage has emerged based on the acceptance or rejection of the loan agreements and the austerity policies associated with them (the so-called pro- vs. anti-memorandum cleavage) which have also transformed traditional Left vs. Right cleavage thus allowing for political alliances between left-ward and right-ward parties. It remains to be seen whether the new cleavage will take the form of a clash between pro-Europeanists vs. Euroscepticists as it is often argued in the context of Grexit scenarios. While this new dichotomy can be misleading especially if it is unambiguously interpreted in cultural terms, it describes a newly formed social and political tension that is under process. A special chapter in this respect is the currency debate; the dilemma between the euro and the drachma represents distinct ideological paradigms and power structures. The present chapter explores the discursive negotiation of Europe in the context of the Greek public debate analysing discourses produced both by political elites and mass media with special focus on the 2015 referendum campaign and the implications of the July 2015 Greece-EU agreement.

Abstract

Purpose

The purpose of the paper is to reflect on the conditions of referenda as an EU input legitimacy, on the era of social media microtargeting campaigns. Taking the case of Brexit as an example, it takes conclusions for the democracy as an inherent value of the EU multilevel polity and opens prospects for possible solutions.

Design/methodology/approach

The paper is interdisciplinary based, complementing political science approaches on EU democratic legitimacy and communication studies on social media and political communication. These are the theoretical frameworks for analysing the case of Brexit referendum campaign, which is based on an empirical tracing of strategies and contents used. This empirical assessment is supported by official reports of the House of Commons and of the UK Information Commissioner’s Office and media news on the case. Analysis and discussion of it allows to come to conclusions.

Findings

Primary finding is that manipulation and disinformation occurred in Brexit campaign, creating a biased, fake and unbalanced information. Second main finding is that microtargeting and suppression of public debate enhances the typical polarisation of binary options on a referendum, and in the case of Brexit deepened the social cleavage that already shaped voter’s preferences, once information consumed by citizens functioned as “eco-chambers”, strengthening preconceptions. The ultimate conclusion in this case is a sign that social media can deepen the historical gap between elites and voters in the EU, with negative consequences for democracy and social legitimacy of the EU political system.

Research limitations/implications

The almost impossible access to the digital microtargeted adverts used in campaigns, to allow a more detailed analysis of the EU content issued.

Practical implications

Conclusions of this research are useful for politicians and advisers of policy-making to reflect on the future of the political system of the EU in terms of democracy, and the Europe as a whole and think about measures to be taken either on the level of improving legitimacy processes or regulation of digital media.

Social implications

If practical implications are taken from conclusions of this study, enhancing democratic processes, avoiding privacy data manipulation and providing accurate, impartial and trustworthy information to citizens public can be a social benefit achieved mainly through regulation.

Originality/value

Despite some studies have been released on Brexit referendum, they have mainly been single-disciplinary. This study innovates because it conciliates political science theoretical views with communications studies’ ones, to produce strengthened reasoning ground on the purposed of this research: to search evidence that new political communication strategies within the social media landscape can be of special negative influence in EU referenda and for the future of the multilevel polity.

Abstract

Purpose

The purpose of this paper is to provide evidence-based policy recommendations for improving the implementation of universal service funds (USF) with a view to closing the digital divide in Africa.

Design/methodology/approach

The paper adopts a qualitative approach that draws examples from various African countries supported by 25 interviews from key stakeholders with hands-on experience and roles that shape telecommunications policy in Africa and other developing countries.

Findings

The study's findings point out that institutional voids which characterize several African countries inhibit the effectiveness of USF in African countries. The authors identify several institutional and organisational factors and explain how they negatively affect the performance of USF. The authors find that in order to overcome these obstacles, there is a need for a clear redefinition of Universal Access and Service (UAS) policies, restructuring the governance of USF, encouraging cross-sectoral collaborations, and bottom-up initiatives to bridge the digital divide in African countries.

Originality/value

The paper contributes to the underexplored USF literature by shedding light on the role of institutional factors in determining the success of USF. The paper thus complements and provides a different perspective on promoting digital inclusion in Africa from the viewpoint of institutional voids, bringing new insights into the existing literature on how to deal with an intractable area of UAS policy and the wider digital divide debate in developing countries.

Abstract

Purpose

The purpose of this paper is to examine the inter- and intra-relationships between climate change and urban flood risk in Balikpapan city.

Design/methodology/approach

This study adopts a qualitative method by applying the driver–pressure–state–impact–response (DPSIR) framework, which helps to determine the strategies for reducing flood vulnerability in response to drivers, pressures, states and impacts. A secondary survey was conducted to understand the DPSIR.

Findings

The key drivers are identified as the population growth, land-use change, climate change and urbanization. Secondary data show that population growth due to urbanization in Balikpapan city is very high, which means that there is a lot of demand for land in the city, and the city’s current responses are mostly focused on building flood control and prevention infrastructures like detention ponds, zero Q technology policies and green open space. The study reveals that the responses that have been implemented in Balikpapan are mostly ineffective problem-solving, which cannot reduce vulnerability to flooding for the long term.

Originality/value

To the author’s knowledge, this is the first instance of the DPSIR framework being applied to Balikpapan city. It is, therefore, hoped that the study results will provide feasible directions to the city government for managing the future flood risks

Abstract

Purpose

The global energy sector draws significant stakeholder attention due to never-ending controversies surrounding its environmental impacts. Investors’ response to such controversies causes direct financial implications for these firms. Furthermore, environmental, social and governance (ESG) sensitivity, which is likely to safeguard the energy sector firms from such controversies, is itself conditional to the development stage of a country and its regulatory environment. Therefore, this study aims to investigate if the influence of ESG on the share price volatility (SPV) of energy sector firms is subject to the development stage of the countries.

Design/methodology/approach

The study investigates nine years of panel data of 93 global energy sector firms from developing and developed nations. Using dynamic two-way fixed effects estimation and computing robust standard errors to obtain the econometric results.

Findings

The main finding reveals that the impact of ESG on SPV is, indeed, subject to the development stage of the nations. Similar results are observed for the effects of the social dimension of ESG on SPV. While ESG impacts the SPV negatively for firms in developing economies, the impact is the opposite for firms in developed nations. In other words, strong ESG propositions induce share price stability for developing countries while destabilizing the firms in developed nations.

Practical implications

The policymakers should further streamline the regulations and policies related to ESG adoption and adherence. In practice, the energy sectors should streamline their operations. Firm managers, especially in the energy sector, should devise strategies with ESG as an essential component to safeguard their firms against environmental and market volatility and adversatives. The firms in developing nations should further strengthen their social dimension of ESG to foster social equity and harmony.

Originality/value

The study contributes through its niche investigations on the energy sector, which is very important for the world economy. The study is relevant in the current scenario when the world faces a severe energy crisis due to global supply chain issues.
